start the svrmgrl ( oracle release < 9i ) or sqlplus ( sqlplus /nolog ) as user ora<sapsid> > connect/as sysdba > grant sapdba to ops$<sapsid>adm; If the sapdba role does not exist on the database you can follow the note 134592 where is explained how to import it.
