Ecowaste Management Company is a business engaged in the transportation of both


hazardous and non-hazardous wastes. We collect wastes such as recyclable, reusable, and
residuals from establishments/clients; we also render technical services advice to corporations.
In 2005, the company in partnership with Treatment and Disposal Facilities has engaged in a
hazardous waste transport. The lists of hazardous wastes that the company can transport and
collect from the generators are: B201-B299, C301-C399, D401-D405, D408, D499, F601-F699,
G703, G704, H802, I101-I104, J201, K301-K303, M501, M503, M504, M506 and M507,
respectively. Those wastes we collect are being separated or segregated. Non-hazardous
wastes are segregated according to type, and if it is recyclable, reusable or residual. In where,
residuals are being disposed to a DENR authorized TSD facility or to municipal sanitary landfills,
although food wastes are being treated in the MRF of Ecowaste, by converting it through the
process of Bokashi Compost System and/or vermi-composting. While, reusable and recyclable,
are either stored, reuse or resell. On the other hand, hazardous wastes are transported to our
partnered TSD facilities or TREATER.

I. Health and Safety Policy Statement
In work places where workers can be exposed to environmental and health hazards, the
right planning for their safety, is definitely in need. The content of this report addresses the plan
of our establishment to reduce or prevent events that can cause danger to both workers and the
environment, as the company values safety by striving to provide a work environment that
reduces risk to their employees and the community through proper protection, equipment, tools,
and procedures; it also includes the activities being done by the facility. And, the most intent of
this report is to be an implementation or warning for the workers and visitors of the
establishment, so safety will come first at line.
It is also the company duty to comply with the following health classification for their
employees: Drug-free workplace (RA 9165), Mental health service in the workplace (RA 11036),
Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (RA 8504),
Tuberculosis (EO 187-03) and Hepatitis B (DOLE DA 05-2010). It is to limit or possibly prevent
the possibility of harassment or fight in the working grounds; also to make sure that nothing
contagious will spread through employees.
The very important of planning the safety and health of every working environment is to
prevent workplace injuries, illnesses and deaths. These bring benefits to every workers and
employers, as it results to: improvement of service, workplace morale, and a good company
image. Also, the proper orientation or overview for every new worker can lessen the risks or
occurrence for the possibility of any accident.
The very possible result of good company administration on the implementation of rules
and regulations to their workers and/or employees is a good start and a good culture, because
by these the trust that the employees will gave is by chance not less than full; and service will
be better and improved.

It is important that there are designated staffs or group for each duty in a company; it is
to bring responsibility to every workers and employers, and set a good example. If everyone
understand and follow the implemented rules for their safety and health, it will become culture
and more workers will be encouraged to follow too; it also brings good communication and

Assessing the possible or the risks a company may face is an important matter to
include in a plan; as it will show that dangers or accident happens and preparedness is a good
thing to do.

V. Protection and Prevention Plan
Protection of employees in every company should be at first, as it is one of the
primary requirements when establishing a business. And one way to lessen dangers that
each one faces, is by making plans to prevent, and to implement for the corresponding
activities.

VI. Waste Handling and Storing Activities - Method Statements
Waste handling and storing should follow a rule that is provided by the company,
and laws or policies under jurisdictions. The following are the activities of our company,
and the correct or corresponding actions that should be taken to handle or manage such
work.

VII. Personal Protective Equipment Requirements
The proper equipment for works that may cause danger to a worker and
employee is necessary. As health especially safety is one fundamentals of a good
company management. Each PPE’s provision/use is necessary to be introduced to the
workers; it is for them to have idea in the correct usage for those equipments, so that
they will encourage using it for their own safety.
According to 1978 DOLE Occupational Safety and Health Standards, a worker
may refuse every work that assigned to him/her if that work is not safe; or if the
equipments (PPE) is not complete or is not approved by DOLE. It is also necessary for
pregnant employees to not to come at work in improper clothing as some substances
that the wastes releases can be dangerous for infants; wearing masks is also necessary.

X. Environmental Protection Measures
In the Philippines, disposal of wastes is not that simple because it gone through
many process: from the generators of wastes it is then transferred to us, the
transporters, then wastes are then categorized or separated in the Material Recovery
Facilities, then before disposal (in which wastes cannot be disposed if it has no proper or
complete requirements needed by the government). That is the very reason why
exposures of workers to these wastes are at a positive level, and safety and health plan
is in need.

XI. First Aid Arrangements
The location of every emergency aids on site is important to a company; it is also
necessary to have the contacts or emergency hotlines, in case of an accident. It is also
important to have knowledge in the common emergency procedures like: cover, duck
and hold for earthquakes; location of fire extinguishers for fire accidents; or quick
response or safest place to go when eruption or flood occurs; etc.

XII. Waste Signage and Labels


Waste signage and labels should be placed within the site/area; and placards for
transport vehicles; where both should be visible and enough to sign a warning: minimum
size of labels is 20x30cm or readable 5 meters away; color of label is yellow for
background and black for letters (marked with paints or other permanent markings);
materials should be scratch proof and resistant to tampering and weathering; and labels
should be accompanied with symbol/placards corresponding to characteristics of waste
they contained in vessels/containers.

XIII. Evacuation Route

All personnel are instructed to directly proceed to the assembly area in cases of
fire or earthquake. Evacuation route are posted to every section indoors of the company.
The personnel are instructed to directly proceed to the assembly area when earthquake
occurs. In cases of fire, there is always a personnel trained to use emergency fire
extinguishers for every section. Once the fire cannot be contained by using emergency
fire extinguishers, personnel are instructed to activate the alarm and evacuate the area.

XIV. Training and Awareness

Training and awareness regarding emergency procedures are included in the


orientation of personnel upon being hired by the company and conducted by the HR
department. Further, explanation of the chemicals and how to handle them are taught to
the personnel after which proper assessment is conducted before being assigned to the
electroplating section.

XV. Reporting and Record Keeping

Any incident , accident or near misses are reported to the Safety Officer as per
requirement by the Department of Labor and Employment (DOLE). The records are then
kept until submission to DOLE or until records have been analyzed and proper
procedures are included in the process to avoid such even to happen again. Received
Reports from DOLE are then kept with a retention period of 1 year.

XVI. Update and Reviews

These contingency program shall be reviewed and/or updated upon the following
conditions :

1. A change in the existing process involving the use of a different chemical nature.

2. An additional process which will include usage of Regulated Chemicals therefore a


possibility of generation of a different hazardous waste from the existing.

3. A change in the Emergency Response Structure.

4. Any incident that will trigger the use of this Emergency Response Program.

5. Any deviation from the responses of the drills that are related to this Emergency
Response Program.

6. After a period of 3 years where any of the above mentioned have not been triggered.
