State Nodal Agencies
Format of Application for Issue of certificate for grant of concession on customs duty on all items of machinery,
prime movers instrument apparatus and appliances, control gear and transmission equipment and auxiliary
equipment and components (including those required for listing and quality control) required for initial setting up
of projects for generation of compressed bio-gas (BioCNG) using non conventional materials, namely, agricultural,
forestry, agroindustrial, industrial, municipal and urban waste, bio waste or poultry litter as per Notification No.
81/2005-Customs, dated 8th September,2005 and Notification (amendment) No.13/2014-Customs dated 11th July,
2014.
(Copies of the requisite documents (see ANNEXURE-III) are enclosed with the main application)
Certified that:
a. We certify that ---------------------------------------------- is setting up a project for generation of compressed bio-
gas (BioCNG) using non-conventional materials, namely, agricultural, forestry, agro industrial, industrial,
municipal and urban waste, bio waste or poultry litter for installed capacity of________kg/day for usage of
fuel/thermal application.
b. The items of machinery and components being purchased from M/s <Manufacturer’s Name> as per
Annexure-II would be utilized for initial setting up of the project for compressed bio-gas (BioCNG) from…..
c. We undertake that we shall submit a certificate to the concerned Deputy / Assistance Commissioner of Excise
and Customs that in case we fail to comply with the above conditions we shall pay the amount equivalent to
the difference between the duty leviable on the manufactured good but for the concession under this
Notification and that already paid at the time of manufacture.
d. Statement indicating utilization of material/ components and parts imported will be submitted within a
period of three months from the date of commissioning of the project as per Annexure-IV.

description / specification and the quantity against the each item of import having serial

the details given in the invoice and comply with National (BIS)……….../International (IEC/ASME
etc)…………..standards.
i. Is the SNA satisfied about the requirement of items/components/machinery etc. for the initial Yes/No
setting of the said Compressed bio-gas (BioCNG) before recommending and forwarding the
application to Director (WTE), MNRE?
ii. Whether the reference no. and date of purchase order have been mentioned by the Yes/No
manufacturer(s) in their Proforma invoices and the same tallies with enclosed purchase order?
iii. Whether the items description, its basic value & quantity given in the Annexure-II of the Yes/No
application format tallies with the description given in the Proforma invoice and purchase
order?
iv. Whether the SNA has verified that there’s no duplication in the item(s) being supplied? A Yes/No
table for which earlier Custom duty concession claimed giving MNRE certificate number
and date need to be enclosed by SNA and submitted along with second claim.
v. Whether complete documents flagged properly along with indexing is submitted in 1 set of Yes/No
hard copy and scanned copy in pdf searchable format.
Note: In case any of the above-mentioned point(s) is (are) not marked, the application will be treated as
incomplete.
Note: Separate entries should be made for each Parts/ Sub Components/ goods imported and Utilized.
