In exercise of powers conferred under Section 86 (c), (e) and (i) of the Electricity
Act, 2003 (Act 36 of 2003) and under Section 42 (b) of the Gujarat Electricity
Industry (Reorganisation and Regulation) Act, 2003 (Gujarat Act 24 of 2003) and
all powers enabling it in that behalf, the Gujarat Electricity Regulatory
Commission hereby amend the Distribution Code (No. 6 of 2004), the principal
Code.
(1) This Code may be called the Gujarat Electricity Distribution Code
(Second Amendment), 2015
(2) This Code shall come into force on the date of their publication in the
Gazette.
“4.5 (12)
The planning of the Distribution System shall always keep in view the cost effectiveness
and reduction in energy losses without sacrificing the requirements of Security Standards,
Safety Standards and Power Quality Standards for the Distribution System.”
“6.7 (1)
Reliable and redundant communication links viz e-mail id (available round the clock),
telephone, fax, etc. shall be made available by the consumer whose contract demand is 1
MW and above for data exchange and sharing information and operating instruction
between the Licensee, Consumer, LMU, Sub- SLDC and SLDC. Each distribution utility
shall ensure installation and maintenance of proper communication infrastructure at
consumer end.”

4. Amendment to Section 6.9 (1) of the principal code:
Section 6.9 (1) of the principal code shall be substituted as under:
“6.9 (1)
“The metering for 230 V single-phase supply shall be provided on a suitable board,
located in such a place protected from sun and rain and shall be in a convenient position
for taking readings enclosed in a suitable tamper-proof box. The tamper-proof box shall
be of sufficient strength and design with locking and sealing devices and shall have
adequate provision for heat dissipation with the required electrical clearances. The
design shall permit readings to be taken without access to the meter or its connections.
The terminals of the meter and box shall be made tamper – proof and sealed. For 400
Volts three phase supply, the meters and associated metering equipment including
connections shall be enclosed in a suitable tamper-proof box. The tamper-proof box shall
be of sufficient strength and design with locking and sealing devices and shall have
adequate provision for heat dissipation with the required electrical clearances. The design
shall permit readings to be taken without access to the meter or its connections.”

The Gujarat Electricity Regulatory Commission in exercise of powers conferred under Section 86
(c), (e) and (i) of the Electricity Act, 2003 (Act 36 of 2003) and under Section 42 (b) of the Gujarat
Electricity Industry (Reorganisation and Regulation) Act, 2003 (Gujarat Act 24 of 2003) and all
powers enabling it in that behalf has notified the Gujarat Electricity Distribution Code, 2004 and
their subsequent first amendment vide notification dated 26th October 2006 respectively.
The Commission has also formulated the Distribution Code Review Panel in accordance with
Section 3.4 of the principal code and subsequent amendment dated 26th October 2006. The role of
the Distribution Code is also to maintain the Distribution Code and its working under continuous
scrutiny and review. The Distribution Code Review Panel has been conferring the Gujarat
Electricity Distribution Code bearing in mind the technological changes and amendments in the
pertinent codes and regulations. Accordingly, the Distribution Code Review Panel has found the
need for a few amendments in the principal code and proposed the same to the Commission. The
Commission has deliberated on the proposed amendments and now intends to amend the principal
code. Brief information about the proposed amendment in the Gujarat Electricity Distribution
Code, 2004 is as under;
1. Emphasizing the importance of the Power Quality, it is proposed to add power quality
standards for planning of the distribution system.
2. Looking at the technological advancements, e-mail id is also added as one of the modes of
reliable and redundant communication to be made available by the consumer for data
exchange sharing information and operating instruction between the Licensee, Consumer,
LMU, Sub-SLDC and SLDC. Also, to make the Code consistent with the relevant Intra –
State Open Access Regulations, 5 MW contract demand of consumers is replaced with 1
MW and above for data exchange sharing information and operating instruction between
the Licensee, Consumer, LMU, Sub-SLDC and SLDC. Time limit for refund of Security
Deposit by the licensees is incorporated now.
3. It is also found appropriate to exchange e-mail ids of Control Persons between all the
concerned persons considering above stated reasons.
4. To make the Distribution Code align with the Supply Code Regulations and present
practice being followed by the Distribution Licensees, it is proposed to install single phase
and three phase meters in tamper-proof box.
