RESOLUTION ENACTING AN ORDINANCE.

WHEREAS, in recent months lawless elements committed series of bank


robberies in the different parts of the country, killing not only security guards but
even the hapless bank employees and clients as well. Police investigators had a hard
time looking for and identifying the culprits and rued that the installation of closed -
circuit television (CCTV) would have helped them in their police work;

NOW, THEREFORE, on motion of Coun. Adriano R. Carantes Jr. duly


seconded, be it

RESOLVED, as it is hereby done, to enact the following Ordinance, to wit :

ORDINANCE NO. 29. s.2009

REQUIRING ALL BANKS IN THE MUNICIPALITY OF ITOGON,


PROVINCE OF BENGUET TO INSTALL HIGH DEFINITION CLOSED-
CIRCUIT TELEVISION (CCTV) WITH CORRESPONDING IMAGE
RECORDER

BE IT ORDAINED by the Sangguniang Bayan in session duly assembled,


that:

SECTION 1 . Definition of Terms:

1 . Closed-Circuit Television (CCTV) - is the use of video cameras to transmit


signal to a specific, limited set of monitors.

2. Digital Video Recorder (DVR)

a) A Video Recording device that uses a hard disk drive or optical disk drive,
instead of a VCR tape, to record programs.

b) Sometimes called Personnel Video Recorder (PVR(. DVR’ s are hard-


drive based recording systems that allow viewers to copy TV programs for
later viewing similar to videocassette records.

c ) A Digital Video Recorder is like a VCR, but with a hard drive and without
the hassles of videotapes or timers. Thin “ tape-less” VCR and more.
DVR’ s record shows digitally and save them to a hard drive. All recorded
programs are listed on your TV screen for playback in any order.

SECTION 2. All banks are required to install closed -circuit television


otherwise known as CCTV with corresponding image recorders on their facilities:
Provided, that those institutions who already have CCTV in their facilities register
their installation to the Office of the Municipal Treasury and Itogon Police Office;
and provided, further, that old installations should be upgraded .

SECTION 3. The Municipal Treasury Office and the Itogon Police Office
shall undertake to formulate rules and regulations and steps to implement the
provisions of this Ordinance.

SECTION 4. Penalty Clause. All Banks are required to comply with this
Ordinance as a deterrent and for the safety of their employees and clients as well .

SECTION 5. Separability Clause. If for any reason or reasons, any part or


provision of this Ordinance shall be found unconstitutional or invalid, the other parts
or provisions hereof which are not affected thereby shall continue to be in full force
and effect.

SECTION 6. Repealing Clause. All Ordinances, resolutions and


regulations or part or parts thereof, which are inconsistent with this Ordinance are
hereby repealed or modified accordingly.

SECTION 7. Effectivity Clause. This Ordinance shall take effect in


accordance with the provisions of the Local Government Code of 1991.

LET COPIES hereof be furnished the Municipal Treasury Office, Municipal


Engineering Office, Municipal Land Zoning Office, Municipal Assessor’s Office,
PNP-Itogon, Municipal Fire Marshall, all nine (9) barangays, this Municipality,
