EXPRESSION OF INTEREST (EoI)

Supervision Services-Construction Management and Engineering Systems


Programme for the Reduction of Maternal and Child Mortality

The Government of Jamaica through the Ministry of Health (MoH) is implementing the
Programme for the Reduction of Maternal and Child Mortality (PROMAC), which is funded by
the European Union. The Programme seeks to establish High Dependency Units (HDUs) in
hospitals across Jamaica as well as support the renovation and upgrading of primary health care
centres and community hospitals.

The Ministry of Health is seeking to identify suitable firms to provide supervision services and to
ensure on-site inspection of construction works, management and engineering systems,
including (but not limited to) Quality Control, Time, Cost and Quantity Management and Safety,
Health and Environment Monitoring.

In order to assist firms in determining their participation in planned tenders for supervision
services, this Expression of Interest provides the following information:
 Identification of tenders;
 Brief description of the scope of work;
 Selection criteria; and
 Contract values.

This Expression of Interest requires firms to:


 Identify the tenders in which companies wished to participate; and
 Indicate whether companies would participate as a Firm or as a Consortium. In the latter
case, firms must provide the name of the consortium, the partner companies and the
lead partner with contact details.

Firms are requested to complete the response to the Expression of Interest (attached).

1. Planned Tenders
The Ministry of Health (MoH) has launched three tenders for design services and, recently,
confirmed its intention to match these to the works supervision contracts, as follows:
 Tender 1 (Internal Renovation) Mandeville Regional Hospital, Victoria Jubilee Hospital
and Cornwall Regional Hospital;
 Tender 2 (External Construction and Rehabilitation) Bustamante Hospital for Children,
Spanish Town Hospital, and St. Ann’s Bay Hospital;
 Tender 3 (Rehabilitation, Minor Civil Works and External Construction) – Four Primary
Health Care Centres and Two Community Hospitals
2. Scope of Work

2.1. General Description


The contracts shall include clauses that allow the Supervision Contractor(s) to use employer’s
designs and BoQs, as a basis for construction and Work Contractor(s) payment.

The continued presence on site of supervision staff is required in each of the facilities, given the
need to ensure the quality of the work and to minimize any disruption to functioning.

To ensure the successful implementation of all engineering works and associated services in the
above mentioned hospitals and health centres through the effective supervision and
monitoring of such works, the Supervision Contractor(s) shall provide:

For Victoria Jubilee, Mandeville and Cornwall (Tender 1)


 Mobilization and preparation of service during approximately 2 month period;
 Works supervision during 20 months estimated period;
 Monitoring and reporting services during 13 months estimated period for defects
liability and reporting.
For Bustamante, Spanish Town and St. Ann’s Bay (Tender 2)
 Mobilization and preparation of service during approximately 2 month period;
 Works supervision during 22 months estimated period;
 Monitoring and reporting services during 13 months estimated period for defects
liability and reporting.
For Two Community Hospitals and Four Primary Health Care Centres (Tender 3)
 Mobilization and preparation of service during approximately 2 month period;
 Works supervision during 15 months estimated period;
 Monitoring and reporting services during 13 months estimated period for defects
liability and reporting.

It is anticipated that within two months of the recruitment of the Supervision Contractor(s), -
the Works Contractor(s) shall be hired. The Supervision Contractor shall therefore commence
the formalities leading to works contract commencement at the end of above period.

The main results to be achieved by the Supervision Contractor(s) are as follows:


 Ensuring a smooth commencement of the works contract with all bonds and insurances
and site accommodation in place;
 Providing a construction phase on time and within budget with all mandatory reporting
targets met by both the Works Contractor and the Supervision Contractor;
 Supervising the Works Contractor during construction phase, avoiding, as much as
possible, all disruption to the operation of the hospital;
 Developing and implementing all necessary records to allow traceability of the essential
facts of the construction contract, including site reports, monthly updates of the work
plan, monitoring the financial plan and general monthly reporting;
 Implementing the integrated management of quality, environment, health and safety at
work, by working out with the Construction Contractor the respective plans and
manuals and safeguarding its effective implementation and compliance by all
stakeholders
 Advising in the site procurement plan and ensure the timely delivery and the quality of
supplies and complementary services;
 Monitoring the works during defects liability phase, develop final report and the final
account of the contract;
 Ensuring that all necessary documents for works taking-over are available.

2.2. Civil Works


In general, but not limited to, the scope of the Civil Works is outlined below:

Tender 1 - Mandeville Regional Hospital (Type B):


 Proposed indicatively 3 Maternal Beds and 6 Neonatal Beds plus 2 isolation HD beds;
 Maternal HDU equipped and supporting services areas rearranged accordingly
 Neonatal HDU equipped and supporting services area upgraded
 Specific Works
Possible need for roof repairs, installation of ceiling, floor finishes (epoxy paint),
installation of windows and doors, plumbing installation, disposal installation, fittings
and furnishing, sanitary fittings and appliances, painting, electrical installation, air
conditioning (fresh air), vacuum, oxygen and medical air supply.

Tender 1 - Victoria Jubilee Hospital (specialized maternal);


 Proposed indicatively 6 Maternal Beds and 4 Neonatal Beds;
 Maternal ward services reconfigured and the ward layout adjusted to accommodate
more efficient flow and increased medical surveillance of patients
 Supporting services for maternal HDU placed and equipped according to the new
maternity ward layout;
 Nursery functional space increased to accommodate HDU and supporting services;
 Nursery refurbished and equipped
 Neonatal HDU supporting services area upgraded and equipped
 Specific Works
Installation of ceiling, floor finishes, installation of windows and doors, plumbing
installation, disposal installation, installation of chute to dispose of solid linens, fittings
and furnishing, painting, sanitary fittings and appliances, electrical installation, air
conditioning, vacuum, oxygen and medical air supply
The scope of work involves rehabilitation of the entire labour and delivery suite and a
maternal-foetal area of the hospital and includes temporary relocation of the nursery,
operating theatre and labour admission facility during the construction phase.

Tender 1 - Cornwall Regional Hospital (Type A);


 Proposed indicatively 4 Maternal Beds and 10 Neonatal Beds.
 Operating theatre relocated and refurbished
 Reconfigure the fourth floor to accommodate the Maternity Suite, Nursery and
Operating Theatre.
 Maternity Ward
Renovation of the bathrooms is included in the scope of work.
 Operating Theatre
To be relocated to the space previously occupied by the delivery area and is to be
renovated /refurbished
 Nursery
The space previously occupied by the administrative and medical staff to be renovated
to accommodate the nursery.

Tender 2 - Bustamante Hospital for Children (Specialist);


 Proposed indicatively 8 Neonatal Beds plus 2 isolation HD beds (Specialist);
 A functioning outbuilding for nursery purposes to be erected;
 Supporting services area reallocated to the newly erected outbuilding and equipped;
 HDU equipped and supporting services expanded (milk room, storage, isolation room)
 Specific Works:
Demolition of dry walls, panels and block wall, installation of ceiling, floor finishes,
installation of windows and doors, plumbing installation, disposal installation, fittings
and furnishing, painting, sanitary fittings and appliances, electrical installation, air
conditioning, vacuum, oxygen and medical air supply.
Construction of new building to accommodate the paediatrics ward.
Infrastructure works that would have to be addressed include relocation of manholes
and plumbing services, as well as surface drainage mechanisms to handle the existing
flow and the addition.
Tender 2 - Spanish Town Hospital (Type B);
 Proposed indicatively 4 Maternal Beds and 6 Neonatal Beds (Type B);
 An annex to the labour ward constructed to accommodate a maternal HDU;
 Maternal HDU equipped and supporting services upgraded with storage and sluice;
 Neonatal Ward outer wall extended to gain extra functional space;
 Intermediate care Unit bed capacity increased from 12 to 17 beds;
 Minimum care unit bed capacity increased from 18 to 26 beds;
 Neonatal HDU equipped;
 Neonatal HDU supporting services area upgraded and equipped
 Specific Works
Demolition of dry walls, panels and block wall, installation of ceiling, floor finishes,
installation of windows and doors, plumbing installation, disposal installation, fittings
and furnishing, painting, sanitary fittings and appliances, electrical installation, air
conditioning, vacuum, oxygen and medical air supply.
Construction of new building to accommodate the Obstetric HDU. Differences in floor
and ground floor levels must be considered, particularly with respect to planned air-
conditioning and piped services that would be required. Existing manholes would have
to be relocated. The corridor that runs along the building would have to be relocated.

Tender 2 - St. Ann’s Bay Hospital (Type B);


 Proposed indicatively 4 Maternal HD beds and 6 Neonatal HD Beds (Type B);
 New construction to accommodate Paediatric ward and Neonatal Intensive Care Unit;
 Paediatric Unit enhanced to increase nursery bed capacity from 6 to 20;
 Two (2) Operating theatres dedicated to maternal patients with service areas;
 Maternal HDU equipped and supporting service area rearranged and equipped;
 Neonatal HDU and nursery supporting services upgraded and equipped
 Specific Works
Demolition of dry walls, panels and block wall, installation of ceiling, floor finishes,
installation of windows and doors, plumbing installation, disposal installation, fittings
and furnishing, painting, sanitary fittings and appliances, electrical installation, air
conditioning, vacuum, oxygen and medical air supply.
The building would be located in an external green area and would consist of: Paediatric
Ward/Maternity HDU and Operating Theatres; Neonatal Intensive Care Unit; and On-call
Rooms.
Construction of a corridor to connect the new building with the existing paediatric ward.
Additionally, infrastructure works must address manholes and plumbing services, as well
as surface drainage mechanisms.
Tender 3 - Chapelton Community Hospital;
Renovation/refurbishment works:
 Treatment and Emergency area;
 Laboratory;
 Sexual Transmission Infection (STI)/HIV Clinic;
 Consultation Room;
 Operating Theatre;

Tender 3 - Alexandria Community Hospital


Renovation/refurbishment works:
 PHN Room (Higher Clinic);
 Clinic Area for Child Health Services;
 Delivery Room;
 Toilets;
 Sluice Room;

Tender 3 - Savanna-La-Mar Primary Health Care Centre


Renovation/refurbishment works:
 Medical Records 2;
 Passage to Restroom;
 Public Health Inspector Room;
 Maternal Child Health area ;
 Medical Records 1;
 Waiting Area 1;
 Customer Service area;
 Community Health Aide Room;
New Construction
 Restroom/Medical Records;
 MCH Clinical Rooms;
 Anthropometric Room.

Tender 3 - Mandeville Comprehensive Primary Health Care Centre


New Construction
 The area for maternal and child services will be erected in an external area.
 Maternity Clinic with three beds;
 Examination room;
 Laboratory;
 Waiting room
 Restrooms for Patient;
 Restrooms for Staff;
 Storage Area.

Tender 3 - Annotto Bay Primary Health Care Centre


Renovation/refurbishment works:
 Weighing Room;
 Midwife’s Room;
 Public Health Nurse;
 Gynaecologist Midwife´s Office;
 Administrative Office;
 Laboratory;
 Toilet;
 Store Room;
 Sluice Room;
New construction:
 Extend the existing room facing the external yard by erecting a wall to enclose a specific
area;
 Extension of the floor into the green area of the external yard including the removal and
replacement of the metallic structures and the extension of the roof horizontally.

Tender 3 - St. Jago Park Primary Health Care Centre


New building to be erected on the external parking lot just in front of the Clinic.
 One single storey but must allow for possible future expansion (i.e. a second storey).
 A pedestrian passage is to be erected in order to connect the Clinic to the new building.
The building should accommodate the following spaces:
 Waiting Area;
 Rooms to house Ultrasound, Medical Records, Nutrition Counseling and Triage;
 Adolescent, Emergency and Observation Rooms;
 Laboratory and Pharmacy;
 Receptionist Area;
 Restrooms for Patient and Staff.
3. Selection Criteria
The criteria for determining whether firms have the capacity to undertake any of, a
combination of, or all the three (3) tenders are defined as follows:
• Economic and Financial Capacity – Average turnover of € 50,000.00 over the last three (3)
years and positive cash equivalent for the beginning and end of the year;
• Professional Capacity – At least three (3) staff working for the firm in related fields, one (1)
of whom shall be permanent;
• Technical Capacity – The firm has provided services under at least one (1) contract with a
budget of at least the equivalent of € 35,000.00 during the last three (3) years

4. Maximum Contract Values


• Tender 1 (Internal Renovation) – Mandeville Regional Hospital, Victoria Jubilee Hospital,
and Cornwall Regional Hospital.
 Maximum contract value – € 250,000.00

• Tender 2 (External Construction and Rehabilitation) – Bustamante Hospital for Children,


Spanish Town Hospital, St. Ann’s Bay Hospital.
 Maximum contract value – € 280,000.00

• Tender 3 (Rehabilitation/Minor Civil Works & External Construction) – Four (4) Primary
Health Care Centres and Two (2) Community Hospitals.
 Maximum contract value – € 180,000.00
