1.1 SFL-2000

 General
The surge fault locating system consists of the Surge Type Fault Locator SFL-2000 (hereafter SFL-2000)
installed at every terminal (electric power station) of transmission line and F/L server that performs
computation necessary to localize the fault point. The result of fault location can be checked by accessing
the system from the client PC through Web browser.
The SFL-2000 is a fault recorder that monitors the line by sampling at a higher rate of 10 MHz
synchronized by the internal GPS clock and records results.
When an accident occurs on the transmission line, SFL-2000 detects the accident and records the surge
data.

 Input signal converting stage


Broad flat frequency response range from DC to 2 MHz
 High speed sampling stage
10 MHz sampling frequency enables measurement of fast phenomenon.
 Trigger detection
Has a function of detecting a fault voltage due to the variation of internal RMS (DFR trigger
detection function), and function of detecting a fault voltage due to the change of the surge
input (Surge trigger detection function). One of these detection functions can be selected as
appropriate.
 High speed recording memory
Records surge data for each input unit.
When a fault occurs, records 4 ms-waveform data (0.5 ms before triggering and 3.5 ms after
triggering).
When faults occur in sequence, records max. 7 faults.
 Web setting function
Can check recorded data and change settings from remote networked PC by accessing
them through Web browser.
To change the settings, you must be logged in User Administrator mode. Refer to 3.1
Preparation and confirmation of setting operation,  Changing operation mode.

 Fault locating method


«Locating principle»
One SFL-2000 is installed in substation A located at one end of the power station line and one SFL-2000
is installed in substation B located at the other end of line. Because these SFL-2000's perform sampling in
synchronous with 1pps signal of GPS, fault point can be located as shown below.

To determine the surge voltage arrival time, display the waveform of the recorded data by using
the Web browser of PC and specify the rising point with the cursor.
For waveform displaying method, refer to 3.3 Display recorded data,  Surge data.

«Target location accuracy»


±200 m (error factors are difference in GPS synchronization and surge detection delay)
* Difference between the line length setting value and actual length value is added to the error.
* Difference between the surge propagation velocity setting and actual velocity is added to the error.

«Condition that makes fault location impossible»


Simultaneous faults at different locations*: Because these surges cannot be distinguished from each other,
intermediate point is assumed to be the target of location.
One end is open: Surge cannot be recorded when one end is open.
Disconnection without load: Open circuit cannot be detected.
* Fault surges at 2 or more different locations are included in the same surge fault data file (4m sec surge data).

STS Yellow When watchdog timer error has occurred on CPU of SFL-2000 and then
recovered by the automatic restarting function, this LED lights.
To turn off this LED, press F2 key [Alarm Free] on IP address setting screen.

This LED lights up when LAN cable hasn't connected with the LAN connector
of the rear panel, too.
To turn off this LED, connect LAN cable.( Rear panel)

1.3 Basic operation

 Turning ON/OFF of power supply


1) To turn on power to the device, set the power switch on the rear panel to ON.
 [POW] LED will light and the triggering process will start.

2) As the device becomes standby state, the main screen will display on the LCD.
 It takes approx. 30 sec for the system to become the standby state. Also it takes approx. 30 sec after
power up for the PC Web browser to access SFL-2000.
 In the standby state, every functions become active and trigger detection is enabled.
 For details of main screen, refer to  Main screen.

* For screen display, QT License (GLP) is used.


3) To turn off power to the device, display the main screen.
 When the setting screen or operation screen is displayed, press [ESC] key to return to the main screen.

4) Turn OFF the power switch on the rear panel.


 [POW] LED is turned off and power is turned OFF.

 Do not turn off power while [OPE] LED is lighting or blinking. Be


! CAUTION sure to turn off power while the LED is unlit.
 Do not turn off/on power to SFL-2000 while editing setting in User
Administrator mode. Otherwise, setting value may be
unintentionally changed. If changed, close Web browser and
repeat setting procedure.
For details of User Administrator mode, refer to 3.1 Preparation
and confirmation of setting operation,  Change operation mode.
 When installing GPS antenna, be sure to turn off power to the
device.
 Do not power off the SFL-2000 before 10 minutes have passed
from the power on time.

 Main screen

 To operate the screen displayed on the LCD, select the desired function displayed on the
screen by pressing the corresponding function key, F1 to F5.

Below describes displaying procedure of current waveform fed to the current input unit.
Similar procedure is applicable to the voltage input unit.

1) On the main screen, press F1 key [Monitor].


 Monitor screen will display.
 Waveforms of currents applied to the 4 channel current input unit are displayed.
 To display waveforms of other channels, select the desired channels by pressing [F2] to [F4] key and
[PgUp]/[PgDn] key.

2) To return back to the main screen, press F5 key [Exit] or [ESC] key.

2.2 Setting IP address

2.2 Setting IP address

Below describes setting procedure of SFL-2000 IP address, subnet mask and gateway.

 For IP address, subnet mask and gateway to be used, contact the network
administrator. (The figure below shows setting example of IP address.)
 After saving the setting, power to SFL-2000 should be turned off and on again.

After setting the IP address, subnet mask and gateway, be sure to

1) On the main screen, press F2 key [IP Set].


 The IP Set screen will display.
 Use F2 key [Alarm Free] when turning off STS lamp.
Example: IP address: 192.168.1.2, subnet mask: 255.255.255.0, gateway: 192.168.1.1.

2) Using arrow keys, move the selection cursor to the numeric field in which the value is
to be changed.

3) Press [ENTER] key.

4) Enter the desired number by pressing corresponding numeric key.


 To delete the entered number, press F4 key [Cancel].

1) On the main screen, press F4 key [DFR].


 DFR data list screen will display and display the list of DFR data stored on SFL-2000.
 Approx. 1000 items of DFR data will be stored when the capacity of CF card is 4 GB. As the free memory
space becomes short, oldest data will be automatically overwritten.
 DFR data will be displayed in reverse chronological order.
 F1 key [USB Save] is not used on this device.

 General
To change settings or to operate various functions of SFL-2000, connect a PC with built-in Web browser
to SFL-2000 via LAN.

 Connecting to SFL-2000
This section describes procedure to start Web browser of the PC and to connect the PC to SFL-2000 and
to display the operation screen.

 When connecting the PC directly to SFL-2000, use cross LAN cable, or when
connecting them via device e.g. HUB, use straight LAN cable.
 Operation is in User mode when Web browser starts.
For details of mode, refer to  Changing operation mode.
 When power to SFL-2000 is turned on, Web can access SFL-2000 after approx. 30
seconds.

1) Connect LAN connector (CN1) on SFL-2000 rear panel to the PC via cross LAN cable.
 When connecting them through a device e.g. HUB, use straight LAN cable.

2) Start up the Web browser (Internet Explorer).

3) Into the address field, type http:// [IP address of destination SFL-2000] in
alphanumeric characters and press [Enter] key.
 Process to connect to SFL-2000 starts.
 If the typed IP address of SFL-2000 is forgotten, press F2 key [Setting] on the main screen of the body,
and the IP address will be displayed. [2.2 Setting IP address]

 In the figure above, IP address of destination SFL-2000 is 99.99.99.99.


 For convenience, prepare a desktop shortcut to the destination SFL-2000.

4) When the SFL-2000 is successfully connected, Monitor operation menu screen will
display.

Operation link

 To move to various operation menu screens, click on the desired target operation link.
 When a screen has been opened for a long time and then a different screen is selected, the new screen
may not correctly display.
If this is the case, click [Update to latest information] of [Display] menu and read the screen again.

 To end the operation, exit the Web browser.

 Changing operation mode


Below describes changing procedure of SFL-2000 Web application operation mode.

 To accept or reject a Setting change, either of the following modes is used.


User mode: Rejects the change in Setting.
User Administrator mode: Among Setting items, Device, DFR and Surge can be
changed.
 To switch from User mode to User Administrator mode, a specific password is required.
(For the password for a specific operation or setting change, contact us.)

1) Click [Version] link and [Mode].


 Password input screen will display.
 To switch from User Administrator mode to User mode, no password is required.

 Cases of invalid operation


Be warned that the actions described be low may cause invalid operations.

 A screen saver is used.


→ Because a screen saver monopolizes the use of the processor, the operation of the
programs running in the background may become invalid.

 The power saving function is used.


→ Clipping the power saving function of the display may result in normal operation.
(The PC that you use may not have such power saving function.)
Besides this method, clipping the power management setting in the BIOS of your PC may
result in normal operation.
(Make sure that a person familiar with PC operation set the BIOS.)

 Resident programs or other started programs are used.


→ Reset or exit resident programs or other started programs.

 If abnormal screen displays - 1


Changing the display setting (hardware acceleration setting) may result in normal operation.

1) Open [Appearance and Personalization] of [Control Panel], and then select [Adjust
screen resolution].
2) [Change the appearance of your display] window will display. Click [Advanced
Settings] button.
3) Properties window will display. Select [Troubleshoot] tab, and then select [Change
settings] button.
・If [Troubleshoot] tab doesn’t display, it cannot be this setting.
4) Set [Hardware acceleration] to [None].
5) Click [OK] button, and then restart the PC.

 If abnormal screen displays - 2


In case of the characters on the screen being too big or lacking, changing the display setting
(font size setting) may result in normal operation.

1) Open [Appearance and Personalization] of [Control Panel], and then select [Display].
2) [Display] window will display. Select [Smaller - 100%(default)].
3) Click [Apply] button.
4) Then, after logging off, log on once more.

Setting [Access data sources across domains] to [Enable] may result in normal operation.

1) Start up Web browser (Internet Explorer) and click [Internet Options] of the [Tools]
menu.
・ [Internet Options] window will display.
2) Select [Security] tab, and then click [Custom Level] button.
・[Security Settings – Internet Zone] window will display.
3) Set [Access data sources across domains] to [Enable], and then click [OK] button.
・Confirmation message will display.
4) Click [Yes] button.

 If the recorded data can not be downloaded


If you have enabled ActiveX Filtering of Internet Explorer, downloading the recorded data will be
blocked.
In that case, by registering the trusted site of ActiveX Filtering will operation is normal.

1) Display DFR data list screen or Surge data list screen.

Below describes method to manually start SFL-2000 and record DFR data or surge data.

 Manually start SFL-2000 and the [TRIG] LED will light for approx. 1 sec.
During data processing, [OPE] LED will light.

1) Click [Test] of Monitor operation menu.


 Test screen will display.

2) Click [Run] button of [Start once record of the DFR] or [Start once record of the Surge].
 Manual trigger of DFR or Surge will start.
 Manual trigger of DFR: DFR data will be recorded for 2.0 s (prior to accident recording time + after
accident recording time).
 Manual trigger of Surge: Surge data will be recorded for 4.0 ms (prior to accident recording time + after
accident recording time).

 Clock
Below describes adjusting procedure of date and time of SFL-2000.

 The date and time should be adjusted in User Administrator mode. For details of mode,
refer to 3.1 Preparation and confirmation of setting operation,  Changing operation
mode.
 During GPS synchronization, clock time cannot be adjusted manually. (New setting
will be ignored even when [Setting] button is clicked.)
 Clock error will occur after adjustment due to certain factors such as transmission
speed.

1) Click [Clock] of Monitor operation menu.


 Clock screen will display and display GPS condition and the current time of SFL-2000 on [Time Now].

2) To adjust date or clock time, type the date and time into [Time Adj.] boxes in numeric
characters and click [Setting] button.
 The typed date and time are transmitted to SFL-2000 and timer will start.

3) To set the time zone, select the time zone from [Time Zone] selection frame and click

 The selected time zone is applied.

3.3 Display of record data

 DFR data
This section describes procedure to display the list of DFR data stored on SFL-2000, to download data,
and to display current/voltage waveforms.

 The trigger factor has the following kind:


 Manual trigger(CH*-CH**)*1 The data which recorded by Test.
 *CH Over*2 The data which recorded by detecting the rise of
the RMS level.
 *CH Under*2 The data which recorded by detecting the decline
of the RMS level.
 *CH Over Variation*2 The data which recorded by detecting the
variation of the RMS value.
*1 *: Beginning ch, **: end ch (displayed in AD board units)
*2 *: First trigger ch number

1) Click [DFR] of Recorder display menu.


 DFR data list screen will display, showing list of DFR data stored on SFL-2000.
 Approx. 1000 items of DFR data will be stored when the capacity of CF card is 4 GB. As the free memory
space becomes short, oldest data will be automatically overwritten.
 Up to 20 DFR data items are displayed on the screen at a time. To change the displayed data, click [|<
Top], [<< Previous Page], [Next Page >>] or [Last >|] button.
 To update the list, click [Latest] button.

2) To download DFR data, click the link of data type to be downloaded.


 Confirmation message will display.
 Confirmation message will depend on the type and version of Web browser.

3) Click [Save] button.


Save as .. screen will display.

4) Select the data storage location and click [Save] button.


 Data saving process starts.

 Screen that displays current/voltage waveform of DFR data will display. For operation on the screen, refer
to the explanations that follow.

6) To delete DFR data, click [Del] link of data to be deleted. Confirmation message will
display. Click [OK] button.
 Data deletion operation should be carried out in User Administrator mode because [Del] link will be
displayed only in this mode.
For details of the mode, refer to 3.1 Preparation and confirmation of setting operation,  Changing
operation mode.

«DFR data current & voltage waveform screen»

1) On DFR data list screen, click [Display] link and DFR data voltage waveform screen
will display.
 At the top of the screen DFR data trigger time is displayed.
 DFR data can also be downloaded from the current/voltage waveform screen. Click [Download] link.

 Instantaneous value and effective value at the cursor position are updated.
 [Cursor time] is the time at the position of cursor A. (Time at the top of data + relative time)
 [Relative time] is the time interval from the data top to the instant indicated by the cursor A.

 The header information should be set in User Administrator mode. For details of the
mode, refer to 3.1 Preparation and confirmation of setting operation,  Changing

1) Click [Device] of Setting menu and select [Hardware].


 Hardware setting screen will display.

2) Select CH to be set by clicking [<< Previous Page]/[Next Page >>].

3) Enter and select necessary item.


 To cancel the setting, click [Cancel Current Setting Value] button.
Clicking [Cancel Current Setting Value] button deletes the changed setting and reads again the original
setting from SFL-2000.

Device ID Enter the ID consisting of 4 digits (0000 to 9999), in order to identify
each device when more than one SFL-2000 is installed.
Device Name Enter the model name (SFL-2000) of the device in alphanumeric
characters (max. 32).
Station Name Enter the name of facility where SFL-2000 is installed in alphanumeric
characters (max. 32).
Sampling Frequency* Sampling Frequency is automatically recognized.
System Frequency* Select system frequency (50/60 Hz).
AC Channels* Installed unit is automatically recognized.
Surge Channels* Installed unit is automatically recognized.
Surge Channels Enable* Check mark in the box, to validate Surge Channels setting. (Always

 AC CH setting screen will display.

2) Select the CH to be set by clicking [|< Top], [< Previous], [Next>], [Last >|], [<<

Below describes procedure to set GOOSE control block and DataSet of IEC61850. For details of the
GOOSE publisher, refer to 4.3 GOOSE publisher Specification.

 IEC61850 should be set in User Administrator mode. For details of the mode, refer to
3.1 Preparation and confirmation of setting operation,  Changing operation mode.

1) Click [Device] of Setting menu and select [IEC61850].


 IEC61850 setting screen will display.

2) Enter and select necessary item.


 To cancel the setting, click [Cancel Current Setting Value] button.
Clicking [Cancel Current Setting Value] button deletes the changed setting and reads again the original
setting from SFL-2000.
Item name Description
IED Name [*] For identification of IED(Intelligent Electronic Device) corresponding to IEC61850, enter
the name of IED in alphanumeric characters and "_" (max. 64).
MAC Address Enter the destination MAC address of the GOOSE signal (01-0C-CD-01-00-00 ~ 01-0C-
CD-01-01-FF). Fourth octet to "01-0C-CD-01-" is fixed.
APPID If you want to identify the traffic of GOOSE signal flowing over the network, enter the
THERTYPE application ID (0000 ~ 3FFF). If the identification of the traffic is not required,
set the initial value (0000).
VLAN-PRIORITY Enter frame priority of GOOSE signal (1-7). If the priority change is not needed, set the
initial value (4).
VLAN-ID Enter the VLAN identification number of GOOSE signal (000 ~ FFF) when using a VLAN.
When not using a VLAN, set the initial value (000).
Override IEC61850 Check mark in the check box, to enable the lock of communication of IEC61850.
Data Map Select a allocation to GOOSE signal (None, Ind1, Ind2, Ind3, Ind4) of each status*1.
If you do not allocated to the GOOSE signal, select None.
You can not select a duplicate Ind1, Ind2, Ind3, and Ind4.
Enable Check the mark in the check box to enable the allocation to GOOSE signal of each
status*1.

*1 Details of each status is as follows.


 DFR Trigger Status When it detects a DFR trigger, this status set "1" to the GOOSE signals allocated, for 1
seconds.
 Surge Trigger Status When it detects a Surge trigger detection, this status set "1" to the GOOSE signals allocated,
for 1 seconds.
 GPS Antenna Status When it detects a short circuit of the GPS antenna, this status set "1" to the GOOSE signals
allocated. When it reset from a short circuit, the signal will be "0".
・GPS Sync Status When the asynchronous with the GPS continues for one hour, this status set "1" to the
GOOSE signals allocated. When it synchronize with the GPS, it will be "0".

3) Click [Save] button.

 DFR−Record
Below describes the method to set the recording condition of DFR data.

 When [Override DFR triggers] is checked, SFL-2000 will not be triggered even if the
DFR triggering condition is met.

2) Enter and select necessary items.


 To invalidate current setting, click [Cancel Current Setting Value] button.
Clicking this button deletes the changed settings and starts reading of settings from SFL-2000 again.

 In case of current, DFR trigger starts when a RMS value exceeds the over setting
value.
In case of voltage, DFR trigger starts when the value exceeds the over setting value or
drops below the under setting value.

1) Click [DFR] of Setting menu and select [Deviation].


 Deviation setting screen will display.

2) Enter and select necessary items.


 Select CH to be set by clicking [<< Previous Page] or [Next Page >>] button.
 To invalidate current setting, click [Cancel Current Setting Value] button.
Clicking this button deletes the changed settings and starts reading of settings from SFL-2000 again.

value.

 Select CH to be set by clicking [<< Previous Page] or [Next Page >>] button.

1. Introduction
This document specifies the protocol implementation extra information for testing (PIXIT) of the IEC
61850 interface in SFL-2000 with Module version RS02651-000.

Together with the PICS and the MICS the PIXIT forms the basis for a conformance test according to IEC
61850-10. The PIXIT entries contain information which is not available in the PICS, MICS, TICS
documents or SCL file.

Each table specifies the PIXIT for applicable ACSI service model as structured in IEC 61850-10. The
“Ed” column indicates if the entry is applicable for IEC 61850 Edition 1 and/or Edition 2.

This model implementation conformance statement is applicable for SFL-2000, with Module version
RS02651-000:

This MICS document specifies the modelling extensions compared to IEC 61850 edition 2. For the
exact details on the standardized model please compare the ICD substation configuration file: “sfl.cid”,
version 000.
