Part 1: Covering Letter and Declaration

The Representative of Nutrition International,

Dear Sir / Madam,

This is with reference to your RFP No. 1980-XX regarding Hiring of Media Agency / Firm for
Broadcasting Vitamin A messages through Radio Channels & a communication campaign through
social media to generate awareness on vitamin A supplementation in Pakistan on the panel of NI.
I. We have examined the information provided in your Request for Proposals (RFP) and
offer to undertake the work described in accordance with requirements as set out in the
RFP. This proposal is valid for acceptance for 6 months and we confirm that this proposal
will remain binding upon us and may be accepted by you at any time before this expiry
date.
II. We accept that any contract that may result will comprise the contract documents
issued with the RFP and be based upon the documents submitted as part of our
proposal.

III. Our proposal (Technical and Financial) has been arrived at independently and without
consultation, communication, agreement or understanding (for the purpose of
restricting competition) with any other Respondent to or recipient of this RFP from NI.

IV. All statements and responses to this RFP are true and accurate.

V. We understand the obligations regarding Disclosure as described in the RFP Guidelines


and have included any necessary declarations.

VI. We confirm that all personnel named in the proposal will be available to undertake the
services.

VII. We agree to bear all costs incurred by us in connection with the preparation and
submission of this proposal and to bear any further pre-contract costs.

Section 1: Understanding of the Project

Background:
Vitamin A protects from night blindness and helps boost the immune system
of children, thus prevents the onset of infectious diseases like measles,
pneumonia, and diarrhea by enhancing immunity. Vitamin A deficiency is a
significant health problem amongst under 5 year’s children as the National
Nutrition Survey (NNS), 2018 revealed that 51.5% of children age 6-59
months are vitamin A deficient in Pakistan.
Nutrition International (NI) is extending technical support to the Government
of Pakistan, since 2005, to strengthen the Vitamin A supplementation (VAS)
program to reduce morbidity and mortality among children 6-59 months. This
include capacity building of District Focal Persons, programme monitoring,
and donating Vitamin A capsules to be administered twice a year during polio
National Immunization Days (NIDs). During the program implementation, it
has been identified that caregivers knowledge regarding benefits and
awareness amongst the general public on the importance of Vitamin-A need
further strengthening. According to NNS 2011, only 24% caregivers were
aware about vitamin A and its importance. Therefore, NI plans to broadcast
radio messages to generate mass awareness on the importance of vitamin A
through different radio channels and social media platforms.

Objective:
The objective of this assignment is to disseminate multiple messages on
vitamin A Supplementation in Pakistan to generate awareness about its
importance in child survival among caregivers and community members and
improve the uptake of Vitamin A supplementation in children between 6 -59
months.

Target locations:
21 districts of Baluchistan, Sindh, Punjab, KP provinces along-with GB having
low coverage of vitamin A.
Details of BCC materials provided by NI:
The audio messages and static and dynamic messages to be used in the
campaign have already been developed by Nutrition International that will be
shared with the selected vendor. Minor adjustments/editing may be required
as per the selected radio channels. The details are provided below:

Scope of work:
The selected agency will undertake the following tasks in consultation with
NI:

Media Plan
Develop media plan to broadcasting the audio messages on different
radio channels which have significant reach in the target locations
including but not limited to (Pakistan Radio/FM99/FM100) before &
during September/October 2023 NIDs.
However, NI will inform the agency about the exact dates & months of
NIDs.

The media plan should include the broadcasting of audio messages on


VAS for 36, 52 &84 seconds separately, every day for specific
number of days i.e, 7 days per campaign (4 days before campaign and
3 days during campaign) mentioning the per day frequency dates and
exact time slots, geographical reach, and a budget so that NI can
choose the best option. The duration of the messages to be
adjusted/edited as per the recommendations and criteria of radio
channels.

Agency will negotiate, get rates, slot etc. and sign contract with the
selected radio channel(s) including but not limited to (Pakistan
Radio/FM99/FM100) as approved by NI to broadcast the radio
messages in accordance with the approved media plan and the budget

Broadcasting through selected Radio Channels


The agency will broadcast the recorded messages on radio channels as
in September/October 2023 NIDs as per the approved media plan by NI.
However, NI will inform the agency about the exact dates & months of
NIDs.
Broadcast of messages will be done in 21 low coverage vitamin A
districts as the following.

4,3 Dissemination through social media

Plan to disseminate above NI audio messages and static and dynamic


messages through social media like Facebook, WhatsApp, Twitter,
Instagram, LinkedIn etc. or any other virtual platforms that is popular in
these low coverage districts for 2 weeks (one week before the
campaign and one week during and after the campaign for
September/October 2023 NIDs

Use existing social media handles through which the agency will
disseminate these messages as per the approved plans.

Vitamin A Audio messages along with other messages in the form of


static and dynamic posts will be shared with the agency by NI for
further extending their reach through social media platforms.

Section 2: Technical Response
Hiring of Media Agency/Firm for Broadcasting Vitamin A messages through Radio
Channels & a communication campaign through social media to generate awareness on
Vitamin A Supplementation in Pakistan

Background

Vitamin A plays a crucial role in the overall health and well-being of children, particularly in
preventing infectious diseases and promoting optimal growth and development. It protects
against night blindness and boosts the immune system, reducing the risk of illnesses such as
measles, pneumonia, and diarrhea by enhancing immunity. However, vitamin A deficiency
remains a significant health problem among children under 5 years old in Pakistan.

According to the National Nutrition Survey (NNS) conducted in 2018, a staggering 51.5% of
children aged 6-59 months in Pakistan are vitamin A deficient. This alarming prevalence of
deficiency underscores the urgent need to address this issue and improve the health
outcomes of children across the country.

Recognizing the importance of addressing vitamin A deficiency, Nutrition International (NI)


has been providing technical support to the Government of Pakistan since 2005 to
strengthen the Vitamin A Supplementation (VAS) program. The aim of this program is to
reduce morbidity and mortality among children aged 6-59 months. NI's support
encompasses various aspects, including capacity building of District Focal Persons, program
monitoring, and the provision of Vitamin A capsules to be administered twice a year during
the polio National Immunization Days (NIDs).

However, during the implementation of the VAS program, it has become evident that there
is a crucial gap in caregiver knowledge and awareness regarding the benefits of vitamin A
supplementation. The National Nutrition Survey conducted in 2011 revealed that only 24%
of caregivers were aware of vitamin A and its importance. This lack of awareness hampers
the effective uptake of the VAS program, limiting its potential impact on reducing morbidity
and mortality among children.

To address this issue and maximize the reach and impact of the VAS program, NI plans to
broadcast radio messages through different radio channels and utilize social media
platforms to generate mass awareness on the importance of vitamin A. By disseminating key
messages about the benefits of vitamin A supplementation, NI aims to improve caregiver
knowledge, enhance community awareness, and encourage the uptake of vitamin A
capsules among children aged 6-59 months.

The radio messages will serve as a powerful tool to reach a wide audience, leveraging the
popularity and accessibility of radio channels in Pakistan. Additionally, social media
platforms such as Facebook, WhatsApp, Twitter, Instagram, LinkedIn, and YouTube will be
utilized to extend the campaign's reach and engage with the target audience effectively.

By creating awareness about the importance of vitamin A supplementation, NI aims to
empower caregivers and the general public with knowledge that can protect children from
preventable diseases, reduce morbidity and mortality rates, and contribute to their overall
health and well-being.

We propose the following qualifications to further strengthen the project:

Our agency has extensive experience in conducting media campaigns and social media
outreach in the health sector, particularly in the context of child nutrition and public
health. We have successfully executed similar projects, which have resulted in increased
awareness and improved uptake of interventions. Our experience enables us to design
effective communication strategies and deliver impactful messages to the target
audience.

2. Expertise in Broadcasting and social media

Our team comprises media experts, communication specialists, and social media
strategists who possess in-depth knowledge of the broadcasting industry and digital
platforms. We have a proven track record of effectively disseminating messages to
target audiences through various media channels. Additionally, our expertise in social

Objectives

The objective of the project is to disseminate multiple messages on Vitamin A


Supplementation (VAS) in Pakistan with the aim of achieving the following outcomes:

1. Generate Awareness

The primary objective is to create widespread awareness about the importance of


Vitamin A Supplementation in child survival among caregivers and community members.
By disseminating targeted messages through various communication channels, including
radio and social media, we aim to educate caregivers about the benefits of vitamin A
and its role in preventing night blindness and enhancing the immune system. This
awareness campaign will emphasize the significance of Vitamin A Supplementation in
reducing the risk of infectious diseases such as measles, pneumonia, and diarrhea
among children aged 6-59 months.

2. Improve Uptake of Vitamin A Supplementation

Another key objective is to improve the uptake of Vitamin A supplementation among


the target population. By increasing awareness and understanding of the benefits of
vitamin A, we aim to encourage caregivers to actively participate in the VAS program
and ensure that children aged 6-59 months receive the recommended Vitamin A
capsules. Through effective communication and engagement strategies, we will work
towards influencing behavioural change and fostering a culture of regular Vitamin A
supplementation among caregivers.

By achieving these objectives, we aim to contribute to the reduction of morbidity and


mortality rates among children in Pakistan. The dissemination of key messages about the
importance of Vitamin A Supplementation will empower caregivers with knowledge,

Through our comprehensive media campaign, we will leverage the power of radio channels
and social media platforms to reach a wide audience and create a positive impact. By raising
awareness and promoting behaviour change, we aspire to improve the overall health
outcomes of children aged 6-59 months and ultimately enhance child survival rates in
Pakistan.

Target Locations and Audiences

Our project aims to reach and engage specific target locations in Pakistan to generate
awareness about Vitamin A Supplementation (VAS) and promote behaviour change among
caregivers. The target locations include the following 21 districts across Baluchistan, Sindh,
Punjab, KP provinces, and Gilgit-Baltistan:

In each of these districts, our awareness campaign will target specific audiences, including:

individuals play a critical role in making decisions regarding the health and nutrition of
children and will be the primary recipients of our messages.

2. Community Members

We will also engage community members, including local leaders, community health
workers, and other influential individuals who can act as advocates for the VAS program.
These individuals have a direct impact on community dynamics and can support the
dissemination of information and encourage the uptake of Vitamin A supplementation.

3. General Public
Our awareness campaign will extend to the general public residing in the target
locations. By creating a broader understanding of the importance of Vitamin A
Supplementation, we aim to foster a supportive environment where the community

We will tailor our messaging and communication strategies to effectively engage and
resonate with these specific target audiences. Our messages will highlight the benefits of
Vitamin A Supplementation, emphasizing the role it plays in child survival, prevention of
night blindness, and the enhancement of the immune system to combat infectious diseases.
Through radio channels and social media platforms, we will disseminate messages in English
and Urdu languages considering the cultural nuances and preferences of the target locations
to ensure maximum impact and resonance.

By focusing on these specific target locations and engaging relevant audiences, we aim to
create a significant and sustainable impact in reducing morbidity and mortality rates among
children aged 6-59 months. Our tailored approach will empower caregivers, community
members, and the general public with knowledge, enabling them to make informed
decisions and take necessary actions to improve child health outcomes in the targeted
districts.

Strategic Approach to Social Media Implementation

To ensure effective promotion of audio messages and static and dynamic posts on social
media platforms, we have developed a comprehensive implementation strategy and media
plan. The plan encompasses various strategies and tactics to engage caregivers, community
members, and the general public in the targeted areas of Pakistan. Additionally, we have
included additional marketing platforms to further enhance the value of the proposal. The
implementation strategy and media plan are as follows:

1. Platforms Selection

We will utilize popular social media platforms including Facebook, WhatsApp, Twitter,
Instagram, LinkedIn, YouTube, and any other platforms that have significant reach in the
target locations. By leveraging the diverse user bases and functionalities of these
platforms, we can effectively reach and engage the intended audiences.

2. Duration
The campaign will run for a duration of 2 weeks, starting 1 week before the campaign
and 1 week during and after the campaign.

3. Content

provided by the Nutrition International. Minor adjustments/editing will be done by us if
required.

4. Audience Targeting

capabilities offered by social media platforms, we can ensure that the messages reach
caregivers, community members, and the general public in the target locations.

5. Influencer Collaboration

reach among the target audience.

7. Hashtag Campaign

engagement, will maximize the reach and impact of the campaign.

Monthly Summary for Social Media Dissemination

We will submit a monthly summary that highlights the key metrics and responses received
through social media dissemination. This summary will include engagement metrics,
audience feedback, queries received, and an overview of the campaign's performance on
each platform.

Detailed Report on Social Media Dissemination

At the end of the project, we will provide a comprehensive report on the dissemination of
audio messages, static and dynamic posts on social media platforms. This report will include
detailed engagement metrics, such as likes, shares, comments, views, along with a graphical
analysis showcasing the response patterns from different districts. Furthermore, the report
will include a list of queries received and the responses provided to address audience
inquiries.

Branding and Marking

All BCC materials will be branded and marked in accordance with Nutrition International's
branding and marking regulations and protocols.

Notification of Broadcasting Time


At least one week before the campaign's airing, we will provide NI with a detailed schedule
specifying the exact broadcasting time for each selected radio channel. This schedule will
allow NI to review and provide feedback, if necessary, before the campaign commences.

Broadcast Certificates and Listenership Reports

We will acquire monthly broadcast certificates from the respective radio channels to
provide proof of execution. These certificates will include details such as the date, time, and
duration of the aired audio messages. Additionally, we will compile listenership reports to
estimate the reach and listenership of the audio messages broadcasted through selected
radio channels.

Estimated Reach and Listenership Analysis

After the campaign concludes in September/October 2023, we will provide NI with a


detailed report that includes an analysis of the estimated reach and listenership of the audio
messages broadcasted through selected radio channels. This analysis will provide insights
into the effectiveness and impact of the radio campaign.

Final Broadcast Report

Following the template provided in Annexure B, we will prepare a final broadcast report
that encompasses the entire campaign. This report will summarize the background,

Mercy Corps BCC Campaign for Maternity & Child Health. MCOM worked with Mercy Corps
Pakistan for MNCH project in Baluchistan. Responsibilities include designing and pre
testing of behavioural change communication material. This included flipcharts
and counselling cards, which covered various topics related to maternity and
new born health. MCOM also conducted pre-testing activity before mass
distribution in the region of Quetta.
