appendices.

1. Airport security assessment
i. The Airport operator shall be responsible for ensuring the implementation of preventive
security measures in accordance with the Annex 17, the Aircraft (Security) Rules, 2023,
the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Aerodrome security program and its Internal QCP.
ii. The Airport Operator shall ensure that airport design requirements, including
architectural and infrastructure-related requirements necessary for the implementation
of security measures in the NCASP, are integrated into the design and construction of
new facilities and alterations to existing facilities at airports.
iii. The airport operator shall ensure that airport risk assessment shall be carried out
applying security considerations to airport design and operation. Such assessments shall
be undertaken by the airport operator together with the appropriate authority so that the
design of an airport is flexible enough to adapt to future security requirements without
major restructuring. Knowledge of the strengths and weaknesses of an airport at the
design stage with regard to potential acts of unlawful interference plays a critical role
in the decision-making process.
iv. The airport operator shall be responsible for the implementation of various aspects of
the national civil aviation security programme to promote, develop, and implement
measures and mechanisms that contribute to establish a strong and effective aviation
security culture.

v. The Quality control activities of the airport operator shall be carried out by the BCAS
Certified Auditor in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Aerodrome security program and its Internal QCP.

1.1 Airport audit/inspection


i. The airport operator shall develop, maintain and implement the internal quality
control activities in accordance with the NCASQCP.
ii. The airport operator shall carry out internal audit / inspection by preparing
annual schedule as prescribed by the DG BCAS. The airport operator shall
retain the data of internal audit / inspection and take the corrective action plan.
These records shall be produced before annual audit/ inspection of BCAS.
iii. The BCAS Certified Auditor shall ensure that all aspects of airport security
assessment shall be complied in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC
Orders and Circulars, OMs, SOPs, respective Aerodrome security program and
its Internal QCP.

1.1.1 Preparation: The airport operator shall prepare an annual schedule of quality control
activities. The development of an annual schedule is based on frequency defined in
accordance with the NCASQP and AO 3/2023 dated 14.2.2023 and as amended from time
to time. The preparation of internal quality control activities shall include but not limited
to, the following aspects: -

a) Preliminary study of documents provided by the audited entity.


b) Development of the audit plan.
c) Allocation of local liaison officer.
d) Allocation of duties within the mission.
e) Aerodrome Security Programme.
f) Pre-audit questionnaire / Pre – inspection questionnaire.
g) Minutes from the latest meetings of the airport security committee and other
security committees.
h) Internal quality control results (internal audits, inspection and tests).
i) Report and/or the corrective action plan from any previous audit, if applicable.
j) Authority to carry out audit / inspection /test from the DG BCAS.
k) Composition of Team and Internal meetings for allocation of duties.

1.1.2 Assessment of compliance with national requirements

The BCAS Certified Auditor shall assess the compliance during internal audit/ inspection
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Aerodrome security program and its Internal QCP. During assessment of compliance, the
BCAS Certified Auditor shall adhere to the standardized approach objectivity, impartiality
and credibility.

(a) Aerodrome security programme (ASP): The BCAS Certified Auditor shall verify
validity of security clearance and approval of aerodrome security programme in
accordance with the NCASP.
(b) Airport security committee: The BCAS Certified Auditor shall verify regular conduct
of airport security committee by the airport operator in accordance with Annex 17, the
Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC
Orders and Circulars, OMs, SOPs, respective Aerodrome security program and its
Internal QCP.
(c) Selection and recruitment: The airport operator shall verify the selection and
recruitment of security staff implementing security functions shall be done in
accordance with the NCASP, the NCASTP. The CSO of the airport operator shall
ensure providing requisite human resources in the airport security department.
(d) Training of airport aviation security personnel: The BCAS Certified Auditor shall
verify that employees engaged, in security or non-security duties, are trained and
qualified in initial and refresher training, as specified by the DG, BCAS in the National
Civil Aviation Security Training Programme.
(e) Security restricted areas, including signs, barriers and access control systems: The
BCAS Certified Auditor shall verify the security restricted areas, including signs,
barriers and access control systems in accordance with Annex 17, the Aircraft (Security)
Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars,
OMs, SOPs, respective Aerodrome security program and its Internal QCP.

(f) Airport security identification permit system- The BCAS Certified Auditor shall
verify measures of Airport security identification permit system is being followed in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Aerodrome security program and its Internal QCP.
(g) Vehicle permits-The BCAS Certified Auditor shall verify issuance of vehicle permit
shall be done in accordance with the AEP guidelines, 2022, the NCASP and as amended
from time to time.
(h) Vehicles and supplies conveyed airside – The BCAS Certified Auditor shall verify
measures in place for Vehicles and supplies entering airside is being followed in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Aerodrome security program, and its Internal QCP.
(i) Movement of persons and vehicles –The BCAS Certified Auditor shall verify
measures in place for movement of persons and vehicles is being followed in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Aerodrome security program, and its Internal QCP.
(j) Screening of originating hold baggage*: The BCAS Certified Auditor shall verify
measures of Screening of originating hold baggage is being followed in accordance
with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Airport Security
Program, Airport QCP.
(k) Screening of transfer hold baggage*: The BCAS Certified Auditor shall verify
measures of Screening of transfer hold baggage is being followed in accordance with
Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Airport Security
Program, Airport QCP
(l) Protection of screened hold baggage or accepted into the care of the aircraft
operator*: The BCAS Certified Auditor shall verify measures of Protection of
screened hold baggage or accepted into the care of the aircraft operator is being
followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Aerodrome security program, and its Internal QCP.
(m) Lock and key controls –The BCAS Certified Auditor shall verify measures in place
for provisioning of lock and key controls is being followed in accordance with Annex
17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective Aerodrome security program, its
Internal QCP.
(n) Emergency plans and procedures – The BCAS Certified Auditor shall verify
measures in place for emergency plans and procedures is being followed in accordance
with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Aerodrome security
program and its Internal QCP.

*In case of Inline hold baggage screening facility

(o) Explosive detection and disposal – The BCAS Certified Auditor shall verify measures
in place for explosive detection and disposalis being followed in accordance with
Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Aerodrome security
program, and its Internal QCP.
(p) Construction plans –The BCAS Certified Auditor shall verify measures in place for
construction plansis being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and
Circulars, OMs, SOPs, respective Aerodrome security program, and its Internal QCP.
(q) Business Establishment and other retailers/tenants- The BCAS Certified Auditor
shall verify procedures for business establishment and other retailers/tenants is being
followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Aerodrome security program, and its Internal QCP.
(r) Internal quality control measures – The BCAS Certified Auditor shall verify internal
quality control activities are being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and
Circulars, OMs, SOPs, respective Aerodrome security program, and its Internal QCP.
(s) Hold baggage screening facility configuration and systems*: The BCAS Certified
Auditor shall verify measures of Hold baggage screening facility configuration and
systems is being followed in accordance with Annex 17, the Aircraft (Security) Rules,
2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs,
SOPs, respective Aerodrome security program, and its Internal QCP.

1.1.3 Conclusion of airport security audit/inspection – Conclusion of assessment shall be


given in the preliminary and final audit reports. The preliminary audit report shall be
informed to the airport director / aerodrome in-charge or its representative of the airport
operator, before closing the audit process and finalising the draft audit report. The final
report will be prepared and submitted to the CSO of the airport operator in the prescribed
format as per its Internal QCP.
1.2 Airport Security Tests – The BCAS certified Auditor shall carry out security test in
accordance with AVSEC order 3/ 2023 dated 14.2.2023 and as amended from time to time.
1.2.1 Preparation –The BCAS certified Auditor shall prepare security test in accordance
with AVSEC order 3/2023 dated 14.2.2023 and as amended from time to time.
1.2.2 Types of security tests- The BCAS certified Auditor shall verify the types of security
test in accordance with AVSEC order 3 / 2023 dated 14.2.2023 and as amended from
time to time.
1.2.3 Conclusion of Airport Security Tests – The BCAS certified Auditor shall conclude
the security test in accordance with AVSEC order 3/2023 dated 14.2.2023 and as
amended from time to time.
1.3 Quality control activity forms, checklists and protocols for the conduct of airport
security audits, inspections and tests-The BCAS certified Auditor shall forward PAQ/
PIQ checklist and follow the protocols in accordance with NCASQCP.

(e) Protection of aircraft: The BCAS certified Auditor shall verify measures in place
for Protection of aircraft is being followed in accordance with Annex 17, the
Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective aircraft operator security
program and its Internal QCP.
(f) Protection of flight crew compartment during flight: The BCAS certified
Auditor shall verify measures in place for Protection of flight crew compartment
during flight is being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders
and Circulars, OMs, SOPs, respective aircraft operator security program and its
Internal QCP.
(g) Screening of originating hold baggage **: The BCAS certified Auditor shall
verify measures of Screening of originating hold baggage is being followed in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Aircraft Operator Security Program, Aircraft Operator QCP.
(h) Screening of transfer hold baggage **: The BCAS certified Auditor shall verify
measures of Screening of transfer hold baggage is being followed in accordance
with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Aircraft
Operator Security Program, Aircraft Operator QCP.

(i) Protection of screened hold baggage or accepted into the care of the aircraft
operator: The BCAS certified Auditor shall verify measures of Protection of
screened hold baggage or accepted into the care of the aircraft operator is being
followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective aircraft operator security program and its Internal QCP.
(j) Passenger and baggage reconciliation: The BCAS Certified Auditor shall verify
measures in place for Passenger and baggage reconciliation is being followed in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
aircraft operator security program and its Internal QCP.
(k) Transit stops- disembarking passengers: The BCAS Certified Auditor shall
verify measures in place for Transit stops- disembarking passengers is being
followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective aircraft operator security program and its Internal QCP.
(l) Persons in custody and under administrative control and disruptive
passengers : The BCAS Certified Auditor shall verify measures in place for
Persons in custody and under administrative control and disruptive
passengers is being followed in accordance with Annex 17, the Aircraft (Security)
Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and
Circulars, OMs, SOPs, respective aircraft operator security program and its Internal
QCP.
(m) Carriage of weapons in the cabin of the aircraft: The BCAS Certified Auditor
shall verify measures in place for Carriage of weapons in the cabin of the aircraft
is being followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023,
the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs,
SOPs, respective aircraft operator security program and its Internal QCP.
(n) Carriage of weapons in the hold of the aircraft: The BCAS Certified Auditor
shall verify measures in place Carriage of weapons in the hold of the aircraft is

(p) Advance passenger information system (APIS): The BCAS Certified Auditor
shall verify measures in place for Advance passenger information system (APIS
is being followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023,
the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs,
SOPs, respective aircraft operator security program and its Internal QCP.
(q) Catering and stores: The BCAS Certified Auditor shall verify measures in place
for Catering and stores is being followed in accordance with Annex 17, the
Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective aircraft operator security
program and its Internal QCP.

(r) Internal quality control activities: The BCAS Certified Auditor shall verify

aircraft operator security program and its Internal QCP.

1.1.3 Conclusion of aircraft security audit/inspection - Conclusion of assessment shall be


given in the preliminary and final audit reports. The preliminary audit report shall be
informed to the CSO or its representative of the aircraft operator, before closing the
audit process and finalising the draft audit report. The final report will be prepared and
submitted to the CSO of the airport operator in the prescribed format as per its internal
QCP.
1.2 Aircraft operator Security Tests - The BCAS certified Auditor shall carry out security
test in accordance with AVSEC order 3/ 2023 dated 14.2.2023and as amended from time
to time.
1.2.1 Preparation –The BCAS certified Auditor shall prepare security test in accordance
with AVSEC order 3 / 2023 dated 14.2.2023 and as amended from time to time.
1.2.2 Types of security tests- The BCAS certified Auditor shall verify the types of security

1. Cargo and mail security assessment (Regulated Agent security assessment)


i. The regulated agent shall be responsible for ensuring the implementation of preventive
security measures in accordance with Annex 17, the Aircraft (Security) Rules, 2023,
the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Regulated agent security program, Regulated agent QCP and applicable
national laws.
ii. The regulated agent shall ensure that airport design requirements, including
architectural and infrastructure-related requirements necessary for the implementation
of security measures in the NCASP, are integrated into the design and construction of
new facilities and alterations to existing facilities at airports.
iii. The regulated agent shall be responsible for the implementation of various aspects of
the national civil aviation security programme to promote, develop, and implement
measures and mechanisms that contribute to establish a strong and effective aviation
security culture.
iv. The Quality control activities shall be carried out by the BCAS certified Auditor in
accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
regulated agent security program and its QCP.
1.1 Cargo and/or mail audit/inspection

i. The regulated agent shall develop, maintain and implement the internal quality
control activities in accordance with the NCASQCP.
ii. The regulated agent shall carry out internal audit / inspection by preparing
annual schedule as prescribed by the DG BCAS. The regulated agent shall
retain the data of internal audit / inspection and take the corrective action plan.
These records shall be produced before annual audit/ inspection of BCAS.
iii. The BCAS certified Auditor shall ensure that all aspects of airport security
assessment shall be complied in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC
Orders and Circulars, OMs, SOPs, respective Regulated agent security
program, Regulated agent QCP.
1.1.1 Preparation: The Regulated agent shall prepare an annual schedule of quality control
activities. The development of an annual schedule is based on frequency defined in
accordance with the NCASQP and AO 3/2023 dated 14.2.2023 and as amended from
time to time. The preparation of internal quality control activities shall include but not
limited to, the following aspects: -

a) Preliminary study of documents provided by the audited entity.


b) Development of the audit plan.
c) Allocation of local liaison officer.
d) Allocation of duties within the mission.
e) Regulated agent Security Programme.

1.1.2 Assessment of compliance with national requirements

The BCAS Certified Auditor shall assess the compliance during internal audit/ inspection
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the
NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective
Regulated agent security program, Regulated agent QCP.During assessment of
compliance, the BCAS certified Auditor shall adhere to the standardized approach,
objectivity, impartiality and credibility.

(a) Facilities security: - The BCAS Certified Auditor shall verify measures Facilities
security is being followed in accordance with Annex 17, the Aircraft (Security)
Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders and
Circulars, OMs, SOPs, respective regulated agent security program, regulated
agent QCP.
(b) Selection and recruitment: The BCAS Certified Auditor shall verify measures
Selection and recruitment is being followed in accordance Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders

AVSEC Orders and Circulars, OMs, SOPs, respective regulated agent security
program, regulated agent.
(f) Chain of custody Protection of cargo and mail: The BCAS Certified Auditor
shall verify measures of Chain of custody Protection of cargo and mail is being
followed in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the
NCASP, the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective regulated agent security program, regulated agent QCP.

1. Security screening assessment


i. The ASG (CISF/state police) shall be responsible for ensuring the
implementation of preventive security measures in accordance with Annex 17,
the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective Aerodrome security
program, Airport operator QCP and applicable national laws.
ii. The ASG (CISF/state police) shall ensure that airport design requirements,
including architectural and infrastructure-related requirements necessary for the
implementation of security measures in the NCASP, are integrated into the
design and construction of new facilities and alterations to existing facilities at
airports.
iii. The ASG (CISF/state police) shall ensure that airport risk assessment shall be
conducted applying security considerations to airport design and operation.
Such assessments shall be undertaken together with the appropriate authority so
that the design of an airport is flexible enough to adapt to future security
requirements without major and costly restructuring. Knowledge of the
strengths and weaknesses of an airport at the design stage with regard to
potential acts of unlawful interference plays a critical role in the decision-
making process.
iv. The ASG (CISF/state police) shall be responsible for the implementation of
various aspects of the national civil aviation security programme to promote,
develop, and implement measures and mechanisms that contribute to establish
a strong and effective aviation security culture.
v. The Quality control activities shall be carried out by the BCAS certified Auditor
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP,
the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective the ASG (CISF/state police) security program, the ASG (CISF/state
police) QCP.

1.1 Security screening audit/inspection

i. The ASG (CISF/state police) shall develop, maintain and implement the internal

1. Aircraft caterers security assessment-


i. The aircraft catering establishment shall be responsible for ensuring the
implementation of preventive security measures in accordance with Annex 17,
the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective aircraft catering
establishment security program, aircraft catering establishment QCP and
applicable national laws.
ii. The aircraft catering establishment shall be responsible for the implementation of
various aspects of the national civil aviation security programme to promote,
develop, and implement measures and mechanisms that contribute to establish
a strong and effective aviation security culture.
iii. The Quality control activities shall be carried out by the BCAS certified Auditor
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP,
the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective aircraft catering establishment security program, aircraft catering
establishment QCP.
1.1 Aircraft caterers and cleaning companies’ audit/ inspection:
a. The aircraft catering establishment shall develop, maintain and implement the
internal quality control activities in accordance with the NCASQCP.
b. The aircraft catering establishment shall carry out internal audit / inspection by
preparing annual schedule as prescribed by the DG BCAS. The aircraft catering
establishment shall retain the data of internal audit / inspection and take the
corrective action plan. These records shall be produced before annual audit/
inspection of BCAS.
c. The BCAS certified Auditor shall ensure that all aspects of airport security
assessment shall be complied in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC
Orders and Circulars, OMs, SOPs, respective the aircraft catering establishment
security program, aircraft catering establishment QCP.

1.1.1 Preparation: The aircraft catering establishment shall prepare an annual schedule of
quality control activities. The development of an annual schedule is based on frequency
defined in accordance with the NCASQP and AO 3/2023 dated 14.2.2023 and as
amended from time to time. The preparation of internal quality control activities shall
include but not limited to, the following aspects: -

a) Preliminary study of documents provided by the audited entity.


b) Development of the audit plan.
c) Allocation of local liaison officer.
d) Allocation of duties within the mission.
e) The Aircraft catering Establishment Security Programme.

f) Pre-audit questionnaire / Pre -inspection questionnaire.


g) Minutes from the latest meetings of the airport security committee and other
security committees.
h) Internal quality control results (internal audits, inspection and tests).
i) Report and/or the corrective action plan from any previous audit, if applicable.
j) Authority to carry out audit / inspection /test from the DG BCAS.
k) Composition of Team and Internal meetings for allocation of duties

1.1.2 Assessment of compliance with national requirements: The BCAS Certified Auditor
shall assess the compliance during internal audit/ inspection in accordance with Annex
17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective The aircraft catering
establishment security program, The aircraft catering establishment QCP. During
assessment of compliance, the BCAS certified Auditor shall adhere to the standardized
approach, objectivity, impartiality and credibility.

(a) Aircraft caterers security measure /security programme: The BCAS certified
Auditor shall verify validity of security clearance and approval of the aircraft
catering establishment security programme in accordance with NCASP.
(b) Selection and recruitment: The aircraft caterers companies shall verify the
selection and recruitment of security staff implementing security functions shall be
done in accordance with the NCASP, the NCASTP.The CSO of the aircraft
caterers companies shall ensure providing requisite human resources in the airport
security department

(c) Aviation security training: The BCAS Certified Auditor shall verify that
employees engaged, in security or non-security duties, are trained and qualified in
initial and refresher training, as specified by the Director General in National Civil
Aviation Security Training Programme.
(d) Security of premises: The BCAS Certified Auditor shall verify measures of
Security of premises is being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders
and Circulars, OMs, SOPs, respective the aircraft catering establishment security
program, the aircraft catering establishment QCP.
(e) Preparation of storage: The BCAS Certified Auditor shall verify measures of
Preparation of storage is being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders
and Circulars, OMs, SOPs, respective the aircraft catering establishment security
program, the aircraft catering establishment QCP.
(f) Checking and sealing of vehicle, catering carts and containers: The BCAS
Certified Auditor shall verify measures of Checking and sealing of vehicle, catering
carts and containers is being followed in accordance with Annex 17, the Aircraft
(Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP, AVSEC Orders
and Circulars, OMs, SOPs, respective the aircraft catering establishment security
program, the aircraft catering establishment QCP.

(g) Delivery of stores and supplies: The BCAS Certified Auditor shall verify
measures of Delivery of stores and supplies is being followed in accordance with
Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective aircraft catering
establishment security program, the aircraft catering establishment QCP.
(h) Receipt of stores and supplies: The BCAS Certified Auditor shall verify measures
of Receipt of stores and supplies is being followed in accordance with Annex 17,
the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective the aircraft catering
establishment security program, the aircraft catering establishment QCP.
(i) Goods to be sold on board an aircraft: The BCAS Certified Auditor shall verify
measures of Goods to be sold on board an aircraft is being followed in accordance
with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the
NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective the aircraft
aircraft catering establishment security program, the aircraft catering
establishment QCP.
(j) Internal quality control activities: The BCAS Certified Auditor shall verify
internal quality control activities are being followed in accordance Annex 17, the
Aircraft (Security) Rules, 2023, the NCASP, the NCASTP, the NCASQCP,
AVSEC Orders and Circulars, OMs, SOPs, respective the aircraft catering
establishment security program, the aircraft catering establishment QCP.

1.1.3 Conclusion of aircraft catering establishment security audit/ inspection

Conclusion of assessment shall be given in the preliminary and final audit reports. The
preliminary audit report shall be informed to CSO of Aircraft caterers and cleaning
companies or its representative of the aircraft catering establishment, before closing
the audit process and finalising the draft audit report.

All aspects of finding of the audit are acknowledged, the final report will be prepared
and submitted to the CSO of the airport operator in the prescribed format.

1.2 Aircraft caterers and/or cleaning companies security tests

The BCAS certified Auditor shall carry out security test in accordance with AVSEC order
3/ 2023 dated 14.2.2023and as amended from time to time

1.2.1 Preparation: The BCAS certified Auditor shall prepare security test in accordance
with AVSEC order 3 / 2023 dated 14.2.2023 and as amended from time to time
1.2.2 Types of security tests: The BCAS certified Auditor shall carry out different type
of security test in accordance with AVSEC order 3/ 2023 dated 14.2.2023and as
amended from time to time.
1.2.3 Conclusion of Aircraft caterers and/or cleaning companies security tests

The BCAS certified Auditor shall conclude the security test in accordance with AVSEC
Order 3 / 2023 dated 14.2.2023 and as amended from time to time.

1.3 Quality control activity forms, checklist and protocol for conduct of Aircraft
caterers and/or cleaning companies security audits, inspections and tests.

The BCAS certified Auditor shall forward PAQ/ PIQ checklist and follow the protocols
in accordance with NCASQCP.

1. Business Establishment and other retailers/tenants Security assessment-
i. The Business Establishment and other retailers/tenants shall be responsible for
ensuring the implementation of preventive security measures in accordance
with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP, the NCASTP,
the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs, respective Business
Establishment security program, Business Establishment QCP and applicable
national laws.
ii. The Business Establishment and other retailers/tenants shall be responsible for
the implementation of various aspects of the national civil aviation security
programme to promote, develop, and implement measures and mechanisms that
contribute to establish a strong and effective aviation security culture.
iii. The Quality control activities shall be carried out by the BCAS certified Auditor
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP,
the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective Business Establishment security program and their Internal QCP.
1.1 Business Establishment and other retailers/tenants audit/ inspection:
a. The Business Establishment and other retailers/tenants security program shall
develop, maintain and implement the internal quality control activities in
accordance with the NCASQCP.
b. The concerned Airport Operator shall carry out internal audit / inspection along
with the annual schedule of the Airport as prescribed by the DG BCAS. The
Business Establishment and other retailers/tenants shall retain the data of
internal audit / inspection and take the corrective action plan. These records shall
be produced before annual audit/ inspection of BCAS.
c. The BCAS certified Auditor shall ensure that all aspects of Business
Establishment and other retailers/tenants security assessment shall be complied
in accordance with Annex 17, the Aircraft (Security) Rules, 2023, the NCASP,
the NCASTP, the NCASQCP, AVSEC Orders and Circulars, OMs, SOPs,
respective the respective Business Establishment security program and their
Internal QCP.

1.1.3 Conclusion of Business Establishment and other retailers/tenants security audit/


inspection
