PREFACE
The present report is the third self-assessment report written for the
Department of bio-Medical Engineering at the College of Engineering -
University of nahrain over the date. The report represents the first step
towards achieving Quality Assurance in accordance with international
standards, which is a strategic and important decision for the scientific
and educational process of the department. The decision was adopted by
the “General Board” of the department (which includes in its membership
all members of the faculty in the department) at its meeting on June 30,
2014. The report coincides with a wide and comprehensive campaign
carried out by the College of Engineering and NU in this area and under a
central guidance and support from the Iraqi Ministry of Higher Education
and Scientific Research (MOHESR).
In writing the report, we have rely mainly on the template of a self-
assessment report issued by the UNESCO Iraq Office, in addition to a
number of similar reports of a number of Arab and international
universities that have already presented such a report.
The report includes an introduction to the Department of Medical
Engineering and its history, scientific disciplines and awarded degrees,
system of study and curriculum, organizational structure and
administration, general features of its policy in various fields and aspects.
The report also reviews the required criteria for the self-assessment and
related appendices according to specifications of SAR.
The report applies SWOT analysis technique, criticizing (Strengths,
Weaknesses, Opportunities, and Threats) of the Department. A SWOT
analysis is an effective tool for planning and developing strategies and
policies for any organization.
Hoping that the report receives the attention of experts to enrich it with
valuable thoughts and ideas to help in guiding the Department in the right
direction towards ensuring quality and reliability of the educational system
of medical Engineering program according to international specifications
and standards, and to be accredited by solid international accreditation
agencies like ABET.

B. Program History
The engineering program at the College of Engineering in Al-Nahrain
University is a multi-discipline engineering program that serves the
national economy of Iraq.
The medical engineering department in Al-Nahrain University was
founded 1997 as of the engineering college departments of this university.
The study in this department takes 5 years in order to obtain the B.Sc.
degree and 2 years to obtain the M. Sc. degree in medical engineering
science. Since founded, the department had approximately (234) medical
engineers graduated and more than (121) of them have obtained M.Sc.
degree in medical engineering which is a one of a kind specialization in all
Iraqi universities. They now work in several fields as professors in colleges
and technical institutions or medical engineers in hospitals, medical centers,
and scientific companies to exercise their vital role in constructing people
and the society.

C. Options
The College of Engineering at Al-Nahrain University offers eight
options for freshman students to get B.Sc. degree in engineering namely;
Civil, Mechanical, Chemical, Computer, Medical, Architectural, and
Optical-Laser Engineering.

D. Organizational Structure
The organizational structure of the Department includes a set of
integrated elements. Each one of these elements has authorities, duties
and responsibilities which are specified accurately, so that the Department
can function well and achieve the required goals. Figure(0-1) shows the
organizational structure of the Department.

E. Program Delivery Modes


The engineering program is offered in the day mode only, with courses
offered in traditional lecture/laboratory style. All students are required to
spend six weeks in summer training (cooperative education). There is no
distance education or web-based component in the program.
The leadership and operation of the dept. is based on 2 strategic documents:
the development plan and the quality manual. The quality manual is
process-based where the processes are described, including the related
person, activities, indicators and documents. Quality assurance is based on
the principle of the Deming cycle (plan-do-study-act).

Criterion 1. Students
A. Student Admissions
An applicant for admission in this program must satisfy the following
minimum requirements:
1. The applicant should have an Iraqi secondary school certificate
majored in basic sciences. If the certificate is obtained from outside
Iraq, then an equivalency from the Iraqi Ministry of Educationmust
be made.
2. Admission is centrally controlled by the Ministry of Higher
Education and Scientific Research, according to the capacity plans
of the Iraqi Universities, the rating average of the applicants, and
their desires. Sometimes admissions exceeds the capacity plane.
3. Distribution of students among the eight engineering departments
of the College of Engineering at Al-Nahrain University, is made
according to the capacity plans of the departments, the rating
average of the applicants and their desires. The capacity plan of the
Department of medical Engineering since 1989 is 22 freshman
students. Sometimes admissions exceeds the capacity plane due to
Ministerial decisions, therefore the factual enrollment has ranged
from 22 to 28 students.
4. A privilege is given by the Ministry to the top students in the first
year of the Departments of Physics in the Colleges of Since in Iraq

and the top graduates in the Departments of Building and


Construction at the Iraqi Foundation of Technical Education to
apply to the central admission process.
5. The applicant must submit the required documents and register
within a specified period.
Table 1-1 shows some admission statistics of the medical engineering
program for the past five years.

B. Evaluating Student Performance


1) Students Assessment
Student's performance in each subject is evaluated by the instructor in
the form of a numerical grade, through various types of assessment
assignments, chosen according to what is appropriate for the subject in
question. These assignments usually are a combination of examinations,
quizzes, homework, and/or laboratory reports. Projects and/or reportswith
oral presentations are also required for some subjects. Certain assignments
are graded by a group of instructors, e.g. the graduation project, where the
student also gives an oral presentation of the written project report, and
answer questions on it.

2) Students Evaluation
Al-Nahrain University adopts semester’s system of study, accompanied
with a standard definition of credit hours. Each semester credit hour
represents one theoretical class hour per week with a stipulated duration
of 50 minutes. Based on the definition of 15 weeks per semester, a typical
three-credit hour class will consist of 45 hours of contact hours. Every two
tutorial, experimental, or application hours are equivalent to one
theoretical hour. On the bases of each subject credit

hours, the final evaluation of the student is obtained. Table 1-2 shows the
participants of the medical Engineering program and the percentage of
success for each class over the past five years.

3) Students Progress
The students progress is monitored by the Examining Committee, and
discussed periodically by the Department Council. The Examining
Committee continuously checks the transcript of each student in order to
ensure that the student remains in good academic standing. Grades are also
forwarded to advisors, to assist them in monitoring student progress. If the
student failed to pass half the subjects at the second attempt of the final
exam, he/she must perform the whole year again. If the student

failed again, he/she will be dismissed. On the other hand, the student
must attend classes on regular basis so as absence of each subject'sclasses
do not exceed (15%) of the total number of the subject hours during the
semester. This is to ensure that the student follows the syllabi of each
subject and assimilated it well.

C. Advising Students:
Faculty members periodically meet with the students to review their
progress. The Department is looking forward toward a standardized
advising process to be developed and adopted to make students aware of
the correct procedures for being advised.
Table 1-3 shows the percentage of faculty members and their
qualifications to the number of students during the academic year (2015-
2016).

D. Transfer Students and Transfer Courses:


Transfer students are admitted by the College Deanery through the
Assistant Dean office for Scientific and Students Affairs, after consulting
the Committee of Transfer Credit Evaluation in the Department. This
Committee works according to central instructions issued by the Ministry
of Higher Education and Scientific Research. The transferred students are
subjected to a scientific comparison between the curriculum of the medical
Engineering program at their previous institutions and the curriculum
adopted in the medical engineering program at this Department. The
Committee converts the subjects achieved in the previous institutions to
subjects that have to be achieved in the medical Engineering program of
this Department, and posts them to the student’s

transcript. Table 1-2 had already showed numbers of transfer students for
the past five academic years.

E. Graduation Requirements:
To deserve a Bachelor of Science degree in the medical engineering
program of the Department, the student must fulfill the following academic
requirements:
1. Passing the five academic levels successfully within a maximum
allowable period of study of 7 years, plus one additional year if
needed at the final level.
2. Passing the Summer Training successfully.
The Examination Committee in the Department maintain a complete
file of records on the progress of each student according to the academic
program. The Registration Section at the College Deanery have the same
file too. This file contains all academic records and related correspondence
and documents of the student, including the following:
 Transcript, updated at the completion of the senior year with 60
Subjects of 169 Units. Table 1-4 shows the Total Credits Required
for Graduation.
 Audit sheet tailored to the medical engineering curriculum, showing
subjects and their credits in separate categories, detailing
engineering, math and science, and humanities and others.
 Copies of all academic correspondence of the student, including
letters of admission to the College of Engineering.
 Any exceptions to the rules filed by the student and any actions taken
on those exceptions.
 Any comments or instructions included by the student’s faculty
advisor, Head of Department, Registration Office, or otherpertinent
source.

F. Enrolment and Graduation Trends:


All students are full-time students, there are no part-time or full-time
equivalent (FTE) students. Table 1-1 had already showed that enrollment
fluctuates during the past Five years, due to the external influence of the
central admission managed by the Ministry. While graduation for the past
five years seems to be at a stagnating level. Unfortunately there isn't
enough information to show the program graduates' current employment,
job title, or other placement information nor certification and licensure.

G. Opinion of Students
During the period of the academic year, the student is required to
meet with a faculty members and to review his/her progress.
The Department of ME determined that a standardized advising process
needed to be developed and posted to make students aware of the correct
procedures for being advised, this proposal process is shown in
APPENDIX (A) and (B) for the students opinion about curriculum and
faculty, respectively .

Criterion 2. Program Educational Objectives


A. Mission Statement

1) Department Vision
The Department of medical Engineering Endeavour’s to be one of
the leading medical Engineering Programs in Iraq and the region.

2) The Main Features of the Program:


 Its quality is comparable with similar international Programs while
introducing flexibility to meet local needs without affecting its
quality.

 The program is well positioned to address the areas of recent


research in the area.

3) Department Mission
The department board consists the department’s faculty with of lecturer
and above. It represent the highest authority of the department which
portrays all aspects of its policy and supervise the functioning of the
academic programs. The board has a regular semimonthly meetings.
The Department of medical Engineering, aspires to be a centre of
excellence in educating professionals in medical engineering in Iraq. The
philosophy of the Department is to promote a model of education that
promotes both professional and educational aspects of a discipline that
supports academic creativity, cultural development, and operates within an
environment that encourages technology transfer. The Departmentoffers a
comprehensive program at undergraduate and postgraduate levels that can
play a pivotal role in the development of the engineering areas in Iraq, and
provide a forum for research into topical areas and contribute to policy
debates.

4) Mission
1. Graduating highly qualified ethical medical engineers.
2. Building the leadership qualities in its graduates through teaching
how to lead, problem solving, team work, quality considerations,
and professionalism at work.
3. Instilling in graduates the spirit and commitment for acquiring
knowledge and community service.
4. Contributing ideas of projects and carrying out research for the
benefit and development of the community.
5. Nurturing and care of outstanding students and encouraging them to
use their skills.
6. Student counselling, guidance and strengthening of citizenship spirit.
7. Providing good working environment for students, faculty, and
other personnel with emphasis on high academic, professional and
ethical standards within the university campus. Freedom of
opinions and respect of others opinions and encouragement in
exchanging knowledge.
8. Learning outcomes statements are typically characterised by the use
of active verbs expressing knowledge, comprehension, application,
analysis, synthesis, evaluation, creation etc.
9. They have implications for qualifications, curriculum design, teaching,
learning and assessment, as well as quality assurance.

Since its establishment, the ME Department at NU, worked hardly


and continuously based on his noble mission in society service to achieve
a number of strategically goals and objectives, the most important of them
are:
1. Graduate medical engineers to serve in healthy center and hospital ,
construction and other sectors of the medical engineering .
2. Improving the teaching and administrative activities to meet
international accreditations standards and the mission of the
department.
3. Improving the academic abilities of the faculty and attracting highly
skilled personnel.
4. Improve the abilities of management and technical supporting staff
and attract the highly skilled for employment.

5. Optimum use of resources and potentials of the department.


6. Cooperation, academic exchange programs, partnerships with other
universities and academic centers in developed countries.
7. Establishing viable applied research that generates knowledge for
local and foreign markets.
8. The graduate outcomes for a degree are clearly written statements
about the knowledge, skills and attitudes of its graduates.
9. Graduate outcomes are developed from a number of sources
including professional accreditation bodies, employer groups, the
university educational principles and the professional experience of
staff teaching in the discipline.
10. Graduate outcomes represent the subject matter, techniques, skills
and attitudes of central importance to the chosen discipline(s).
11. From these outcomes the curriculum of the course is constructed,
the subdivision of structure into units is made, and the outcomes
specific to each of the units are derived.

C. Consistence of the Program Educational Objectives with the Mission


and Activities of the Engineering College of NU

The Medical Engineering Department PEOs are aligned well,


closely linked to, and consistent with the department’s mission. The first
one of the objectives (PEO-1) provides the first step towards a career of
achievement and service. The needed background of knowledge andskills
are acquired to achieve this objective. Students acquire quality

education through several avenues, including knowledge, skills and values


as reflected in PEO 1. The professional and ethical issues are also
preserved in (PEO-1). PEOs 2, 3, 4 and 6 ensure the qualities for self-
development and professional growth and improvement of the faculty
and administrative and technical staff.
The medical Engineering Department PEOs are closely linked to, and
consistent with, the University of nahrain and College of Engineering
missions. The University and College missions are directly served by the
first, fifth and seventh medical Engineering Department PEOsas
productive citizen in ever-changing technological world. The program
educational objectives are focused on attributes of the graduates thatenable
them to fulfill the vision that is found in the mission of theUniversity.

E. Process for Establishing Program


Educational Objectives
PEO Definition
The primary function of the ME program that is compatible with
the missions of the College of Engineering of NU is to instill in its
graduates a solid foundation of mathematical, scientific, and engineering
knowledge in addition to developing the intellectual skills essential for
excelling in their careers. The PEOs were discussed with all faculty
members in several departmental meetings.
Objective #1 provides students with a solid foundation in the Medical
Engineering discipline and design methodologies through emphasis on
the application of mathematical, scientific, and engineering principles. It
provides the students with the knowledge of proper ethical and professional
practices relevant to medical Engineering, as well as awareness of the
societal impact of medical engineering technologies. Objective #2 focuses
on the improvement, development and qualification of the teaching and
administrative activities of the department. Objectives#3 & #4 concentrate
on the development and improvement of the faculty, engineering,
technical, and administrative staff capabilities. Objectives #5considers the
optimum use of the department facilities and resources, and improvement
and qualification of these facilities. Objectives #6 is related to the
engagement and cooperation of the department with the highly qualified
and developed universities and countries in order to improve and develop
the ME Program of the department. Objectives #7 focuses onthe scientific
research activities of the department and how it can be directed towards the
service of community, government and state.

F. Achievement of Program Educational Objectives


The assessment process of ME Program objectives is done
continuously and informally whenever possible through many channels,
such as employers and Alumni surveys, students’ questioners process,
faculty members’ opinions, experts from industry opinions… etc. Starting
from the present academic year 2013-2014, a systematic documentation
for a number of questioners was made. The assessments are analyzed by
the faculty to determine if changes are needed.
To support the program, the Medical Engineering Departmenthas
made questioners to (18) different state offices, factories, companies

and also private sector companies asking them about their opinions in
the department graduates and their suggestions to improve the program.
The results of the questioners are shown in Figure (2.1).

Criterion 3. Program Outcomes


The concept of competence

• Competence is defined as the ability to meet demands or carry out a


task successfully, and consists of both cognitive and no cognitive
dimensions. Competences that are important across multiple areas of
life and that contribute to an overall successful life and a well-
functioning society.

A. Process for Establishing and Revising Program Outcomes


The program outcomes have been formulated to support the
achievement of the program educational objectives when the skills,
knowledge, and attitudes learnt by the students are put into practice in the
workplace or in postgraduate study. The process for establishing and
revising the outcomes is one in which the faculty first engages in
thoughtful consideration of the program educational objectives then
revised the program outcomes to ensure that they adequately support the
Program educational objectives

B. Program Outcomes
The 10 outcomes of bio- Medical engineering program are listed below.
They have been organized into a logical grouping of the knowledge and
skills that are subset of each outcome:
a) An ability to apply knowledge of mathematics, science, and
engineering.
b) An ability to design and conduct experiments, as well as to analyze
and interpret data.
c) An ability to function on multidisciplinary teams.
d) An ability to identify, formulate, and solve engineering problems.

C. Curriculum Relationship to the Program Outcomes


The learning outcomes of the curriculum are mapped to the
Program Outcomes with a level of emphasis being Low (L), Medium
(M), or High (H). The level of emphasis of a program outcome is
determined by the weight used for assessing the outcome in each subject.
The level of emphasis for an outcome is determined by the weight as
follows:

• When the subject outcome weight is < 10%, it will be given a


Low rank (L).
• When the subject outcome weight is between 10% and 20%
it will be given a Medium rank (M).
• When the subject outcome weight is > 20% it will be given a
High rank (H).

Unfortunately, the Department suffers from poor archive and obsolete
means of documentation.

E. Achievement of Program Outcomes


Assessment of the Medical Engineering program is carried out by the
Study Plan Committee at the Department. Curriculum revisions and
development actions proposed by the aforementioned committee are
presented to the Department Council for discussion, and approval. Then
the finalized set of recommendations is adopted. The last cycle of
curriculum assessment and development process was made in the academic
year (2013-2014). It was carried out after a general and comprehensive
review to the old curriculum and in response to the comments / assessment
of the Study Plan Committee and the Faculty.
The Department is looking forward towards adopting a new strategy
using multiple measures of students outcomes through the following tools:

The year-end survey is the primary source of information used for
program improvement.

B. Actions to Improve the Program


The faculty continuously improves the performance of the Department
by improving any weak process or deficit in achieving the outcomes. The
following specific actions have either been successfully implemented or
are in process.

1.b) How the Curriculum Aligns with the Program Educational


Objectives
The faculty has complete authority to define, revise, implement,
and achieve program educational objectives. Input is required from the
students, alumni, and the employers of our alumni in the implementation
of program objectives. The major role of the faculty is to create, revise,
and evaluate subjects for the program as well as define and revise
program educational objectives and ensure achievement of student
outcomes. Therefore, the above process ensures alignment of the
curriculum with Program Educational Objectives as shown in

various tables. The medical faculty insures that the students receive all
the engineering analysis within the context of engineering program. At
our faculty meetings, the discussion is possible subjects to be introduced

3) Culminating Major Design Experience


The medical engineering program has been designed by the faculty to
prepare students for successful engineering practice. While designed to
develop the essential knowledge, skills, and abilities needed for
professional practice or graduate study, the curricular structure of the
program equips the students with educational experience necessary to
enable them to succeed in a world characterized by rapidly developing
technology, growing complexity, and globalization.
The program must prepare graduates to apply knowledge of
mathematics, physics, chemistry, and at least one additional area of basic
science, consistent with the program educational objectives; apply

knowledge of technical areas appropriate to medical engineering; conduct


medical engineering experiments and analyze and interpret the resulting
data; design a system, component, or process in more than .
The curriculum builds from basic to advance courses, has a logical
prerequisite tree, and balanced semester loads among various technical and
general education courses.

4) Curricular Components' Time and Attention


The professional components of the engineering curriculum specify the
subject areas appropriate to engineering but do not prescribe specific
subjects. These components must include:
 Engineering topics, consists of engineering sciences and
engineering technologies appropriate to the field of study.
 Topics in mathematics and basic sciences (some with experimental
experience) appropriate to the discipline.
 General education topics that complements the technical content of
the curriculum and is consistent with the program objectives.
The requirements of the medical engineering program and its
curriculum components and credit hours can be summarized as follows:
 Five Years Program (Full-time Study).
 169 Subject Credit Hours.
 Curriculum Components:
o Engineering Topics: 113 hrs, ≈ 70% of curriculum.
o Mathematics and Basic Science: 25 hrs, ≈ 16 % of curriculum.
o General Education: 22 hrs, ≈ 14% of curriculum.

5) Cooperative Education
The medical engineering curriculum requires students to complete
sixty days of summer training at private healthy center or governmental
firms. This training is a compulsory component of graduation
requirements. It is supervised by the Summer Training Committee of the
department.

6) Requirements for Bachelor of Science in Medical Engineering

The following subsections describe the program areas: (1)


Mathematics, (2) General Education includes Technical engineering
component (non-mechanical) and non-technical component including
social and humanity component. (3) Topics of Core Engineering

The mechanical engineering program subjects develop the knowledge


and skills that will enable students to:
• apply basic mathematical and scientific concepts for the description
and solution of engineering problems,
• develop initial proficiency in mechanical engineering disciplines,
• develop the ability to conduct experiments, and critically analyze and
interpret data,
• perform mechanical engineering integrated design of systems,
components, or processes by means of practical experiences (group
projects),
• identify, formulate, and solve mechanical engineering problems using
modern engineering tools, techniques, and skills,
• collaborate in group projects,
• develop their written and oral communication skills through
presentations of project results,
• Acquire an appreciation for some of the ethical problems that arise
inthe exercise of the profession.

Criterion 6. Faculty
A. Leadership Responsibilities

1) The Leader of the Program


The Head of Department is appointed by the President of Al-Nahrain
University, according to the recommendation of the Dean of the College of
Engineering, which is already based on choosing one of three candidates
elected by the Department faculty. The authority of the Head of
Department spans in general for two conductive years. At the end of

these years, the authority can be extended once, or another faculty member
is appointed to take his place by the same procedure.

2) Leader Responsibilities
The Head of Department recommend the members of the Department
Council, Registrar of the Department and all Permanent Committees, to
be assigned by the Dean.
The Department Council usually consist of all of the faculty members
that have the higher scientific ranks. The Head of Department distributes
the administrative, scientific, and academic tasks among the faculty and
staff. He chair the Department Council meetings and represents the
Department at the College Council meetings. The Head of Department
exercises scientific, administrative and financial delegations by which he
can perform his job.

B. Authority and Responsibility of Faculty


Our full-time faculty includes; teaching, supervision, research work,
academic services, and professional services to society. Most of the issues
are taken care of by the relevant committees using teamwork approach. For
example, course evaluation and modification is the main task of the Study
Plan Committee, however, any Faculty member can initiate modification
of any current course or creation of a new course. The Study Plan
Committee studies and discusses the renovation and present it to the
Department Counsel where each member has the chance to interfere in the
creation or modification process. Then curriculum renovation proposal is
presented to the College of Engineering Council for final approval.

C. Faculty Workload
The department of ME employs fully 6 staff members with Ph.D. degrees
from highly reputable international universities. The number of faculty
staff changed through the last ten years while the number of enrolled
students is fluctuating. The course load is distributed in accordance with
faculty rank; that is; 6 credit hours maximum for Professor, 8 credit hours
maximum for an Assistance Professor, 10 credit hours maximum for
Lecturer, and 12 credit hours maximum for

Assistance Lecturer. Any extra course load for each faculty member is
compensated for financially. The faculty work load for the fulltime of

The department currently employs (15) Faculty members with Ph.D.


degrees and (13) Faculty members with M.Sc. degrees. The number of
faculty members had changed through the last ten years due to the changing
circumstances of the country. The number of enrolled students usually
fluctuate according to the circumstances of the Central Admission Policy at
the Ministry of Higher Education and Scientific Research. The teaching
load is distributed in accordance with Faculty rank; that is to assign a
maximum of 6 credit hours for each Professor, 8 credit hours for each
Assistance Professor, 10 credit hours for each Lecturer, and 12 credit hours
for each Assistance Lecturer. Any extra course load for each faculty

E. Faculty Size

1) Involvement and Interaction with Students


All faculty members maintain regular posted office hours, and most of
them have an open-door policy; supervise senior design projects, requiring
regular weekly meetings with the students; and all of them serve as
advisors to undergraduate research projects. Faculty members also serve as
advisors for professional societies, advising student leaders, and supporting
students in regional and national conferences and competitions. Therefore,
quality teaching and student interactions areemphasized at the Department.

2) Student Advising
Freshman advising is handled by the Committee of Student Affairs in
the Department of ME. The Committee consisting of some members of the
faculty is responsible for advising students. The faculty advises, motivates,
and helps students with their professional development. There are
occasions in which faculty members spend (B) shows the students opinions
of the Faculty members through the self-assessment questioners.time with
students outside the classroom on special projects and in undergraduate
research activities. Students’ advising is provided by all faculty members
based on expertise and guidance as preferred by the student. This service
is provided by all Mechanical faculties and it is offered voluntarily, with
no academic release time.

3) Interactions with Industry and Government

The department contributed over many years in providing services to


several different state offices and the private sector as well. These services
have included a variety of activities including engineering consultancy, to
conduct preliminary and final designs, check designs, supervision of
project implementation, organizing courses anddevelopmental courses of
continuing education, research and evaluationof patents, contract research
for postgraduate students with state offices, and other activities.

G. Faculty Development
Faculty professional development activities include: attending seminars
and lectures, participation in training workshops, attending professional
conferences, publishing new papers and articles, review activities,
conducting new researches, training programs, postgraduate studies inside
and outside Iraq. Among the Faculty members there are (9) joining
postgraduate programs to obtain the Ph.D. degree, outside the country.

• Leave of Absence (Study Abroad): An institutional program


allows faculty who have not completed a Ph.D. degree and are in
a tenure or tenure-track position to obtain an opportunity to study
abroad. The ministry provides tuition, travel, and a monthly
stipend. Those who are not in tenure-track positions also
participate through temporary contracts with the same benefits.
Many professors have successfully participated in this program
and have been successfully retained at the department.

• Center for Continuing Education The center offers


professional development courses and training to faculty and to
recently admit graduate teaching assistants. All new faculty and
graduate teaching assistants are required to take at least one year
of training in their first year of work.

• Sabbatical Leave: The University supports a faculty


professional leave (sabbatical) activity after five years of service.
Some members of the faculty take advantage of this opportunity.

Criterion 7. Facilities

A. Space
The ME Department faculty and students have sufficiently
adequate (with minimum requirements) facilities available for
conducting a successful program. The facilities include several
classrooms, laboratories, workshop, faculty offices, department
library, college and university libraries, university students club, and
network access facilities. We have two large (65 chairs) meetings
and conference rooms, both equipped with computer integrated
projection equipment (LCD and / or Data Show). We also have a break
room equipped with sufficient requirements. As for the university
library it is located in campus center. The network access facilities are
provided by the Computer Center of Baghdad University in the form
of a Wireless LAN network available in all university buildings. Only
8 terminals are available now in the department. In the following
sections we provide detailed information regarding the faculty offices,
classrooms, laboratories, workshop, faculty offices, department
library, and college and university libraries.
1) Offices
The faculty offices are located in buildings 1 and 2. Most of these
offices are for two faculty members each, and some are for three
members. The offices have adequate furniture, but they are not air-
conditioned and not equipped with computers or network connection. It
should be noted, though, that the faculty offices are small in size such
that they are inadequate to hold a discussion between the faculty and
more than 2-3 students. The average faculty office space is about 10
square meters.
2) Classrooms
The classrooms include large and small ones. All are equipped
with blackboards, and some with whiteboards, as the main tool for
lecture presentation. Table (7.1) provides the classrooms types andsizes
and the number of students (or persons) the classroom can accommodate.

All classrooms are not equipped with network connected


computers or high resolution projectors which can be used to deliver
electronic class notes and perform in-class demos and presentations.

3) Laboratories
Medical Engineering Department contains many laboratories and
workshops which includes many devices and equipment used to conduct
the experimental tests by undergraduate students and it is helpful toconduct
the engineering projects by the forth class students, in addition tothe ability
of using many of them to achieve different tests and other works to the
government establishments, private sector, postgraduate students and
researchers generally. These labs are located in buildings 1, 2, and 4
summarizes the list of available labs and their sizes.

4) Libraries
The students can have access to three libraries in the
university campus; these are the libraries of the department, college and
the university.

The Department’s Library


This library is a newly established one, it was established in 2009 and
offers services to the students, faculty members, engineering and technical
staff of the department. Besides, the library is also accessible to

The College’s Library


The Library of Engineering College is one of the oldest
scientific libraries in the University. It was established in 1989, and then
developed well in the later years to become one of the mother libraries in
engineering and contains more than (74901 books) and (1450 periodicals
titles). The library offers its services to the students, faculty members,
and researchers from inside and outside the college. Lastly, the library
finished the documentation of all books, periodicals, theses and
dissertations in a complete data base to facilitate the accessing process for
students and researchers. The library continuously organizes and / or
participates in book fairs.
The Central Library of the University
The Central Library of al-Nahrain University is established since 1988.
It is located in center of the campus. The following is a brief of the library
facilities and activities:

B. Resources Support

1) Computing Resources, Hardware and Software


As stated above, computers are available in each room, or a laptop is
provided to each Faculty member in stead. A network access facility is
provided by the Computer Center of Al-Nahrain University in the form of
a Wireless LAN network available in all university buildings. One terminal
is available now in the Department. Both Faculty and students can access
the network at the Information Technology Laboratory in the Department
of Computer Engineering at the College.

2) Laboratory Equipment Planning, Acquisition, and Maintenance


One of the most important and challenging problems encountered
in the department is the lack of laboratory equipment and
instrumentation in the department laboratories, in spite of
considerable progress achieved by the department in this area in the
last year.

The Medeical Engineering Department continuously addresses any


upgrades / additions for the labs by estimating the yearly budget
needed for the labs and submitting it to the college and university.
The full process used to determine the department lab budget is
divided into two levels: (1) the college and university level, and (2)
the department level. The two levels are described next.

At the college and university level, as every fiscal year is coming to an


end, the planning committee at the college and university level is
required to review the needs of major equipment and PCs of all
academic colleges and departments make consolidated
recommendations for the allocation of an appropriate budget for the
next fiscal year. In this connection, a memo will be sent to all the
academic colleges / departments by the chairman of the university
planning committee before the end of every fiscal year requestingthem
to prepare their lists of major equipment and PCs for labs to be

procured during the following fiscal year. A standard form is provided


to all the departments to fill their lists of major equipment and PCs for
labs.
At the department level, the Head of the labs committee in the
MED is used to send a memo to all the faculty and lab supervisors
asking them to prepare the list of major equipment for all the labs to be
procured during the present or following fiscal year. The lists of items
required for all the labs are to be prepared on the prescribed form
providing appropriate information (Item description, quantity,
estimated unit cost, Total amount, Priority, justification ...etc). These
form the basis for future lab budget allocations and justifications.
The objective is to consider the upgrade / enhancement of lab
facilities (in terms of addition of new equipment and PCs as well as
replacing old ones) to:
• Support lab experiments, students senior design projects,
course projects, and PG thesis and dissertation work.
• Support the conduct of newly proposed lab experiments.
• Support setting up of new labs proposed in the emerging areas.
• To support faculty research.
• To remove obsolescence (i.e., Modernization of the labs).
In the fiscal year 2010, about (50,000,000.00 ID) was spent for
purchasing new laboratory equipment and maintaining some
equipment.

 The laboratory equipment planning, acquisition, and maintenance


processes are adequate with minimum requirements for achieving
the program’s outcomes at the MED.
3) Personnel to Install, Maintain, and Manage Hardware, Software
and Networks
Hardware, software and networks facilities are installed, maintained,
and managed by the College Deanery Office.

4) Personnel to Install, Maintain, and Manage Laboratory


Equipment
Laboratory equipment are installed and maintained by the College
Deanery Office. They are managed by the technical staff in the relevant
Department.

Criterion 8. Support

A. Program Budget Process


The ME Departmental budget is part of the overall College of
Engineering budget. The departmental budget is mainly dominated by the
laboratory budget that is submitted separately per the process explained in
the previous article. Additional budget items include furniture,
rehabilitations of university buildings, books, supplies… etc. In addition to
the approved laboratory budgets presented earlier.

B. Sources of Financial Support


University of AL-nahrain and its colleges and departments are a fully
supported government institution, with the entire budget coming from
the Iraqi government. Moreover, the university also receives some
grants and gifts from some state offices and institutions, as well as from
some international organizations and civil society organizations.
However, such contributions amount to only a small fraction of the
government allocations. Thus, the main source of departmental
financial support is from government allocations. Additional sources
of departmental financial support come indirectly from faculty funded
research grants, experimental tests made in some laboratories for
various state organizations, and industry consultations. All these
activities are covered by the Central Cooperation Mechanism
Committee of the university, which is working according to the law of
cooperation mechanism
C. Adequacy of Budget
Al-Nahrain University is a governmental institution that is centrally
funded by the government, in addition to some revenues earned by the

University against consulting services offered to the Industry.


Nevertheless, the budget is influenced by the economic situation of the
country upward and downward.

D. Support of Faculty Professional Development


The Faculty professional development, as a prime objective of the
Department, the College, the University and the Ministry administrations,
are financially supported by all of them in two major concurrent functions:
1. Pedagogical development.
2. Research development.

E. Support of Facilities and Equipment


The allocation of office space and laboratory facilities is the
responsibility of the college and university with suggestions and
recommendations from the department. On the other hand, the scheduling
of classrooms is the responsibility of the department. Moreover, the college
maintenance department is responsible for all maintenance issues related
to offices, laboratories. The college maintenance department accepts
maintenance requests from the departments through written orders. In
general, the support of facilities and equipment is inadequate to achieve
program’s outcomes in a perfect manner.

F. Adequacy of Support and Institutional Services


The ME Department has one unqualified secretary to assess the
department in all administrative aspects. Similarly, the department relies
on the college Network/Computing services group for support on
computing and networking facilities. The department has no engineer or
technician to supervise the tasks of running, maintaining, and upgrading
the various teaching and research laboratories at the department.
Accordingly, the aforementioned personnel resources are inadequate to
meet the program’s outcomes. Furthermore, the department and faculty
rely heavily on some resources and support facilities provided by the
college and university. These include:
1. The Electronic Computer Center of the University.

2. The Purchasing Committees in both college and university.


3. The Maintenance Department in the college.
4. The College Library.
5. The Central Library of the University.

With respect to the college and university libraries, both contain a good
collection includes books, periodicals, proceedings, theses, reports, maps,
charts, electronic resources, and audiovisual materials. The libraries
provide assistance to the faculty and students in their search for
information and library materials.

Criterion 9. Program Criteria


A SWOT analysis (alternatively SWOT matrix) is a structured planning
method used to evaluate the strengths, weaknesses, opportunities and
threats involved in a project or in a business venture. A SWOT analysis
can be carried out for a product, place, industry or person. It involves
specifying the objective of the business venture or project and identifying
the internal and external factors that are favorable and unfavorable to
achieve that objective. Some authors credit SWOT to Albert Humphrey,
who led a convention at the Stanford Research Institute (now SRI
International) in the 1960s and 1970s using data from Fortune 500
companies However, Humphrey himself does not claim the creation of
SWOT, and the origins remain obscure. The degree to which the internal
environment of the firm matches with the external environment is
expressed by the concept of strategic fit.

 Strengths: characteristics of the business or project that give


it an advantage over others.
 Weaknesses: characteristics that place the business or project
at a disadvantage relative to others.
 Opportunities: elements that the project could exploit to its
advantage.
 Threats: elements in the environment that could cause
trouble for the business or project.

Identification of SWOTs is important because they can inform later steps


in planning to achieve the objective.

First, the decision makers should consider whether the objective is


attainable, given the SWOTs. If the objective is not attainable a different
objective must be selected and the process repeated.

Users of SWOT analysis need to ask and answer questions that generate
meaningful information for each category (strengths, weaknesses,
opportunities, and threats) to make the analysis useful and find their
competitive advantage.

A SWOT analysis is carried out to determine strengths, weaknesses,


opportunities, and threats. The assessment of strengths and weaknesses
are facilitated through information gathered from the committees in the
Department and evidences provided by the faculty and associates. Local
and regional influences and concerns are of paramount importance when
deciding about the strategies and actions to be taken. Therefore an external
look to identify opportunities and threats is necessary to the internal self-
study in SWOT analysis.

A. Strengths of the Program

 Modernity and diversity in educational programs in both


undergraduate and postgraduate studies.

 Quality of the graduates’ reputation is the development and up-to-


date labs and their equipment.

 The relative proximity of labs and study halls locations which


saves time.

 Availability of programs directed to freshmen.

Availability of competent professors for a variety of specialties:

1. Sufficient number of the faculty members are available having a wide


spectrum of specialties and comprising both young and dynamic

D. Threats of the Program


1. The instable political, security, and economical situations in the
country.
2. The fast pace of developments in technology and emerging of new
fields.
3. The Mass production of engineers through twenty five Engineering
Colleges all around the country against the limited chances of work
inside the country.
4. The poor quality of incoming students especially in the areas of
language, analytical thinking, and motivation.
5. Razing admission volume by the Ministry above the planned capacity
affect the quality of incoming students concerning language,
analytical thinking, and motivation.
6. The central control of curriculum development by the Sectored
Committee in the Ministry, causes delays in making changes in the
curriculum.
7. Inadequate financial support for scientific research reduces the level
and number of researches and articles to be published in international
scientific journals as a basis for enhancing the reputation of the
college and the university in order to be in level of international
universities.

E. Strategic Objectives
A close examination of the aforementioned SWOT analysis reveals that the
strategic plan, concerning this program, should focus on the improvements
that are related to faculty, staff, teaching, curriculum, students, and
facilities. Therefore, the following strategic objectives have been
developed in order to graduate medical eng. to serve the healthy parts
inside and outside Iraq according to the Department's vision and mission:
