6. Experience

10. Physical Standard:

11. Physical Efficiency Test:
Men: Qualifying 100meters Race in 14 second.
Women: Qualifying 100 meters Race in 17 second.
Men: Qualifying 1500 meters Race in 10 Minutes.
Women: Qualifying 800 meters Race in 6 Minutes.
Member of selection Committee shallselect the candidates as per the evaluation sheet.
Based on the procedure prescribed above, the Selection Committee of the District
concern will prepare a panel of three candidates for engagement of Khanan Rakshak,
including 2 (two) waitlisted candidates in order of merit and will select the Khanan
Rakshak after personal interview by completing all codal formalities.
II. In the event of a tie in marks scored, the candidate who is elder in age willbe placed
above the candidate younger in age.
IV. Atthe date and time of appointment for counseling by the Selection Committee, three
candidates shortlisted in the panel will have to submit their original documents for
verification by the selection Committee. Based on the verification of the original
documents, the selection Committee shall select the candidate highest in merit. In case
candidate highest in merit fails to furnish the original documents to the satisfaction of
Selection Committee, the Selection Committee shall select a candidate from the
waitlist strictly in order of merit, for being engaged as Khanan Rakshak by due
observance of codal formalities.
V. The panel of shortlisted candidates will remain valid for a period of one (01) year
from the date of declaration of result. In case a selected candidate fail to join the
assignment within a reasonable period of time, or is found medically unfit, or resigns
within one year, or his selection is terminated during this period, the Selection
Commitee shallselect the candidate next in order of merit for the assignment.
VI. The complete record of the entire process shall be preserved by the Selection
Committee at District level and record of deliberations of the Committee shall be duly
signed by all the members of the Committee. Member Secretary of the Committee will
keep safe custody of the record.
Terms &Conditions of engagement and Roles/Responsibilities of Khanan Rakshak:
Engaging Authority: The engagement of Khanan Rakshak would be temporary and
candidates recruited under this scheme shall have no right for regularization. Based on
the recommendations of the Selection Committee, the Khanan Rakshak willbe engaged
by the Director of Industries, Industries Department H.P. on the recommendation of
Selection Committee initially for one year, which may be extendable on year to year
basis. Provided that for extension/renewal of period on year to year basis the concerned
Mining Officer shall issue acertificate that the service and conduct of Khanan Rakshak is
satisfactory during the year and only thereafter his/her engagement will be extended
further.
II. The selected Khanan Rakshak will be required to furnish aMedical Certificate signed by
concerned Civil Surgeon/Block Medical Officer/ Government Medical Officer as per the
prescribed form prior to joining the assignment. The joining report willnot be accepted
in the event of failure to submit the requisite Medical certificate. In case, the selected
Khanan Rakshak is found medically unfit, his/her engagement is liable to be terminated.
III. The Khanan Rakshak would be engagedanywhere in the State of Himachal Pradesh in
the field posting.
IV. The Khanan Rakshak will be required to work on full time basis.
V. Honorarium: The nominated Khanan Rakshak will be paid an emolument of Rs.
15,000/- per month.
VI. Admissibility of Leave: The Khanan Rakshak will be entitled to one day Casual Leave
after putting in one month service with a total leave admissibility of maximum 12days in
a year. Apart from this, Khanan Rakshak' will be entitled to Gazetted Holidays
including holiday on Sunday. Un-availed leave will not be carried forward for the next
Calendar year. Female Khanan Rakshak' with less than two surviving children will
also be entitled to 180 days matermity leave & 45 days maternity leave in case of
miscarriage including abortion (irrespective of number of surviving children). No other
kind of leave willbe admissible. No emoluments will be paid against absentee period.
Continuous unauthorized absence beyond a week shall lead to termination of service
without any honorarium. The leave sanctioning authority will be the concerned Mining
Officer.
VII. Monitoring: A quarterly self-reporting format (to be devised by the Industry
Department) would be filled by the Khanan Rakshak' and submitted through Mining
Inspector/Assistant Mining Inspector concerned, who will further submit the report to
Mining Oficer concerned along with his recommendations. Based on this, at the end of
every financial year, a consolidated report would be placed for certification of
satisfactory work and conduct of Khanan Rakshak.
VIII. Notice for Disengagement :A Khanan Rakshak' may, at any time and for any reason,
submit a notice for disengagement in writing to the Mining Officer by giving anotice of
1(one) month. The same willbe accepted with the prior approval of the concerned HOD
i.e. Director of Industries.
IX. Termination of engagement: The service of a 'Khanan Rakshak' may be terminated
at any time by the competent authority i.e. Director of Industries on grounds of
Misconduct/Misbehavior/Unsatisfactory performance. The concerned Mining Officer
would have to put down in writing the reasons for such termination and this
would be
countersigned by the concerned incharge Geologist based on record. An opportunity of
hearing shall be afforded to the concerned 'Khanan Rakshak' prior to the termination of
the service.
X. Record to be maintained by "Khanan Rakshak'"; The Khanan Rakshak' shall
maintain a daily diary and record all the activities performed by him during the day in it
and the same would be certified on a monthly basis by concerned Mining
Inspector/Assistant Mining Inspector and a copy would be submitted to concerned
Mining Officer for record.
XI. Roles and Responsibilities of Khanan Rakshak':
The concerned Mining Inspector/Assistant Mining Inspector shall be the immediate
controlling officer of Khanan Rakshak', while the Mining Officer will be his
supervisory officer. His responsibilities include:
a) To check the illegal extraction/transportation of the minerals with their
jurisdiction/allotted area.
b) To assist to Assistant Mining Inspector/Mining Inspector for checking illegal mining
activities etc.
c) To take steps to create awareness in the local area about the menace of illegal mining and
seek their inputs for prevailing of illegal mining activities.
d) To escort/accompany Mining Officer or any other officers of Geological Wing during
tours and perform other works as and when assigned to him for checking illegal mining
activities.
e) Such other work as the Industries Department may assign from time to time.
