Consultancy service for Design and Implementation of a Training Program on


All Disaster Phases and Integrating into University Curricula

1. Background

Ethiopia, Africa's second most populous nation with over 125 million inhabitants, is highly
susceptible to a range of natural and human-induced disasters, including droughts, floods,
landslides, epidemics, and conflicts. While droughts historically posed the greatest threat, the
frequency and severity of floods have intensified in recent years due to climate change.

Building upon the 2013 Ethiopian Disaster Risk Management (DRM) Policy, a paradigm shift
towards a holistic, proactive, and multi-sectorial DRM approach has been initiated. However, a
training needs assessment conducted in collaboration with ADPC in October 2021 revealed
significant gaps in training evaluation, quality, documentation, and knowledge management.
These shortcomings are due to factors such as limited DRM expertise, high staff turnover, weak
institutional coordination, and inadequate training infrastructure.

On the other hand, the integration of DRM into Ethiopian universities is also limited and needs
further improvement and strengthening. Even though few Universities like Bahir Dar University
have a good background on DRM Integration, in most of Universities there are gaps like Lack of
comprehensive DRM courses, Lack of qualified DRM faculty, Limited collaboration with
government agencies and NGOs, and Lack of interdisciplinary collaboration. For instance,
research conducted on DRM integration in agricultural universities reveals curricular gaps in the
inclusion of basic DRM concepts and principles (FAO, 2016).

To address these challenges, the Ethiopia Disaster Risk Management Commission (EDRMC)
and the World Bank-funded Flood Management Project (FMP) aim to design and implement a
comprehensive training program focusing on pre-, during, and post-disaster phases. This
initiative involves developing and testing essential training materials, including training
curriculum, Trainer guides, handouts, case studies and presentations.

The Flood Management Project (FMP) aims to bolster Ethiopia's institutional capacity for
Disaster Risk Management (DRM) and flood risk mitigation in targeted basins. One of its four
components focuses on strengthening institutional and coordination capacity for DRM. Led by
the EDRMC, this component seeks to enhance the implementation of the newly revised DRM
policy, which emphasizes integrating DRM into development plans and programs across key
Government structures at all levels. The Government of Ethiopia has prioritized four key areas:

a) Strengthening federal and regional DRM coordination and mainstreaming DRM in key
sectors;
b) Investing in emergency preparedness and response (EP&R);

c) Strengthening disaster risk financing (DRF); and
d) Raising disaster risk awareness. To advance these priorities, particularly in strengthening
federal and regional DRM coordination and mainstreaming, the FMP will provide
financial support for various activities.

To this end, the EDRMC invites qualified consultants to undertake the assignment outlined in
this Terms of Reference (TOR).

2. Objective

The major objective of this assignment is to Design and Implement a Training Program on All
Disaster Phases and Integrating into University Curricula.
Specific Objectives:
 To develop and deliver a series of training sessions and related activities on the phases of
DRM, including preparedness, response, recovery, and mitigation, to key DRM personnel
and various stakeholders including government officials, community leaders, and NGO
representatives.
 To enhance the capacity of key DRM personnel to effectively perform pre-disaster, early
warning, emergency response, and recovery functions, while simultaneously increasing
awareness among various stakeholders.
 To conduct a thorough assessment of the university’s existing DRM capabilities,
identifying gaps and areas for improvement.
 To integrate DRM courses in to University Curricula.
 To strengthen the capacity of faculty members (University) to effectively teach DRM-
related courses.

3. Scope of Service
The consultant(s) will be responsible for the following tasks:

I. Training Needs Assessment:

 Review existing training needs assessments on DRM conducted by various partners,


such as ADPC, and research on integrating DRM into university curricula done by
scholars and partners, to assess their applicability to the current project and identify
the specific training requirements of the target audience.
 Engaging with stakeholders to understand their current capacity and gaps in DRM
knowledge and skills.
 Assess the selected university’s capacity to deliver practical DRM training,
identifying gaps and areas for improvement to enhance expertise and institutional

II. Training Curricula Development for EDRMC:

 Designing comprehensive training curricula covering all phases of DRM.


 Developing training materials, including Trainers guide (manual), presentations,
handouts, case studies, and practical exercises.
 Ensuring the training content is tailored to the local context and addresses the identified
needs.
 Ensure that the training materials and content are optimized for digital platforms, making
them user-friendly and easily accessible in electronic formats.
 Conduct stakeholder consultation on draft training curricula and revise based on gathered
inputs.

III. Integrating DRM into University Curricula

 Review relevant university curricula to identify opportunities for integrating DRM


concepts.
 Conduct a serious consultation with Universities and other stakeholders.
 Develop a comprehensive training program that covers all disaster phases and Integrate
DRM content in relevant university curricula.

 Create or modify curriculum materials (e.g., course outlines, curricula, lessons) to


incorporate DRM content.
 Conduct stakeholder consultation on draft training curricula and revise based on gathered
inputs.

IV. Training Delivery:

 Organizing and delivering initial training sessions to the Federal, Regional and Zonal
DRM key staffs and identified stakeholders.
 Provide Master Training (Training of Trainers) Program for selected University’s
Academic Staff to equip them to deliver the training and institutionalize DRM with in
their Institution.
 Utilizing interactive and participatory training methods to engage participants.
 Conducting both in-person and virtual training sessions as required.

V. Trainer Capacity Building:

 The consultant conducts TOT training sessions to build capacity within the organization.
Subsequently, the organization can take over the delivery of subsequent training sessions
with ongoing support from the consultant.

 Knowledge transfer: The consultant shares expertise, methodologies, and best practices
with the trainers.

VI. Post-Training Support:

 Providing follow-up support to participants to ensure the application of knowledge and


skills acquired during the training.
 Developing a post-training evaluation framework to assess the impact of the training.

VII. Reporting:

 Preparing detailed reports on the training activities, including participant feedback and
recommendations for future training needs.

5. Payment Schedule

The payment schedule shall be the following:

 First Payment - 15 % of the lump sum amount shall be paid upon approval of the Final
Inception Report that incorporates comments from the client and includes revised
methodology, work program and schedule of stakeholder consultations, the client will
provide comments on the draft inception report within seven (7) days from report
delivery.
 Second Payment – 20% of the lump sum amount shall be paid upon submission and
acceptance of the Training Needs Assessment Report, Relevant university’s existing
DRM curricula Review and Stakeholder consultation Report and draft comprehensive
training program designed, including curricula and materials, the client will provide
comments on the draft inception report within ten (10) days from report delivery.
 Third Payment – 35% of the lump sum amount shall be paid upon Stakeholder
consultation report on draft training curricula and materials, Final comprehensive training
program designed, including curricula and materials for EDRMC, Final comprehensive
training program designed and Integrated DRM content in relevant university curricula
and training materials, Training Sessions delivery for EDRMC and Stakeholders, the
client will provide comments on the draft inception report within ten (10) days from
report delivery.
 Fourth and Final Payment – 30% of the lump sum amount shall be paid upon submission
and acceptance of Training Sessions for Universities faculty members, Training sessions,
Post Training Evaluation and Post-Training Support Report, the client will provide
comments on the draft inception report within five (5) days from report delivery.

6. Contract Duration
The duration for the consultancy service will be 6 months (24 weeks).

7. Team composition and Staff Qualification


The consulting team should have the following qualifications, experience, and team composition.
The work is expected to take 6 months, while the expected time to be spent by each team
member is specified below. The firms are encouraged to propose their own team structure and
composition. The following table has been developed as guidance:

The consultant will be responsible for the implementation of the complete terms of reference and
will directly report to the EDRMC Project Coordination Unit Leader of the Flood Management
