Summary
It began with the aim of providing efficient attention to the teaching staff of Cabricán, with the
initiative of Lic. RIP Osorio Vitalino Lopez and Lic. Israel Manuel López Baten in 1984, where it
was located in one of the first-level offices of the municipality of said municipality. In 2005, in
consensus with the Cabricán teachers' union, a Construction Committee was organized, proposed
in an assembly and with the support of the municipality, the construction of its own facilities
began, building 5 offices on the Cabricán teachers' union land located on 2nd. 2-51 Avenue, zone
3 Cabricán, Quetzaltenango, where it is called “Cabricán, Quetzaltenango Convergence Center.”
Since 2014, Lic. has been in charge of Educational Supervision. Eli Ricardo Pérez Rojas to serve
levels 41, 42, and 43 of the municipality of Cabricán, where it was divided into two levels:
Primary, which is currently district 090601, and 090602, secondary level, providing adequate and
efficient attention to the educational community of Cabricán.
After the observation, the following strengths were detected: The Educational Supervision has

The problem detected is the lack of a database program for teachers in district 090601, when it is
required by any identity, such as: DIDEDUC, Municipality, Health Post, Justice of the Peace
Court, COMUDE, COMUSAN among others, it is necessary to request it from the directors to
provide a report of data of the teachers, this data is received, it is forwarded to where it is
required and there is no program where it is archived, this implies that every time it is required it
must be requested from the directors, which requires time to summon them to appear and present
what is requested; and if there is no response from the management of the establishments, it is
considered non-compliance with the requirements.
For the observation, the Systemic SWOT was used, which is understood as a diagnostic
instrument used by a company or organization with the purpose of professionally intervening
both in the formulation and application of strategies as well as in their monitoring to make an
evaluation and control of results. It consists of carrying out an evaluation of the strong and weak
factors that were used to verify what the strengths, opportunities, threats, and weaknesses of the
administrative, financial, and organizational areas of Educational Supervision are. This
determines the name of the project to be executed.
The use of techniques that allow collecting information stands out, observation, questionnaire,
interviews, surveys, understanding that a program is the set of symbols and words of the analysis
carried out, expressly created to rationally order the data in digital or computer form to fill a
database which is the collection of information that is related and structured among themselves,
collecting data from teachers in computer files, since teachers are the main entity in the
educational community because they are the people who directly intervene in the educational fact
with the guidance and technical advice in which verification and evaluation are complementary
actions on the part of Educational Supervision, which is an entity that ensures faithful compliance
with the current laws of the Ministry of Education with all the processes in which development
materializes.

The proposal is for the implementation of a computer program for the teachers' database in
Educational Supervision No. 090601, in the municipality of Cabricán, department of
Quetzaltenango. The objectives are: to describe what a Computer Science Program is, and also to
define what the Teachers' Database is in Educational Supervision No. 090601 and make the
relationship of the computer program for the database of teachers of the Educational Supervision
090601 and finally the implementation of the computer program of the database of teachers of
district 090601 of the municipality of Cabricán, Quetzaltenango.
For the implementation of the teacher bank computer program, the Educational Supervisor and
his directors are responsible for the execution and annual updating of the project, since the
purpose of the program is to keep teachers' data available, knowing that teachers are the main
entity in the educational community because they are the people who directly intervene in the
educational fact with the guidance and technical advice in which verification and evaluation are
complementary actions on the part of the Educational Supervision.
Every Educational Supervision must have a well-structured and updated database of the
personnel under its charge, since teachers are the main entity in the educational community

Contextual Framework
This institution is directed by Mr. Eli Ricardo Pérez Rojas who is the current Educational
Supervisor, as well as the institution is made up of citizens who always fight for the integral
development of our communities in this case the teachers, students and parents of the different
establishments since without their help this institution would not achieve its objectives, it has the
necessary resources for it to function correctly, which allows to provide a comprehensive service
based on ethical and moral values in a sustainable and responsible way.
It is currently identified as Educational Supervision with district code 090601 emanating from the
Departmental Directorate of Quetzaltenango, and its specific function is the training of
professionals with scientific, technical, humanistic and social capacity at all levels and areas,
corresponding to the educational needs of the population that facilitate the implementation of
technological policies established by the Ministry of Education through the joint work of
professionals with moral and ethical values.

1.2 Historical overview of the institution
Cabricán currently has an educational supervision, which began with the aim of providing

practice of values that lead us to lead the levels of Bilingual Pre-Primary, Kindergarten and
Primary in the municipality of Cabricán, Quetzaltenango.

with responsibility and dynamism that seeks to give excellent attention to Directors, Teachers,
Parents, achieving the integral development of students of the different educational levels of
district 090601, of the municipality of Cabricán, Quetzaltenango.

1.6 Strengths of the Institution.
The problem detected is the lack of a program with a database of teachers from district
090601, when it is required by any identity, such as DIDEDUC, municipality, Health Post,
Justice of the Peace Court, COMUDE.COMUSAN among others, it is necessary to request it
from the directors to provide a report of data of the teachers, this data is received, it is

As for the database, although the entities that require it at some point have it, they vary in the
specifics and details of what they request and need; therefore, I believe that the generation of
a reliable and updated database will allow us to efficiently meet the requirements of any
governmental and non-governmental entity.
The supervisor does not know the teachers' data because there is no reliable and updated
database that allows him to verify the teachers' personal data, the teachers' modality, the exact
location of the teachers; as a result, administrative chaos is generated.

2.1 The problem
Among the problems detected in the Educational Supervision District 090601 Cabricán, it is
highlighted that there is no database of teachers due to lack of knowledge in the use of computer
programs that facilitate a database to have a better administrative order, in immediate compliance
with access to information by teachers in such a way that the information is accessible and
truthful at different educational levels, since teachers are the main entity in the educational
community because they are the people who directly intervene in the educational fact with
guidance and technical advice in which verification and evaluation are complementary actions on

2.5 Methodology.
Hernandez Sampieri. (2012) states that research methodology is the set of logical procedures
through which problems are raised and the hypotheses and work instruments investigated are
tested. The methodology is the instrument that links the subject with the object of the research.
Without methodology it is almost impossible to reach the logic that leads to knowledge. Research
is a rigorous, careful and systematized process that seeks to solve problems. Whether it is a lack
of knowledge or management, but in both cases it is organized and guarantees the production of
knowledge or viable solution alternatives. This is why it is said that methodology is a science of
knowledge, subordinate to technology and whose object of study is the how of knowledge, it
deals with a series of concepts and techniques that make the path of discovery and invention
expeditious.
2.6 Techniques.
Rodríguez Peñuelas, (2008:10) believes that the techniques are the means used to collect
information, among which the following stand out: observation, questionnaires, interviews,
surveys and the institutional SWOT.
During the diagnostic process in the Educational Supervision of district 090601, the Observation
technique was used, of the administrative activities of the Educational Supervisor and secretary,
which allowed to know what are the functions that they fulfill, then the interview was developed
and executed that was applied to directors of selected establishments this allowed to know,
qualify and collaborate the work of the Educational Supervisor, how satisfactory the work has
been and if it is fulfilling the functions not only of the educational authority but of the same
directors and their staff.

The application of these techniques allowed us to identify the most relevant aspects of the
institution, as well as to know which aspects are deficient and how to turn them into strengths.
These techniques were implemented in order to obtain information about the problems that
Educational Supervision might have and with it to prepare an institutional diagnosis of specific
areas and thus implement strategies to combat the problems found.
2.7 Instruments
Silva and Pelachano (1979,13) define the interview as a direct relationship between people
through oral means, which sets clear and pre-established objectives, at least by the interviewer,
with an assignment of differential roles between the interviewer and the interviewee, which
implies an asymmetric relationship.
Grasso. (2016:13) states that the survey is a procedure that allows exploring issues that make
subjectivity and at the same time obtaining that information from a considerable number of
people, for example: it allows exploring public opinion and the current values of society, topics
of scientific significance and importance in democratic societies.
Roberto Espinoza. (2013) Defines that SWOT is a diagnostic instrument used by a company or
organization with the purpose of professionally intervening both in the formulation and
application of strategies as well as in their monitoring to make an evaluation and control of
results, it consists of carrying out an evaluation of the strong and weak factors that diagnose the
internal situation of an organization, as well as the external evaluation, marked by opportunities
and threats…. This matrix is used in institutions to obtain the general framework in which they
operate, in order to obtain conclusions that allow them to overcome their situation in the future; it
is considered one of the strategic planning techniques.
For its application, an interview was conducted for the Educational Supervisor with the aim of
collecting information about the computer program for the database of teachers in Educational
Supervision, understanding that the interview is the direct relationship between people by oral
means, which establishes clear and pre-established objectives, at least by the interviewer, with an

assignment of differential roles, between the interviewer and the interviewee, which supposes an

2.8 Informants
The Educational Supervisor who is the highest authority in matters of education of School
District No. 090601 of the municipality of Cabricán, department of Quetzaltenango. Among the
functions are guiding, directing, training, managing, supervising, among others. Educational
Supervision is in charge of Mr. Elí Ricardo Pérez Rojas, a major contributor to the supervised
practice process and who is willing to implement the computer program for the teachers' database
in his district.
Directors are the managers of the educational center and their main functions are: to plan,
organize, direct, administer, monitor, evaluate and follow up, as well as to be accountable to the
educational community.
Teachers: Teachers' productive approach is achieved through a process that has the following
links: orientation, assimilation, mastery, systematization of content and evaluation of learning.
During the process of the Directed Professional Practice, the purpose is to carry out an
administrative project knowing that the Educational Supervision of district 090601 is the basis for
its elaboration, to determine what the difficulties are, it was necessary to make a diagnosis, taking
into account the people identified as informants who have a direct relationship with it and with
the teachers. For the elaboration of the diagnosis, the Educational Supervisor and the
Administrative Secretary were taken into account through the application of instruments, the
Systemic SWOT was used to verify what the strengths are.

Opportunities, Threats, Weaknesses of the areas: Administrative, financial, Organizational, and
infrastructure of Educational Supervision, with this the name of the project to be executed is
determined.
In the preparation of the institutional diagnosis, specific areas were addressed to find out what
relevant aspects the institution has and what aspects are not favorable to the institution. Later, the
topic to work on is selected, taking into account that the computer program for the teacher
database is important for the Educational Supervisor, directors and teachers to have order in the
information, they do not obtain precise and reliable information about teachers, this topic is
necessary to facilitate the information of the teachers to the different entities that require it.

Proposal
4.2 Introduction
The Educational Supervision 090601 of the municipality of Cabricán needs to have truthful and
accessible documentation of the human resources it has, since the lack of this information
generates an administrative disorder, the information of the teachers is unsatisfactory which also
becomes a non-compliance of the Educational Supervisor before requests for information from
the teachers, based on the observation that was carried out in the Educational Supervision, the
database program of the teachers in computer files is created, and with the guidance and technical
advice in which verification and evaluation are complementary actions on the part of the
Educational Supervision, which is the entity that ensures compliance with the current laws of the
Ministry of Education with all the processes in which the intellectual development of individuals
is materialized and even more so if technological education is used in such a way that with this
program the Educational Supervision has an administrative order.
The computer program called Data Bank will be used in Educational Supervision in an
acceptable and expected manner, by virtue of being a computer tool that facilitates information
for teachers with just one click, and in this way contribute to the administrative order in an
updated way and cooperating in the achievement of educational quality, in Educational
Supervision 090601 of the municipality of Cabricán.

4.3 Justification
The Educational Supervision is the center of attention to the teaching staff of the municipality of
Cabricán, the function is to serve the educational community in a truthful manner and the needs
of the directors, teachers, parents and authorities of the DIDEDUC and the Ministry of Education
in a fast and satisfactory manner, which is why constant updating in the Supervision is necessary,
thus improving the processes that are required by making use of the technological resources
available to the Educational Supervisor.
It is essential, necessary and urgent that the directors and teachers under this district have an
updated database where the educational community and any governmental and non-governmental
entity have access to this type of information so that there is better order in the administration, the
information is satisfactory and truthful.
It is important that the Educational Supervisor comply with the data requirements of the teachers
under his/her charge, since teachers are the main entity in the educational community because
they are the people who directly intervene in the educational fact with the guidance and technical
advice in which verification and evaluation are complementary actions on the part of the
Educational Supervision, which is an entity that ensures faithful compliance with the current laws

the Educational Supervisor complies with the requirements of this type of information, to help
any entity and that everyone performs their task satisfactorily. Therefore, the problem is raised
and the necessary inquiries are made to determine if the proposal is sustainable. Based on the
information collected, the conclusion is drawn to work on the proposal by creating a program for
the teachers' database, so that the personal information of the District's teachers is accessible to
the general public, especially to the educational community of the School District where the
project is intended to be carried out.

It is also the part of a research project where the criteria adopted in the choice of methodology,
whether quantitative or qualitative, are presented and reasonably described.
To collect information, the observation technique was used in Educational Supervision through
the interview tool to define the prioritized problem. The activities are carried out in different
stages, initially with the design of a computer program for the database, with the support of a
computer technician who will also collaborate in the training of the supervisor and directors of the
different levels for the use of the program and thus achieve the implementation in educational
supervision, in an effective and satisfactory manner for the educational community and other
entities that will have access to the program in an easy and truthful manner.
The Educational Supervisor and his directors are responsible for the execution, maintenance and
updating of the computer program of the database of all the teachers of the Educational
Supervision 090601, based in the Municipality of Cabricán, since the purpose of the program is
to keep the teachers' data available and up to date.
The directors of the different educational establishments will keep their teachers' information
updated in the computer program of the database, whenever it is required by the Educational
Supervision or when a change arises in the personal information of the teachers.

Chapter 5
Systematization of the proposal
The specific systematization of the directed practice process which consists of different stages,
executed in the Educational Supervision district 090601 with headquarters in the municipality of
Cabricán, department of Quetzaltenango, with the Educational Supervisor and directors
belonging to the district, who direct administratively and pedagogically, with the objective of
achieving educational quality in all establishments of the different levels and modalities, creating

a constructivist approach that allows improving the administrative system of supervision and of
each educational institution, facilitating the information process of the teachers for the different
and procedures that are necessary for any public and private, governmental and non-
governmental entity that requires it. Having as its primary objective the realization of the directed
practice taking into account the opinion and endorsement of the Educational Supervisor, to
address the detected problem and begin the search for solutions to it.
The support phase, where documentation was collected from the different teachers with the help
of the District Educational Supervisor and the directors of the different establishments, obtaining
the necessary information to start the computer program that will facilitate access to the district's
information, a systemic SWOT was carried out in which the strategies to solve the problem of the
lack of information and the deficiency that exists in the Educational Supervision were outlined,
since it has adequate computer equipment for carrying out the project and the endorsement and
support of the District Supervisor, so it is considered that the necessary tools are available to start
the computer program.
The formal practices were carried out from June 19 to July 28, 2017, after having concluded the
previous phases, the use of the computer program began, entering the data of some teachers with
the help of the computer technician so that the Educational Supervisor and the student intern
could use the program correctly in order to be able to teach it to the directors and teachers of the

viable, truthful and concise for whoever requires it, by knowing and handling the program it will
be useful for the directors of educational establishments of all levels and modalities and for other
Educational Supervisions who want to implement it because the information will be stored
adequately and obtained with a single click.
The directors and the Educational Supervisor accept the program as an effective tool that
facilitates the storage of teachers' data and that all educational administration must establish
objectives to achieve an administrative order under the compliance of the Educational Supervisor
before the data requirements of the teachers of the Cabricán district and that this information is
satisfactory since if there is a database with reliable information, access to the information of any
teacher will be facilitated immediately.
By implementing the computer program for the teachers' database in the Educational
Supervision, it will be possible to locate the exact information of the different teachers as long as
the Supervisor knows exactly how the database works and if the teachers are located according to
their modality so that this program is effective in relation to accessing the information of the
teachers of district 090601 of the municipality of Cabricán.

5.4 Lessons learned
Educational Supervision 090601 relates the computer program with the teachers'
database in files, since teachers are the main entity in the educational community
because they are the people who directly intervene in the educational fact with the
guidance and technical advice in which the verification and evaluation of the
educational supervisor is the main entity where the intellectual development of
individuals materializes, forming them capable of functioning in the world in which

they develop through all types of education and even more so if technological and
updated education is used.
