DEPARTMENT OF THE AIR FORCE APPLICATION GUIDELINES FOR THE
NURSE ENLISTED COMMISSIONING PROGRAM
ACADEMIC YEAR 2024
The Air Force is accepting applications for the Nurse Enlisted Commissioning Program
(NECP). This advanced medical training program is a unique program available to active-
duty enlisted applicants from any career field within the Department of the Air Force. NECP
offers a path towards a Bachelor of Science in Nursing (BSN) degree.
Upon successful completion of the degree program, the National Council Licensure
Examination (NCLEX) and receipt of their license to practice as a Registered Nurse,
members will be commissioned as an Air Force Nurse Corps Officer. Once commissioned,
members will attend Officer Training School (OTS), the Nurse Transition Program (NTP)
and complete the Nurse Residency Program (NRP) at their permanent duty location.
1. KEY DATES:
A. Applications will be accepted from 09 Nov 2023 through 16 Jan 2024. Applicants
are responsible for preparing and submitting the required documents through the
MyVector process.
B. Chief Nurse interview completion suspense is 12 Feb 2024.
C. NECP selection board will convene 26 Feb 2024 – 01 Mar 2024.
D. Results will be released via MyVector approximately 60 days after the board
concludes.
E. Full acceptance letters from the School of Nursing are due to AFPC/DPMNN on
or before 1700 Zulu 15 May 2024. Any members selected during the NECP
board and awaiting acceptance will be placed on conditional status until a full
acceptance letter is received. If a full acceptance letter is not received by the
deadline, the member will lose their seat.

3. WAIVERS:
A. Waivers will be considered on a case-by-case basis for exceptional applicants with
high academic achievements, significant awards, and superior performance
evaluations. Waivers will be presented at the board for final approval.
B. Exception: GPA waivers will not be considered as this is a competitive
scholarship selection program.
4. ELIGIBILITY:
A. Grade: Must be in grades E-4 through E-8 as of 26 Feb 2024.
B. Age: IAW DAFMAN36-2032, applicants must be able to commission prior to
applicant’s 42nd birthday or adjusted age of 42. For NECP applicants, age is
calculated based upon adjusted age in accordance with DAFMAN36-2032
Paragraph 5.4.6.1.3. To calculate the adjusted age, subtract the applicant’s years
of satisfactory service from the applicant’s age (applicants age – years of service
= adjusted age < or = 42 years).
C. Time in Service (TIS): Applicants must have no more than 10 years time in service
as of 01 Jul 24. Note: IAW DAFMAN36-2032, the member must be an officer for
10 years in order to retire at his/her officer rank or will retire with his/her enlisted
rank prior to commissioning.
D. Time on Station (TOS): IAW DAFI36-2110, Total Force Assignments.
i. Airmen assigned CONUS or overseas should meet Permanent Change of
Station (PCS) eligibility as determined by the departure date from current
location in order to meet the school start date. Airmen who do not meet the
24-month TOS requirement or have more than 12 months remaining on
their DEROS may still apply. If selected, AFPC/DPMNN will process the
required TOS or DEROS Curtailment waiver as AFPC is the waiver
authority.
ii. Applicants within 12 months of completing a stabilized or controlled tour
at the time of departure from current duty station may apply. If member
has more than 12 months remaining as of 01 Jul 24, they will need a
statement of understanding from their MAJCOM Functional Manager.
iii. Ineligibility criteria: If a member is on orders with a RNLTD prior to 31
May 24, they are not eligible to apply. If a member’s selection would
result in receiving orders twice within the same FY, they are not eligible to
apply.
E. Retention: Must be eligible to obtain four (4) years of retainability prior to the
training start date.
i. If the member does not have the required 4 years of retention, they are to
reenlist. It is the member’s responsibility to ensure reenlistment is
completed once notified they are selected for AY24 NECP. Any delay in
reenlistment will hinder PCS order processing.

F. ADSC: Members will subsequently incur a 4-year Active Duty Service
Commitment (ADSC) upon graduation from NECP. The training ADSC will
override existing enlistments/extensions in effect at the time of graduation.
G. Conduct: Must be of high moral character and personal qualifications. Must NOT
have received any court-martial conviction(s) at any time. Article 15 Non-Judicial
Punishments (NJP) must be evaluated by HQ AFPC/DPMNN.
i. Member must address Article 15/NJP via MFR detailing the incident NLT
16 Jan 2024.

H. Medical: Must be medically qualified for appointment as a commissioned officer,
IAW AFI 48-123, Medical Examination and Standards. Must be physically
qualified for worldwide duty.
I. Security Clearance: Must have a valid Entrance National Agency Check
(ENTNAC), National Agency Check (NAC), or other approved entity check as
validated by local security manager.
J. Citizenship: Must be a United States citizen. Citizenship verification will be
conducted IAW AFI 31-501, Personnel Security Program Management.
K. Commissioning: Must meet commissioning requirements as specified in
DAFMAN 36-2032, paragraph 5.7.1.3. for appointment as an officer in the Nurse
Corps (NC).
5. ACADEMIC REQUIREMENTS:
A. Overview:
i. Academic Evaluation: Must submit official/non-official transcripts via
MyVector. All transcripts should be in order of attendance with most recent
school attended on top.
ii. Total College Credits: Must have a minimum of 59 semester hours of
transferable credits.
1. Earning the majority of credits within the past five (5) years is
highly recommended to better prepare students for the rigors of this
fast-paced program.
2. May earn up to 16 credits from the following non-traditional
sources: DANTES, CLEP.
3. Community College of the Air Force credits are acceptable.
iii. Grade Point Average (GPA):
1. Applicants will highlight on their transcripts the following
prerequisites for GPA calculation; general psychology, anatomy
and physiology I and II (with labs), microbiology (with lab),
chemistry I and II (with labs), nutrition, and statistics. If a course is
not required by applicant’s school of nursing, this will be
addressed on the FORM 48 and not considered in GPA calculation.

2. Applicant must have a 3.0 GPA or better on a 4.0 scale for the
required courses listed above and/or as required by the applicant’s
school of nursing. If there are repeated courses, the highest grade
will be calculated. GPA is not rounded. For example, a GPA of 2.9
will not be rounded up and therefore does not meet the 3.0
requirement.
B. Specific Prerequisite Courses:
i. Traditional classroom courses are highly encouraged, as classroom courses
more closely represent the NECP experience. However, online courses are
acceptable.
ii. Anatomy and Physiology (A&P) I & II: 6 semester hours required
(recommend 8 hours w/labs). May NOT CLEP or DSST this requirement.
“Introductory” or “Intro” courses are not acceptable.
1. Chemistry I & II: 6 semester hours required (recommend 8 hours
w/labs). May NOT CLEP or DSST this requirement.
“Introductory” or “Intro” courses are not acceptable.
2. Microbiology: 4 semester hours required (with lab). May NOT
CLEP or DSST this requirement.
3. Nutrition: 3 semester hours required. May NOT CLEP or DSST this
requirement.
4. General Psychology: 3 semester hours required. May NOT CLEP
or DSST this requirement.
5. Statistics: 3 semester hours required. Intro or higher. CLEP or
DSST acceptable.
6. ADDITIONAL REQUIREMENTS:
A. AFROTC Form 48:
i. Applicants must obtain an approved plan of study, AFROTC Form 48,
from each school of nursing.
ii. The Form 48 must include previously completed course work that is
accepted by the program and must demonstrate their ability to complete
the academic requirements for an entry level Baccalaureate degree in
Nursing within 24 months with a “fall semester” start date.
iii. The Form 48 academic plan MUST contain detailed contact information,
including name, address, and phone number of the institution for each
school they are applying. Incomplete FORM 48s will not be accepted and
will result in your package being ineligible.
B. Accreditation: Applicants must attend a school that is accredited by the
Accreditation Commission for Education in Nursing (ACEN) or the Commission
on Collegiate Nursing Education (CCNE).

C. AFROTC Detachment:
i. Applicants must attend a School of Nursing with an AFROTC detachment
on campus (Host University) or an AFROTC detachment with a crosstown
agreement with the campus or host school (Crosstown
University/Educational Support Agreement). Search for AFROTC
detachment locator at www.afrotc.com/locator. If the school you are
applying to has multiple campuses of study, you must ensure that an
appropriate detachment or agreement is in place for that campus.
ii. NECP selects attend summer sessions between semesters (minimum of 6
semester hours). If a school does not offer full-time nursing courses during
the summer, students will be required to take electives during the summer
session. If the school does not have summer sessions at all, members are
required to perform a 40-hour work week at their AFROTC Detachment,
IAW AFROTCI 36-2011, Cadet Operations, paragraph 18.3.6.3.3.
iii. Members not completing the program in 24 months will be returned to
their enlisted AFSC. Academic waivers are considered on a case-by-case
basis in extreme circumstances and must be routed through the ROTC
Detachment Commander to AFPC/DPMNN.
7. APPLICATION SUBMISSION INSTRUCTIONS:
A. The application package should be routed through the chain of command and
arrive to AFPC/DPMNN NLT 2359 Zulu 16 Jan 24 through MyVector. All pages
must be turned upright and legible. Upload the application package per MyVector
instructions.
B. The NECP application package must include:
i. Cover Letter: See “Additional Documents” for NECP Cover Letter.
Letter format should be as shown in the template and include all required
information, variations will not be accepted.
ii. Leadership Endorsement: Recommendations from the immediate
supervisor with endorsements from the First Sergeant and Squadron
Commander are required within MyVector. In addition to the supervisor’s
endorsement, content should address leadership skills, professional
qualities, organizational skills, decision-making ability, and
communication skills. First Sergeant Endorsement must address, but is
not limited to, applicant’s professional image and disciplinary actions
pending (if any). Squadron Commander Endorsement must address, but is
not limited to, a detailed assessment of the applicant’s leadership potential
as an officer and the following statement, “I would/would not recommend
this individual to be an officer in my command”. If any type of waiver is
required, the justification should clearly be articulated in a separate
“waivers requested” paragraph within the Cover Letter. Furthermore, the
applicant’s waiver requirement should be endorsed and supported by the
First Sergeant and Squadron Commander in their MyVector comments.
Additional Letters of Recommendation are not permitted.

iii. Evaluations: If you are an E-5 and have an EPR that has not closed
out/signed, scan a copy of the most current version signed by your rater
and submit with your package. Do not include any other EPRs that have
already closed out. Closed out EPRs will be pulled from your record for
the Board to review. If you are an E-4 without an EPR, you must have
your immediate supervisor complete an AF77, Letter of Evaluation, to be
submitted with your Cover Letter.
iv. Fitness History: Applicants must include all pages of the most current
fitness assessment from MyFSS in the application package.
v. AF Form 422: Applicants must be world-wide qualified, and all
applicants must have a current AF Form 422, within 6 months from Board
Date. Applicants with an Assignment Limitation Code (ALC) C-1 or C-2
may apply for NECP with a waiver as listed below. One of the following
statements are mandatory and MUST be included in the remarks section of
the AF Form 422.
1. If you do not require a waiver, the 422 must say: “Based upon
review of the applicant's medical records, I certify the applicant is
fully qualified for worldwide duty IAW DAFMAN48-123,
(Medical Examinations & Standards)."
2. If you do require a waiver, the 422 must say: "Based upon review
of the applicant's medical records, I certify the applicant's current
assignment limitation code (ALC) of C-1/C-2 is controlled and
well managed with (enter no or minimal) impact on daily duties."
Click this link to submit an AF Form 422 at your MTF: AF Form
422. Once in, select “Medical Clearance” tab to submit to your
local MTF.
vi. Acceptance Letters: If you have acceptance letters form Schools of
Nursing, please include them with your Cover Letter. Full acceptance
letters must be received by AFPC/DPMNN workflow, from Selects NLT
1700 Zulu 15 May 24. All full acceptance letters must be received by this
date to maintain select status and receive orders.
vii. AFROTC Form 48: AFROTC Form 48 must be completed with pre-
requisites and the School of Nursing plan of study and signed by the
academic advisor. See “Additional Documents” for a blank AFROTC
Form 48.
viii. Transcripts: Copies of transcripts from all schools attended. Unofficial
transcripts will be accepted but the transcript must be legible. All
transcripts should be in order of attendance with most recent school
attended on top. Applicants will highlight on their transcripts the
following prerequisites for GPA calculation; general psychology, anatomy
and physiology I and II (with labs), microbiology (with lab), chemistry I
and II (with labs), nutrition, and statistics. If a course is not required by

applicant’s school of nursing, this will be addressed on the FORM 48 and
not considered in GPA calculation.
ix. Questionnaire: See “Additional Documents” for NECP Applicant
Questionnaire.
x. Chief Nurse Interview: Do not attempt to schedule a Chief Nurse
Interview until you have submitted your package and received permission
from AFPC/DPMNN to complete an interview. You are required to send
your package to the Chief Nurse for review once you are notified to
schedule the interview. It is the applicant’s responsibility to ensure the
Chief Nurse has ample time to conduct the interview. The interview must
be conducted by an active duty graduated or sitting board-vetted Chief
Nurse and must be completed on the approved NECP Chief Nurse
interview template (provided directly to Chief Nurse from DPMNN).
Once you are cleared, AFPC/DPMNN will provide you with the name and
contact information of the Chief Nurse who will conduct the interview.
Once the Chief Nurse Interview is complete, the Chief Nurse will submit
the interview directly to APFC/DPMNN at
[email protected].
