ACTIVATED CARBON FILTERS

1.0 SCOPE

The work includes the design, manufacture, erection, and installation of all mechanical,
electrical, instrumentation and control equipment on skid and ready for installation on site
by others. It also includes labor, supervision, inspection and testing required for the
activated carbon filters, as outlined in this specification and other technical specifications.
The equipment shall be suitable for outdoor operation in tropical southeastern China. All
material, equipment supplied and work carried out including calculation sheets, drawings,
quality and class of goods, methods of inspection, constructional peculiarities of
equipment shall comply in every respect with the following technical specification. If
there seems to be a conflict between a specific code and this document, the matter shall
be referred to the Owner's Authorized Representative.

This specification provides design, manufacturing, installation, and performance


requirements for the activated carbon filter system. The adsorption systems shall
utilize granular activated carbon (GAC) to further remove trace organics from the water
supplied by the Daya Bay Running Water Company. Drinking water from Daya Bay
shall comply with PRC Drinking Water Quality. However, the intent is to meet the more
stringent WHO Drinking Water Quality. Drinking water from Daya Bay Water Company
will be collected in storage tanks provided by the Owner. One water treatment system
shall be furnished for installation by others at the manual camp. The water treatment
system shall take water from the fire water loop and filter through the activated carbon
filters. Filtered water will be stored in a small potable water storage tank by others. A
pressurized vessel is provided to allow the treated potable water to maintained under 4
kg/cm2 pressure and connected to the distribution system of the supply water grid.
Pressurization is achieved by an air compressor provided by Vendor. Potable water
will be pumped into the pressurized vessel from the small potable water tank via a set
of transfer pumps by others.

The system shall include the following equipment and components:

a) Downflow activated carbon filters with one standby.


b) Carbon filter backwash system
c) Instrumentation and controls including local control panel, differential
pressure instruments, pressure gauges and instrument tubing.

1.1 Work included:

This section describes the requirements necessary to provide a functionally complete


skid mounted, packaged carbon filter system mounted on a single skid with all equipment
and components installed. The system components shall be factory assembled to the
greatest extent possible, consistent with shipping size limitations. The extent of shop
assembly shall be such that only one tie-in per commodity is necessary to connect to

Owner’s utilities and piping. Any work, materials or equipment that may be inferred from
this specification as being required to produce a complete installation shall be included,
whether or not specifically called for in this specifications. The work to be performed by
the Contractor shall include the design, fabrication, factory testing, packaging, shipping,
quality assurance, installation, training, and field testing for system complete with all
accessory systems, equipment, local controls and instrumentation, in accordance with
the requirements of this Specification, its Appendices, and other Contract and
Reference Documents.

All items furnished by the Vendor shall be new, complete, and functional, as required by
this specification. Each carbon filter system shall include, but not be limited to, the fol-
lowing items:

a) One (1) equipment skid to be installed on a foundation provided by


Vendor. The Vendor shall provide all ladders and platforms to operate and
maintain the potable water treatment system.
b) 100% activated carbon filter vessels with one standby, activated carbon
media, internal carbon support and accessories such as siphon drain pipe,
carbon steel gate valve, and differential pressure switch with alarm
connections.
c) Initial fill of granular activated carbon as specified.
d) One 20” diameter manhole.
e) One 4” diameter media removal connection with blind flange
f) One 3” x 12” sight glass, centered at the top of the carbon bed
g) One hub-lateral with baffle type inlet distributor of 316L SS construction
h) One hub-lateral type outlet distributor of 316L SS construction with slotted
laterals and well-screen inserts
i) All required legs, supports, anchors, fasteners, brackets, gaskets, seals and
electric hook up devices.
j) Complete set of any special tools or devices required to install, start-up,
operate or maintain equipment and accessories which are furnished by the
Vendor.
k) All interconnecting piping, piping supports, and valves
l) Furnish materials and parts required to install equipment, accessories, and
systems furnished.
m) Provide technical representation services in the installation, field-
testing, start-up and acceptance testing of Vendor-furnished equipment and
system.
n) Program for operators and maintenance personnel to properly operate and
maintain the equipment covered by this specification.
o) List of recommended spare parts and data for Vendor-furnished equipment
and accessories, in accordance with this specification.
p) Prepare and deliver all other required documentation as described
in the MR.
q) Operating, Maintenance, and Installation manuals.
r) Identification and design of all controls, and mechanical interface points
with other systems.

1.2 Work Not Included:

The following shall be provided by others:

a) Utilities (plant water and power supply) and piping tie-ins.


b) Motor Control Center and power feeder to the equipment boundary.
a) Piping and wiring up to the Vendor's interface point as indicated on the
project drawings and described within.
b) Vendor's works and/or equipment including acceptance inspection/tests.
c) Review and approval of Vendor-provided drawings/documents including the
final spare parts list.
d) All civil and concrete work including equipment foundation.

2.0 CODES, STANDARDS, AND PROCEDURES

Vendor shall specify Codes, Standards, and Procedures that the proposed equipment will
be designed and built. As a minimum requirement, the equipment shall be designed in
accordance with the latest editions of all local, state, and federal codes, standards and
practices including the following organizations. In the event of conflict between various
codes and standards, the design shall be based on the most stringent requirements.

3.0 PERFORMANCE CRITERIA

The system shall be capable of transferring and treating 50 m 3/hr of feed water (See Table
1, Influent Water Data) from the storage tank by others. The complete system shall
include all necessary equipment, all interconnecting piping, and instrumentations, etc. for
efficient unit operation.

3.2 System Design Requirements

a. The unit shall be designed to remove residual organics from the feed water of 50
m3/hr to comply with World Health Organization (WHO) Drinking Water Standards.
The normal hydraulic loading rate shall be approximately 5.0 gpm/sq. ft.
b. The filter shall produce a continuous filtrate stream and an intermittent
backwash stream. Backwash valves, instrumentation shall be required for
backwash cycles.
c. The carbon bed shall be backwashed when pressure drop across the bed
exceed the preset value.
d. The effluent from the carbon filter shall subject to chlorination to ensure that the water
quality is suitable for human consumption.
e. Filtered water is stored in a potable water storage tank by others prior to distribution to
the potable water grid. A pressurized vessel shall be provided to allow the
potable water to maintained under 4 kg/cm 2 pressure using oil free
compressed air for distribution to the potable water grid. Potable water will be
pumped into the pressurized vessel from the potable water storage tank via
another transfer pumps by others.

4.0 ACTIVATED CARBON FILTERS

4.1 Materials

Material and equipment shall be the standard products of a manufacturer regularly


engaged in the manufacture of such products. Material and equipment shall essentially
duplicate items that have been in satisfactory use for at least 2 years prior to bid opening.
Equipment shall be supported by a service organization that is, in the opinion of the
Owner or the Owner's Authorized Representative, reasonably convenient to the site.

4.2 Equipment

A manufacturer’s standardized design (which includes the necessary system components


listed below) that can achieve the required degree of treatment is acceptable. A written

description and a P&I D of the proposed system shall be provided. The carbon filters must
be automatic and self-contained unit requiring minimum Operator attention. The unit shall
include, but not be limited to, the following equipment and components:

4.2.1 Adsorber Vessels

Vessels shall be cylindrical, carbon steel constructed of 3/16" thick sidewalls and bottom,
1/4" top dish ASTM A-36 carbon steel. The vessel shall be provided with the liquid inlet
on top and outlet on the bottom side. The vessel shall have one 20" quick open manway
that shall provide for carbon filling and vessel access.

The vessel shall be sized to provide 10 minutes contact time at full rated capacity with a
minimum surface loading of 5gpm/sq. ft.

The carbon bed support shall consist of 1" thick type A-36, 19W-4 carbon steel grating,
and supported on the side walls with angle supports and with intermediate supports from
the vessel bottom.

The grating shall be 316 stainless steel 40 mesh screen, held in place with a carbon steel
retainer band held against the vessel wall.

4.2.3 Granular Activated Carbon Specification

The activated carbon will be virgin grade material, manufactured in a facility from
domestic mined bituminous coal, or coconut shell suitable for potable water treatment. All
granular activated carbon shall be acid-washed prior to shipment. All granular activated
carbon shall conform to the following specifications:

The delivery of the granular activated carbon shall be accompanied by an analysis sheet.

4.3 Instrumentation and Controls

The activated carbon filter system provided by the contractor shall include all
instrumentation and controls required for proper functioning, monitoring, alarming, and
controlling of the complete carbon filter system.

The general instrumentation requirements shall be in accordance with Instrumentation


For Packaged Equipment, SP-8550-0000-0010.

a) The system shall be operated from a local control panel with system status and
operational controls.

4.4 Piping and Valves


All piping and valves shall be the standard products of a manufacturer regularly engaged
in the manufacture of such products.

Piping and pipe supports shall not be located where they obstruct access to unit
components. Piping shall be designed and arranged for complete drainage.

4.5 Equipment Skid

All equipment furnished for the Carbon Filter System shall be installed on one galvanized
structural steel skid complete with all junction boxes; wiring; conduits; instruments; panels;
piping and valves; skid decking; access ladders, platforms, toeplate and hand rails, etc..
The spacing of mechanical equipment shall provide adequate clearance between any
projection of adjacent equipment, piping, flanges, or valve stems.

The structural steel skid shall be A-36 steel or better. All skid joints shall be continuously
seal welded and skip welding or crevices shall not be permitted. There shall be no
projection of equipment outside the skid edge. Lifting lugs shall be located so that the skid
is balanced during lifting.

4.6 Surface Protection

Interior and exterior surface preparation shall be in accordance with SSPC-10 and SSPC-
6, respectively. The interior surfaces shall be coated with coal tar epoxy enamel to a
minimum of 16 mil DFT, applied in two (2) 8 mil DFT coats. The exterior and other surface
protection shall meet the project specification.

5.0 INSPECTIONS AND TESTS

All tests, inspections and verifications shall be carried out in accordance with each items
specific section as detailed in this specification.

5.1 Inspection

The Owner's Authorized Representative shall be notified prior to the shipment of any
equipment from a manufacturer in order for the Owner's Authorized Representative to
perform a shop inspection of said equipment in the manufacturer's shop. Upon approval
by the Owner's Authorized Representative, equipment may be shipped to the site for
storage.

5.2 Tests

The Contractor shall submit performance test reports in booklet form showing all field
tests performed to adjust each component and all field tests performed to prove
compliance with the specified performance criteria, upon completion and testing of the
installed system.

6.0 OTHER REQUIREMENTS

The environmental design conditions, including climate conditions, are described in the
Project specification, SP-8820-0000-0001, Basic Engineering Design Data.

All equipment shall meet noise standard of less than 85 dBA (10X10 -6 N/m2) at 1 meter.
Any deviations shall be clearly stated. Instrument, electrical and other equipment tags
shall be impression stamped stainless steel with 5mm (minimum) characters and
permanently mounted with stainless steel drive screws.

6.1 Demonstration

Field training course shall be provided for designated operating and maintenance staff
members. Training shall be provided for a total period of 5 man-days of normal working
time and shall start after the system is functionally complete but prior to final acceptance
tests. Field training shall cover all of the items contained in the operating and
maintenance manuals.

6.2 Manufacturer’s Field Service

Services of the system manufacturer's representative who is experienced in the


installation, adjustment, start-up, operation instruction and operator training of the
equipment specified shall be provided. The manufacturer's representative shall
supervise the installation, adjustment, and testing of the equipment. All services shall be
carried out by a qualified service engineer. Written service reports of each service
phase shall be distributed to the Owner’s Authorized Representative.

6.3 Protection

All of the Contractor's work is the responsibility of the Contractor prior to final
acceptance by the Owner's Authorized Representative. Therefore, protection of all
equipment up to the approval point is the responsibility of the Contractor.

7.0 SHIPPING AND HANDLING

All equipment shall be packed, securely anchored and protected for the shipment method
called for in the purchase order. Miscellaneous parts, if any, shall be tagged with
equipment number of equipment to which it belongs. All such parts shall be boxed and
shipped with the unit. Equipment shall be free from scale, dirt, and foreign materials. All
instrumentation, electrical components, piping and valve shall be secured and braced for
shipment. Protection shall be provided against atmospheric corrosion while in transit and
during outdoor storage in a salty water environment. Exposed finished and machined
surfaces, including bolts, shall be given a heavy coat of rust inhibiting compound. All
flanged openings shall be protected with steel cover plates to prevent damage during
shipment. The cover and flange shall be taped for waterproof protection. All other
openings shall be adequately capped for protection.

One complete set of installation, operation and maintenance instructions, in addition to


those required per Drawing and Data schedule, shall be packed with the equipment.
