1. Scope:
This Method Statement for risen epoxy removing from bottom level inside manholes which not matching with
approved shop drawing covers the outlines of Health, Safety, Security and Environment Protection, and
activities carried out on OTC-SUDAIR Project Infrastructure Networks Development for Sudair Industrial and
Business City at job site, and these activities will be referred to the respective safety procedure and adheres to
safety policy and procedure contained in the safety requirement as per MODON HSE Standards.
Any deviation or failure to comply with the respective safety procedures in regards to removing resin epoxy
inside manholes activities will be termed as Non-compliance. We expect the entire employees to work as a
combined team promoting the project goal of zero accidents which is considered as the main aim of our OTC
safety policy. This Method Statement for Lean Concrete is an important and integral part of the Scope of work
Execution thru all the project activity.
2. Purpose:
The purpose of this method statement is to establish general guidelines addressing all the requirements stated
in the specifications and shop drawings that might be necessary to assure that the resin epoxy removing works
to the project quality requirements and specifications. All works shall be performed in full compliance with all
relevant quality & safety stipulations and standards applicable to the work. Purpose of this method statement
defines the execution of repairing bottom inside box culverts level (Chisling high level concrete and pouring the
new concrete and epoxy recoating) as per specifications, shop drawings, and Contract Documents for OTC-
SUDAIR Project Infrastructure Networks Development for Sudair Industrial and Business City, Arabia KSA.
It also states the material, manpower, and equipment required for the execution of removing resin
epoxy inside manholes
It also states the quality or work standards as per MODON requirements.

3. Roles & Responsibilities:
Project Manager:
Will allocate dedicated and competent full team.
Will ensure the material availability from approved supplier.
Will ensure the approved work permits from MODON available.
Maintain the management and the implementation for project affairs.
Managing project risks, including the development of contingency plans.
Is responsible for assuring that adequate tools, equipment and qualified manpower, foreman and
supervisors are provided to implement the work without delays and performing the work “right the first time”.
HSE Manger:
HSE Manager shall advise on the safety measures on fresh inputs provided by PM/CM/Engineers on an
activity and inform on the approved safety control measures.
He shall arrange for HSE trainings as required by the CM and keep a record of the same and lead an
investigation team on any reportable incident and present a report to management with recommendation for
HSE improvement.
Ensure the availability of mandatory PPE at site.
HSE Manager Conduct periodical inspection casting activities to assure the procedural compliance.
To check the equipment documents (Insurance, license) are available and not expired based on daily
equipment report.
Ensure the temporary shelter for work, drinking water and safe working environment.
Will ensure the loading and unloading activities as per approved plan and procedure.
Quality Engineer:
Will ensure the approved shop drawings are provided to team for execution.
Will ensure the approved material is used and available only.
Will ensure the inspections are completed by the related engineers and will have a check list to sign prior
ordering for works.
Will response to corrective action immediately.
Will ensure the works are in strict compliance to quality plans.
Site Engineer
Responsible for inspection and issuance of permit to dig on the excavation and fill area.
Ensure that proper excavation support (bracing/sloping) is provided on wall to prevent wall collapse.
Ensures that access/egress is sufficiently provided to all excavation.
SURVEYOR
Conduct a surveying works to verify the coordinates and mark the location limits within the project. Responsible
for the survey works, maintain survey report and details, establish benchmarks and provide required setting out
and level markings.

REQUIRED
Responsible for the project work at site. Overall in-charge for the project execution.
Maintain the management and the implementation for project affairs.

Is responsible for assuring that adequate tools, equipment and qualified manpower, foreman and supervisors are
provided to implement the work without delays and performing the work “right the first time”.
Responsible for the implementation of all safety requirements. He must check and review all reported PIR including Safety
Officer observations. Advise and guide the construction team for the safe system of work based on the approved MS/ RA.
SAFETY
1 Identify EHS good and bad practices and project requirements. Provide assessment to any reported unsafe site deficiencies.
MANAGER
Conduct regular safety inspection and coordinate Safety Audit, provide training sessions to increase general awareness of
the hazards involved in construction equipment operations and the danger to workers in close proximity.
Assist in delivery of STARRT and MS briefings. Responsible for hazard identification that may come-up during task execution
and coordinate with site engineer and foreman for appropriate corrective action. Stop the work if hazard found is life critical.
SAFETY Inspects the site to ensure it is a hazard-free environment and conducts toolbox meetings. Verifies that all tools and

OFFICER equipment are adequate and safe for use. Watches out for the safety of all workers and works to protect them from executing
hazardous situations such as work procedure short cuts, stop unsafe work immediately and provide immediate control
measures. Direct reporting to Safety Manager.
Responsible for the construction team at site to ensure the thermoplastic and reflectors works as in line of the project
requirements and well followed the given scheduled and the designed quality was proper implemented. Ensures that all work
Site ENGINEER 1 is in conformity to standards and specifications. Interprets specifications and discusses deviations from specified field
engineering procedures to ensure full compliance with QA/QC inspection plans and procedures. Coordinate with Safety
Officers to conduct STARRT (Safety Task Analysis Risk Reduction Talk) prior to commencement of works.
Inspecting the work in accordance with the appropriate Inspection and Testing Plan (ITP) and ensure conformity with
QC ENGINEER TBA MODON contract specification. Ensuring that the security fence shall be tested properly prior to placement. If there is any
deviation of the MODON specifications the Q.C. Engineer shall reject it instantly as necessary.
Conduct a surveying works to verify the coordinates and mark the location limits within the project. Responsible for the

EQUIPMENT Operate heavy equipment in compliance with the company's operating safety policies and procedures. Provide

Diesel Tanker Use as mobile fuel supply to all vehicle, equipment and generator in project wide.

6. Sequence of work:
Bottom of manhole and walls of manhole with height of half pipe diameter shall be chiseled to remove
risen epoxy
Bonding agent shall be applied to make bond between manhole bottom and walls and concrete
benching.
Benching shall be applied at the bottom of manhole and walls till height of have pipe diameter
according to approved shop drawing.
After fishing benching, the benching of manhole shall be coated with resin epoxy according to MODON
standard.
7. SAFETY:
7.1 Environment, Safety and Health Contractor Requirements
Environmental Impact Assessment: None
Environmental safety and Health Contractor Requirements: Same as addressed in above section.
Contractual Requirements: Same as addressed in above section.
Emergency Procedure: Same as addressed in above section.
7.1.1 Environmental Spillages
All spillages will be cleaned up immediately and disposed of at designated waste areas to avoid
damage to the water table or sewage systems.
7.2 Information for Personnel
Safety and Environmental education and information to be disseminated to all the employees in shape of
seminars, safety tool box meetings, STARRT briefing and safety refresher courses.
7.3 Emergency Procedure (Task Specific Emergency Arrangements)
ALOMAIER shall implement and comply with the MODON Project Safety Standards and Procedures to implement in all project wide activity.
SPECIFIC Task Emergency Arrangement as per mention emergency cases arises during Excavation and Tipping Operation (Loading &
Unloading Process):
1. Exposure to Dust
In case of sudden inhalation to dust while doing manual digging injured person will be send to first aid rom for immediate treatment,
Sponge dust mask mast be provided and wear including dark and clear safety goggles.
2. Sudden Muscle Cramps
In case of sudden muscle cramps occurred during manual handling installation Injured person will be removed immediately and send to
first aid room for emergency treatment, sufficient Ice pack availability must be stock in first aid room. Adequate rest prior and job rotation
must be provided if necessary
3. Sudden fall from height during detarping and untarping of loaded materials on dump truck bed
In case of fall incident occurred, injured person (IP) will be removed immediately by using foldable stretcher. Secure the IP from hanging
on tripod and unhook the line connected to the IP full body harness.
Once the injured person (IP) has been secured he will be laid on movable stretcher and assisted by Safety Officer. After immediate
assessment IP shall be sent to nearest hospital. If IP is unconscious immediately will be carried by ambulance to send near located
hospital for emergency treatment.
4. Vehicle breakdown
In case of a sudden heavy equipment and heavy vehicle breakdown. Breakdown equipment will be isolated with barricade, reported to
mechanic. If the equipment sustained major damage, OTC workshop headquarters to immediate full out the equipment as soon as
possible. No major repair will be allowed in site.
5. Sudden Struck by Moving Heavy Vehicle and Heavy Equipment.
In case of fall incident occurred, injured person (IP) will be removed immediately by using foldable stretcher Once the injured person (IP)
has been secured he will be laid on movable stretcher and assisted by Safety Officer.
After immediate assessment IP shall be sent to nearest hospital. If IP is unconscious immediately will be carried by ambulance to send
near located hospital for emergency treatment.

Emergency Evacuation Procedures:
All work activity should be stopped immediately. Keep calm and walk to Emergency Evacuation Assembly Point.
Inform to security guard to close security gate and do not allow visitors or new personnel to enter on work site.
All electrical power tools, energy source, generator should be stopped.
All lifting operation should be suspended and crane lifting and rigging crews should report at area assembly points.
All personnel should proceed calmly at assigned assembly area points.
Search team should complete search operation at assigned areas and report at the designated assembly area.
Emergency assembly area safety officer should advise all personnel to gather and conduct head count.
Upon completion of search operation safety team member should report to lead evacuation personnel at assembly area.
Assembly area lead should carry out head count of personnel and check for any employee has suffered injury or un-comfort during
evacuation.
Assembly area safety officer should contact to emergency coordinator/safety manager and advised him about the evacuation completed
for his assigned area and advise him about the head count.
Upon confirming evacuation procedure completion from all assembly area lead, Emergency coordinator should contact to emergency
lead and advise him about completion of evacuation procedure.
Emergency coordinator/Safety Manager should notify a search safety team member to raise all clear alarm.
Assembly area lead/safety manager should inform that work site is safe and work should be resumed.
ADVERSE
Weather Controls Measures
Conditions
- Comply with Saudi summer working hours requirements.
- Provide PPE suitable for hot weather and ultra-violet exposure including cotton overalls and cotton head / face coverings.
- Carry out thermal working limit monitoring (TWL) and take suitable mitigation actions at each TWL level.
Hot Weather - Communicate all required actions and arrangements to the workforce as a result of TWL monitoring.
- Provide suitable and sufficient supplies of potable water.
- Provide suitable covered rest areas on site.
- Ensure all mobile plant with enclosed cabs is fitted with working air conditioning.
- Provide PPE suitable for dusty conditions including dust masks and eye protection.
Sandstorms / - Ensure site establishment areas including offices and rest areas are suitably protected from dust ingress.
Fog - Suspend external works on site in conditions of poor visibility when necessary.
- Undertake site inspections before operatives are permitted to return to work.
- Monitor wind speeds.
- Provide PPE suitable for high wind conditions including dust masks and eye protection.
- Suspend external work at height if the wind speeds exceed safe operating limits.
- Suspend use of cranes and lifting operations if the wind speeds exceed safe operating limits.
High Winds - When not in use in high winds, correctly position all cranes and equipment in accordance with the manufacturer’s
instructions.
- Ensure all site fencing and barriers are secured in accordance with manufacturers recommendations
- Ensure all loose sheet materials are secured.
- Undertake site inspections before operatives are permitted to return to work.
- Provide PPE suitable for wet weather conditions including waterproof clothing and boots.
- Beware of the risk of flooding in all excavations and wadis.
- Ensure dewatering arrangements are suitable and sufficient.
- Prohibit use of cranes, mobile elevating work platforms, piling rigs and concrete pumps during lightning storms.
- Ensure site establishment including offices, rest and welfare areas are suitably protected from water ingress.

- Ensure site electrical panels are correctly rated against water ingress and provided with extra temporary protection if

- Ensure site electrical equipment is properly earthed and fitted with correctly operating earth leakage circuit breakers
(ELCBs).

Hot works entry permit must be completed prior to any work Related to excavation and trenching.
The Engineer / Supervisor and SM approved by PM are the only key personnel authorized to sign the
permit and authorize entry.
The completed and signed permit should be posted at the entry of the excavation area and place with
designated Permit box.
The duration of the permit must not exceed the time required to complete the task, or one shift, whichever
comes first and cancel the permit when work has been completed.
Safety officer shall counter check the permit; ensure that all safety requirements are in place with full
compliance.
Any form of safety violation found or breach of safety requirements the Permit strictly cancel.
All permits must be available in work area.
Closed and cancel work permit shall be keep in safety office for documentation keeping.
