I am writing to further clarify our position regarding Tender No. 2025_IUCAA_847837_1 for the
Supply, Installation, Testing, and Commissioning of a 650 kVA DG Set at IUCAA, Pune.

Upon reviewing the tender document, we have noted several important points that require further
clarification:

1. Clarification on Mention of Kirloskar Brand


On page 59 of the tender document, it is specified that the DG can be Kirloskar make without
knowing standard available ratings for Kirloskar DG sets or without taking budgetary
quotation. Given that Kirloskar’s standard product range includes a 625 kVA model, we find
ourselves in a position where it is unclear if we are being deliberately excluded from
participating in the tender based on this discrepancy. We seek clarification on this matter, as
it affects our ability to participate competitively.

2. Consideration for Make in India Policy


The tender document also specifies other makes such as Cummins, Caterpillar, and Sterling,
which are imported brands. As per the Government’s Make in India Notification No. F. No.
21/1/2018-PPC, dated July 19, 2024, there is a clear preference for Indian manufacturers in
government tenders. Kirloskar is an established Indian brand, and we would like to highlight
that the intention behind this policy is to encourage local industry. We are concerned that
the current tender evaluation might inadvertently disregard this important policy, which we
believe should be reflected in the decision-making process.refer to clause number 50 of the

3. Previous Installation of Kirloskar DG Set at IUCAA Pune


It is also worth noting that a 625 kVA Kirloskar DG set is already installed and operational at
IUCAA, Pune. This establishes a precedent for the suitability and reliability of Kirloskar
products for the requirements at this location, further reinforcing our confidence in offering
our 625 kVA DG set as an alternative to the specified 650 kVA model.

4. After carefully reviewing the tender document, we have serious concerns that the
requirements specified may be unintentionally or otherwise skewed towards a particular
vendor or product, potentially limiting open and fair competition. The mention of specific
brands, such as Cummins, Caterpillar, and Sterling—most of which are imported—without
considering an equally competitive and reliable Indian brand like Kirloskar, raises questions
about the impartiality of the process.

As a company that is committed to fostering fair competition and transparency, we firmly believe
that the tender should be structured in a way that allows all eligible manufacturers to participate
on a level playing field. The absence of clear guidelines for alternative models (such as our 625 kVA
Kirloskar DG set) only further reinforces the notion that the process may not be as open as it
should be. We urge you to reconsider these aspects to ensure a fair and transparent evaluation
that aligns with the principles of competitive procurement.
Given the above points, we would appreciate your prompt clarification on the eligibility of submitting
our bid with the 625 kVA Kirloskar DG set. We are keen to participate in this tender and would like to
ensure that we meet all requirements, including any government preferences under the Make in
India initiative.
