While there were most likely warnings, the spread of information could have been a factor as even the

interviewee themself was caught off guard. Besides most basic drills and the knowledge that we are
situated around the pacific ring of fire which would affect building constraints and specifications.

The total rescue operations took upwards of 2 weeks digging through rubble paid for by a 10Billion
Peso relief fund by the government and although memorials and such were promptly stopped many
new laws were put in place by the local government such as imposing average ceilings of six stories for
buildings with exceptions for buildings with earthquake resistant structures
