1. Introduction
The ESIA Screening report aims to determine the likely significant effects of a project on the
environment and society. ESIA Screening determines whether an ESIA /PESIA are required for a
specified project. Projects requiring mandatory ESIA are listed in Schedule. In the case of development
which is under these thresholds, EPA is required to request an EIS where it considers that the proposed
development is likely to have a significant effect on the environment.
Screening involves appraisal of impacts from the proposed development according to three main
criteria:-
i. Characteristics of the project
ii. Location of proposed project
iii. Characteristics of potential impacts.
Schedule of the EIA, outlines the aspects of the environment likely to be significantly affected by a
proposed development. These are: human beings, flora and fauna, soil and geology, water, air& climate,
landscape, material assets, cultural heritage and the inter-relationships between the range of
environmental criteria.
EIA Procedural Guideline November 2003 outlines the screening, review and approval process for
development projects in Ethiopia and defines the criteria for undertaking an EIA. According to this ElA
procedural guideline, projects are categorized into three
Schedules:
Schedule 1: This category includes projects that may have adverse and significant environmental
impacts thus requiring a full EIA study.
Schedule 2: Projects whose type, scale or other relevant characteristics have potential to cause
some significant environmental impacts but are not likely to warrant a full EIA study fall under
this group.
Schedule 3: Projects which would have no impact and do not require an EIA.
However, projects situated in an environmentally sensitive area such as land prone to erosion;
desertification; areas of historic or archaeological interest; important landscape; religiously important
area, etc. will fall under Schedule I irrespective of the nature of the project.

2.1. Objective of the project
The main objective of the proposed this project having an overall goal of taking advantage of
opportunities existing in Coffee Plantation farm Project and supply of quality coffee products to
foreign and domestic markets. The project is basically planned to be established with an objective of
generating profit for the promoter by producing of washed coffee bean. The project will create job
opportunity for Temporary and permanent workers from the local community. The proponent also
provides an opportunity to transfer technology that could really the local community of the area will be
benefited from the proposed project operation.

Assessment of the potential environmental impacts of the proposed project on the
biophysical, socio-economic and cultural aspects.
Development of the mitigation measures and future monitoring plans.

The project also assesses the impacts of the proposed development on the environment in
accordance with Ethiopia Environmental Impact assessment proclamation no 299/2002
Identification and evaluation of the potential environmental and social impacts associated
with project implementation and subsequent operation, and
Preparation of plans and recommendations regarding measures that will minimize adverse
impacts and enhance beneficial impacts.

6. Conclusion
Environmental Impact Assessment (ESIA) Guidance notes that “The greater the number of different aspects of the
environment which are likely to be affected and the greater the links between the effects, the more likely it is that
an EIS should be carried out. Where complexity of impacts is deemed to apply in the case of a specific sub-
threshold development proposal, there should be a predisposition towards the preparation of an EIS”.
In consideration of the above involving appraisal of characteristics and location of proposed development and
characteristics of potential impacts it is concluded that potential impact of proposed project is medium and PESIA
is required for the proposed development.
