OSH Comments
_ Risk rating after controls that falls under moderate must be handled at "As Low As Reasonably Practicable"
(ALARP). Activity or process shall function subject to management and/or adjustment or risk transfer. This must
be observed and noted in the document.
_ Compliance with the comments stated in previous rev. of MSRA.
_ Follow with ALDAR approved template for risk assessment.
_ During assembling/ dismantling of crane physical isolation with flag man shall be ensured.
_ Ensure all component are in place during the assembling of gantry as per the approved design. No alteration 21.10.2024
shall be made to suite the site condition without 3rd party approval. All materials shall be 3rd party certified and post
inspection after installation by 3rd party shall be evident with valid proof.
_ Public safety must be considered throughout the activity.
_ Strict adherence to the ADOSH SF Code of Practices, Client HSE requirements, approved SOPs, project-specific HSE
Plan, approved shop drawings, design calculations, and industry best practices, including lessons learned if applicable,
is mandatory.
_ The document's content, including risk control measures, must be communicated bilingually to the workforce to ensure
they are familiar with and aware of the tasks and risks involved.
_ All supporting evidence must be recorded and retained for review.
_ The consultant's approval of the document with respected code does not absolve the contractor of their duties
and responsibilities; the contractor remains solely responsible for any discrepancies or undesired events occurring at
the location.
ARE Comments:
-The Contractor is solely responsible for all temporary works.
-The Contractor shall ensure that the scaffolding and formwork for the diaphragm do not interfere with the heavy-duty tower.
-The Contractor shall evaluate materials for temporary works and ascertain whether their physical properties and conditions
are sufficient to support the design’s assumed loads.
-The Contractor shall conduct suitable load tests to demonstrate that the soil bearing values assumed for the design of the
falsework footings do not exceed the supporting capacity of the soil.
-Approved Third Party must perform On-Site Inspection/ On-Site Condition Assessment and submit the certificate to the

1. Purpose:
The purpose of this method statement is to ensure that all activities related to Installation of
Temporary steel support Towers (Gantry) at Bridge #1 of route #3 for Piers & Abutments are
carried out in accordance with the Project Specification, Approved Shop Drawing, Relevant
Authorities Requirements & Contractual Obligations.
The Installation of Temporary steel support Towers (Gantry) at Bridge #1 of route #3 for Piers &
Abutments of Cycle Track Route #3&4 will be carried out based on related HSE & quality
requirements.

This method statement shall provide guidance for the planning, supervision, Inspection
execution of the Installation of Temporary steel support Towers (Gantry) at Bridge #1 of route
#3 for Piers & Abutments of Cycle Track Route #3.

2. Scope:
This method statement covers all steps inline in the Installation of Temporary steel support
Towers (Gantry) for Bridge #1 of route #3 at Piers & Abutments. This will serve as temporary
support for installation for Precast Girders.

It is the responsibility of the Contractor’s Project Manager/Construction Manager/Engineers to


ensure that the responsible personnel are familiar with the activities.
Ensure that approved method statement, Safety requirements of activity and approved RA are
implemented at site
6.3.1 Project Manager:
❖ He has overall responsibility for efficient execution management in accordance with the
contract requirements.
❖ Develop project plans, budgets, and schedules.
❖ Coordinate with clients, consultants, and subcontractors.
❖ Ensure compliance with project specifications, codes, and regulations.
❖ Monitor project progress, identify risks, and implement mitigation measures.
❖ Oversee procurement of materials and equipment.
❖ Manage project budget and ensure financial control.
❖ Provide regular project updates to stakeholders.
❖ Resolve project issues and conflicts.
❖ Coordinate with the project team to ensure smooth workflow and timely completion.

6.3.2 Site Engineer:


❖ The engineers are responsible for the implementation and execution of day-to-day
activities in safe manner.
❖ Assist in project planning and coordination.
❖ Conduct technical analysis and feasibility studies.
❖ Review and interpret project specifications and drawings.
❖ Prepare and manage project documentation.
❖ Coordinate with consultants, suppliers, and subcontractors.
❖ Perform quality control inspections and tests.
❖ Assist in the selection and procurement of materials.
❖ Provide technical guidance to the project team.
❖ Assist in resolving technical issues and design changes.
❖ Ensure compliance with engineering standards and codes.

6.3.3 QC:

6.3.4 HSE Lead:


❖ Develop and implement health, safety, and environmental (HSE) plans and policies.
❖ Ensure compliance with local safety regulations and company HSE standards.
❖ Conduct regular site inspections to identify and mitigate potential hazards.
❖ Provide safety training and induction to workers and subcontractors.
❖ Investigate incidents and accidents and implement preventive measures.
❖ Conduct risk assessments and develop safe work procedures.
❖ Monitor and ensure the proper use of personal protective equipment (PPE).
❖ Coordinate with relevant authorities for HSE permits and certifications.
❖ Maintain HSE documentation and records.

6.3.5 HSE Officer:


❖ Assist the HSE manager in implementing HSE plans and policies.

❖ Conduct safety inductions and toolbox talks for workers.
❖ Assist in incident investigations and root cause analysis.

reference to existing control point defined and indicated by the ENGINEER.
❖ Conduct site surveys to gather accurate measurements and data related to the excavation
work.
❖ Interpret the design drawings and specifications to establish the precise locations and
dimensions of the excavation area.
❖ Set out reference points, gridlines, and benchmarks on the site to guide the excavation.
❖ Conduct as-built surveys upon the completion of the excavation works.

7. HSE Precautions
7.1 Task Sheet:
A. All activities shall be carried out only under the supervision of competent personnel.
B. Regular task briefing prior to start of work at site by job supervisor related to the specific job.
C. Regular task briefing prior to start of work for any Traffic Management Control work.
D. Safety Induction, orientation, re-induction will be done at site in relation to personnel who
will be involved with execution of above-mentioned activity.
E. Competent flag Man will regulate to construction activity area. The Flag Man will direct and
in assist in reverse difficulties of vehicles that enter and exit from location.

F. All Safety / Traffic warning signs will be placed as per the approved Traffic Management
Plan and NOC wherever required, and will be checked during Detour patrolling.
G. Within site working area speed limits of all construction vehicles will be 20KM/hr and their
movement and speeds will be continuously monitored and reported, all warnings will be
recorded by site safety personnel.
H. All Near-miss, incidents, environmental occurrences shall be immediately reported to Project
HSE Engineer by Site Execution team / HSE officer.
I. Required safety signs to be clearly positioned, maintained clean & visible condition all times.
J. All PPEs are to be worn by personnel who handle equipment involved with concern activity.
K. Monitor noise, vibration and dust and take appropriate measures to reduce to within
allowable reasonable limit.
L. Ensure only competent and authorized personnel to operate.
M. Proper barricading and appropriate hazard signs will be displayed to inform the site
personnel/ road users/ and visitors to the site.
N. Traffic management system.
O. Banks man should be deployed for the movement of Plant & equipment

shall be maintained and prior on operation at site shall be inspected by competent
personnel / HSE.

8. Construction Methodology
Installation/Erection methodology covers activities to be followed.

8.1 Prior Activities


A. All necessary work permits (such as NOC) will be obtained prior to commencement of the
work from the concerned authorities.
B. Steel Support Tower Design shall be submitted to consultant and approval shall be obtained.
C. Steel Support Tower shoe Drawing shall be submitted Consultant and approval shall be
obtained.
D. Method statement approval from engineers prior to start the work.
E. Mobilize all required equipment, tools and manpower.
F. The fabricated structural steel shall be inspected before delivery.
G. Fabricated steel structures should be carefully off-loaded to avoid damage to the steel
supporting structure members. The offloading operation is to be done a by suitable 3rd party
certified crane and lifting accessories.
H. WIR will be raised to Engineers prior to commencement of the activity.

8.2 Safety Arrangements:


A. Equipment’s Shall only be operated by certified personnel and have valid TPI certificate.
B. Making sure the approved MSRA is read and understood by assigned Site Engineer and
Supervisor / Foreman and explain to all workforce the safe system of work and the hazards
presence from the activity. It should be recorded.
C. Inspection shall be carried out prior to commence activity for equipment and tools.
D. The workplace shall be isolated to prevent unauthorized entry of personnel. Appropriate
fencing and warning signs will be installed with multi-language (English & Arabic).
E. Always ensure the availability of first aid resources and emergency vehicles

8.3 Concrete Foundation works


A. Clear the area of debris, vegetation, and any unwanted materials and Excavate to the
required depth and width as per the structural drawings.
B. Sub-base shall be added to the excavated region and compacted as per the design
requirements.
C. Sub-base shall be added in layers of 200mm and FDT will be taken for the layers which are
compacted. MDD should be 98% as per design drawings.
D. Surveyor shall verify the final prepared formation level is as per the approved design
drawings for gantry foundations.
E. In addition to the field density test, to confirm the bearing capacity of soil, a plate load test
shall be conducted in the region of gantry foundation.
F. The load for plate load test shall be applied according to the design considerations.

G. The settlement should not exceed the design limits at specified loads, and the ultimate
bearing capacity should be sufficient for the foundation.
H. Once the area is ready and confirmed by the surveyor, rebar works shall proceed.
I. 1000Gauge polythene shall be laid on the prepared formation level.
J. Mark the positions for the rebar on the formwork or foundation bed. The rebar installation
shall commence according to the approved design drawings for foundation.
K. Ensure that proper concrete cover is maintained by using spacers and chairs. Conduct a
pre-pour inspection to verify rebar placement, spacing, and alignment with design
specifications.
L. Set up formwork based on the foundation layout provided in the design drawings, use
clamps, bolts, and other securing mechanisms to fasten the formwork properly and prevent
leakage of concrete. Ensure the formwork is plumb, level, and aligned with the dimensions
specified in the drawings.
M. Apply a release agent to the formwork surfaces that will come into contact with the
concrete to ensure easy removal after curing.
N. Place anchor bolts in the designated locations within the formwork, as shown in the structural
drawings. Ensure that the bolts are properly aligned and plumb. Fix the anchor bolts firmly to
prevent movement during the concrete pour, using templates or jigs if necessary.
O. The surveyor checks the verticality, alignment, and level of the anchor bolts. Any adjustments
must be made before concrete casting begins. The surveyor coordinates with Hadeed Steel
or the designated steel supplier to verify bolt positioning against the shop drawings.
P. Conduct an inspection to ensure that the formwork dimensions and rebar placement are
correct. Approved third party M/s. Bureau veritas shall verify the foundation works for rebar,
shutter and anchor bolts installations.
Q. After getting approval from third party, joint inspection between contractor and Engineer
shall be conducted prior to the concrete works and supplier shall be approved.
R. Pour the concrete uniformly and continuously to avoid cold joints. Use vibrators to remove
air pockets and ensure even compaction. Avoid excessive vibration, as it may cause
segregation of the mix.
S. Once the concrete is poured and compacted, use a screed board to level the surface.

8.4 Erection of Steel Tower:


8.3.1 Steel columns, beams & bracings
This will be delivered to the Storage area nearby the installation area or as assigned by the main
contractor. The column will be loaded in the trailer and erection of the same shall be carried
out as per the site conditions. Complete closure of the road during erection as required. One
trailer will be available on-site as required to shift the materials from the place of storage to the
place of erection (If in case there is no provision to store the materials near the foundation). The
steel structures are lifted only using certified lifting equipment.

8.3.2 General Arrangements


A. Labor on site will be at all times controlled by an erection Foreman.
B. Overall Supervision on-site will be carried out by Main Contractor.
C. Pre- Conditioned Survey to be done prior to work.
D. Suitable compact platforms will be prepared and protected for the storage areas.
E. Quality control procedures covering ITP, bolt tightening, and final fixing will be
implemented.
F. The Main Contractor Safety Team will ensure that safety protocols and procedures are
followed.
G. Main Contractor Safety Officer will monitor the entire process of rigging up of crane and
the lifting sequence.
H. Ensure that all employees are safely inducted before entering the site and they will be
briefed about the site emergency procedure, site safety rules regulations, etc.
I. All operatives engaged in high-level activities should be trained by in-house safety training
in manual handling and working at height safety procedures.
J. HSI/HSC will ensure an exclusion zone will be established and maintained to avoid
unauthorized entries, and signage must be placed during loading, offloading, working at
height and power tool operations.
K. Manual handling activity will be done safely and ensure the work area is free from
obstruction, risk of tripping, and keep access and egress clean and tidy.
L. Appropriate signage to be posted, housekeeping, and frequent cleaning always during
working hours.
M. Job-specific PPE will be used for all the activities during work.
N. All Erectors using MEWPs to be trained and certified.
O. 3rd party certified Lifting equipment and Manlift to be supplied by Main Contractor.
P. Lifting the beams will be carried out by certified beam clamp and slings (at any conditions
if necessary).
Q. Using barriers by Main Contractor to protect foundation against vehicular movement of
any manner.
R. Complete closure of the road during erection as per approved traffic management
control.
S. Relevant protection signs by the main contractor to give proper warning to the vehicles
(live traffic).
T. Prevention of debris exposure to the traffic.
U. Appropriate personal protective equipment (PPEs) to be worn as per the nature of high-
level activities.

8.3.3 Preparation prior to works


A. Footing to be cast by Main Contractor as per approved shop drawing and will be
protected by barriers as per approved traffic shop drawing.
B. Road access will be provided to allow the lifting equipment to enter the site easily and in
a safe manner.
C. Laydown area to be clear for safe use of crane.
D. All NOCs for the road are to be provided by the main contractor.

8.3.4 Delivery of steel


A. Steel Material will be delivered safely by suitable trailers to the designated area by HSI/HSC
to the installation area.
B. Trailer drivers should follow the traffic route inside the site.
C. Steel will be loaded on the trailer and as close to the final erection position.
D. Avoid any clashing and falling of materials, timber packs are to be inserted between the
steel.
E. All the belts, chains and beam clamps that will be used for offloading and erection of
materials shall be 3rd party certified.
F. HSI/HSC will monitor all loading and offloading of steel materials mechanically using a
suitable Mobile crane or forklift.
G. Storage of materials will be agreed upon with the main contractor in advance.
H. Schedule of materials to be coordinated with Main Contractor on daily basis and to allow
them to prepare an area to offload the materials without delays.
I. Using 3rd party certified accessories, lifting equipment, and tackles.

8.3.5 Procedure of work installation


A. Mobile Crane of required tonnage to be used according to lifting plan for safe lifting.
B. Surveying work to ensure that there is no difference between the approved drawing and
physically on-site as per the site conditions.
C. Crane is only released when all connection bolts are tightened.
D. Snag work to be completed as per the requirements.
E. Using 3rd party-certified beam clamps for the lifting of the columns & bracings. (Slings shall
be used under any conditions, if necessary, with proper supervision).
F. One crane will be used during installation and dismantling of the steel.
G. Columns will be lifted using belt/chain slings.
H. Ensure the supporting structure is adequate for the full load that will be imposed and
suitable for the application.
I. Check the lifting accessories are of correct profile and size, or properly adjusted.

throw or use defective lifting gears.

(according to the approved traffic management plan & NOC) and as agreed by the main
contractor.
D. Maximum lifting load will be mentioned in the lifting plan.
E. Maximum lifting radius will be as per approved lifting plan.
F. Man-lift and forklift as required shall be positioned at the work area.

After all the structures are installed, install the top horizontal beam as shown above.

N. Beam clamps will be safer in lifting operations than the chain slings, and always inspect
beam clamps and accessories before use and before placing them into storage.
O. Ensure the supporting structure is adequate for the full load that will be imposed and
suitable for the application.
P. Check the clamp is of the correct profile and size, or correctly adjusted, for the beam
width and that it seats correctly on the beam flange.
Q. Ensure the beam clamp is strong enough for the full load that will be imposed.
R. Check that the clamp is directly fixed on the center of gravity of the load.

In the design, the shim plate thickness is considered as 12mm. In case if required to adjust
the height, 12mm plate can be removed & lowered and maximum of 30mm plate can
be inserted to achieve an increased height of 18mm. Height adjustment can be

8.3.8 Method of Bolt Tightening


A. The column – beam joints are connected using relevant design approved
connection bolts.
B. All fabrication and welding activities are carried out in our factory. We will not
carry out any site welding unless there are any modifications required due to site
conditions.
C. As per design inputs, bearing type bolts are used and bolt torquing is not required.
D. To follow the relevant standard/specification for bolt tightening procedure.
(Specification for Structural Joints Using High Strength Bolts)
E. Section 4 of SPECIFICATION FOR STRUCTURAL JOINTS USING HIGH-STRENGTH BOLTS
to be followed considering Snug-Tightened Joints.
F. Section 8.1 (Installation) & Section 9.1 (Inspection) methodology to be
implemented for bolt tightening.
G. The snug-tightened condition is typically achieved with a few impacts of an
impact wrench, application of an electric torque wrench until the wrench begins
to slow, or the full effort of a worker on an ordinary spud wrench.
H. After the connections have been assembled to the requirements of Section 8.1, it
shall be visually verified that the plies of the connected elements have been
brought into firm contact and that washers have been used as required in Section
6. No further evidence of conformity is required for snug-tightened joints as per the
specification.
