2. General surrey of the project :
2.1 Theproject area has great pot.ential of land sourtes ,-ith adequate -
light and heat ;the lands are flat and continuous . with good irrigation
conditions .Area to be newly reclaimedand irrigated is 540610ha as
cultirated land
The derelopmentarea has less precipitation , with large evaporation
arndfrequent sand4wind.In Termsofreclamation.and plantation , kwter
resourcesRust startfirst . irrigationand drainagewill go in

Rirer. with 1.031 billion a3 surface iwter and 42Xof utilizations rate .

As far as existing waterfacilities are concerned, someof them are
ased, and with low standard and lowutilization coefficient or canals:
1.49 for Chiangia Irrigation District , 10.43for ShuangtaIrrigation
District. withgreat water conveyanceloss. FarBshavepoor counterpart
works,accounting for 50? , withgreat waterloss. Therefore
it is
necessary
to buildand rebuildirrigation
system,
Amongthe54600 ha of proposed
landto be reclaimed
and irrigated
,salined land is 35030 ha tobe-drainedandleached.Thereforeit is
necessary- to buildnew maindrains
Total population in the project area is 0.1353 million:
among
rstich , 58300 labor force ;per capita cultirated land is 0.28ha ,in
avera,geper labor force cultirates 0.65 ha land . Fu-ther derelopment
of newareasis in greatshortageof laborforce.Therefore ,itis
necessary to imigrate 0.2 million peoplefrom middle andsouthern
parts of GansuProvince to derelop this resion ; the emigratedareas are
in shortage of land and high cold withshady humidity
,or with aridity
abd less precipitation ,kitb deteriorated liring conditions and severely
damaged ecology. rtis certain thatafter -inmigrationpeople's living
standard can be improrted.

2.2.1 Changma project

oater Resources juncture is a large scale coaprehensire
project withmainfunctionof powergenerating , waterstorage andflood
regulation . Theproject is located at the point of 1.36 kw downfiro
Chaba Gorgeinlet . about 75 kw away fromfusenCitr .
Changas Reservoir is not only the - faucet water resources works
w
of the Shule River butit also is theprincipal part of he juncture
,.Total storage capacity is 194 million o3 , active storage capacity is
100 million 3 , flood prevention capacity is 14 million *3 .
After cuspietion of the reservoir ,it will Jointly run Iith I
Shuansta and Chiiin Reservoir in downstreau to solve contradiction
bet ween water supply and denand by ceansof scientific dispatch and :

The old bead works is the existing Chang'a dam head htrks, :
locating at the Changwadam about 6 km awasfrog the outlet of Changma
gorge . The bead works belongs to large scale (srade II ) project after.
20 years running , following probleas are existing due to poor sand;
transport .2000 r3 of annual sand and and were flushed into canals .and
canalpwereseriously daraged. Water intakehas difficulty in taking

be reclaimed inHuahaiIrrigation District , total irrigation aren will
be 10t00ha . Therefore (lie oldheadworks can not meet.demand anda
nevoneis tobe constructed .
The new Headworks, 5.5 km upwardsto Chijin Reservoir .5.5 km
downwards to the old bead works . ThleHeadmorks juncturweis composed
of overflow swir, earthrockdar, intake gate etc. HIaahaiFeeder Canal
also will be extended upwards7.55 km while the new Read works is tnder
construction .
