Background Information
THE DISCIPLINE OF SOCIAL WORK
Even in our small way we can always find means to support those who are in need. Anyone can help others.
But a hands-on profession that does well in extending help to the underprivileged member of our society and that it
involves rigorous field of training and study is called Social Work. Johnson (1998, 3-83) defines social work as a
response to a concern or need. Farley, Smith, and Boyle (2003) define social work as an art, a science, and a
profession. As an art, social work requires great skills to understand people and help them help themselves. As a
science, it requires the use of problem-solving methods and objectivity in discovering facts and in developing
principles and operational concepts. It is a profession because it encompasses the attributes of a profession.
Here in the Philippines, which is one of the first few countries in Asia where social work practice is legally
mandated, social work is defined by Republic Act No. 4373 as “profession which is primarily concerned with
organized social service activity aimed to facilitate and strengthen basic social relationships and the mutual
adjustment between individuals and their social environment for the good of the individual and of society”. Thus, it
is an academic discipline and profession that concerns individual adjustment to his/her environment referred as social
functioning.
Key term: Social functioning – match between the needs and abilities of individuals and the opportunities and
demands of the environment (Macht, 1992). For example, a student such as yourself also performs other roles – as a
son/daughter, sibling, a friend, and a member of a community organization. You are socially functioning when you
satisfy your expectations, as well as the expectations of your community and society – of how a student, son/daughter,

sibling, friend, or a group member should perform. In the process of performing your roles, you must gain positive
relationships and develop feelings of self-worth.

A. GOALS OF SOCIAL WORK
The principal mission of social work profession is to develop human beings and assist other institutions in
attaining the basic human needs of the people and in empowering the lost, the least, and the last. Morales and
Sheafor (1983) specified three distinguishing goals of social work:
• The Goal on Caring – refers to the heart of social work and focuses on the well-being/welfare and comfort
of individual and community. Involves enhancement of the quality of life in prisons, upgrading and
humanizing services in nursing homes and juvenile facilities
• The Goal on Curing – refers to the aspect of treating people with problems in social functioning. It involves
techniques which are composed of (a) popular counseling approaches such as transactional analysis, family
therapy, behavior modification, reality therapy, and gestalt therapy and (b) unpopular approaches such as
Rolfing therapy, psychomotor therapy, and psychodrama.
• The Goal on Changing – refers to the active participation of social workers in social reforms. Recognizes
that the political, economic, and social structures add in the worsening of social conditions. Social reforms
are necessary to improve social services and the quality of life of those in need. Aims to pursue long lasting
social change.

B. SCOPE OF SOCIAL WORK


The widened scope and field of social work is a result of the vast array of human problems and it is connected
to different branches of social science. Morales and Sheafor (1983) identified and described the fields included
in the social work
AREA SCOPE
Social Work Social work in terms of child welfare:
as Primary - child protection, welfare
Discipline - adoption and services to unmarried parents (to keep the baby or place for adoption)
- foster care (removing children from their homes and temporarily place them in foster cares)
- residential care (group care home/residential treatment center for a child exhibiting anti-social
behaviors requiring intensive treatment)
- support in own home (providing support to children in their own homes)
- protective services (protecting child from abuse, maltreatment, and exploitation by on or both
parents)
Social work in terms of family services:
- family counseling
- family life education (educational activities to prevent family breakdown)
- family planning
Social work in terms of income maintenance
- public assistance (provision of financial aid to the poor such as cash grants, food stamps,
general assistance like hospital and medical care, supplemental security income)
- social insurances (social provisions funded by employers and employees through contributions
to a specific program)
Social Work Social work in terms of aging:
as an Equal - support for people in their own homes (helping older people remain in their own homes by
Partner linking them with community programs)
- support for people in long-term care facilities program (nursing homes or other group living
facilities)
Social work in terms of community services:
- community organization activities (gathering and analysis of data related to delivery of services,
securing funds, and coordinating to existing agencies, educating general public about these
services)
- community planning (involvement of social workers with physical, economic, and health
planners)

- community development (participation of social workers in providing aid to the people in the
communities to enhance conditions)
Social Work Social work in terms of industry:
as Secondary - social workers as support to both managers and employees of the companies
Discipline Social work in terms of medical and health care:
- social workers attend to the psychological and social factors contributing to the medical
condition of patients
Social work in terms of schools:
- facilitate provision of direct educational and social services
- act as pupil advocate
- consult with school administrators
- consult with teachers about techniques for creating motivating environment
- organize parent and community groups
- develop and maintain liaison between school and critical fields of social work such as child
welfare, corrections, mental health, and legal services for the poor
- provide leadership in coordination of interdisciplinary skills among student services personnel

C. PRINCIPLES AND CORE VALUES OF SOCIAL WORK


Social work is very much influenced by Judeo-Christian philosophy, which promote humanitarianism. Its
practice is based on the belief that every human being has dignity and worth.
CORE VALUES – Du Bois and Miley (2011)
(1) Service – commitment to help people in need and to address social problems
(2) Social Justice – social work challenges social justice; striving to create a society in which people, regardless of
race, ethnicity, religion, gender, sexual orientation, economic status, age, and/or physical or mental ability, have the
same rights and opportunities and can develop to their fullest potential.
(3) Respect for the Inherent Worth and Dignity of the Person – placing important focus on one’s uniqueness and
individuality and his rights with respect to the interest of the society in general
(4) Importance of Human Relationships – values all forms and levels of human relationship – with self, family,
small group, organization, and community
(5) Integrity – utmost important in the practice of social work, professionals practicing social work must abide by
standards of behavior required by the profession
(6) Competence – social work is “lifelong professional pursuit” thus acquisition of competency doesn’t end with
professional certification. Requires relevant and updated application of theories, skills, and expertise.
Principles are rooted from these core values and govern social workers in their interaction with clients.

D. ROLES AND FUNCTIONS OF SOCIAL WORKER


Du Bois and Miley (2008) discussed social work in terms of three functions

Convenor/Mediator Assembles groups and organizations for resource

Activist Stimulates and energizes social change
Education Teacher identify vulnerable population and provides
education
Trainer Instructs or educates through staff development
Outreach Worker Conveys public information about social issues and
social services
Researcher/Scholar Engages in discovery for knowledge development

E. AREAS OF SPECIALIZATION OF SOCIAL WORKERS


As what has been discussed in Lesson 1, scope of social work is interrelated to its area. Delacruz
(2016) pointed out the specific work areas of social work in accordance to their specialization, as follows.

• A social worker is a practitioner who by accepted standards of training and social work professional

using basic methods of casework, group work, and community organization
• There is a wide range of specialization area in social work which provides different career opportunities for
social workers. Such are but not limited to social work in health care, social work in school, occupational
social work, clinical social work, and in various agencies working for social welfare to name a few. They
