EXECUTIVE SUMMARY
The nation is facing severe power challenges, with many areas receiving only three hours of
electricity per day. Thereby, negatively affecting businesses, homes, and the economy. To
address this crisis, we propose installing a 33KVA wind turbine to harness renewable
energy, reduce grid dependence, and provide a reliable power source for the community by
installing a 33KVA Wind Turbine, AI-driven based Load Distribution, Transmission Line
Maintenance, and Local Manufacturing of Solar Energy and IoT Power Storage.

PROJECT PURPOSE and JUSTIFICATION


Business Need/Case
The purpose of this project is to install a 33kVA wind turbine to generate renewable energy,
reduce dependency on unreliable grid power and on fossil fuels, and to contribute to
sustainability goals. This initiative will provide clean and cost effective energy, reduce
carbon emissions, and promote environmental stewardship.

Business Objectives
 To increase the availability of electricity
 To reduce reliance on inconsistent grid power.
 To stimulate local businesses by promoting and providing a more reliable energy supply,
potentially increasing productivity and job creation.
 To contribute to the reduction of carbon emissions and promote the use of renewable energy
sources.
 Support Regulatory Compliance regarding renewable energy and environmental standards
 To meet or exceed regulatory requirements and qualify for any available incentives,
subsidies, or tax benefits.

PROJECT DESCRIPTION

Requirements
The project guidelines within which the project must conform as guided by the project
sponsor, customer, stakeholders and project team.

1. Technical Specifications: the project must meet industry specifications for integration to
the national grid

 Rated power output = 26.5KW
 Cut-in wind speed = 3m/s –
 Cut-out wind speed = around 25m/s

Constraints
The restrictions or limitations that must be dealt with to ensure project success
 Budget limitations: The sum total for the 33KVA Wind Turbine, AI-Driven Load
Distribution and Local Manufacturing of Solar Panels must be within the allocated, as
aggregated from the individual project costs
 A fixed budget may restrict accommodating unexpected costs or upgrades
 Time Constraint. It must be noted that there may be expirations in approved grants due
to unforeseen circumstances, there are expected weather changes that may delay
implementations of the selected projects
 Regulatory requirements. The permits or licenses for land, council-local government,
ERB, for instance, may affect the sitting of the wind turbine installation, and solar
manufacturing plants.
 Site limitations such as space, terrain, accessibility may limit choice of turbine and
installation methods
 Grid connection issues such as grid capacity, connection costs, and interconnection
processes may impact project feasibility
 Resource availability such as materials, equipment, and skilled labour
 Technological: The existing information systems including Legacy systems and AI
integration may be affected due to compatibility issues

Assumptions

 Regulatory compliance: Permits and approval from local, and state obtainable without
delays
 Community support: the primary stakeholders and the entire community generally
support the project, reducing risk of opposition or delays
 Project timeline: the project will adhere to a realistic timeline, accounting for potential
delays due to weather, permits and construction challenges
 Funding Accessibility: Sufficient financing available to cover upfront costs and any
unforeseen expenses
 No natural disasters occurring during construction and installation
 Availability of materials: Raw material costs and supply remain unchanged
 Stakeholders do not change the project more than 10%
 Availability of skilled labour- there is sufficient pool of required manpower

Preliminary Scope Statement


The project goals are to alleviate the electricity supply challenges in terms of cost,
availability, reliability, and efficiency in the management of distribution, maintenances
etc., Therefore, the project will be including
1. The Design and installation of 33KVA Wind Turbine for the City of Jehovah
2. Integration of AI in load distribution and maintenance
3. Promotion of local manufacturing of solar panels and IoT- based power storage
with AI for the City of Jehovah.
The project funds will be managed by the project manager up to and including the
allocation amounts in this document. Any additional funding will require approval from
the project sponsor. The conclusion of this project should follow a submission of final
report (lessons learned, future recommendations) within 30 days after commissioning of
the wind turbine, AI solutions integrated, and solar manufacturing requirements are done
with all documentation submitted to the City of Jehovah president’s office.

RISKS
 Financial Risks. This includes potential budget overruns, and/or grant expiration due to
unforeseen circumstances such as changes in price for materials or addressing
emergences
o Mitigation: Establish a contingency fund and monitor expenses closely
 Technological Risks i.e. compatibility of wind turbines and the existing energy systems,
variable wind conditions, energy storage and/or grid integration
o Mitigation: selecting reputable suppliers, standards in liaison with ERB, Zesco
and ZABS.
 Regulatory delays in obtaining permits and licenses
o Mitigation: Engage with local authorities early in the process
 Community Opposition:
o Mitigation: Engage stakeholders early to address concerns

 Environmental Risks. Weather changes can negatively impact the project affecting
schedule and budget
 Resource Availability: There is a noted risk in supply of materials and labour due to
instable demands but limited supply mostly

PROJECT APPROVAL REQUIREMENTS


This project charter formally authorizes the initiation of the 33KVA-26.5KW Wind
Turbine Installation. AI-Driven Load Distribution and maintenance, and Local
Manufacturing of solar energy and IoT Power Storage Integration with AI
Success for the 33kVA Wind Turbine project will be achieved when a fully tested wind
energy solution is implemented, documentation including technical design, operational
manual, warranty, construction permits are completed. Success will be determined by the
project sponsor, Mr. Cephas Zulu, who will also authorize completion of the project.

PROJECT MANAGER
Lightson Mwenya is named Project Manager for the duration of the 33kVA-Wind Turbine
Project. The responsibilities include to manage all project tasks, scheduling, and
communication regarding the 33kVA Wind Turbine project. The project manager will
coordinate all resource requirements through the Finance Manager, Jane Smith. Lightson
is authorized to approve all budget expenditures up to, and including all allocated
amounts. Any additional funding must be requested through the Project Sponsor, Cephas
Zulu. Lightson will provide weekly updates to the Project Sponsor.
