Yes, El Niño or La Niña does affect a larger area. The weather has the
biggest effect and causes a jet stream. A region that has lower temperatures
during a La Nina is the west US and Southern Atlantic ocean, and the
eastern US, east Australia have higher temperatures.

Given that there are better fishing conditions when there are cool
upwelling currents off of the South American coast, describe fishing
conditions during an El Niño and a La Niña.
El Nino is not upwelling so therefore no fishing, and Na Nino is excess
upwelling, so it would be overfishing.
