GOVERNMENT UNIT SUPPORT SYSTEM (LGUSS) - BARANGAY
INFORMATION MANAGEMENT SYSTEM (BIMS)

1.0. BACKGROUND

1.1. Pursuant to Section 5 of the Republic Act No. 11032, otherwise known as the
Ease of Doing Business and Efficient Government Service Delivery Act of
2018, all offices and agencies that provide government services shall
regularly undertake cost compliance analysis, time and motion studies,
undergo evaluation and improvement of their transaction systems and
procedures and reengineer the same, if deemed necessary, to reduce
bureaucratic red tape and processing time.

1.2. During the 2023 State of the Nation Address (SONA) held on July 24, 2023,
the President directed all government agencies, offices, and instrumentalities,
including the Government-Owned and Controlled Corporations (GOCCs) and
Local Government Units (LGUs), to fully embrace digitalization to provide
better service to the people, through its vital frontline services and its back-
end functions.

1.3. In compliance with the aforementioned Act and in line with the Presidential
directive, the Department of the Interior and Local Government (DILG),
through the Information Systems and Technology Management Service
(ISTMS), in collaboration with the National Barangay Operations Office
(NBOO), has developed the Local Government Unit Support System
(LGUSS) - Barangay Information Management System (BIMS).

1.4. The LGUSS is a collection of information systems designed to assist the


cities, municipalities, and barangays in managing their daily operations. This
system includes two (2) major sub-systems: (1) Cities and Municipalities
Information Management System (CMIMS); and (2) Barangay Information
Management System (BIMS), both of which will be provided by the
Department at no cost to LGUs.
1.5. The BIMS is a collection of various sub-systems designed to support
barangays nationwide by streamlining and improving the efficiency of their
day-to-day operations, each focused on managing specific tasks related to
barangay administration.

2.0. PURPOSE

This Memorandum Circular is issued to provide general policies and procedures


on the implementation of the Local Government Unit Support System (LGUSS) -
Barangay Information Management System (BIMS), in accordance with the
requirements of Republic Act No. 11032 and SONA Directive No. PBBM-2023-
041, specifically on the following:

2.1. Establishing the use of LGUSS-BIMS as repository of vital barangay data


which can be used to ensure effective and efficient service delivery to the
barangay inhabitants;
2.2. Providing trainings and other capacity-building interventions to equip the
concerned barangay officials with the necessary skills and knowledge to
effectively operate and manage the LGUSS-BIMS; and
2.3. Supporting the barangays in expediting digitalization efforts towards better
public service delivery.

3.0. LEGAL BASES

3.1. Section 17 (b)(1)(iv) of the Local Government Code (LGC) of 1991 states that
the barangay shall maintain the Katarungang Pambarangay or Barangay
Justice System to enforce peace and order and provide support for the
effective enforcement of human rights and justice.

Moreover, Item (b)(1) Systematic Maintenance of Records of the DILG


Memorandum Circular No. 2023-022 entitled, “Lupong Tagapamayapa
Incentives Awards Enhanced Criteria and Guidelines,” states that the
barangay shall keep the records, both in manual and digital forms, of all
complaints brought and filed within the barangay;

3.2. Section 152 (c) of the LGC of 1991 provides that no city or municipality may
issue any license or permit for any business or activity unless a clearance is
first obtained from the barangay where such business or activity is located or
conducted;

3.3. Section 391 (a)(1) of the LGC of 1991 provides that the Sangguniang
Barangay, as the legislative body of the barangay, shall enact ordinances as
may be necessary to discharge the responsibilities conferred upon it by law
or ordinance and to promote the general welfare of the inhabitants;

3.4. Section 394 (d)(6) of the LGC of 1991 provides that the Barangay Secretary
is mandated to keep an updated record of all inhabitants of the barangay,
containing the following items of information: name, address, place and date
of birth, sex, civil status, citizenship, occupation, and such other items of
information as may be prescribed by law or ordinance.

Premises considered, enabling policies for Records of Barangay Inhabitants


(RBI) were issued such as DILG Memorandum Circular Nos. 2005-69, 2006-
134, and 2008-144.

3.5. Republic Act No. 10173 or the Data Privacy Act of 2012 was approved and
issued to protect individual personal information in information and
communication systems in the Government and Private Sectors;

3.6. Section 6 (d) of the Republic Act No. 10121 or the Disaster Risk and
Reduction Management (DRRM) Act, mandates the National Disaster Risk
Reduction and Management Council (NDRRMC), wherein the Secretary of
the Department of the Interior and Local Government (DILG) is the Vice
Chairperson for Disaster Preparedness, to ensure a multi-stakeholder
participation in the development, updating, and sharing of a Disaster Risk
Reduction and Management Information System and Geographic Information
System-based national risk map as policy, planning and decision-making
tools.

3.7. DILG Memorandum Circular No. 2005-01 entitled, “Establishment and


Maintenance of Database of LGUs GAD Focal Point,” provides that the DILG,
in coordination with the National Commission on the Role of Filipino Women
(NCRFW), shall establish and maintain the database of LGUs GAD Focal
Points wherein the data shall serve as inputs in determining the kind of
interventions for women empowerment and gender equality at the local level.

Further, as per DILG Memorandum Circular No. 2020-105 entitled, “Adoption


of the Use of the Gender and Development Plan and Budget Monitoring
System (GAD-PBMS),” the DILG spearheaded the development of the GAD-
PBMS to ease reporting requirements on GAD.

4.0. POLICY CONTENT AND GUIDELINES

4.1. Sub-Systems of the LGUSS-BIMS

The LGUSS-BIMS consists of various sub-systems focused on managing


specific tasks related to barangay administration. Please refer to Annex A of
this MC for the description of each sub-system.

4.2. General Guidelines

4.2.1. All Barangays are highly encouraged to utilize the LGUSS-BIMS


starting January 2025, by registering through the link: https://bims-
admin.dilg.gov.ph to have an official account and gain access to the
said system.

If ever there will be multiple users in a barangay, each user should


have their own individual account subject to the approval of the
Provincial LGUSS-BIMS Focal Person through an endorsement from
the DILG Field Officers. If the barangay is within an HUC, the account
will be subject to the approval of the Regional LGUSS-BIMS Focal
Person through an endorsement from the DILG Field Officer.
4.2.2. The DILG Regional, Provincial, and Field Offices shall designate their
Primary and Alternate Focal Persons, through the issuance of an
appropriate Regional Order, to create an LGUSS-BIMS account by
registering through the link provided under Section 4.2.1 of this MC.
They shall monitor the progress of encoding by the barangays within
their respective jurisdictions.

4.2.3. All users may refer to the official LGUSS-BIMS User’s Manual and
Video Tutorial for detailed instructions/guide which can be accessed
through the Help menu within the BIMS home page and/or through the
following links:

4.2.4. All users may refer to Annex B of this MC for the data sets of the
LGUSS-BIMS.

4.2.5. All users may request technical assistance and capacity development
interventions from their respective DILG Field Offices and/or Provincial
Offices, through the Provincial LGUSS-BIMS Focal Person or
Provincial Information System Analyst (ISA), otherwise the same may
also be requested from the DILG Regional and/or Central Office.

4.2.6. Pursuant to Republic Act No. 10173 or the Data Privacy Act of 2012,
the right to privacy shall at all times be observed in the processing of
data within the LGUSS-BIMS, particularly the maintenance and
updating of Records of Barangay Inhabitants.

4.2.6.1. Privacy Impact Assessment (PIA) shall be spearheaded by


the designated Data Protection Officer (DPO) of the DILG.

4.2.6.2. All data obtained from the BIMS operations shall be stored in
the data server of the DILG under the LGUSS-BIMS.

4.2.6.2.1. National Databank – shall comprise of all the


aggregated data gathered by the barangays.
4.2.6.2.2. Local Databank – barangays to maintain their own
BIMS Database.
4.2.6.2.3. Authorized DILG personnel shall be given access
to the BIMS Databank but shall undertake
measures to ensure the integrity and safety of the
gathered information against unnecessary leakage
and access by unauthorized persons (e.g., different
access limitations based on the access provided by
the DPO).

4.2.7. Confidentiality of household/individual level information collected


from the BIMS operation shall be observed. Identity and other
relevant information about the household may be shared only to
authorized agencies/personnel; provided that a waiver/consent to
disclose information was signed by the concerned household.

4.3. Roles and Responsibilities

4.3.1. The Barangay shall:

4.3.1.1. Enact an ordinance adopting the provisions of this MC within


their respective jurisdictions;
4.3.1.2. Create and secure official accounts and access to the
LGUSS-BIMS from the DILG Provincial/Field Offices;

4.3.1.3. Use the LGUSS-BIMS consistent with the provisions of this
MC;
4.3.1.4. Maintain accurate records and documentation; and
4.3.1.5. Ensure adherence to data privacy and security standards to
protect sensitive and personal information.

4.3.2. The DILG Independent Component City (ICC) / Component City


(CC) / City / Municipality Offices shall:

4.3.2.1. Promote the implementation and utilization of the LGUSS-


BIMSS in all barangays within their jurisdiction;
4.3.2.2. Assist in providing training and other capacity-building
interventions to equip the concerned barangay officials with
the necessary skills and knowledge to effectively operate
and manage the LGUSS-BIMS;
4.3.2.3. Monitor the compliance of all concerned barangay officials
to this policy, ensuring adherence to the prescribed
guidelines and timelines for implementation;
4.3.2.4. Seek assistance from the Provincial Office/s, then the
Regional Office/s, if necessary.

4.3.3. The DILG Provincial / Highly Urbanized City Offices shall:

4.3.3.1. Provide first-level technical assistance to the DILG Field


Officers and/or barangays;
4.3.3.2. Organize and facilitate the roll-out training and other
capacity-building interventions to equip the concerned
barangay officials with the necessary skills and knowledge
to effectively operate and manage the LGUSS-BIMS;
4.3.3.3. Seek assistance from the Regional LGUSS-BIMS Focal
Person and Regional Information and Communication
Technology Unit (RICTU), if necessary.
4.3.3.4. Monitor the compliance of all Cities/Municipalities to this
policy, ensuring adherence to the prescribed guidelines and
timelines for implementation;

4.3.4. The DILG Regional Office shall:

4.3.4.1. Provide second-level technical assistance to the Provincial


and Field Offices;
4.3.4.2. As the Regional Administrator, be responsible for the overall
coordination and monitoring of the system implementation
within the region;
4.3.4.3. Conduct capacity building activities to the DILG Provincial
LGUSS-BIMS Focal Persons and ISA in using the LGUSS-
BIMS; and
4.3.4.4. Assist the Provincial ISA in creating accounts for barangays.
4.3.4.5. Monitor the compliance of all Provinces to this policy,
ensuring adherence to the prescribed guidelines and
timelines for implementation;

4.3.5. The Information Systems and Technology Management Service


(ISTMS) shall:

4.3.5.1. As the overall System Administrator, be responsible for the


maintenance, safety, and further enhancement of the

system, database, and its other components needed for its
functionality;
4.3.5.2. Develop additional BIMS sub-system/s as the need arises;
4.3.5.3. Provide third-level technical assistance to the DILG
Regional, Provincial, and Field Offices;
4.3.5.4. Conduct capacity building activities for the
Regional/Provincial LGUSS-BIMS Focal Persons and
Information Technology Officers;
4.3.5.5. Develop the LGUSS-BIMS User’s Manual and Video
Tutorials;
4.3.5.6. Be responsible in the protection of LGUSS-BIMS and its
data against known web vulnerability exploits;
4.3.5.7. Respond to the information security incidents, if any, by
identifying the attack, containing the damage, and
eradicating the root cause of the incident; and
4.3.5.8. Monitor the effectiveness and efficiency of the LGUSS-
BIMS, through the conduct of information system
assessment annually, participated in by the ISTMS,
Regional and Provincial LGUSS-BIMS Focal Persons, and
Information Technology Officers.

4.3.6. The National Barangay Operations Office (NBOO) shall:

4.3.6.1. Formulate and disseminate policies, guidelines, and


procedures that govern the implementation of the LGUSS-
BIMS;
4.3.6.2. Closely coordinate with the ISTMS, DILG Regional Offices
and MLG-BARMM on the status of the LGUSS-BIMS
implementation;
4.3.6.3. Monitor the effectiveness and efficiency of the LGUSS-
BIMS, through the conduct of program assessment
annually, participated in by the ISTMS, Regional and
Provincial LGUSS-BIMS Focal Persons, and Information
Technology Officers;
4.3.6.4. Take appropriate actions on implementation issues and
concerns, if any;
4.3.6.5. Prepare the quarterly and annual statistical report on the
different data and information generated from the LGUSS-
BIMS, for submission to the Secretary of the Interior and
Local Government (SILG); and
4.3.6.6. Conduct a review of guidelines annually and submit
recommendations and/or revision of provisions to further
improve the system and the implementation of this policy, if
necessary.

4.4. User Access and Permissions

4.4.1. Access to the system shall be provided to the barangays by the DILG
Provincial Administrator and/or HUC Administrator;

4.4.2. The DILG City/Municipal Administrator is the designated Approver


and shall monitor and review the data encoded by the barangays;

4.4.3. A designated focal person from the DILG Regional and Provincial
Offices, who will validate and monitor the progress of compliance by
the barangays, shall be given access to the LGUSS-BIMS as

Regional/Provincial Administrator. Designation shall be
supported by an Office Order.

4.4.4. The NBOO is the designated Administrator and shall have the
authority to monitor the overall status of compliance of the barangays
nationwide and generate report/s needed from the dashboard, if
necessary.

4.4.5. The DILG-ISTMS is the designated Super Administrator and shall


have the authority to give access and/or permission to DILG user
accounts to be able to create, view, edit, or delete accounts of the
barangays.

4.4.6. All users may refer to Annex C of this MC for the LGUSS-BIMS User
Management Flow Chart and User Registration, Annex D for the
Login Flow Chat, and Annex E for the Account Endorsement
Template, respectively.

User level and permissions for the LGUSS-BIMS are as follows:

4.4.6.1. Users/Encoders (Barangays)


4.4.6.2. Approver (DILG City/Municipal Office)
4.4.6.3. HUC Administrator (DILG HUC Office)
4.4.6.4. Provincial Administrator (DILG Provincial Office)
4.4.6.5. Regional Administrator (DILG Regional Office)
4.4.6.6. Administrator (NBOO)
4.4.6.7. Super Administrator (ISTMS)

4.4.7. In the event of reassignment or resignation of a user/encoder, the


new user/encoder shall need to register to have an official account
and gain access to the said system.

4.5. Phases of Implementation

To guide barangays and those involved in the implementation, the indicative


timeline of activities for the LGUSS-BIMS are as follows:

4.5.1. Capacity Building on LGUSS-BIMS Implementation

4.5.1.1. Training of Trainers – Each DILG Regional, Provincial, and


HUC Offices shall send their LGUSS-BIMS Focal Persons,
Regional Information Technology Officers (RITO), and
Provincial ISA to participate in the Training of Trainers on
LGUSS-BIMS, which will be conducted by the ISTMS.

4.5.1.2. Roll-out Training – All concerned barangay officials are


encouraged to attend the orientation which will be
conducted by the DILG Provincial and/or Field Offices.

4.5.2. Submission of Annual and Quarterly Progress Reports to the


SILG

The NBOO and ISTMS shall monitor its progress and shall take
appropriate actions to address any program-related concerns. They
shall be responsible in updating the top management on the status

of implementation of the LGUSS-BIMS, as well as in providing
feedback to the DILG Regional Offices.

5.0. Funding

5.1. The funding requirements for the maintenance of the LGUSS-BIMS is


shouldered by the Department which shall be charged against the Local
Government Unit Information Management Program (LGUIMP) being
managed by the ISTMS, subject to the existing accounting and auditing rules
and regulations.

5.2. Other source of funds for the conduct of trainings and other capacity
development activities for the strengthening and implementation of the
LGUSS-BIMS shall come from the LGUs.

6.0. Policy Review and Evaluation

The issuance shall be periodically reviewed to address gaps in the effective


implementation of the LGUSS-BIMS. If necessary, further guidance, through the
issuance of official communications may be adopted, in relation to the gaps
encountered while undertaking the program implementation.

7.0. Dissemination of this Issuance

All DILG Regional Directors are hereby directed to cause the immediate and widest
dissemination of this Memorandum Circular within their respective areas of
jurisdiction.
