ABSTRACT: (Provide one paragraph describing your proposed FEO project in a way that can be
understood by colleagues outside your discipline, alumni, and educated members of the general public.
In an atmosphere of unprecedented change and the ensuing challenges for higher education, this
FEO is sought to gather information on, and foster international collaboration in the areas of human
resources, management, and staff development in academic libraries. FEO funding will allow for the
creation of a baseline of information regarding past efforts and interest in future international
collaborative initiatives among academic and research library associations. My research includes an
international survey of library associations, and attendance and two presentations at the 2014 IFLA
Conference where I will network to further pursue opportunities for collaboration. Results will include
peer reviewed articles and presentations.

GOALS FOR FEO:


(List 3 to 5 succinct goals)
Background -The changes that are occurring, in technology, research, teaching and learning across
academic institutions have created a very different and complex context for the mission of academic
and research libraries. Library directors and HR and organizational development professionals
recognize the need to cultivate a new workforce through creative approaches to defining and
organizing roles, hiring new personnel and deploying and retraining existing staff that can conceive,
build and implement changes to ensure the most effective engagement of the library in the
academy. The challenges for HR in recruiting and retaining qualified faculty and staff cannot be
underestimated. Staff development is equally important to Smathers Libraries and the profession.
Best practices and environmental scans are effectively shared amongst US and Canadian libraries
through longstanding consortia and association relationships. Recognizing that diversity in
perspective creates opportunities for greater innovation, this FEO seeks to create greater
awareness of, and interest in opportunities for collaboration internationally in the areas of human
resources, management and staff development in academic libraries.

Goal 1. Identify units and contacts within foreign and domestic associations of academic and
research libraries that specifically address library management, human resources, and staff training.
Goal 2. Through the research time afforded by the offset funding for my salary/benefits conduct a
survey regarding current and past (last 5 years) international collaborative efforts, and interest in
future collaboration of associations identified in goal 1.
Goal 3. Participate in dialogue on, and share expertise in, the area of international collaboration in
human resources, management, and staff development through my presentations and attendance
at the International Federation of Library Associations and Institution (IFLA) Conference and
Assembly in Lyon, France in August 2014.
Goal 4. Publish a peer reviewed article on the findings of this research (to include results of survey
and from in-person networking at IFLA) for use within the field and to encourage collaboration at the
international level.
Goal 5. Advance opportunities for collaboration internationally in human resources, management,
and staff development in academic libraries.

FEO PLAN/ACTIVITIES/SCHEDULES:

January 2014
• Prepare and submit two poster presentation proposals for the 2014 IFLA General Conference and
Assembly. One on the ARL PD Bank and the other on the Academic Libraries Recruitment Efficacy
and Outcome Study. These studies reflect successful digital collaborative efforts between academic
libraries in the United States and Canada that are replicable models for international collaboration.

o Association of Research Libraries Position Description Bank (ARL PD Bank)


The ARL PD Bank is an externally funded, peer reviewed project led by a team from the UF Libraries
with cooperation from personnel officers from numerous ARL member institutions. It is a unique, first
of its kind, national digital collection of position descriptions from academic and research libraries
that improves the sharing of information through a searchable database. The Bank is accessible by
ARL and preeminent non-ARL institutions and by researchers. With 84 participating institutions and
over 1,000 entries to date, the ARL PD Bank is an invaluable tool to human resources managers
and the libraries they serve. Furthermore, the data collected by the Bank creates research
opportunities regarding the work of libraries, how this work is defined, and how it is assigned and
organized, thus establishing a better understanding of the rapid changes taking place in academic
libraries. There have been several expressions of interest to participate in the ARL PD Bank from
representatives of institutions outside of North America.

o Academic Libraries Recruitment Efficacy and Outcome Study


This ongoing longitudinal study was designed collaboratively by a team from the University of Florida
and peer institutions in the United States and Canada. The study collects data, through electronic
submission, on the posting venues used for recruitment purposes in academic libraries. It allows for
comparison and assessment of library recruitment strategies in terms of their efficacy in generating
qualified applicants and evaluation of the use of specific advertising venues and practices intended
to increase applications from underrepresented groups. The study currently has 25 participating
institutions with 130 data sets. The study was the subject of multiple national conference
presentations and peer reviewed via UF Facilitated Peer Review Committee for Alternative Scholarly

February – July 2014


• Hire OPS assistant to assist in gathering information on units and contacts within associations
internationally; administering survey through Qualtrics; and data collection and analysis.
• Identify units and key contacts within library associations focused on academic and research
libraries that specifically address library management, human resources, and staff training.
• Design and distribute survey to assess past (last 5 years) collaborative efforts and specific areas of
desired collaboration on human resources, management, and staff training practices in academic
libraries.
• Analyze survey results.

• Attend the IFLA General Conference and Assembly in Lyon, France to further network and
determine interest in and areas for collaboration, shared research, and other opportunities.
• Present on the ARL PD Bank and the Academic Libraries Recruitment Efficacy and Outcome
Study. Besides sharing the design and benefits of these two digital systems, an intended outcome of
these presentations is to explore these successful and collaborative systems as models for non-US
academic libraries and library associations, in addition to building relationships and developing
networks internationally.

September – December 2014


• Write and submit article on findings to library journals focused on academic libraries. I have
already received an invitation to submit from two library journals: Library Leadership and
Management (LL&M) and College and Research Libraries (CR&L).

A. List specific outcomes of this FEO related to your own professional growth and development.
• Having worked in international development for over 10 years, I have a keen interest and a unique
skill set in international collaboration to advance practical applications and share knowledge. This
FEO would give me the opportunity of exploring this interest within the context of, and to the benefit
of academic libraries.
• The FEO will advance my opportunities to participate in international dialogue in the areas of
human resources and management and the opportunity to present at the international level.
• While the IFLA conference is limited to 5 days in August 2014, the opportunities and connections
will support my career development beyond the FEO including a proposal to present the resulting
findings at the American Library Association (ALA) and/or Association of College and Research
Libraries (ACRL) 2015 annual conferences.
• Opportunity to network internationally, initially while conducting the survey and later while
attending the IFLA General Conference to learn about research findings and innovative advances
in practice.

B. List specific benefits of this FEO to your department, college and/or the university overall.
• This FEO would provide a venue for the UF libraries to reach beyond the US and Canada to build
new partnerships and have a broader impact in the areas of human resources, library management
and staff training.
• The UF libraries collaborate internationally on many projects yet in the areas of library
management, HR and staff training we have not yet explored international collaborative
opportunities. This FEO will facilitate furthering the international reach of UF and the UF libraries.
• A preliminary literature review indicates very little research or publication in this area. By collecting
and compiling currently unavailable data on international collaborative efforts, this research will offer
unique opportunities for scholarship, enable sharing of best practices, discussion of policy
frameworks, and ways to enhance HR services at a crucial time of rapidly changing dynamics in
academic libraries.
• Scholarship resulting from this new area of research will reference UF sponsored research
developed and led by UF faculty.
• The study will promote the standing of the UF libraries as a leader and innovator among peer
institutions and internationally.
• If collaboration is achieved the UF libraries will learn of best practices, emerging trends,
professional competencies, and techniques to improve services to students and the University.
