Writing an Opening Speech - CIA

Use the information from your Position Paper to create your 60-
second Opening speech.
Purpose:
• To convey your country’s relationship to the topic
• Demonstrate your understanding of the issue and the research
you’ve conducted
• Identify other countries with similar policies

CIA Opening Speech Structure


C- Clash: start with a clash- a powerful, controversial statement about
how your country views the problem. The clash should be clearly
stated. There should be confrontation of ideas – a clash- and your
country’s position should be clear.
• Establish your country’s position.
• Present the obstacles preventing the resolution of the issue – as
your country sees it.

I – Information: here the relevant information will be presented. It


should include facts, statistics, quotations by high-ranking politicians
and diplomats if possible.
• Present the policies your country has used in the past to deal
with the issue.
• Discuss your country’s experience with the topic.
• Include facts, statistics and quotes.

A – Call to Action: The practical solution you offer to solve the


problem you set up in your clash. Here you will state a clear call to
action. This should be specific rather that general. A specific call to
action would allow parties to act on the idea in a practical, efficient
manner. Too general of a call would be of little to no practical use.

This is an overview of the actions that will talk about in detail in your
clause/resolution.
