Climate change policies and challenges in its Implementation

Introduction
Climate change policies include agreements and plans to reduce greenhouse gas emissions and adapt to the effect of
climate change. Several challenges and obstacles are faced in implementation and regulation of the policies.

Different climate change policies

Climate change policies in India:


According to Global Climate Risk Index 2021, India is the 7th most affected nation due to climate change. Climate
change policies in India have primarily focused on supporting synergies between development and outcome of the
climate.

1: Energy Conservation Act(EC Act-2001)


It was passed with the goal of reducing energy intensity of the Indian Economy. The Act provides a regulatory
mandate for standards and labeling of equipment and appliances, energy conservation building codes for
commercial buildings and energy consumption norms for energy intensive industries.

2: National Green Hydrogen Mission(2022)


The Union Cabinet passed it on 4th January 2022. Hydrogen can be utilized for long duration storage of renewable
energy replacement of fossil fuels in industry, clean transportation and potentially also for decentralized power
generation aviation and marine transport.

3: PM Surya Ghar Muft Bijli Yojna (15th February 2024)


It is a government scheme launched by the prime minister. Main Aims of this scheme are ton reduce electricity costs
and to increase solar rooftop capacity.

International Policies

1: The Kyoto Protocol(11th December 1997)


It operationalizes the United Nations Framework convention on climate change by committing industrialized
countries and economies in transition to limit and to reduce greenhouse gases.
Important element of the Kyoto Protocol was the establishment of the flexible market mechanism, which are based
on the trade of emission permits.

2: The Paris Agreement(12th December 2015)


Its main aim is to reduce global green house emissions to hold global temperature increase to below 2’C above pre
industrial levels and pursue efforts to limit. Provide financing to developing countries to mitigate climate change,
strengthen resilience and enhance abilities to adapt to climate impacts.

Challenges of Implementation of climate change policies:

There are various challenges faced in implementation of policies and reducing the Emissions.

Many people do not accept the predictions issued by climate scientists and hence do not act accordingly or take
things seriously. Denialism about the climate change seen in people.
Green House Gas emissions anywhere affects people globally. The only way to solve this problem is through
collective rationality or enlightened self interest. But given the state of multilateralism, expecting a truly global effort
in pursuit of the common good id a tall order.

Policies to reduce Green House Gas emissions disproportionately hurt the poor people(both globally and within the
countries). Transition to a low carbon economy involves significant economic and political challenges.

Fossil fuel industries that are major contributors of Green House Gas emissions often have strong political influence
to resist change.

Government face challenges in implementing policies that promote renewable energy and sustainable practices.

Limited sources available to combat climate change and allocating them efficiently are challenging. Funding for
climate action, technology development and climate adaptation in vulnerable region is often insufficient.

Addressing theses challenges require global cooperation, strong leadership, innovative solutions and commitment to
long term sustainability. Many Governments, organizations and individual are working towards solution, but the
urgency continues to grow, making it one of the most pressing issue of current time.
