BMS Control Write-Up
1. Introduction
This document aims to provide Building Management System (BMS) control write-up. It
describes how the systems under the control and monitor of BMS are supposed to operate.
This document covers the BMS system installed in the new General Department of
Taxation (GDT) office tower.
2. Scope
Alarm and status monitoring for the following services complete with all field wiring to
terminal strips,
1. Monitor and Operate:
i. ACMV
a. Chiller Plant
b. AHU, FAHU, FCU&VAV
c. Carpark ventilation system
d. General ventilation system
e. Kitchen ventilation system
f. Emergency ventilation system
ii. Lighting Control of Public Area
Sequence of Operation
i. The chilled water plant shall be brought into Automatic Mode Operation via
BMS on a call for cooling from any item of air conditioning equipment. The
plant shall require manual restarting after shut down of any safety controls.
ii. The leading chilled water pump shall be automatically started on a call for
cooling and through fail safe interlocks, the leading condenser water pump and
the cooling tower control circuit shall be enabled.
iii. The chiller automatic controls shall only be energized when condenser water
and chilled water flow switches prove that its pump is in operation. The lead
chiller shall then start up under its own automatic controls.
e. Allow for interchange of manual operated chillers and pumps arrangement via
BMS. Manual operated valves shall be provided in the chilled water pipe route
so that if any combination of chillers and pumps can operate together as the
capacities of all chillers are the same and vice versa. Similar arrangement shall
be provided for the condenser water pumps.
Central Condenser Water System
a. The control sequence of the cooling towers shall commence together with the
condenser water pumps (CWP's).
b. The number of cooling towers to operate shall match the number of chillers in
operation.
c. Should the duty fan fail to start, the standby unit motorized valve shall open
with fan operating. The controls of the first cell shall de-energise with the
motorized valve returns to close position. An alarm point shall be registered
with the DDC monitoring system.
d. Provide lead/lag switching and plant optimization program for the cooling
tower cells to allow uniform wearing of plant.
Remove this item.
Cooling Tower System
a. Upon receiving start command from central chiller plant, BMS system will
command to open the inlet and outlet motorized valve of the cooling tower.
b. Number of running cooling tower will be matched with number of chillers
running.
c. The cooling tower fan speed will be control by the outlet temperature setpoint.
• Temperature setpoint: 27 °C (to be confirmed during T&C)
Primary Chilled Water System
a. Under ‘Auto’ mode, the control shall be via DDC controller and the decoupler
sensing system. The starting and sequencing of the chiller plant and primary
chilled water system shall be by the DDC.
b. Chilled water pump speed is controlled by water differential pressure sensor
installing at main header.
• Pressure setpoint: 0.5 bar (to be confirmed after water balancing).
• Min frequency: 30Hz (to be confirmed after water balancing).
c. After the temperatures have stabilized, the decoupling sensing system shall be
in operation as described under ‘Chiller Water Plant’.
Bypass Valve Control
a. Modulating bypass valve is provided in the main chilled water circuit at B2 and
L15. The purpose of the bypass modulating valve is to maintain the minimum
water flow for chiller during part load condition and at the chiller system start-
up.
b. Upon receiving start-command, the bypass valve will be 100% open to ensure
that minimum flow of chiller is maintained.
c. After terminal equipment runs, the pressure in the chilled water circuit
decreases then the bypass valve starts to close.
d. When the bypass is fully closed, the chilled water VFD starts to modulate to
main the water differential pressure.
Secondary Chilled Water Distribution System
a. The number of secondary chilled water pump and plate heat exchanger requires
shall be decided by the chiller plant/decoupler control system.
b. A minimum pressure differential shall be maintained by regulating the pump
speed in operation.
• Pressure setpoint: 0.5 bar (to be confirmed after water balancing).
• Min frequency: 30Hz (to be confirmed after water balancing).

Ø Manual Mode
• To start the cooling tower fan, turn the selector switch to manual.
• Turn selector of Inlet Motorized Valve to open position.
• Turn selector of Outlet Motorized Valve to open position.
• Once the inlet and outlet motorized valves open status indicator lights
up, press start cooling tower fan button.
• Cooling tower fan speed is controlled by the outlet temperature set
point. This setting will be done during T&C stage.

• Once the cooling tower fans are running, we can start the rest of chiller
plant.
• Turn the selector to manual mode.
• Turn the selector of chiller-motorized valve at condenser side and
evaporator side to open position.
• Once the motorized valve open status indicator lights up, press start

Ø For safety function, the chilled water pump and condenser pump is
interlocked with water flow switch status. The delay time is to be adjusted
during T&C stage based the chilled water pump and condenser pump ramp
up time.

Refer to above flow chart is showing the operation of Air Handling Unit Sequence
operation:
• Manual Mode
• Turn the selector to Manual Mode, operator is able to operate air handling unit
(AHU) directly on the LMCP panel.
• Air Flow Status interlock: after AHU fan runs and there is no air flow for 60
second (can be adjusted during T&C), the fault status will be triggered.
• AHU fan speed to be adjust on VSD BOP (Basic Operator Panel).
• Auto Mode
• Turn the selector to Auto Mode, operator is able to operate AHU fan by BMS
work station at FCC room.
• AHU will run by following the setting schedule.
• Air Flow Status interlock: after AHU fan runs and there is no air flow for 60
second (can be adjusted during T&C), the fault status will be triggered.

• To make sure that there is no smoke entering the serving area, duct smoke
detector is installed. In the case that smoke is detected, the AHU will be cut off.
• AHU operation procedure:
i. Start/Stop Control
- Based on the time schedule, optimized start/stop time shall be calculated
by the DDC to minimize operating costs.
- Each air handling unit (AHU) shall have a separately adjustable
occupancy and vacancy schedule. The supply air fan shall start/stop
based on these individual requirements.
- During the early morning pulldown periods (optimum start period), the
motorized outside air damper shall be closed while the air handling unit
is running. After which, the outside dampers shall return to their normal
open position.
ii. Supply Air Temperature Control
- Supply air temperature control shall commence after early morning
pulldown cycle described above terminates.
- Once the fan is running, the modulating control valves shall modulate
to maintain the supply air temperature at setpoint.
o Supply Air Temp setpoint: 18 °C (to be confirmed during T&C)
- Control mode for supply air temperature control shall be proportional
plus integral.
iii. Air Quality (CO2) Control
- In order to maintain indoor air quality, CO2 sensor is installed at the
return air duct of the AHU.
- When the actual CO2 exceed the setpoint, the modulating damper will
increase the open percentage to allow more fresh air to reduce the CO2
level.
o CO2 setpoint: 1000ppm (to be confirmed during T&C)
iv. Fan Speed Control
- For VAV systems, the supply air fan speed shall be controlled via
Variable Speed Drive in order to maintain the supply air static pressure
at setpoint.
- As the supply air static pressure increases above setpoint, the fan speed
shall be decreased to a minimum point.
- The fan shall start at a minimum speed in accordance with the
requirements of the speed controller equipment manufacturers.
v. VAV Box Control
- Electronic room thermostats in each zone shall be connected to the VAV
box velocity controller. This thermostat shall reset the air velocity
controller but leaving the volume to a preset value regardless of system
pressure variations (i.e. pressure independent). The velocity sensor shall
be located on the inlet side of each unit, but in air flow free turbulence.
Damper actuator shall modulate from a maximum volume at maximum
cooling to a minimum volume. VAV box controller shall be of DDC
type.
• Off Mode
• Turn the selector to Off mode, Operator will not able to operate AHU fan even
though on the panel or BMS workstation.
• Fire Mode

• When there is Fire Alarm signal is activated, AHU will be commanded to stop
immediately regardless of selector switch position.
Note: VSD speed control and PICV control; it shall be done and fixed during T&C stage to
achieve as per MVAC design criteria.

Sequence operation:
• Manual Mode pre-cooling and exhaust
• Turn the selector to Manual Mode, operator is able to operate fresh air handling
unit (FAHU) directly on the LMCP panel.
• Air Flow Status interlock: after FAHU pre-cooling and exhaust fan runs and
there is no air flow for 60 second (can be adjusted during T&C), the fault status
will be triggered respectively.
• FAHU pre-cooling and exhaust fan speed to be adjust on VSD BOP (Basic
Operator Panel).
• Auto Mode pre-cooling and exhaust
• Turn the selector to Auto Mode for both pre-cooling and exhaust, operator is
able to operate FAHU by BMS work station at FCC room.
• FAHU will run by following the setting schedule.
• Air Flow Status interlock: after FAHU pre-cooling and exhaust fan runs and
there is no air flow for 60 second (can be adjusted during T&C), the fault status
will be triggered respectively.

Refer to above flow chart is showing the operation of Fan Coil Unit Sequence
operation:
i. The fan coil units shall start/stop on a time schedule basis (separate schedule
for each unit).
ii. The chilled water modulating valve shall modulate to maintain the space
temperature. The valve shall return to close position when the FCUs stop.
iii. In the event of fire alarm the system shall cease operation.
iv. Temporary power shall be provided to the retail FCU during commissioning
for testing of the equipment and controls, although permanent supply will be
by the tenants at a later stage.
v. In the case the Fire Alarm, all FCU, except for plant room, will be stopped
by BMS automatically, and they can only be started again after the fire alarm
is reset.
5. Ventilation System Operation
5.1. Car Park Ventilation System Operation
In the car parking area, Carpark Exhaust Air Fan (CEAF), Carpark Fresh Air Fan
(CFAF) and Jet Fan are installed for the purpose of extracting polluted air out of
the parking space and supply fresh air in the parking area. In normal mode operation
CEAF, CFAF and JF are run based on the schedule from BMS. In the case of Fire,
those fans will be commanded to run at high speed.

Refer to above flow chart is showing the operation of Jet Fan Sequence operation:
• Manual Mode
o Turn the selector to Manual Mode, operator is able to operate JF (Jef Fan)
directly on the LMCP panel.
o Before switching fan speed from low speed to high speed or high speed
to low speed, operator to make sure fan is not in the operation.
• Auto Mode Auto
o Turn the selector to Manual Mode, operator is able to operate JF fan by
BMS work station at FCC room.
o During the operation schedule, the JF run at low speed. Outside the
schedule, they are stopped.
o Carbon Monoxide (CO) sensors are installed throughout the parking area
with the purpose of monitor the CO level and control the speed of JF as
per MVAC design to achieved 12 Air change per hour.
o There are 3 steps to control jet fan speed:
a). 1 jet fan run at low speed (achieved 3ACH) when CO<20ppm
b). 2 Jet fan run at low speed (achieved 6ACH) when CO>25ppm
c). 2 Jet fan run at high speed (achieved 12ACH) when CO>100ppm
• Off Mode
o Turn the selector to Off mode, Operator will not able to operate JF fan
even though on the panel or BMS workstation.
o Fire Mode
o When there is Fire Alarm signal is activated, JF will be commanded to
run at high speed regardless of selector switch position.
• Schedule
o Monday – Friday: 7:30am to 5:30pm (adjustable based on operation
requirement)

o Turn the selector to Manual Mode, operator is able to operate carpark

60 second (can be adjusted during T&C), the fault status will be triggered.

purpose. Zone interlocking is following by:

- CEAF-B1-01 & 02 interlock with CFAF-B1-01 & 02
- CEAF-B1-03 & 04 interlock with CFAF-B1-03 & 04
- CEAF-B1-05 & 06 interlock with CFAF-B1-05 & 06

5.5. General Ventilation System Operation
5.5.1. Fresh Air Fan
Exhaust Air Fans (EAF) and Fresh Air Fans (FAF), play a crucial role in maintain
ing indoor air quality and comfort.
According to MVAC schematic diagram ref: CMED-24GDTT-MA04-AA02-XX-
112 &113, all the EAF and FAF are designed to served for ELV, Electrical, BOH
corridor and other technical room etc., however; the operation of the general EAF
and FAF are the same operation. In normal operation each EAF and FAF shall be
under the control of the BMS with changeover schedule. On a fire alarm all fans,
shall stop and start only after resetting at the fire panel.

chilled water valve closed.
v. All VAV shall open to their maximum.
vi. The operation shall last for 30 minutes (can be adjusted during T&C) at

5.7.2. Lobby Pressurized Fan (LPF)
Function of lobby pressurized fan is similar to stair pressurized fan, used to supply
pressurized air to the lift lobby. In the event of fire, it is important to make the lift
lobby is clear of smoke to provide the safe escape route for people inside lift to
evacuate the building safely. In this project there are 5 groups of at Podium building
and 1 group at Tower building of LFP fan. Each group containing normal mode fan
and fire mode fan, which is assigned as daily operation (normal operation) and fire
operation.

Smoke extraction fan is used to remove smoke and heat from building. In the event
of fire, it is important to remove smoke and heat from building critical area. In
addition, smoke extraction fan is designed to save lives by maintaining clear escape
routes and reducing the danger posed by smoke and heat during fire. In this project
smoke extraction fans are design to use for podium building at Atrium sky light hall
from GF to L4.

6. Metering System Operation
The BMS shall provide all data logging facilities for the collection of data for energy
auditing purpose according to the Building Control Regulation to monitor the energy
consumption of the following M&E services.
6.1 BTU Meter
Air conditioning system including chiller, pump, cooling tower, air handling units,
etc.
6.1. Power Meter
Electric power meters are being monitored by BMS. There are monitored points
such as:
o Voltage: on the power meter, navigate to voltage
o Current: on the power meter, navigate to current
o Frequency: on the power meter, navigate to frequency

7. Monitoring System Operation
7.1 Electrical system
To ensure electricity are available to operate the building, the following statuses
are to be monitored by BMS on BMS’s workstation at FCC room, so that the
building operator will know when there is any fault:
o Transformer monitoring:
§ Transformer trip status
§ Transformer high temperature alarm
§ Transformer fan trip status
o MV Panel monitoring:
§ breaker ON/OFF status on the MV panel
o MSB panel monitoring:
§ ACB ON/OFF status
§ ACB trip alarm status

o SDB&DB monitoring:
§ MCCB ON/OFF status on the SDB&DB panel
o Synchronize panel:
