As Christian Lous Lange once said, “Technology is a useful servant but a dangerous master,”. The
international safety of the world is at stake here. At the rapid rate AI is growing it is posing a serious
threat and almost 5.25billion people have access to it. Currently there are many autonomous weapons
being developed and already here.A 2021 report by the U.N. Panel of Experts on Libya documented use
of lethal autonomous weapon system hunting down retreating forces. This is where Rwanda differs
because we have faced devastating consequences of conflict and genocide, we prioritize the protection of
human rights, the prevention of civilian casualties, and the promotion of peace. In this position paper, we
will outline our views on the challenges and implications of these technologies and propose measures to
address them.
Rwanda is concerned about the accountability and discrimination issues associated with fully automated
weapons. These systems may face challenges in reliably distinguishing between lawful and unlawful
targets, which can lead to unintended harm to civilians and violations of international humanitarian law.
In this year Rwanda has partnered with the world Economic Forum, Rwanda became one of the 16
countries to host a center for the Fourth Industrial Revolution. Which, works to promote emerging
technologies such as artificial intelligence (AI), machine learning, blockchain. Rwanda is promoting
cyber security with the release of the National Cyber Security Policy release in March 2015. It focuses on
ensuring the security and resilience of the country's cyber space .The policy recognizes the Government
of Rwanda's (GoR) significant investment in Information and Communications Technology (ICT)
infrastructure and applications as a cornerstone for national economic growth.
Rwanda believes that a possible solution could be having someone supervise the autonomous weapons
and having certain ethical and moral limitations. The solution for cyber weapons would be Transparency
and accountability: Enhance transparency and accountability in the development and use of cyber
weapons to reduce the risks associated with their proliferation. Another solution for autonomous weapons
is to Restrict unpredictability: Implement a prohibition on autonomous weapons with a high degree of
unpredictable behavior. Another solution for cyber weapons is to foster international cooperation and
dialogue to address the challenges and implications of cyber weapons.
