National Strategic Documents: VISION 2036
PILLAR 1 - SUSTAINABLE ECONOMIC DEVELOPMENT
• By 2036 Botswana will be a high-income country, with an export-led economy underpinned by diversified, exclusive and sustainable
growth driven by high levels of productivity. This pillar encompasses Knowledge based economy, human capital, doing business and
competitiveness, infrastructure development, informal sector and the micro and small enterprises, mineral sector, agricultural sector,
manufacturing sector, tourism, services, information technology, financial and business services, transport and logistics, creative
industries and sport,
PILLAR 2 - HUMAN SOCIAL DEVELOPMENT
• By 2036 Botswana will be a moral, tolerant and inclusive society that provides opportunities for all. For easy execution the pillar will be
looking into different sectors which includes spiritual wellbeing, culture, strong family institution, health and wellness, social inclusion
and equality, education and skills development, gender equality, the youth and children’s wellbeing.
PILLAR 3 - SUSTAINABLE ENVIRONMENT
• By 2036 sustainable and optimal use of natural resources will have transformed our economy and uplifted our people’s livelihoods.
This pillar includes the ecosystem functions and services, sustainable utilization of natural resources, water security, energy security,
sustainable land use and management, sustainable human settlements, climate resilience and disaster risk reduction and pollution
and waste,
PILLAR 4 - GOVERNANCE, PEACE AND SECURITY
• By 2036 Botswana will be a land of peace, freedom and progressive governance. This forth pillar will be based on the constitution and
human rights, the institutional framework, separation of powers and effective oversight, Bogosi and the Kgotla system,
decentralization, civil society participation, religion and society, transparency, accountability and implementation, electoral system
and political representation, crime, peace and security, foreign relations and freedom of expression and association.

National Strategic Documents: NATIONAL SPATIAL PLAN
National in Scale:
Meaning that it intends to guide National Development Policies, Programs and
investments.
Strategic in approach:
NSP is concerned with prioritizing goals, and objectives to guide decision-making related
to land use, infrastructure, and resource management.
Spatial in scope:
Meaning that it is concerned with location of people, their activities, the environment
and their relationships

REGIONS
TOWN AND COUNTRY PLANNING ACT 2013
Strategic in Approach:
Regional plans aim to coordinate development activities, address regional
disparities, and promote sustainable growth and development within the region.

ROLE:
Local plans address the unique needs and characteristics of individual
communities within settlements / cities / towns..
Local Strategic Documents: Local PLANS (TCPA PART IV SECTION 19)
1. It shall be the responsibility of the relevant planning authority to initiate the preparation of a draft local plan for submission to the
Minister.
2. A draft local plan under subsection (1) shall be accompanied by a consultation report indicating the manner in which -
a. consultations were made; and
b. any representations or objections have been addressed.
3. A local plan shall -
a. consist of a written statement formulating proposals for the development and use of land in the relevant planning area and be
accompanied by such maps, diagrams, illustrations or other descriptive matter to explain or illustrate the proposals; and
b. include a strategic environmental assessment in accordance with the Environmental Assessment Act.
4. The relevant planning authority may prepare different local plans for different purposes for the same planning area or, for part of a
planning area that has been selected for commencement during a prescribed period
5. The Minister may direct a planning authority to prepare, alter, or replace the local plan of its planning area.
6. In preparing a local plan, a planning authority shall take into account the proposals laid down in the regional plan of the planning
authority's planning area.
