Read these instructions thoroughly. DO NOT SKIP STEPS!!!
Getting your non-citizen national passport is supposed to update your status in the system. I
do recommend doing other status correction steps before applying for the passport. However,
it is not required. It is your journey, so you decide how to move. But definitely get those FOIA
request results back beforehand, that way you can have them with you to include with your
passport application. That is a super important document, it’s straight from the Department of
Homeland Security (DHS). And they are saying they have no records of you being a U.S. Citizen.
That’s HUGE! So keep that on you for sure.
I have heard different things regarding this passport. It is said to put you on the Do Not Detain
List and give you diplomatic immunity status. Some say that it looks the same as a regular
passport, it just has more stars. Some say it looks totally different and says National. What I am
getting at it, different people may get different results. But the goal is definitely 4 or 5 stars.
Book Appointment with Passport Agency. DO NOT GO TO THE POST OFFICE! Although it is
easier to just go to your local Post Office, or some other location that does passports, it is
critical that you only go to an actual passport agency. Google your nearest passport agency. The
reason for doing this is because only the passport agency will understand what you are trying to
achieve with your passport application. In other words, a post office worker is not going to
understand what you are doing. You want to be able to address any issues with your application
right away, with a passport agent, instead of dealing with these issues through the mail,
because you used a Post Office. There have been cases as well that a Postal worker does not
always include your Affidavit or documents with your application, thus, the State Department
will not properly indicate on your passport that you are in fact a non- citizen national.
You will be asked about a reason for requesting an expedited passport. You will tell them you
have to travel out of the country. Tell them Canada, or Mexico. The passport agency will work
with whatever date you have booked for a hotel reservation. You should go onto expedia.com,
or some similar site, where you can book a hotel room somewhere in Canada or Mexico for free
that has free cancellation with full refund. It is best to pick a time that you can prepare for a trip
to the passport agency. Once you have that booked, now call the appointment number. They
will get you an appointment around the time of your reservation. (You can book an
appointment no more than 2 weeks ahead of your trip).
Print out a copy of the itinerary and take it with you to the passport office.
It is up to you whether you want to turn in your current passport or report yours lost/stolen in
order to get a new one. If you are just updating your current one, Bring it in with you, in case
the passport agent wants to see it. But you are requesting to do a new DS-11 to update your
information on your passport. Not the other form
Provide Affidavit of Status
Again, this is optional. You will also submit a certified copy of your affidavit, once recorded, to
use for any agency requesting proof of your status correction, such as the Passport Agency.
Before you head to the Passport Agency, have a certified copy on hand, you will need to hand it
in with your passport application. How do you get a certified copy of the Affidavit? Those
instructions are included in the ebook (with the Status Affidavit instructions). Follow those
instructions, and once you get your affidavit recorded, you can go to the county clerk to
request a certified copy.
AND
Definitely provide the results page of your FOIA Request with your passport application
(which should say there were no records responsive to your request). DHS has no proof that
you’re a U.S. Citizen. Use that to your advantage to correct your status and get the correct
passport
The current passport fees for those 16 and older is listed below:
a. Passport Book: $110 + $35 Execution (Acceptance) Fee
b. Passport Card: $30 + $35 Execution (Acceptance) Fee
c. Passport Book + Card: $140 + $35 Execution (Acceptance) Fee
d. Expedited Fee: $60
These prices are per passport. Google to see if prices have changed. If you are needing to get an
expedited passport for two (2) people, you will be paying a passport fee and expedited fee
twice. Passport Application Follow these steps exactly to get a passport that reflects your status
correctly.

Do not put down that you, or your relatives, are a U.S. citizen on anything.
Checking off no to U.S. citizenship does not prevent you from benefits or rights.
Your social security number is voluntary. But if you do not put it on the passport application you
could be denied. So it does not hurt you to use it if you need to. But it is a felony for anyone to
compel your social security number from you. See... 42 USC 408 A-8.
Put 09(ALL) in the top right section. This is a special endorsement which means that the bearer
is a U.S. National and not a U.S. Citizen. Read more info about passport endorsements here:

Be sure to put brackets around the zip code for your mailing address.
Spell out all address, city and state names. No abbreviations
For your permanent address, use Rural Free Delivery. This pulls you out of the corporate jurisdiction.
I have recently been told that Dallas, Texas is a good city and state to put for your permanent address. This is
because Texas is a republic state. (not referring to political parties). It is up to you whether you put Dallas, Texas
or your current city and state. But definitely put 00000 for zip
DO NOT SIGN THE APPLICATION YET
You will not sign the application until you are at the Passport Agency, and the agent tells you
when to sign. Be sure to write “without prejudice UCC 1-308” above your signature.
Get your passport photo, your birth certificate, and a government issued driver’s license, or
some form of secondary proof of citizenship.
In the past, 2 passport photos were required to obtain a passport book and/or passport card. As
of this article, the passport agency only requires a single passport photo.
Book an expedited appointment with the Passport Agency. There is not a passport agency in
every state, so you may have to travel. Just give the agency a call, and they will let you know
the closest locations with available appointments.
Once you have your appointment booked at the passport agency, book a reservation at a hotel
in Canada or Mexico. Book the reservation 3 days out from your appointment at the passport
agency, as the passport agency will want to see proof of your international visit. I recommend
booking with Orbitz or Expedia, and book at a hotel that requires no payment up front, and a
24-hour cancellation policy with 100% reimbursement. I recommend booking some place that is
drivable. If you have to fly, they will want to see a flight itinerary.
At the time of this article, Passport Agencies require masks. There is no way around this. Be
prepared to bring your own or take the one offered. You have the right to refuse, and fight it,
but you will not be getting your passport. It is best to pick your battles. This is one you will not
win. Approach the 'Information' window when entering the agency.
Give a greeting, saying 'Hi', 'how is your day', be pleasant! They will ask what they can help you
with. This is where you will state:
"Here is my application properly filled out, here is my photo and my I.D.
Here is my reservation for expedited service and here is my Affidavit of Status as a State
National or Non-Citizen National as defined in USC title 8 sec 1101(a) (21) (23). Please
issue me a passport that reflects that status"
When you are asked to sign the application, always put the phrase
without prejudice UCC 1- 308 with your signature.
You may be asked to come back at 3:00 to pick up your passport.
**IMPORTANT** If you are getting a passport book for child, and both parents cannot appear
in person at the passport agency, the parent not appearing must provide a signed, notarized
letter that you bring with you to your appointment. The letter must detail permission that the
parent is aware of upcoming travel plans and consents to them. They must also provide a copy
of one form of I.D. for you to take with you to show them.
In lieu of providing birth certificate, you can take a copy of the recorded birth event recorded
the Family Records section of the KJV The Bible, that has been signed by 3 witnesses. As well.
you could bring an Affidavit of Truth document that assert’s your offspring’s name and
BIRTHDAY (use this verbiage, not date of birth) certifying your son or daughter as a living soul.
This document needs to be signed by 2 witnesses.

**I did not write these instructions. I was given them, and edited them slightly. These are the
instructions that I am following in order to get my non-citizen national passport. Even doin the passport
application this way does not 100% guarantee 5 stars. It is ultimately up to the passport agency how many stars
they give you. I am not sure why some people get 3 or 4 stars, and some get 5. There could be a missing piece
to the puzzle. I am just relaying the enlightenment that I have received. Nothing is guaranteed**
