Introduction
For a development in layout design to be sustainable, it has to be done aligned with certain
principles of sustainable development and these includes the need to balance human needs
with conservation of natural resources to achieve equitable and environmental appropriate
development. Also the environment objectives require conservation of non-renewable natural
resources, sustainable use of renewable resources and reduction of waste to a level where it
can be absorbed withinthe environment without causing irreversible change. Sustainable
development should be that development which is interpreted as that which meets the need of
the urban population for shelter and livelihoods and allows people to influence their destiny
through participation in open and transparent government. In order to achieve sustainability,
settlement planning should aim to make efficient use of land, minimise consumption of
energy, minimise over extraction of water resources and population of both water and air.
Some of the crucial elements for sustainable settlements in developing countries includes the
meeting of human needs, the creation of robust and adaptive environments, the increasing of
self-sufficiency among the residents of developed areas. Also the other principle of
sustainable development is that settlements should provide for people's social and economic
welfare and be adaptive to change so as to increase self-sufficiency and reduce the needfor
travelling.
Planning standards, from the meaning of the word "standard" - is regarded as measure for
qualities or for the required degree of excellence, hence physical / town planning standards
are created standards by planning agencies used in the regulation of use and control of land.
Planning standards are normally in the form of codes or regulations pertaining to space
requirements, site specification, height, land use and other criteria required by the Authorities
for the development of land or property. For people to enjoy their environment and living
areas, the environment should be well and properly managed to achieve sustainable
development, and the best way to attain the state of sustainable development is through
physical planning which can also be referred to as Town planning. Through sustainable
development of residential settlements, the environment created today will meet the demands
of the future generations without them compromising their plans to suit the already
established developments. Moreover all activities arising from needs, at personal or collective
levels are made available simultaneously in concordance, investments, conveniences,
functionality, living and working within the environment are maximised. In order for town
planning to achieve its goals, the planning standards are formulated by Town Planners used
as guides to monitor and control the physical development activities of the land developers.
Town Planning Standards as a tool covers a wide range of office standards in the building
industry and the examples includes subdivisions of settlements, height restriction, land use
and zoning among others. Subdivision standards controls minimum order small dimensions
for example in plot construction. The plot has to ideally contain enough space for the
construction of a basic structure, ideal for future expansions as well as some facilities like
gardening and recreational services.
Actually the Physical planning or Town planning standards can be broadly classified into five
major categories and these are locational standards, space standards, housing standards,
commercial standards as wellas industrial standards. A standard provides people and
organisations with a basis for mutual understanding and they are used as tools to facilitate
communication, measurements, commerce and manufacturing
Locational standards, these are guidelines for the placement of users or facilities on land.
These uses or facilities are represented in the form of appropriate or ideal positioning of uses
on the land in the basic interaction needs of the users. When locational standards are being
