1 Purpose & Scope

The primary purpose of this Waste Management Plan is to establish and define the procedure
for the management of waste materials generated as a result of construction activities carried
out at the Julphar residence Tower, al reem island, Abu Dhabi.

This waste management procedure covers all activities executed on the construction site,
temporary site facilities and laydown areas. This procedure is valid for the duration of early work
activities and civil construction works.

2 Definitions

Works : All the works included in the a/m Contract.

Hazardous Substances : Solid, liquid or gas substances with hazardous properties which harm
the health of humans, animals, plants or the air, or effect the environment negatively, such as
toxic, explosive or inflammable substances.

Flammable : Liquid substances and preparations having a flash point equal to or greater than 21
ºC and less than or equal to 55 ºC.

Inert Wastes : Waste which, when deposited into a waste disposal site, does not undergo any
significant physical, chemical or biological transformation.

Harmful : Substances and preparations which, if they are inhaled or ingested or if they penetrate
the skin, may involve limited health risks

Medical Wastes : Any wastes made in whole or part of human tissue, animal tissue, blood or
other body liquids, secretions, drugs or other pharmaceutical products, bandages, syringes,
needles or other medical sharp objects.

Irritant : Non-corrosive substances and preparations which, through immediate, prolonged or


repeated contact with the skin or mucous membrane, can cause inflammation.

3 Responsibilities

The Contractor is responsible for the implementation of this plan during the contract’s duration.
He will also be responsible to report any new hazardous or chemical material to the Consultant.
The Contractor is responsible for performing a risk assessment on new hazardous or chemical
materials. The Contractor is also responsible for a timely announcement of the arrival of new
hazardous or chemical material.

3.1 Project Manager

The Contractor’s Project Manager has the overall responsibility for the full implementation of this
plan until the completion of works. He will assign specific jobs to his staff (Construction
Manager, Project Engineer / Site Engineer / Foreman) as regards the management of waste
materials, storage and use of hazardous substances. He will deal with emergency cases as
mentioned in the Emergency Response Plan. This responsibility can be delegated for
implementation purposes to the Construction Manager.

3.2 Project Engineer / Site Engineer / Foreman

The Contractor’s Project / Site Engineer or the Foreman will be assigned specific tasks by the
Project Manager for implementing this plan at the construction site, storage and laydown areas
and site offices.

3.3 Site HSE Manager/Officer

The Contractor’s HSE Manager/Officer is responsible for monitoring all waste materials
collection, accumulation and disposal procedures depicted in this plan. He will advise the
Project Manager about any non-compliance and issues violation notices or NCR’s / SEN’s as
necessary. He takes the necessary action in case of emergency, i.e., contacting the person in
charge and ensuring the suitable corrective action is being taken by the responsible person.

4 General
This plan contains general directions which the Contractor aims to implement to meet the
requirements of the UAE laws and regulations and Client’s requirements.

The nature of the activities carried out by the Contractor during the contract period results in the
generation of a variety of waste streams. Proper management of this waste is to ensure
compliance with UAE laws and regulations related to waste disposal and to environment, and to
avoid claims for environmental damage liability and to prevent affection of Client's and
Consultant’s good reputation.

5 Procedure

5.1 Waste Classification

The project Works will be executed in stages, broadly split into: construction early works and
mobilization, construction of permanent plant. The volumes and types of waste generated at
each phase vary depending on the type of activities ongoing, total workforce employed and
equipment working.

Within the project, the following waste management process shall be implemented:

 Collection / accumulation
 Segregation
 Disposal (transportation)

Waste from different sources should not be mixed unless it is known to be safe and compatible.

The following waste streams had been identified:

 Soil (stockpile)
 Metal /steel scrap
 Scrap of electrical wiring (combination of copper wires and PVC)
 Used oil from construction equipment
 Used oil filters from construction equipment and generators
 Rockwool
 Concrete
 Paints
 Medical waste (very minor)
 Plastics (from transportation package)
 Wood (pallets, boxes, plywood, etc.)

Waste streams are classified into three categories:

1. Domestic and municipal waste (in site offices)


2. Non-hazardous industrial and commercial waste
3. Hazardous waste:
- radioactive waste
- medical waste

1. Domestic and municipal waste include household and similar wastes, which have chemical
and physical characteristics similar to those of household such as garbage (food remains),
paper, cardboard, plastic, cans, etc. Disposal of such waste will be routed to Municipality
disposal facilities.

2. Non-hazardous industrial and commercial waste includes any non-hazardous wastes that
have physical and chemical characteristics, or both, that are different from domestic wastes
such as construction wastes, glass, scrap metal, wood, used containers, tires etc. Non-
hazardous wastes shall be disposed off at the point allocated by the Municipality.

3. Hazardous waste is being classified being hazardous because of its quantity, concentration,
or its physical, chemical or infectious characteristics. Hazardous waste shall be classified in
accordance with the UAE applicable local regulations.

Wastes shall be properly segregated into different types, so that opportunities for re-use and
recycling are not compromised by, for example, mixing hazardous and non-hazardous wastes.

The following wastes shall be re-used/refilled:


- chemical containers
- toner cartridges

The following wastes shall be collected segregated and used for recycling if applicable:
- concrete, soil, sand, etc.
- steel rebar cuts
- wooden items
- sewage wastes
- paper
- cardboard
- glass
- plastic bottles & containers

All other wastes shall be disposed in accordance with UAE laws and regulations.

5.2 Waste Collection, Segregation and Disposal

Domestic wastes generated in the site offices or at the workers rest areas shall be collected in
local waste bins then accumulated after segregation in the Waste Accumulation Station.
Sufficient number of waste bins shall be provided and a daily collection procedure shall be
adopted to avoid unacceptable accumulation of wastes.

Collection of waste generated at the construction site shall be affected by means of garbage
chute originating at the highest possible level down to a preliminary accumulation area at the
ground floor level. Wastes will then be transported via bobcats or wheel loaders to the
designated accumulation area outside the building where it will be segregated then disposed off
outside the site.

5.3 Waste Segregation

Sewage will be collected in septic tanks and disposed of by Municipality approved trucks. No
sewage of any type will be discharged to the environment without prior treatment by
disinfectants.

A designated temporary waste storage area for wastes that are pending transport to final
disposal location shall be installed. The waste storage area shall include the following features:

 clear demarcation into hazardous and non-hazardous areas with clear signage to
indicate the designated areas
 receptacles (containers, bins etc.) shall be clearly marked specifying which type of waste
they contain and their hazards
 liquid hazardous waste shall only be stored in secure, bunded areas, with an impervious
base, able to hold the contents of 110% of the largest container stored in it
 storage areas shall be open to the air, but hazardous wastes shall be protected by
protective coverage (e.g., from sun, rain etc.)
 suitable spill cleans up materials shall be kept available close to the designated storage
area
 fire fighting equipment and first aid equipment shall be available

Temporary waste storage area shall be identified and controlled by a responsible person
nominated by the contractor.

An up-to-date inventory of all wastes temporarily stored on the site shall be maintained by the
contractor.

5.4 Waste Disposal

The contractor shall ensure that any waste destined for disposal at the approved waste disposal
point shall be labeled and transferred in full compliance with any specific statutory requirements
of the disposal facility operator.

All transport of Hazardous Waste shall be under cover of a Waste Transfer Note.

Only companies approved by the Municipality shall be employed for transportation of wastes
and those shall carry out their work as per Municipality rules and regulations.

Names of Waste Service Providers shall be provided.
