The issue of this EOI does not imply that MECON is bound to select the Applicant or to appoint the selected
Applicant, as the case may be, for the services/Job and M E C O N reserves the right to reject all or any
of the Applications without assigning any reasons whatsoever.

The Applicant shall bear all its costs associated with or relating to the preparation and submission of its
Applications including but not limited to preparation, copying, postage, delivery fees, expenses associated
with any demonstrations or presentations which may be required by MECON or any other costs incurred in
connection with or relating to its applications. All such costs and expenses will remain with the Applicant and
MECON shall not be liable in any manner whatsoever for the same or for any other costs or other expenses
incurred by an Applicant in preparation or submission of the Applications, regardless of the conduct or

1.0 ABOUT MECON

MECON LIMITED is a public sector under taking under the Ministry of Steel, Government of
India. MECON LIMITED established in 1959 under the aegis of Central Engineering & Design
Bureau (CEDB), is India’s frontline engineering, consultancy and contracting organization, offering
full range of services required for setting up of Project from concept to commissioning including
turnkey execution.

MECON is a multi- disciplinary firm with large number of experienced & dedicated engineers,
scientists and technologists, having a network of offices spread all over the
country, experienced in handling consultancy assignments and EPC Projects.

MECON has played a significant role in the development and expansion of Indian Industries.

2.0 MECON LIMITED invites Expression of Interest (EOI) from interested & competent Geotechnical
Investigation agencies, for Empanelment in MECON for next 3 years. Empanelment will be
done based on both Technical & Financial Qualification criteria. Empanelled agencies will
likely to be allowed to submit their quotation for future geotechnical investigation jobs of
MECON anywhere in India on Limited Tender basis.

The Short listing for empanelment will be made category wise of all the application received
as per criteria/conditions stipulated in this EOI. The decision of MECON regarding selection
of applicant shall be final and binding. MECON reserves the right to issue tender
documents to any applicant or qualify any or none of the applicants or cancel the
empanelment process without assigning any reason.

3.0 SALIENT FEATURES OF EXPRESSION OF INTEREST (EOI)

B. Brief scope a) Conducting the topographical surveys and related office work
required for compiling a topographic map for the proposed plant
area identified in this tender document or identified by MECON
/ Client to generate requisite information for the design and field
engineering activities as further detailed in Technical
Specification (Annexure-II).

b) To undertake the construction survey work under the overall

guidance of MECON to ensure the correctness of the ongoing
civil/structural works and performing other survey works as and
when required suitable by MECON at the specific site. as further
detailed in Technical Specification (Annexure-II).

C. Type of EOI Domestic application (Open-EOI)

D. Validity of EOI 120 days from the due date (or extended due date, if extended) of
Application opening of the EOI application.

E. Tenure of Empanelment Tenure of empanelment shall be valid for a period of three (03)
years from date of issue of empanelment letter.

F. EOI conference meeting No EOI Conference/meeting shall be conducted, however all

place and date & Time clarifications/queries shall be addressed through e-mail or in the form
of addendum/corrigendum as detailed in Clause No. 10.0 hereinafter.

4.0 Applicants to note that their application shall be in full conformity with terms and conditions
of EOI without any deviations. Applicant shall submit their Application as per stipulations
of EOI.

It shall be the responsibility of the Applicant to ensure that the Application to be submitted in the
required format and in accordance and full conformance with terms & conditions of EOI and no
change should be made therein. In the event of any doubt regarding the terms & conditions/formats,
the person(s) concerned may seek clarification in this regard from MECON before submission of the
Applications. Such clarifications should be necessarily obtained before the due date for
submission of the Applications. Delay in obtaining clarifications shall not entitle the applicant to
seek extension in the due date for submission of the application. Clarifications, if any shall be
issued to all the applicants in the form of an addendum/corrigendum to the EOI and will also be
uploaded in websites www.tenderwizard.com/MECON, www.meconlimited.co.in and
www.eprocure.gov.in.

5.0 To be eligible for being considered for empanelment in a particular category, an applicant should
fulfil the following conditions:

a) The Technical scrutiny of the bidder’s credential will be carried out by MECON based on the
Technical Eligibility Criteria for specified for individual category .

b) To comply with the stipulated Technical Eligibility criteria, bidders shall submit valid, authentic
credentials, based on which their Technical Eligibility will be scrutinized by MECON

c) Empanelment for Survey work shall be done for two Categories as follows :

Category - A : TOPOGRAPHICAL SURVEY

Category - B: CONSTRUCTION PERIOD SURVEY

d) Applicants are advised to clearly indicate in their offer letter, whether they are opting for Category
- A or Category-B or for both. In case, the bidder applying for Category-I wishes to apply for both,
separate set of documents shall be submitted for each category.

e) Applicants are advised to thoroughly go through the MECON’s general, comprehensive

Technical Specification (TS) & Schedule of Items, for survey job, attached herewith, which are
integral parts of this Expression of Interest (EOI) tender document.

f) Applicants shall submit authentic, valid documents to comply with the required credentials as
stipulated hereinafter, in systematic & orderly manner, in separate Annexure as prescribed in this
document, both for Technical Eligibility & Technical Evaluation. All such credential documents
shall be verified by MECON by different angles & from different authentic sources. Additional
&/or supporting documents may be asked by MECON, wherever & whenever required.

g) If the Applicant submits any fabricated document or if it is found that, the bidder has got any poor
past record with MECON or in any other organization/s, in terms of manipulation of data or
submission of fabricated document or engaged in any other activity which makes him unreliable,
the offer of such bidder will not be considered & suitable action will be taken against such
submission.

h) For any future survey job of MECON during the tenure of the empanelment, the empanelled
agencies (as per Category) may likely to be issued tender enquiry on Limited Tender basis.
Technical Eligibility of such empanelled agencies will not be further examined for each job
separately.

i) For each project, depending upon the project requirement & site condition, specific tests will be
selected from TS and subsequently necessary selected items & their quantities will be furnished
in project specific Bill of Quantity (BOQ), by MECON. Such project-specific TS & BOQ will be
issued only to the empanelled agencies for their submission of price bid on limited tender basis.

j) The successful bidder for any job shall be able to mobilize necessary resources to the project
site anywhere in India within 10 days time after receipt of the ‘Go-Ahead Oder’ from MECON,
which will be issued - along with the Work Order or after issue of the Work Order, as the case
may be.

k) However, MECON reserves the right to opt for Open tendering for any job, if felt necessary.

6.0 Applicant should fulfill the Technical and Financial eligibility requirements as detailed below:

Empanelment will be done based on both Technical & Financial criteria.

The scrutiny of the bidder’s credential will be carried out by MECON in two Categories

viz. 1) Category - A : Topographical Survey on Survey Area basis.

2) Category - B : Construction Period Survey on ‘Survey Team-Month’ basis.

6.1 Eligibility Requirement (Technical)

a) Credentials are invited from interested & competent agencies, for Empanelment in MECON for 3 years
(from 19.04.2024 to 18.04.2027) for Survey work for Industrial projects, in any location of India.

b) Bidders may like to submit their technical bid either for any one or for both, for which the bidder shall
submit separate Enclosures named Category -A &/or Category - B.

CATEGORY - A ( Topographical Survey )

6.1.1 TECHNICAL ELIGIBILITY CRITERIA FOR CATEGORY -A

A) The bidder’s experience of having successfully completed Similar Works during last 7 (seven) years,
ending last day of month previous to the one in which the bid is invited, should be either of the following.

i) (One) job with executed cost (excluding GST) not less than Rs. 4,00,000 /- (Rupees Four Lakhs only).

OR

2 (Two) jobs each with executed cost (excluding GST) not less than Rs. 3,20,000 /- (Rupees Three Lakhs
Twenty Thousand only).

Definition of Similar Work :

Similar Works are defined as “Successful completion of Topographical Survey / Bathymetric Survey / Route
Survey, in one go, for a single project in India, without subletting any part of the work”.

Necessary copy of documentary evidences (upto maximum 3 No. of jobs) in support of the same in the form
of copy of Work Orders & Completion Certificates from the competent authority of client, along with the
contact details of the signatories shall be furnished, in absence of which the offer will be rejected.

Bidder should clearly indicate the specific job details they are furnishing to fulfill the above criteria in the

c) Documents to be submitted :

To be Technically Eligible for the subject bid, the bidder must comply with the following submittals by
necessary documentary proof along with their offer :

i) Self attested of documentary evidences (upto maximum 3 No. of jobs) in support of the completed
work, in the form of copy of Work Orders & Completion Certificates from the competent authority of
client, along with the contact details of the signatories, shall be furnished.

ii) The certificates submitted, as evidence of works executed for private organizations should be
accompanied with TDS (Tax Deduction at Source) certificates issued by the client organization.

iii) Self attested Qualification proof (copy of Mark sheet & Certificate) of the stipulated Surveyors, along
with their written consent for submission for the present purpose, indicating the surveyor’s AADHAAR
number & the subject Tender Notice Number.

iv) Documents in support of Employment proof (Form 16 of last FY / PF details available in EPFO portal)
of the Surveyor shall be self-attested indicating the subject Tender Notice Number, along with
employee’s coloured signed photograph.

v) Ownership Documents (purchase invoice from original manufacturer) along with valid Calibration
certificates, for at least 2 (two) numbers of Total Station survey equipment with 1.0 second accuracy
& at least 2 (two) numbers of Digital Level survey equipment, all in bidder’s own name.

d) If the Applicant submits any fabricated document or if it is found that, the bidder has got any poor
past record with MECON or in any other organization/s, in terms of manipulation of data or submission
of fabricated document or engaged in any other activity which makes him unreliable, the offer of such
bidder will not be considered & suitable action will be taken against such submission.

6.1.2 TECHNICAL ELIGIBILITY CRITERIA FOR CATEGORY -B

A) The bidder’s experience of having successfully completed Similar Works during last 7 (seven) years,
ending last day of month previous to the one in which the bid is invited, should be either of the following.

1 (One) job with executed pro-rata basis cost (excluding GST) not less than Rs. 1,00,000 /- (Rupees One
Lakh only) per month.

OR

2 (Two) jobs with executed pro-rata basis cost (excluding GST) not less than Rs. 80,000 /- (Rupees Eighty
Thousand only) per month.

OR

3 (Three) jobs with executed pro-rata basis cost (excluding GST) not less than Rs. 60,000 /- (Rupees Sixty
Thousand only) per month.

Definition of Similar Work :

Similar Works are defined as “Successful completion of Construction Period Survey / Deployment of Survey
Team for Engineering Survey (or As-built Survey), with not less than 3 months of job duration, for a single
project in India, without subletting any part of the work.”

Necessary copy of documentary evidences (upto maximum 3 No. of jobs) in support of the same in the form
of copy of Work Orders & Completion Certificates from the competent authority of client, along with the
contact details of the signatories shall be furnished, in absence of which the offer will be rejected.

d) If the Applicant submits any fabricated document or if it is found that, the bidder has got any poor
past record with MECON or in any other organization/s, in terms of manipulation of data or submission
of fabricated document or engaged in any other activity which makes him unreliable, the offer of such
bidder will not be considered & suitable action will be taken against such submission.

6. 2 ELIGIBILITY CRITERIA (FINANCIAL) TURNOVER REQUIREMENT

1. For companies that are not Start-Ups

Category – A

The average annual financial turnover of the bidder during last (3) three consecutive financial years
ending with 31st March’ 2023 i.e. for FY 2020-21, 2021-22 and 2022-23 shall be minimum Rs.
2,00,000/- (Indian Rupees Two Lakh only).

Category – B

The average annual financial turnover of the bidder during last (3) three consecutive financial years
ending with 31st March’ 2023 i.e. for FY 2020-21, 2021-22 and 2022-23 shall be minimum
Rs.50,000/- (Indian Rupees Fifty Thousand only).

i. Bidder shall submit signed copy of Audited Annual Financial Reports for last 3 (three) consecutive
financial years ending 31st March’ 2023 (Balance Sheet and Profit & Loss Account). The signed

Balance Sheet and Profit & Loss Account furnished by Bidders for financial eligibility should clearly
indicate the details of the Membership No. & Firm No. of the Chartered Accountant & UDIN, if
required, as per guideline of ICAI.
ii. In case bidder is not a Company and is not able to submit the above, Chartered Accountant’s
Certificate may be submitted to substantiate the financial eligibility. The Chartered Accountant’s
Certificate should clearly indicate the details of the Membership No. & Firm No. of the Chartered
Accountant and UDIN.
iii. In case of Companies/ Firms which are less than three (3) years old, the average annual financial
turnover of the bidder shall be calculated by considering the turnover as per the audited balance
sheet and profit & loss statement or CA certificate submitted by the bidder for the available period
divided by three (3).
iv. In case of Companies/ Firms which are more than three (3) years old, bidders are mandatorily
required to submit audited balance sheet and profit & loss statement or CA certificate for all the three
(3) consecutive financial years failing which their offer will be liable for rejection.

Note: Relaxation of 15% in prequalification criteria with respect to Prior Turnover to MSE and
20% in case of SC/ ST and women MSE enterprise shall be applicable.

2. For Companies that are Start-Ups

Annual Turnover
Category - I

The average annual financial turnover of the bidder during last (3) three consecutive financial years
ending with 31st March’ 2023 i.e. for FY 2020-21, 2021-22 and 2022-23 shall be minimum
Rs.1,00,000/-(Indian Rupees One lakh only) .

Category - B

The average annual financial turnover of the bidder during last (3) three consecutive financial years
ending with 31st March’ 2023 i.e. for FY 2020-21, 2021-22 and 2022-23 shall be minimum
Rs.25,000/- (Indian Rupees Twenty Thousand only)

In case a bidder is a Start-Up Company and also an MSE bidder, then relaxation in Financial
Eligibility as mentioned above shall only be applicable, and no additional relaxation in
Financial Eligibility towards MSE shall be applicable. For Start up Company, bidder shall
submit DPIIT certificate.

7.0 Availability of EOI document :

EOI documents are available in the websites i.e. www.tenderwizard.com/MECON,

www.meconlimited.co.in and www.eprocure.gov.in. Prospective Applicants can download the EOI
document from the aforesaid websites. It would be presumed that applicants have examined all
amendments on the website and have submitted their application accordingly.

Applicants are advised to use Class III Digital Signature Certificate to participate in e-procurement.
The EOI application should be submitted at the e-tender (www.tenderwizard.com/MECON) by the
Applicants who have valid signatures against payment of requisite tender fee on or before the closing
date of time indicated in the EOI document. MECON or ITI Limited shall not be responsible for any
delay in application submission due to last minute rush or server becoming slow/ busy/ not responding.
Applications submitted by any other mode will not be accepted and will be summarily rejected.

Digital signatures are required for entire EOI process. EOI applicants to ensure that their DSC are
valid during entire EOI process and request for extension of any EOI process shall not be entertained
by MECON on account of non availability of DSC.

8.0 Instructions to Applicants:

8.1 The Expression of Interest is to be submitted in the manner prescribed herein below:-

The invitation to EOI along with all Annexures as mentioned below shall be submitted along with
the application, duly filled, signed & stamped by the authorized person of the firm/company on
each page as a token of acceptance.

Applicant to submit the following documents along with their EOI application, as applicable:

a. Cover letter detailing list of contents in the applications being submitted by the Applicant.
Application shall clearly mentioned the type of category for which application has been submitted.
b. Format of Letter of Application as per attached Annexure-I.
c. All the documents required to fulfil Financial eligibility, Technical Eligibility and technical
evaluation criteria stipulated in the EOI.
d. Power of Attorney/Authorization of person signing the EOI application document with the seal of
the firm (self attested).
e. Undertaking on letter head certifying that the applicant has not been blacklisted by any
state government, central government, public sector undertaking in India or International
Organisation as on the date of EOI.
f. Documentary evidence of registration of firm such as AoA/MoA/COI/Partnership deed/Affidavit in
case of proprietor ship firm etc.
g. Copy of PAN & GSTIN of the firm.
h. Amendments/ corrigenda/ Addenda etc. on this EOI document, if any, issued by the Employer,
duly signed by the applicant.
i. Details of ongoing merger/demerger, Liquidation process, Suspension, Banning, etc if any.
j. Valid registration certificates for MSE applicants/ firms.
k. Checklist duly filled in up as per Annexure-III.

All the Attachments mentioned above shall be submitted by the applicants along with their EOI
application duly filled and signed on each page as a token of acceptance.

Any subsequent change in the due date shall, however, be notified to applicants through
corrigendum to be uploaded in www.meconlimited.co.in, www.tenderwizard.com/MECON
& www.eprocure.gov.in.

It shall be the responsibility of the Applicant to ensure that the Application to be submitted in the
required format and in accordance and full conformance with terms & conditions of EOI and no change
should be made therein. In the event of any doubt regarding the terms & conditions/formats, the
person(s) concerned may seek clarification in this regard from MECON before submission o f the
Applications. Such clarifications should be necessarily obtained before the due date for submission
of the Applications. Delay in obtaining clarifications shall not entitle the applicant to seek extension
in the due date for submission of the application.

Applicants may depute their authorized representative during opening of EOI application which shall
take place on due date of submission of the EOI Application.

The Applicant’s may only submit one EOI application. If a applicant submits in more than one EOI
application, such application shall be disqualified.

9.0 EOI CLARIFICATION: It shall be the responsibility of the applicant to ensure that the EOI has been
submitted in the required format and as per the terms & conditions of the EOI document and no change
should be made therein. In the event of any doubt regarding the terms & conditions/ formats, the person(s)
concerned may seek clarification in this regard from MECON before submission of the EOI. Such
clarifications should be necessarily obtained at least 5 days before the due date for submission of the EOI.
Applicant shall, thereafter, submit their EOI application strictly as per terms and conditions of EOI
document. Delay in obtaining clarifications shall not entitle the applicant to seek extension in the due date
for submission of the EOI.

Applicants desirous of obtaining clarifications on clauses of the EOI document are requested to send their
points for clarifications/ confirmations by five days prior to schedule date of submission of EOI application.
However, MECON shall not be obliged to respond to any queries which it receives after above deadline.
Any modification of the EOI Document shall be made exclusively through issue of an
Addendum/Corrigendum. The Addendum, if any, will be uploaded on tenderwizard.com/ MECON’s
website/ Government e-procure website and it shall become part of the Empanelment letter. However, in
case any query remains un-replied, it shall be construed that in respect of those queries, the respective
stipulation of the EOI document shall continue to apply and/ or no new stipulations made w.r.t. those
queries.

10.0 MICRO & SMALL ENTERPRISES (MSE):

MSE EOI applicants/ firms holding valid registration certificates are to submit documentary evidence, that
the applicant/firm is a Micro or Small Enterprises registered with MSME or NSIC or District Industries
Centers or Khadi and Village Industries Commission or Khadi and village Industries Board or Udyog
Aadhar Memorandum or Coir Board or National Small Industries Corporation or Directorate of Handicrafts
and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises.

MSEs would be treated as owned by SC/ST entrepreneurs:

a) In case of proprietary MSE, proprietor(s) shall be SC/ST

b) In case of partnership MSE, the SC/ST partners shall be holding at least 51% (Fifty-one per cent)
shares in the unit
c) In case of Private Limited Companies, at least 51% (Fifty-one per cent) share shall be held by SC/ST
promoters.

11.0 SCOPE OF WORK

The scope of work shall be as per technical specification (TS) enclosed herewith at Annexure-
II.

12.0 LANGUAGE

The application prepared by an Applicant and all correspondence & documents related to the
Application exchanged by the Applicant shall be written in English language.

Wherever, such supporting documents are in language(s) other than English, these must be
accompanied by an accurate translation of the relevant passages (which the Applicant considers
it necessary to be taken into account in evaluation of its Application by MECON) in English
language. In such case(s), for the purposes of interpretation of these documents, this translation
shall govern.

13.0 CAPACITY OF THE APPLICANT

The Applicant shall satisfy MECON that the applicant is competent and authorized to submit
the Proposal and/or to enter into a legally binding Contract with MECON. To this effect any
person signing the Application shall render documentary evidence in the form of Power of
Attorney, that signature, on the application submitted by him is legally binding upon himself,
his firm or company, as the case may be.

14.0 ARRANGEMENT OF APPLICATION DOCUMENT

The Application shall be neatly arranged, be plain and legible, type-written o n white paper
with consecutively numbered pages in solid binding and each page signed. They should not
contain any terms and conditions, printed or otherwise, which are not applicable to the EOI.

15.0 NO CLAIM OR COMPENSATION FOR SUBMISSION OF APPLICATION :

The applicant shall not be entitled to claim any costs, charges, expenses of and incidental to or
incurred by him through or in connection with his submission of application, even though MECON
may elect to withdraw the EOI.

16.0 ACCEPTANCE OF APPLICATION

The EOI application of only those Applicants whose offers have been found to be meeting
requirements of EOI by MECON shall be empanelled

17.0 DISQUALIFICATION OF APPLICATIONS:

EOI application submitted by applicants is liable to be disqualified if,

i. Not submitted in accordance with the EOI document

ii. Application received in incomplete form
iii. Application received after due date and time
iv. Application not accompanied by all requisite documents
v. Submission of fabricated document.

18.0 MECON reserve the right to the following:

a) MECON reserves the right to reject any or all the Applications or drop the EOI of receiving the
applications at any time without assigning any reasons thereof and without liability for
compensation of costs
b) Extend the time for submission of Applications
c) Modify the EOI document, by an amendment that would be published on the websites.

19.0 If at any time during evaluation of applications, MECON requires any clarification on the proposal
submitted by the prospective applicants, it reserves the right to request a clarification so as to complete
the evaluation.

20.0 MECON will not accept or respond to applicants request for information on the status and progress
of application evaluation process.

21.0 MECON reserves the right to verify all statements, information and documents submitted by the
applicant. Any such verification or lack of verification does not absolve the applicant of its obligations
or liabilities nor affects any rights of MECON.

22.0 In case it is found during the evaluation or at any time before placement of the order or subsequent
to this EOI or after its execution and during the period of subsistence thereof, that one or more of
the eligibility conditions have not been met by the applicant or applicant has made material
misrepresentation or has given any materially incorrect or false information, the applicant shall be
disqualified forthwith if not appointed as Consultant/Contractor either by issue of LOA or placement
of order, and if the applicant has already been issued the LOA or order placed, as the case may be,
the same shall notwithstanding anything to the contrary contained therein or in this EOI, be liable
to be terminated, by communication in writing by MECON without MECON being liable in any
manner whatsoever to the successful applicant or Consultant/Contractor, as the case may be. In
such an event MECON shall forfeit and appropriate the EMD or the Performance security deposit, if
available, as the mutually agreed pre-estimated compensation and damages payable to MECON for
inter-alia time, cost and effort of MECON, without prejudice to any other right or remedy that may be
available to MECON.

Applicants who are found to have performed poorly or committed misconduct or Fraud or anything
unethical at any stage beginning from submission of tender till completion of order execution shall be

banned/ suspended for business dealings with MECON. Period of banning/ suspension shall be
governed by MECON’s prevailing approved Suspension/ Banning procedures.

23.0 Confidentiality:

Information relating to evaluation of EOI application and recommendations concerning awards shall
not be disclosed to the applicants who submitted the EOI applications or to other persons not officially
concerned with the process, until the publication of the award of empanelment letter. The undue use
by any applicant of confidential information related to the process may result in the rejection of its
EOI application and may be subject to the provisions of the Government’s antifraud and corruption
policy.

24.0 Governing Law & Jurisdiction:

This EOI, its meaning and interpretation, and the relation between the Parties shall be governed by
the Applicable Law The governing laws shall be laws of India and shall be subject to the exclusive
jurisdiction of the courts of Ranchi.

25.0 Conflict of Interest:

The Applicant shall hold the Employer’s interests paramount, without any consideration for future
work, and strictly avoid conflict with other assignments or their own corporate interests. A EOI
applicant shall not have conflict of interest with other EOI Applicants. Such conflict of interest can
lead to anti-competitive practices to the detriment of MECON’s interests. The EOI applicant found to
have a conflict of interest shall be disqualified. A applicant may be considered to have a conflict of
interest with one or more firms in this EOI process, if: a) they have controlling partner(s) in common;
or b) they receive or have received any direct or indirect subsidy/financial stake from any of them; or
c) they have relationship with each other, directly or through common third parties, that puts them in
a position to have access to information about or influence on the EOI application of another
applicant; or d) EOI applicants participates in more than one EOI application in this EOI process.
Participation by a applicant in more than one EOI application will result in the disqualification of all
the respective EOI Applications in which the firms are involved. However, this does not limit the
inclusion of the software/components. Further, action as outlined in Banning Procedure of MECON
shall be initiated.

26.0 Termination of Empanelment :

If in the view of MECON, the performance of an empanelled agency is not satisfactory, or the agency
has failed to safeguard the interest of MECON, the MECON may at its sole discretion, terminate the
engagement of the Agency, for project as well as terminate the agency’s empanelment with the

MECON. In doing so, the MECON shall intimate the Firm in writing. The decision of MECON in this

28.0 GENERAL

MECON will issue assignment/limited tender for the Geo-Tech Investigation work to only those
parties who are empanelled with MECON for future assignment seeking their proposals on
individual assignments basis and the services shall be obtained as and when required.

The assignments shall be awarded on basis of lowest price(L-1) quoted by the empanelled
agencies for the specific assignment and lowest price quoted by the agency(ies) for specific
assignment shall be further evaluated by MECON and shall be discussed and finalized between
MECON and the party.

In case, more than one agency quoted same price for specific assignment, in such an event the
assignment will be awarded to the agency who got higher technical scores.

Terms and other conditions shall be provided during tendering for the specific assignment.
