2. Background and Rationale

Ethiopia, with its growing population and vast rural communities, faces significant challenges in
providing quality education across all regions. While there have been efforts to improve education
through government initiatives, the gap between urban and rural access to learning resources remains
substantial. Many students in rural Ethiopia do not have access to the same quality of education as
those in cities due to factors such as lack of infrastructure, trained teachers, and access to learning
materials.

E-learning platforms have emerged as a powerful tool to overcome geographical barriers and provide
access to education. However, in Ethiopia, e-learning solutions often struggle due to limited internet
access, unreliable electricity, and low penetration of technological devices in rural areas. This research
aims to address these challenges by developing a mobile learning platform tailored to the unique needs
of rural Ethiopian communities. By leveraging mobile technologies, which are increasingly accessible
even in remote areas, the proposed system could bridge the educational gap and provide equitable
learning opportunities for rural students.

3. Problem Statement

Despite Ethiopia’s progress in the educational sector, rural students still face severe challenges in
accessing quality education. The digital divide is especially apparent in rural areas, where students lack
access to e-learning platforms due to inadequate infrastructure, including limited internet access, and a
scarcity of affordable digital devices. This research seeks to investigate how mobile learning applications,

General Objective:
