II. EXECUTIVE SUMMARY

Administrative responsibilities are challenging and important support service work


considering time budget and quality. Without administrative support an organization
cannot run a single minute. Administrative personnel are those who provide the back
office support of every Section and/or Unit of an agency. That’s why an administrative
personnel need to be experienced, intelligent and well disciplined.

In field offices, like CENRO Western Pangasinan, even Technical personnel need to be
multi-tasking and understand basic Administrative responsibilities due to limited number
of personnel and in order to complete their tasks.

On August 15-16, 2024, CENRO Western Pangasinan Administrative Section through the
leadership of CENR Officer Chester O. Casil conducted a one and half day Capacity
Development Training on Administrative Works with Re-Echo on R.A 11032. The said
Capacity training basically updated skills and knowledge of twenty-three participants on
Administrative works such as Leave Administrative Course for Effectiveness, Updating of
Microsoft and Computer Skills and Re-echo on Republic Act No. 11032 otherwise known
as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
These line of topics were carefully formulated in order the pre-identified participants to
efficiently support the Office in accomplishing the assigned tasks and targets and
transacting with the general public as a whole and aimed to streamline the current
systems and procedures of DENR-CENRO Westren Pangasinan in specific.

The activity also served as an avenue to discuss and streamlined the DENR-CWP
services and other future administrative works:

The topics discussed were the following:

 Leave Administrative Course for Effectiveness


 Updating of Microsoft and Computer Skills
 Discussions on the provisions of R. A11032 or Ease of Doing Business and
Efficient Government Service Delivery Act of 2018
 Creation of Anti-Red Tape Authority; Discussion of DENR ‘s Citizen
Charter and streamlining of DENR-CENRO services

 Orientation on Public Assistance and Desk Officer and Client
Satisfaction Survey
For better learning absorption, the Subject Matter Experts and Facilitators utilized an
interactive, participative and dynamic lecture discussion through power point
presentations. The result of the end –of –learning evaluation showed that the learners
gave an over-all rating of Very Satisfactory which means that the learners were delighted
with the quality of the learning event, learning methodology and training environment and
that they have gained knowledge with the topics discussed during the 1 and half learning
event. Nonetheless, it was suggested that the food should have been selected carefully.

Moreover, the learners commented the Subject Matter Experts were excellent and/or Very
Satisfied on their knowledge on the different topics presented. The facilitators also gave
their best to assist the Subject Matter Experts and to ensure that the participants will
learn from it.

An open forum accorded the learners the chance to make more clarifications on the
different modes and protocols.

III. TRAINING OBJECTIVES

General:

To orient the new set of Administrative personnel on the governing principles


of Administrative jobs and functions and to upgrade the aged personnel on the
skills in updating their skills and knowledge to efficiently accomplish their
Administrative works.

Specific:

At the end of the learning event, the learners shall be able to:

1. To capacitate and orient participants on Leave Administration Course;

2. To re-orient/update participants the different use of Microsoft Offices to


efficiently support their outputs such as Database Management and Backup;

3. The participants will be able to gain knowledge about the amended and new
sections, concepts, processes, and directives stated in RA 11032 otherwise
known as the Ease of Doing Business and Efficient Government
Service Delivery Act of 2018; and

4. To capacitate and brief participants on how to be efficient and effective Public


Assistance Desk Officer (PADO) in assisting transacting public pursuant to R.A
11032.

IV. METHODOLOGIES :

The Subject Matter Experts (SME) utilized the following methodologies through
webinar: interactive, participative and dynamic lecture discussion through power point
presentations and open forum.

V. LEARNERS :

The learners of the Capacity Building Training for Administrative Works with Re-Echo
on Republic Act 11032 are Twenty-three with five Resource Speakers and three
Secretariats.

VI. HIGHLIGHTS OF THE TRAINING

First Day of the Learning Event –August 15, 2024

The Learning Event was formally opened with a short prayer and singing of the National
Anthem. It was followed by the acknowledgement of participants and house rules by the
Master of Ceremony Ms. Gennesse S. Flores. The participants, Subject Matter Experts,
were warmly welcomed by the Land Management Officer III in his capacity as the OIC,
Chief, Administrative Section, Mr. Lorenzo O. Calundan, who thanked the organizers for
conducting this kind of learning event.

The OIC-Chief for Administrative Section, Mr. Jorge B. Balan, Jr., delivered his
inspirational message and rationale of the Capacity Building Training:
The importance of effective and efficient administrative employee in achieving
the office targets.
In overall, he emphasized the importance of this training especially in
capacitating the new personnel of Administrative Section for smooth flow of
the Administrative actions.

The 1st Subject Matter Expert was Leave Administrative Course for Effectiveness which
was supposed to be discussed by Chief of Management Services Division of Pangasinan,
Ms. Noera N. Caracas but she attended an equally important matters to the Regional
Office so she sent PENRO Human Resource Focal Person, Ms. Rowena L. Torres on her
behalf.

Part I – Leave Administrative Course for Effectiveness

Objective: To orient the learners with the implementing rules and regulations on leave
administration to make them more relevant and responsive to current realities and
concerns towards an enhanced government human resource administration system.

Module/Topic:
 General Overview of Omnibus Rules on Leave

The Omnibus Rules on Leave does not merely consolidate all laws and
administrative issuance relative to leave administration in the government
sector. Updates all implementing rules and regulation on leave administration
to make them more relevant and responsive to current realities and concerns.
The Omnibus Rules on Leave also harmonize the various rules when needed
in the interest of equity and fairness. For example, married contractual female
employees can now enjoy maternity leave benefits, correcting the inequitable
situation relative to their regular counterparts and the anomalous situation
relative to their spouse who, if they happen to be government contractual
employees, started receiving Paternity Leave benefits since 1996
.
1. Kinds of Leave (Omnibus Rules on Leave Implementing Book V of Executive
Order No. 292)
a) Vacation Leave

Aims to provide rest and relaxation essential to mental and physical
health. Fifteen (15) days for every year of service. Granted for
personal reasons, the approval of which is contingent upon the
necessities of the service.

Contingent upon the needs of the service. Grant is


DISCRETIONARY on the part of the agency head. NO LIMIT on
accumulation. Application must be submitted five (5) days in
advance.

b) Sick Leave

Granted only on account of sickness or disability on the part of the


employee or any member of his immediate family. Fifteen (15) days
for every year of service. Sick Leave in excess of five (5) days shall
be accompanied by proper medical certificate.

1) Maternity Leave

Female employees regardless of civil status, employment status,


length of service, legitimacy of the child, and manner of child
delivery.

Maternity Leave refers to the leave of absence for pregnant female


government employees for one hundred five (105) days** with full
pay, to provide them with ample transition time to regain health and

overall wellness as well as assume maternal roles before resuming
paid work.
sixty (60) days for miscarriage or emergency termination of
pregnancy including still birth.

Additional maternity leave benefits refers to the additional maternity


leave benefit of 15 days with full pay on top of the 105-day maternity
leave benefit for a female employee who qualifies as solo parent
under the Solo Parents’ Welfare Act of 2000.

2) Paternity Leave

Married male employee is entitled to paternity leave of seven (7)


working days with full pay:
o for the first four (4) deliveries (reckoned from 15 July 1996);
o whether childbirth or miscarriage.
o of his legitimate spouse with whom he is cohabiting.

3) Rehabilitation Privileges - Rehabilitation Leave is a privilege leave


when an employee sustains wounds or. injuries while in the
performance of official duties, hence employee was already at work,
or in. situations where the employee meets an accident while
engaged in activities inherent thereto.

5) Study Leave- The study leave is a time-off from work not exceeding
six (6) months with pay for qualified officials and employees to help

7) Ten-Day Leave under RA 9262 (Anti-Violence Against Women and
their Children Act of 2004)

The 2nd Subject Matter Expert is Land Management Inspector Jess Daryl C. Clavero
is an Information technology Expert in DENR-CENRO Western Pangasinan. He is
the main employee in terms of IT works like Tarp Designs, Data Managament and
Powerpoint Presentation of CENR Officer in his EXECOM/RMC meetings.

SME Clavero emphasized the importance of familiarizing the difference functions of


Microsoft Office in Administrative works as it is the only application/system that this
Office rely to.

Part II - Updating of Microsoft and Computer Skills

Objective: To update the new set of Administrative personnel in latest updates of


Microsoft Offices and Computer Skills.

Module/Topic

1. Overview: Microsoft Office, or simply Office, is a family of client software,


server software, and services developed by Microsoft. It was first announced
by Bill Gates on August 1, 1988, at COMDEX in Las Vegas. Initially a
marketing term for an office suite (bundled set of productivity applications), the
first version of Office contained Microsoft Word, Microsoft Excel, and Microsoft
PowerPoint. Over the years, Office applications have grown substantially
closer with shared features such as a common spell checker, Object Linking
and Embedding data integration and Visual Basic for Applications scripting

language. Microsoft also positions Office as a development platform for line-
of-business software under the Office Business Applications brand.

Currently, MS Office 2016 version is being used across the world and all its
applications are widely used for personal and professional purposes.

2. Definition of Terms

a. MS Word

It is useful in creating text documents


Templates can be created for Professional use with the help of MS Word
Work Art, colors, images, animations can be added along with the text in the
same file which is downloadable in the form of a document
Authors can use for writing/ editing their work

b. MS Excel

Majorly used for making spreadsheets


A spreadsheet consists of grids in the form of rows and columns which is easy to
manage and can be used as a replacement for paper
It is a data processing application
Large data can easily be managed and saved in tabular format using MS Excel
Calculations can be done based on the large amount of data entered into the cells
of a spreadsheet within seconds
File extension, when saved in the computer, is “.xls”

c. MS PowerPoint

It was released on April 20, 1987


Used to create audiovisual presentations
Each presentation is made up of various slides displaying data/ information
Each slide may contain audio, video, graphics, text, bullet numbering, tables etc.
The extension for PowerPoint presentations is “.ppt”

Used majorly for professional usage
Using PowerPoint, presentations can be made more interactive
In terms of Graphical user interface, using MS PowerPoint, interesting and
appealing presentation and documents can be created. To read more about its

d. MS Access

It was released on November 13, 1992


It is Database Management Software (DBMS)
Table, queries, forms and reports can be created on MS Access
Import and export of data into other formats can be done
The file extension is “.accdb”

e. MS Outlook

It is a personal information management system


It can be used both as a single-user application or multi-user software
Its functions also include task managing, calendaring, contact managing, journal
logging and web browsing
It is the email client of the Office Suite
The file extension for an Outlook file is “.pst”

f. MS OneNote

It is a note-taking application
When introduced, it was a part of the Office suite only. Later, the developers
made it free, standalone and easily available at play store for android devices
The notes may include images, text, tables, etc.
The extension for OneNote files is “.one”
It can be used both online and offline and is a multi-user application

SME Clavero made participant actively to join in the practicum especially in the topic of
database as he illustrate creating database which is very useful in Administrative works.

In the afternoon, the undersigned was also a Subject Matter Expert and lectured the salient
provisions of R.A 11032 or otherwise known as the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018.

Part III – Discussion on Republic Act 11032

Overview: R.A 11032 or otherwise known as the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018 law aims to entice entrepreneurs to open up their
businesses in the Philippines by expediting business and non-business transactions
including the issuances of permits and licenses and holding government officials accountable
for graft and corruption. This law is an amendment to the Anti Red-Tape Act of 2007.

Module/Topic

Salient Features

1. All applications and requests transactions shall be acted upon by the


government or its officer within the following time frames:

1. Three (3) working days for simple transactions


2. Seven (7) working days for complex transactions
3. Twenty (20) working days for applications and requests involving activities
that pose danger to public health, public safety, public morals, public policy,
and highly technical transactions.
2. STREAMLINED PROCEDURES FOR THE ISSUANCE OF LOCAL
BUSINESS LICENSES, CLEARANCES, PERMITS, CERTIFICATIONS, OR
AUTHORIZATIONS

One of the main issues, why the Ease of Doing Business law was enacted, is
because of the complaints of entrepreneurs that establishing a local business
is very tedious due to the difficulty in applying for permits, licenses, clearances
et al. RA 11032, in theory, have significantly solved this complaint by
streamlining the procedures for the issuances of business permits and other
necessary business requirements by implementing the following:

a. Coming up with a single or unified business application form which shall


be used in processing new applications for business permits and
business renewals. The new business application consolidates all the
information of the applicant or requesting party by various local
government departments, such as, but not limited to, the local taxes and

clearances, building clearance, sanitary permit, zoning clearance, and
other specific LGU requirements, as the case may be, including the fire
clearance from the Bureau of Fire Protection (BFP).
b. BUSINESS ONE STOP SHOP (BOSS) – A one-stop business facilitation
service for the city/municipality’s business permitting and licensing
system to receive and process manual and/or electronic submission of
application for license, clearance, permit, certification or authorization
shall be established within the cities/municipalities’ Negosyo Center.
Further, there shall be queuing mechanism in the BOSS to manage the
application flows.
c. Cities/Municipalities are mandated to automate their business permitting
and licensing system or set up an electronic BOSS within a period of
three (3) years upon the effectivity of this Act for a more efficient
business registration processes. • To lessen the transaction
requirements, other local clearances such as, but not limited to, sanitary
permits, environmental and agricultural clearances shall be issued
together with the business permit. • Business permits shall be valid for a
period of one (1) year. The city/municipality may have the option to
renew business permits within the first month of the year or on the
anniversary date of the issuance of the business permits.

3. Barangay clearances and permits related to doing business shall be applied,


issued, and collected at the city/municipality in accordance with the prescribed
processing time of this Act: Provided, That the share in the collections shall be
remitted to the respective Barangays.
4. ZERO CONTACT POLICY
The Ease of Doing Business Law mandates that there shall be ZERO
CONTACT POLICY between any government officer or employee and people
during applications and transactions except during the preliminary assessment
or when it is strictly necessary. This policy may reduce graft and corruption in
governmental transactions.
5. THE CITIZEN’S CHARTER
The government units, agencies, GOCCs, and others shall make their
respective most current and updated service standards to be known as the
Citizen’s Charter in the form of information billboards which shall be posted at
the main entrance of offices or at the most conspicuous place, in their
respective websites and in the form of published materials written either in
English, Filipino, or in the local dialect that detail:

(a) A comprehensive and uniform checklist of requirements for each type of
application or request; (b) The procedure to obtain a particular service;
(c) The person/s responsible for each step;
(d) The maximum time to conclude the process;
(e) The document/s to be presented by the applicant or requesting party, if
necessary; (f) The amount of fees, if necessary; and
(g) The procedure for filing complaints.

6. ONLINE REGISTRATION FOR BUSINESSES


The Ease of Doing Business Law has made registration of business easier by
mandating online business registration. The Department of Information and
Communications Technology (DICT) has been tasked by RA 11032 to
establish, operate, and maintain a CENTRAL BUSINESS PORTAL (CBD).
The CBP shall serve as a central system to receive applications and capture
application data involving business-related transactions, including primary and
secondary licenses, and business clearances, permits, certifications, or
authorizations issued by the LGUs.

RA 11032 further mandates the DICT to create a Philippine Business


Databank (PBD). The PBD will provide government agencies and local
government units access to data and information of registered business
entities for purposes of verifying the validity, the existence of and other
relevant information pertaining to business entities.

Second Day of Learning Event: August 19, 2020

The second day of learning event , AO I Silas Arnel Florencio of PENRO


Pangasinan gave his short recapitulation on what transpired during the 1 st day of
learning event. Then followed by the lecture of Atty. Anthony Raymond M. Velicaria on
the following topics:

Part IV - Bidding Procedures for Goods and Infrastructure Projects

a. General Mode of Procurement – it is done through Competitive Bidding


while Alternative Methods of Procurement is exceptional Competitive
Bidding, is a method of procurement which is open to participation by any

interested party and which consists of the following processes,
advertisement, pre-bid conference, eligibility screening of prospective
bidders, receipt and opening of bids, evaluation of bids, post qualification
and award of contract.

b. Standardized Bidding Procedure for Goods and Infra

Pre-Procurement Conference

- Determine the readiness of the procurement is the purpose. Must be


conducted prior to advertisement/posting of the Invitation to Bid. Mandatory
for projects with ABC above Php 2 Million (goods) or 5 Million (Infra
projects) and will be attended by the following Bids and Awards Committee
(BAC), BAC Secretariat, Technical Working Group (TWG), Consultants and
End-User unit/other Officials.
Pre-Procurement Conference – Determine the readiness of the
procurement is the purpose. Must be conducted prior to
advertisement/posting of the Invitation to Bid. Mandatory for projects with
ABC above Php 2 M (goods)

Advertisement/Posting of the Invitation to Bid

- Signals the start of the bidding process and the availability of the bidding
documents to the prospective bidders. At least once in one (1)
newspaper of general nationwide circulation which has been regularly
published for at least two (2) years before advertisement date. Not
required for projects with ABC of 10 Million and below for Goods or 15
Million and below for Infrastructure Projects and to be posted
continuously for 7 calendar days in PhilGEPS website, Procuring Entity
website, if any, if applicable at any conspicuous place in the
premises of the Procuring Entity.

Pre-Bid Conference

- A forum will be formed which is open to prospective bidders and a


mandatory of ABC for 1 Million or more budget while less than 1 Million is
their discretionary. Held at least 12 calendar days before deadline for bid
submission but not earlier than seven (7) calendar days from PhilGEPS
posting of the Invitation to Bid or Bidding Documents. May be held at

least 30cd before the deadline for submission and receipt of bids
considering the following: method, nature and complexity of contract and
International participation is more advantages. Shall be discuss, clarify and
explain, among other things, the eligibility requirement and the technical
and financial components of the contract to be bid.

Post –Qualification

- To determine whether bidder with LCB complies with and its responsive to
all requirements and conditions of eligibility and the bidding of the contract -
to be declared the Lowest Calculated and Responsive Bid. (LCRB).

Award of Contract

- Contract shall be awarded to the bidder with the Lowest Calculated and
Responsive Bid (LCRB) and its submitted price or total calculated bid price,
whichever is lower. Notice of Award is issued by the HOPE within the
following periods: NGAs and LGUs are 15 cd and GOCCs and SUCs are
15cd. The BAC Secretariat shall post the NOA in the PhilGEPS, Procuring
Entity’s websites and in any conspicuous place within 3 cd from its
issuance.

Third Day of Learning Event: August 20, 2020

The Subject Matter Expert, Atty. Velicaria presented his lectures on the following
topics:

 Protest Mechanism – this includes Protest on Decision of BAC, Requisites for the
filing of a Valid Protest, Verified Position Paper, Resolution of Protest, Resort to
Regular Courts, Protest Fees and Non-Policy Matter Opinion.

 Penal, Civil and Administration Provisions


 Penal Provisions – Coverage includes all type of procurement whether done
manually or electronically, when bidder is a juridical entity, criminal liability and
the accessory penalties shall be imposed on its directors, officers or employees
who actually commit any of the foregoing acts and if a person previously held

liable or found guilty under the provisions of the Act and this IRR has a
controlling interest in a prospective bidder-entity the said bidder-entity shall be
disqualified to participate in any procurement activity being conducted by the
Government.

- Includes Applicable Penalty like Imprisonment for not less


than six(6) years and one (1) day but not more than fifteen (15) years, Penalty
of temporary or perpetual disqualification from public office and permanent
disqualification from transacting business with the government (private
individual).

- Offenses Committed by Public Officers and private individuals,


Jurisdiction, Corrupt or Fraudulent Practices, Collusive or Coercive Practices
were presented.

 Civil Liability – this includes restitution for the damage done, forfeiture in favor
of the government of any unwarranted benefit derived from the acts in question
of any unwarranted benefit derived from the act or acts in question or both, at
the discretion of the courts, all contracts executed in accordance with this act
shall contain a provision on liquidated damages which shall be payable in case
of breach and once the cumulative amount of liquidated damages reaches
10% of the amount of the contract, the procuring entity shall terminate the
contract, without prejudice to other causes of action and remedies open to it.
 Administrative Sanctions – includes suspension for one(1) year (first offense),
for 2 years (second offense) from participating in the public bidding process
and disqualification from further participating in the public bidding being
undertaken by the Procuring Entity , Forfeiture of Bid Security or the
Performance Security and the procedures for the blacklisting of manufacturers,
suppliers, distributor, contractors, or consultants for government projects shall
be undertaken in accordance with the guidelines to be issued by the
Government Procurement Policy Board (GPPB).

 Blacklisting and Suspension


 Blacklisting is an administrative penalty disqualifying a person or an entity from
participating in any government for a given period while;
 Suspension is imposed for infractions committed by a contractor during
competitive bidding stage, whereby such contractor is prohibited from further
participation in the bidding process of an agency

In the afternoon, Engr. Mondroy shared his expertise on Alternative Modes of
procurements and Updates on Consolidated for the Alternative Methods of
Procurement.

 Procurements Standards – Procuring Entities shall adopt Public Competitive


Bidding as the general mode of procurement. Alternative methods shall be
resorted only with the following exceptions. In highly exceptional case, to promote
economy and efficiency and justified by conditions specified in IRR. No government
procurement shall be undertaken unless it is in accordance with the approved Annual
Procurement Plan (APP) of the Procuring Entity.

The Subject Matter Expert also enlighten some latest Government


Procurement Policy Board Issuances from 2018 to July 2020.

An open forum was conducted. Some of the participants raised questions,


issue/concerns that they have encountered during the procurement process while the
Subject Matter Experts patiently answered . Some of which are:

you stated yesterday that we have to innovate, meaning sir, to develop an information
system with audit trail. Aren’t the use of emails and sending of PDF which is password
protected applicable?

A: Yes, the Procuring Entity must innovate, top ICT personnel and formulate new policy
regarding procurement during this pandemic time.

Q. Sir, regarding the GPPB Online Portal, as stated in an NPM issued by GPPB, all
emergency procurement conducted during covid pandemic must be posted at the portal,
what if there is no emergency procurement conducted, do we still have to register?

A. The procuring entity don’t have to register @GPPB Online Portal if they don’t procure
supplies and a materials during this pandemic.

Q. Sir regarding Virtual Store, since it includes Agency to Agency in Early Procurement
Activities (EPA), procurement of CSE and PS-DBM shall be conducted earlier. In the e-

wallet, budget unit cannot obligate the amount to be placed in the E-Wallet since there is no
approved GAA. What should be done since there is no GAA yet but we have EPA

A. Cannot procure common supplies and equipment using the E-Wallet since the basis of
awarding of EPA is the GAA (January of the Current Year)

VII. CONCLUSIONS

The three-day Learning Event on Digital Learning (webinar) on Republic Act 9184
was a very successful learning event due to the active participation of all personnel in the
Regional Office and PENROs who are specifically members of the RBAC, PBAC, TWG and
Secretariat with the cooperation of the Subject Matter Experts from the DENR, Central
Office.

VIII. RECOMMENDATIONS

 It is hoped that this activity created awareness on the benefits of transparent,


competitive, effective and economical procurement on government
expenditures as well as a synchronized implementation of all procurement
procedures at all levels of DENR-I operations.
 This training should also be given to all procurement personnel which will be
a great help in their day to day responsibilities. Updates regarding the said
law must always be introduced for constant compliance. The knowledge and
skills gained includes the proper determination of all documentary
requirements to be required from respective suppliers/contractors for all
purchases and subsequent disbursement made in order to comply with all our
oversight agencies including COA, DBM and GPPB.

 This learning event be undertaken every year to concerned learners as a


refresher an at the same time for the learners to also read the IRR.
