PREPAREDNESS AND BASIC LIFE SUPPORT ORIENTATION
Twelve Schools of DepEd Carmen District, Carmen, Surigao del Sur
April 23, 2024 – May 23, 2024

I. BACKGROUND
Rationale
The education sector is evidently one of the most vulnerable
sectors in the community during natural and human-induced
emergencies, thus the Local Government Code of 1991 and
enactment of Republic Act 10121 of 2010 mandates the Local
Government Unit to be the frontline of proactive participatory
approach and promotions of Disaster Risk Reduction and
Management programs, projects and activities capacitating the
learners and teachers’ knowledge, skills and attitude.

Further, pursuant to RA 10121, and its Rule 6, Section 4 (5)


and (11) of the Implementing Rules and Regulations provides that
MDRRMC shall organize and conduct training, orientation, and
knowledge management activities on disaster risk reduction and
management at the local level and disseminate information and
raise public awareness about those hazards, vulnerabilities, and
risks, their nature, effects, early warning signs and counter
measures.
MDRRMOs play a crucial role in disaster preparedness and
response. By capaciating students and teachers in basic life support
and Community-Based DRRM preparedness, the MDRRMO ensures
that the community has a pool of individuals who can assist during
disasters when professional help may be delayed or overwhelmed.

Objective
The learners together with their teachers were able to
describe the local disaster situation in relation to the overall disaster
situation in the Philippines; define the basic concepts related to
disaster, hazards and climate change that as foundation for
understanding DRRM preparedness aligned to existing laws, policies
and other relevant references. In addition, the learners and teachers
were able to return demonstrate the five emergency principles in

responding to emergencies and gained knowledge and skills on how
to respond if someone suffering from heat-related emergencies;
foreign body airway obstruction; and correct procedure in
conducting cardiopulmonary resuscitation.

Participants
A total of 708 learners, teachers and non-teaching staff
coming from the all Twelve (12) schools of DepEd Carmen District
were able to participate in the Orientation on Disaster Risk
Reduction and Management preparedness and Basic Life Support, to
wit:

Facilitators/Trainers
The facilitators/trainers were the responders/rescuers of
MDRRMO Carmen headed by Rexjoy M. Mullanida, LDRRMO
I/Operations and Warning assisted by Joanna Irene O Aguipo, Jimuel
Sumbilla, Michael Enguito, Hydson Cloma and Volunteers’ President
Jolliboy Yanson under the supervision of June E. Jaramillo, LDRRMO
II/ICO.

II. ACTUAL ACTIVITY


Orientation’s Overview
Rexjoy M. Mullanida, Team Leader of MDRRMO Carmen
introduced the topics to be discussed regarding Disaster Risk
Reduction and Management preparedness and Basic Life Support
emphasizing that helping the community was not based on the age
and gender of individuals. Hence, highlighting that saving the lives
and properties is a proactive approach and shared responsibility of
the communities and local government unit. The presentations used
were from the Community-Based Disaster Risk Reduction and
Management Training materials conducted by OCD Caraga for
DRRM Preparedness and for the BLS was from DOH Caraga.

Disaster Risk Reduction and Management


Preparedness

Mr Mullanida discussed the Philippines Disaster Context to the


participants and the extent of different disasters experienced by
learners for past years in their respective barangays. He also
explained the sectors and areas of the community with limited
capacities including the children and persons with disabilities to
prepare for and respond in threat of disaster. He also differentiated
between hazards and disasters. He showed the hazard map of
certain barangay where participants reside to illustrate the hazards
and its threat.

In addition, the participants were able to define the disaster


and identify what are those elements at risk to be affected to be a

to be a disaster. Several videos were shown to visually illustrate
how the disaster heavily affected the communities. The learners
were able to share their reflections and opinions about what they
saw and shared their own experiences regarding the hazards turned
to disaster.

Activity exercises were also given which corresponded to the


topic discussed like MAY BANTA, MUKHANG NAKAKABAHALA, a
game where participants received a scenario and will pass the
message to its group like a message relay to assess if they knew
what alert level they should prepared (ALERT 1: ALERTO; ALERT
LEVEL 2: HUMANDA; and ALERT LEVEL 3: LUMIKAS) based on
scenario given.

Basic Life Support

The MDRRM personnel brought a mannequin for


cardiopulmonary resuscitation demonstration and other materials,
equipment necessary to the topics. Mr Mullanida discussed the
objectives and importance of Basic Life Support for the learners and
teachers, and being capacitated will help individuals suffering hard
to breathe and heat exhaustion.

The highlight of the topic is the Five Emergency Action


Principles, if an individual will witness the incident, he/she may be
able to help the victim/patient by activating medical assistance after
securing the scene, and will proceed to initial and secondary
assessments until professional help will arrive.

The pool of trainers demonstrate then the proper and correct


way of conducting the Cardiopulmonary Resuscitation if the patient
has no breathing and weak pulse. The participants were able to
demonstrate such principles.

Lastly, the principals and head teachers of all schools were


thankful to the initiative of LGU Carmen through MDRRM Office for
extending its capacity development to the students and their
teachers.
