COS due to width of Deck slab at Interchange of Km. 8.

400:

As per Schedule - B Annex-I (page no. 153 of CA), Width of Deck of the elevated road
portion of the main carriageway going from Moradabad to Bareilly at Chainage 8+400 km
interchange is 5.50 m only. As it is main carriageway of the highway from Moradabad to
Bareilly, it must be designs as per IRC-SP: 84:2019; Manual of Specification and Standards
for Four Laning of highways. Thus, the Contractor seeking COS for increasing of width of
deck slab from 5.5 m (as mentioned CA) to width of 11m (as per IRC). Please furnish your
comment.

COS for additional 01 nos. minor bridge at interchange @ Km. 8.400:

As per Schedule - B (Page No.191 of CA), two (02) Minor Bridge at Km 8+880 (1x12m) &
Km 8+450 (2x12) were proposed at Interchange Km 8.400. EPC Contractor has proposed
three Minor Bridge, for proper drainage, discharge runoff and Nalah water, according to
topography and land profile, thus it is necessary to provide minor bridges at three locations
as against that of only two in Schedule B of the Contract agreement. Please furnish your

COS for additional Service road

In Schedule-B, to connect crossroads at VUP at Chainage 3+422 km and Flyover at 4+582


km with project road. There is no any road to connect flyover and VUP users to main
carriage way. Moreover, there were slip roads available both side to connect it to the main
carriageway. Due to widening in LHS and change in ROW, it is necessary to provide new
slip roads from chainage 4+100 to 5+080 (980 m) in LHS and from 3+690 km to 5+080
km (1390 m) in RHS. Please furnish your comment

COS for shifting of Electrical utility (132 KV HT line/ 33 KV lines)


EPC Contractor has proposed for shifting/ crossing of 132 KV HT line/ 33 KV lines at Km.
2+000, Km 4+000, Km 5+400 & Km. 8+400, which is not mentioned in CA. Please furnish
your comment

In this regard, the meeting has already been conducted by the Regional Officer at their office on the dates
26.10.2023 and 27.10.2023. The Typical Cross Section (TCS) is also enclosed in Schedule B, specifying a
carriageway width of (2x11 m) for both ends of the carriageway, as also mentioned in Schedule D,
paragraph 2.2. The contractor is well aware that they are required to construct a 4-lane road in
accordance with IRC SP 84 2019.

During the meeting, in the presence of the Project Director, Authority Engineer, and Contractor, it was
agreed upon that the TCS would be enclosed in Schedule B. We are currently unaware of why this point is
being revisited. The authorities need to address this matter, as providing unnecessary benefits to the
contractor may be perceived as unwarranted. It should be noted that the TCS is a part of the Tender
Document.

Besides the two structures outlined in our report titled "GAD Drawing PIU Muradabad /FFR/Elevated -1,"
the covered drain, as dictated by the site condition, is indicated in the drawing with lengths of (230 m &
180 m). This is also depicted in the drawing with its typical cross-section labeled as "Section GG" with a
width of 12m.

It was also discussed during the meeting with the Regional Officer (RO) that if the contractor doesnot
cover the drain, they are obligated to provide full protection arrangements to ensure the safety of road
users, including crash barriers. The quantity of crash barriers allocated for this purpose may be utilized to
cover the Nala as per site requirements.

And at km 3+422 the TCS 3 is applicable as per Schedule B,There is already existing slip (km 3.8 to km
5.4)road along the alignment and for this stretch the contractor have adopt the TCS 3,3A,4 with full
height RE wall for widening the road on left side as per schedule B TCS Enclosed and per per site
condition there is good enough space to retain the existing slip road by providing the overlay thickness
over it.

ForKindly refer Schedule B in Clause 15 in the Sub Title of Utility Shifting.

work of 33KV line shifting can be done by descoping the
existing utility shifting which do not require shifting. The
existing utility details stated as:

3. 11 KV line length- 7 km
4. Transformer- 25 nos.
5. High mast- 01 No.

The concessionaire has the responsibility to shift the


over ground utilities without claiming extra cost to the
authorities and no change of scope will be entertained
in this regard.
