CONSTITUENCY
A CONSTITUENCY is a number of bacentas within a specific geographical area such as a town,
suburb or a very large community. A Constituency may however cover a number of small towns
or communities.
This board is to meet to review ALL aspects of the constituency work. Board meetings are to
be held for a minimum of 30 mins after each church service. Board meetings take precedence
over any other ministry responsibility and must be held without fail. These meetings can be
held anywhere on the church grounds or in the meeting halls.
After a church service, the Bishops may also call a meeting of all the constituency boards
belonging to that service. They may also meet a particular board (or boards) while the
others are in their meetings.
It is the responsibility of the board members to fight anyone who shows a questionable
commitment to the board meetings. That leader must be replaced immediately and the
Bishops informed afterwards. The authority to remove a board member lies squarely in the
hands of the board and not the Bishops.
If a Bishop has to remove a board member, it will mean the entire board is incompetent.

THE SCRIPTURAL BASIS FOR THE TWO-PRONGED
MINISTRY WORK IN THE CONSTITUENCY
The Ammonite troops came out and drew up their battle lines at the entrance of the city gate,
while the Arameans from Zobah and Rehob and the men from Tob and Maacah positioned
themselves to fight in the open fields.
When Joab saw that he would have to fight on both the front and the rear, he chose some of
Israel’s elite troops and placed them under his personal command to fight the Arameans in the
fields.
He left the rest of the army under the command of his brother Abishai, who was to attack the
Ammonites.
“If the Arameans are too strong for me, then come over and help me,” Joab told his brother.
“And if the Ammonites are too strong for you, I will come and help you.
Be courageous! Let us fight bravely for our people and the cities of our God. May the LORD’s
will be done.”
2 Samuel 10:8-12 NLT

A TYPICAL MONTH IN THE CONSTITUENCY
This is best described using the heartbeat or the cardiac cycle.
The heartbeat is made up of an initial pumping or pushing of blood, called systole and a
longer phase of relaxation called the diastole.
In a similar manner, there will be an initial ‘systolic’ PUSH in the first week during which
massive outreaches are done within the constituency (any day of the week is a possible
outreach day) and a ‘diastolic’ RELAXATION for 3 weeks during which visits and interactions
with the new converts won during the first week are done in order to establish them in the
Lord and in the church. This 3-week period is also used to prepare members of Bacentas for
the next month’s PUSH.
To bring the ordinary member on board this team, the MCO and UCR must interact with
EVERY member of the constituency and build personal relationships with them. It is this
friendship that becomes part of their motivation to work for God.
Henceforth I call you not servants; for the servant knoweth not what his lord doeth: but I have
called you friends; for all things that I have heard of my Father I have made known unto you.

For the purpose of building these personal relationships, each constituency must be divided
into two: one half to be assigned to the MCO and the other half to the UCR.
It is not easy to get a soul saved and even more difficult to get anyone to be committed to
a small group. A bacenta member is therefore a gold mine for ministry work. By being in
Bacentas, they have overcome many barriers that exist to prevent ordinary members from
doing the work of ministry. The rest of the effort to get the ordinary member on board will
therefore be the work of motivating them through love and friendship. These two ingredients
will transform any ordinary member into a church worker.

NOTE: These are not boxes to be ticked but general areas to engage a member in a
conversation. The Holy Spirit will be the ultimate guide to help you engage a member.
2. Let each member you interact with know about the ‘PUSH’ outreaches during the first
week every month.
3. Teach each member about the basic principles of evangelism and encourage him/her to
be a part of this great work.
1. Even though there are many forms of outreaches (crusades, street jams, person-to person
Outreaches etc), door-to-door outreaches will constitute the main form of evangelism in the
constituencies. These are outreaches are targeted at specific homes with specific individuals
in mind.

2.In preparing for the ‘PUSH’ week, ask members of the Bacentas for names, phone numbers
and home addresses (directions) of friends or relatives they would like to be witnessed to. A
prepared list must be ready by the third week of the month.
3. Spiritually mature members, fellowship leaders and bacenta leaders must be assigned to
these potential converts during the month for bonding BEFORE the next month’s ‘PUSH’
campaign. Forming bonds, close relationships and friendships with these prospective converts
before they are witnessed to during the ‘PUSH’ week is very important. The converts would then
have become friends with the MCO, UCR or anyone leading him to Christ and therefore won’t
be strangers in the church. This is in sharp contrast to the style or model of just witnessing to
people we have met for the first time and are total strangers. These converts eventually become
total strangers even though they are now members of the church because of the absence of
solid relationships. Many souls have been lost because they were not properly connected to
anyone even though someone won them to Christ.
Can a woman forget her sucking child, that she should not have compassion on the son of her
womb? yea, they may forget, yet will I not forget thee.

Three (3) weeks of forming friendships through visitations and interactions before the main
outreach will prevent these unfortunate losses.
4. Time in Bacenta services must be allotted to prayers for the next ‘PUSH’ week. The prayer
sessions also help to create awareness of the outreaches.
5. There must be feedback and reports about preparations towards the ‘PUSH’ week from
every member assigned a soul.
6. It is also important to know that these preparatory works will need to be done ALONGSIDE
the care, bonding and establishment of converts won during the previous month’s ‘PUSH’
outreaches.
In other words, the 3-week ‘RELAXATION of the heart’ period, also called diastole, will be
used to prepare members for the next month’s ‘PUSH’ outreach and establish coverts won
from the previous month’s outreach.
7. All these activities must be captured in reports to be reviewed by the Constituency Board.

THE CONSTITUENCY OVERSEER (CO)
In a typical month, the CO joins the ‘PUSH’ effort in the first week. The CO does this by using
his/her authority to mobilize all members to join in the outreaches.
The rest of the month is used to oversee the Bacentas in the constituency by ensuring that services
are held and properly attended.
The CO also oversees the bussing of members to and from church by ensuring that buses arrive
on time and funds are mobilized to meet bussing costs (see BBIG protocols at the end of this
document)
The CO, working with the Constituency Board, reviews the bacenta work during board meetings.
It is the responsibility of the CO to ensure that targets are met through obedience and hard work.
Constituency Overseers are to ensure that the ‘church service’ spirit is developed in the Bacentas.
Bacenta services ought to be a replica of the main church services with dancing stars, a vibrant
choir, good music, good soloist, ushers.
The importance of the bacenta meeting is to prepare member for the main gathering service.
The understanding campaign is all about deepening the understanding of the believer. In this
case, the New Convert is the focus of the Understanding Campaign.
The process by which the new convert is taught, cared for and established in the church will
now shift from the impersonal, official, artificial and superficial form of care of converts massed
up in a class to a decentralized form of care that is centered on personalized, distinctive and
intimate interactions with the converts within their familiar environments.

thou what thou readest?
And he said, How can I, except some man should guide me? And he desired Philip that he would
come up and sit with him.

Any spirituality that begins and ends in the church is spurious and dangerous. We are therefore
deploying a more personal approach in our care of converts through one-on-one interactions
outside the church environment.

THE CO & MCO PARTNERSHIP IN
THE CONSTITUENCY
The CO/MCO partnership in the Constituency
By the law of complementarity seen in 2 Samuel 10:11, the MCO and CO must exercise
maturity to work together and help each other whenever the need arises.
“If the Arameans are too strong for me, then come over and help me,” Joab told his brother.
“And if the Ammonites are too strong for you, I will come and help you

In the practical work of building the constituency, the MCO can help plant bacentas to
contain new converts in the constituency and the CO should also be able to lead aspects of
the outreaches during the ‘PUSH’ week. The two roles complement each other.
Therefore,
• The MCO and CO ought to have equal and unfettered access to the members of the
constituency. It is the synergy between the MCO and CO that will lead the constituency into
victory over stagnation and decline and cause great growth.

THE TARGETS
MCO / UCR
MCOs and UCRs working together are to ensure that each bacenta gives birth to 2 established
converts every month.
A constituency with 10 bacentas therefore has a target of 20 established new converts per
month. The MCO and UCR may have to hold multiple outreaches in a month to attain this
target.
CO
The Constituency Overseer has a responsibility of starting 2 brand new and working
Bacentas every three months.
This Bacenta proliferation campaign target is to be achieved through raising new fellowship
leaders, helping the MCO in the drive to establish members as well as organizing personal
outreaches such as crusades in new areas totally unrelated to the Multiplication Campaigns
organized by the constituency.

THE TEN COMMANDMENTS FOR
CONSTITUENCY OVERSEERS
1. DO NOT allow the numerical strength of your constituency to stagnate.
2. DO NOT allow the church service attendance from your constituency to persistently fall
beyond a period of two weeks.
3. DO NOT allow your constituency to exist without consistently producing new bacenta
leaders to advance the frontiers of your work.
8. DO NOT oversee without ensuring an atmosphere of fervency and spirituality within the
ranks of your workforce.
9. DO NOT oversee without constantly providing personal and intimate care of your leaders
far beyond relating with them in groups
10. DO NOT forget that a breech of any of these commandments would be a breech of the
foundation of your status as a Constituency Overseer and can lead to your removal.

PRACTICAL TIPS FOR PREPARING THE BELIEVER

disaster, to give you a future and a hope.

God created you and prepared a beautiful life for you even before you were born.
It is His desire to have a personal relationship with you and guide you through life till you
spend eternity with Him.
He demonstrated this great love by sending His only Son, Jesus Christ, to pay the penalty for
your sins.
Jesus did this by carrying the weight of your sins on the cross and suffering in your place. He
then threw the greatest invitation the world has ever received:
Come unto me, all ye that labour and are heavy laden, and I will give you rest.
Matthew 11:28
You can restore your relationship with God today by praying this simple prayer:
“Heavenly Father, I thank you for sending your only begotten son, Jesus Christ to die on the
cross for my sins. I accept Jesus Christ as my Lord and personal savior and will obey and
follow him all the days of my life. I turn my back to my old sinful life and start a new life by
faith in Jesus Christ.

THE FOUR SPIRITUAL
LAWS OF SALVATION
LAW 1
God loves you and offers a wonderful plan for your life.
The Bible says, “For God so loved the world that He gave His one and only Son, that whoever
believes in Him shall not perish, but have eternal life”
(John 3:16)
Many are not experiencing God’s love because...
LAW 2
Man is sinful and separated from God. Therefore, he cannot know and experience God’s
love and plan for his life.
All of us have thought, spoken or acted in ways not pleasing to God. This is called sin, and
our sins have separated us from God.
The Bible says, “All have sinned and fallen short of the glory of God.” God is perfect and holy,
and our sins separate us from God. The Bible says “The wages of sin is death.”
(Romans 6:23)
The third Law shows us the ONLY way back to God...
LAW 3
The only way man can reach God is through Jesus Christ. He died for us, through Him
you can know and experience God’s love and plan for your life.
Jesus is the Son of God. He lived a sinless life and then died on the cross to pay the penalty
for our sins. “God demonstrates His own love for us, in that while we were yet sinners Christ
died for us.”
(Romans 5:8)

“...Christ died for our sins...He was buried...He was raised on the third day according to the
scriptures.” (l Corinthians 15:3-4)
Jesus said “I am the way, the truth, and the life. No one comes to the Father except by Me.”
(John 14:6)
LAW 4
We must each receive Jesus Christ as Saviour and Lord; then we can know and experience
God’s love and plan for our lives.
We must receive Christ by a personal invitation. Christ says: “Here I am! I stand at the door
and knock. If anyone hears my voice and opens the door, I will come in and eat with him and
he with me.” (Revelation 3:20)
If you want to turn from your sins and accept Christ as your Saviour, you can ask Him to
be your Savior and Lord by praying a prayer like this:
“Lord Jesus, I need You. Thank You for dying on the cross for my sins. I open the door of my
life and receive You as my Savior and Lord. Thank You for forgiving my sins and giving me
eternal life. Take control of the throne of my life. Make me the kind of person You want me
to be. AMEN”
If this prayer expresses your heart desire, pray right now and Christ will come into your life
as He promised. You must mean this for God knows your heart.

BACENTA BUSSING INCOME GENERATION
(BBIG) CAMPAIGN
1. Pray fervently for supernatural supply from every source. Pray that God sends people who
will have a burden to support bussing. The power to get wealth comes from God.
18 But thou shalt remember the Lord thy God: for it is he that giveth thee power to get wealth,
that he may establish his covenant which he sware unto thy fathers, as it is this day.
Deuteronomy 8:18
2. Teach your members the importance of church attendance and the need to invest into the
journey to and from church. Make them aware they can pay if they really want to.
Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you
alway, even unto the end of the world. Amen.
People do not just obey. They must be taught to obey!
Matthew 28:20
Teach these new disciples to obey all the commands I have given you. And be sure of this: I am
with you always, even to the end of the age.”

3. Bacenta Leaders must teach this and also have a list of their Bacenta members and get
them to contribute money throughout the week so that by Saturday or Sunday everyone
would have brought in their contribution. COs MUST ENSURE THAT THIS IS DONE. IT
WILL NOT BE DONE TILL IT IS MADE TO HAPPEN.
Now concerning the collection for the saints, as I have given order to the churches of Galatia,
even so do ye.
Upon the first day of the week let every one of you lay by him in store, as God hath prospered
him, that there be no gatherings when I come.
1 Corinthians 16:1-2

Now, I want to speak about the money that you will give to God’s people at Jerusalem. I told the
churches in Galatia what they must do about that. You should do the same. On the first day of
every week, each of you should put some of your money in a special place. You should keep this
money separate and safe. Then, when I come to you, your gift of money will be ready. Some of
you have more money than other people, so you can give more.

4. Bacenta members must be taught to personally and physically approach family members
(parents, uncles, aunties, cousins etc) to ask for help. They must be taught that this is their
new life and going to church is very important for them and a weekly financial help will be
a blessing.
And he sendeth forth two of his disciples, and saith unto them, Go ye into the city, and there
shall meet you a man bearing a pitcher of water: follow him.
And wheresoever he shall go in, say ye to the goodman of the house, The Master saith, Where
is the guestchamber, where I shall eat the passover with my disciples?
And he will shew you a large upper room furnished and prepared: there make ready for us. 16
And his disciples went forth, and came into the city, and found as he had said unto them: and
they made ready the passover.
Mark 14:13-16
This is how Jesus got the upper room to use. The disciples went out of their way to personally
ask for it!
5. Constituency Overseers must also have a list of people they approach for financial help
to bus their members. This will augment the contributions brought in by Bacenta member.
6. COs must get personally involved in the negotiations for buses. Meet the owners of the
bus and not the drivers only. See it as a special project worth all your attention. You raise
money by saving money.
