01. Mobilization – Materials delivery, loading & unloading by lorry, at loading


bay...

1. Purpose

- To establish safe work procedure for safe transportation and handling of products so that all works are carried out

safely and the risks of Injury to workers and property damages are eliminated or minimized.

2. Scope: This procedure applies to company

3. Duties and Responsibilities

- Supervisory staffs shall conduct daily toolbox talk before starting any works and ensure that the work force understand the

work sequence and requirement. Topic shall be from the risk assessment.

- Supervisory staffs shall ensure that the proper demarcation and safety signage’s are in place at the work zone.

- User shall conduct pre-operational check before operation commencement. He shall comply with the safety instructions

disseminated to him by the supervisory staff.

- Supervisory staffs shall ensure that the housekeeping is to be carried out at the end of the day.

4. Activities for Product Transportation and Safe Handling

- Current safety instruction manual must be available for each product, e.g. safety equipment and other safety products

- Do not drag, slide or roll the product, materials or load.

- PE design if required for the compact ground.

- Use wheel stopper when parking on slops and apply hand brake.

- Inspect the product before removing it from the storage area. Ensure the products label is intact, is readable and indicates

the correct products that you require, e.g. safety equipment and other safety products.

- Identify and label all products for which the contents are uncertain /unknown, e.g. safety equipment and other safety

products

- Secure the products/ containers and use the chain or straps correctly.

- Protect products from physical damage and transport the load or materials in upright position.

- Use personal protective equipment including gloves and safety boots. Provide safety glasses too, if available.

- Products transported by vehicle must be secured by a vehicle bracket/tie down system.

- Clearly identify emergency contact number/person in case of accident.

- Ensure that containers cannot fall or come into violent contact with each other.

- 4.11 Prevent surface of containers from being exposed to excessive friction.

- 4.12 When a product has to be moved only a few feet, such as to the place where it is to be used, it can be rolled on its lower base but

never dragged (this would cause friction).

- 4.13 Always act as if paint/liquid containers are full and handle them accordingly.

- 4.14 Ensure that the forklift fork is always lower prior to any vehicle movement.

- 4.15 Ensure that the lorry tailgate is always operated slowly and steadily.

- 4.16 Ensure that vehicles are not overloaded, and the railings are locked prior to moving.

- 4.17 Appropriate warning signage’s need to be displayed on the transportation vehicle visibly.

- 4.18 The vehicles must be equipped with appropriate Fire Extinguishers

Health, Safety and Environment

- The project Health, Safety & Environment procedure shall be fully complied with and workers involved in the works shall be briefed and

reminded of the Health, Safety & Environment procedure to start work.

Risk Assessment Analysis

- The Risk Assessment Analysis for this works to be carried out prior work commencement and the Risk assessment shall be

attached with the permits and display at the worksite. The Risk assessment shall be briefed to all the relevant personnel in the

toolbox meeting.

02.mobilization loading / unloading of material by


manual handling

Manual handling occurs when you are Lifting,


Lowering, Pushing, Pulling, Carrying, Moving,
Holding, Restraining…. Any person, animal or
thing

Control Considerations for Manual Handling

• Must it be moved?

• Must it be lifted?

• Can it be moved mechanically?

• Can the load be reduced?

• Can assistance be accessed?

• Is the load too heavy to lift safely?

• Is training required?

Before Lifting
 Stop and assess the load and if too heavy seek advice
 Consult management or safety officer for advice on how to manage heavy
loads
 Plan the lift. i.e. estimate the load and know exactly where it is to be placed
prior to lifting
 Avoid lifting heavy loads without help and plan the lift
together
 Can you reduce the load???
 Wherever possible use mechanical means, e.g. can
you use a Forklift, winch or crane
 Avoid placing objects on ground if they have to be
picked up at a later date
 Ensure objects to be lifted have sufficient space around
to enable safe lifting
 Make sure you are capable of lifting and your body is warm and flexible
especially when weather is cold
 Avoid reaching out. Do not reach out to pick up any object
 Handle heavy objects close to the body
 Keep yourself in good physical shape with proper exercise and diet

When Lifting
 Bend your knees, keep a straight back and make use of your legs to lift
 Lift slowly and smoothly without jerking and when turning move feet. Do not
twist or turn with hips or shoulders
 Make sure you have a firm grip
 Position the feet evenly on each side of the load
 Bend the knees
 Keep you back straight and your arms close to the body
 Brace the stomach
 And remember “Lift using your legs NOT your back”

03. Mobilization of materials by Forklift


1. PURPOSE: To ensure the safety and health of the workers carrying out operation using forklift

2. SCOPE: This procedure is applicable to all project/plant sites


3. RESPONSIBILITY:

-Project Management Team / Safety Personnel to ensure overall safety conditions for
operation with forklift on the job site. Comply with SS 573: 2012 Code of Practice for Safe Use
Of Powered Counterbalanced Forklifts (Formerly CP101).

-All operation person-in-charges (PIC) - To ensure safe work procedures are carried out.

4. PROCEDURES:

-The operator shall always follow the following procedures during all operations.
-Only trained & qualified person can operate the forklift.
-The operator must check the brakes, steering controls, battery or clutch daily before using the forklift,
according to the “Forklift Operator Daily Checklist.”
-The operator must always keep his body within the confines of the forklift.
-Drive the forklift at a safe and reasonable speed (5 km/h) while traveling, avoided speed turning
speed shall be reduced and extra careful when driving on wet / oily surfaces or congested area.
-Ensure that the forklift can be brought to a safe stop at any time, considering the load, operation
condition and other potential hazards in the work area.
-Operator shall not modify, add, or remove parts from forklift.

-Only stable and safety arranged load shall be handled. Keep the forks about 15 cm above the ground
when driving.
-While stacking of products, forklift should approach slowly and ensure the load is securely stacked
before withdrawing the forklift.
-Always Park forklift with the fork out of the way and never park a forklift on slope.
-Report any fault or malfunction immediately to the Maintenance. Lock up the forklift and display a
‘Repair’ signboard on the forklift.
-Forklift shall strictly be used for materials handling only. Do not use it to transport personnel.
-When forklift is in operation, everyone must be notified and keep clear of the operation area. No one
shall be allowed walking behind the forklift.
-The operator must ensure that the weight of the load does not exceed the limit of the forklift.
Signalman is required for lifting of bulky items.
-The operator must turn-off the engine of the forklift and applies the hand brakes before always
alighting from the forklift.
-The operator shall sound the horn near corners, blind spots, additional warning devices like buzzer /
light / blinkers at working area to alert people in the vicinity.
-The operator shall have direct vision of the pathway. If the load obstructed the view of the operator,
the operator shall move the load by reversing the forklift or get assistance to guide him. Extra care is
to be exercised near corners and blind spots.

5.MAINTENANCE REGIME

-An inspection and maintenance regime program aimed at keeping the forklift in a safe condition. A
procedure to replace worn parts before they fail or cause an accident.
-A trained / competence maintenance person, thoroughly familiar with the recommendations of the
drill manufacturer.
-A program of regular inspections, where details of inspections and maintenance are recorded for
future reference.
-Forklift shall be service regularly.
-Personal protective equipment’s shall be provided when servicing the forklift.
-Only competent and authorized personnel shall be permitted to main/repair the forklift.
-Effective measure for correction must be taken before the forklift is place for operation.
-When charging of forklift battery, the following must be observed.

-Personal protective equipment’s such as goggles and gloves, must be provided.


-Eye wash shall be available.
-Charger must be properly connected before turning on the power supply switch.
-Power supply must be protected by ELCB & MCB.
-Hand must be always kept dry.
-Smoking shall be prohibited, and mobile phone must also be off.
-Only batteries meeting the forklift specification shall be used.
-Battery of an electric forklift shall not be replaced by other battery.

Refueling Diesel
- Ensure area is clear of flammable materials or naked fire
-Smoking is prohibited in the area.
-Signboard shall be displayed when refueling is in process.
-Forklift engine shall be off and apply the parking brake before refueling.
6.COMMUNICATION OF SWP TO ALL RELEVANT SITE PERSONNEL AND CONTRACTORS

-Copies of this procedure will be issued to all relevant site personnel and contractors with
requirements of acknowledgement. This procedure will be communicated to all members of the Safety
Committee and all individual contractors shall disseminate information from this procedure to all their

respective workers through Toolbox Meetings.

7.CONCLUSION

-This procedure must be strictly adhered to and penalties will be imposed to all parties for any non-
compliance.

04. Mobilization – Loading / Unloading of materials from loading


bay to site storage area by using A frame trolley, manual handling.
1. Purpose: The purpose of this procedure is to describe the actions and responsibilities involved in manual
lifting.

2. Scope: This procedure applies to company

3. Responsibility

-The supervisor is responsible for monitoring for adherence to requirements of manual lifting as mentioned in the
procedure.
-The worker shall ensure that proper safety precaution has been taken during manual lifting.
4. Procedure

- Before lifting, plan your move. Make sure pathway is clear.


- Use a trolley or other mechanical device if possible.
- Ask for help when required.
- Identify holding location/place handle if any to confirm the LG.
- ensure load doesn.t block vison.
- Prepare for the lift; stretch and warm up before moving anything manually.
- Do not exceed your personal lifting capability.
- Only light objects should be lifted above shoulder height.
- Lift only to the level required.
- Split load when possible.

- Do not attempt to catch falling objects.


- When possible, push rather than pull.
- Stand close to object being lifted.
- Get a good grip on the object.
- Bend your knees; do not stoop.
- Lift using thigh, leg and abdominal muscles, but keep your back straight.
- When turning follow your feet – do not twist your body.

Step for proper handling techniques

Step 1: Assess the load and plan the lift. Do you


need help? Can you use some lifting equipment?
Clear the path of any obstructions.

Step 2: Grasp the object firmly and hold the object


close to the body

Step 3: Lift the object by pushing up on your legs.


Avoid jerking or twisting your back.

Step 4: Ensure feet are stable and good grip on


object before moving off.

05. Use of Mobile scaffolding

1. Purpose: The purpose of this procedure is to describe the actions and responsibilities involved in
work at height use mobile scaffolding.

2. Scope: This procedure applies to company

3. Responsibility:

3.1 The supervisor is responsible for monitoring for adherence to requirements of work at height using
mobile scaffolding as mentioned in the procedure.
3.2 The workers shall ensure that proper safety precaution has been taken during work at height using
mobile scaffolding.

Procedure & requirements:

A Basic Scaffolding Certificate must be acquired to


dismantle or assemble a prefabricated mobile.
Scaffold greater than 4m. People without a scaffolding
certificate can dismantle/assemble a mobile
Scaffold only while under supervision by a certified
scaffold. A scaffolding certificate is not.
Required to use a mobile scaffold.
General Guidelines for the Safe Use of a Mobile Scaffold

 Post a sign indicating that only authorized personnel can


use mobile scaffold.
 Mobile scaffold must be used only on a hard level surface
and must not be located closer than 1 m to any.
slab edge, penetration, or another step down, unless a fixed fence,
rail or suitably high upturn is in place.
 Check for physical defects before every use, including the access ladder. (Refer to
manufacturer’s manual if available).
 Ensure the scaffold is level.
 Ensure all sections are pinned or appropriately secured.
 Keep scaffold loads to a minimum (including tools and other equipment) and remove when
the scaffold is not in use. DO NOT exceed the scaffold’s working load (refer to
manufacturer’s manual).
Heavy tools, equipment, and supplies must be hoisted up (rather than carried up by hand).
Leave all castors locked or chocked against any possible movement. Castors shall be capable of
being locked when work is being performed from the scaffold.
· Where the castors incorporate adjustable legs, the gradient of the surface shall not exceed 5
degrees,

Unless provision is made to take the load off the castors during use of the scaffold.
· Where practicable, portable barriers and lights should be placed around the scaffold while in use.
· Ensure guardrails and toe boards are in place on all open sides.
· Never move the scaffold while someone is on it.
· Secure materials before moving the mobile scaffold.
· Remove the loads including tools after using the scaffold.

The Supervisor shall ensure that following safety precaution has been taken during use mobile
scaffold.
 Apply Permit to Work (at Height).
 Ensure scaffolding is erected according to Scaffolding Regulations.
 Ensure scaffolding is erected by approved scaffold erectors.
 Ensure scaffolding is inspected by an approved Scaffold Supervisor.
 Ensure safe working load signage is displayed at the access entry point.
 Ensure castor wheels are tack welded to scaffolding.
 Ensure no persons are on the working platform when scaffolding is being pushed.
 Ensure ground is level.
 Before going up must use full body safety harness.
 Ensure that Safety harness 100% hook up proper anchorage point.
 Do not put any lose materials scaffolding on top.

06. Use of “A” frame / Platform Ladder.

1. Purpose: The purpose of this procedure is to describe the actions and responsibilities
involved in use of ladder.

2. Scope: This procedure applies to company

3. Responsibility

3.1 The supervisor is responsible for monitoring for adherence to requirements of ladder usage
as mentioned in the procedure.

3.2 The worker shall ensure that proper safety precaution has been taken during ladder usage.

4.Procedure

 Apply Permit to (work at height).

 To ensure work is carried in barricade / guarded area to prevent falls.

 To ensure safety harness is worn and anchored to sound structure if height is above 2m.

 To ensure A frame ladder top 3 step cover.

 To ensure work with buddy system use a ladder.

 even ground only will be allow for ladder.

 Ensure workers are not under medication that causes drowsiness.

 To provide lifeline for worker to anchor their safety harness if necessary.

 Ensure that workers had attended the WAH course.

 Check the safety harness condition before use.

 Supervisor must check the workers whether they hook double lanyard properly.

 WAH Supervisor must present at the spot & guide the workers.

4.1 Pre-Operational Safety check


Before using the ladder, ensure the following:
- Joints between step and side rails are tight.
- All fittings are secure.
- Moving parts are operating freely.
- Rungs free of grease and oil
- All components of ladder intact including side rails, steps, rungs, or cleats.

4.2 Operational Safety Check


Setting up ladder
When setting up the ladder, ensure the following:
- Ladder is based on firm footing and secured against slippage.
- Ladder is tied off at the top, blocked, secured or held by a second worker when in use.
- Straight ladder is erected at the angle of 4:1 (at an angle of 75-80 degree)
- Step ladder is open fully and ladder locks, spreaders or braces engaged before
climbing.
- Upper and lower sections of extension ladders is overlapped to provide stability.
- Ladders are not blocking doorways; barriers are set up if it is necessary to block
passageway.
- Weight of the ladder is placed squarely on the ladder feet and not on the rungs.
- Two or more people are used to erect long or heavy ladders.
Using the ladder
When using the ladder, ensure the following:
- Three points of contact is always maintained when climbing.
- Only one person is allowed on the ladder at a time and weight of the ladder is not
exceeded.
- Tools are carried on a belt or tool pouch and materials are hoisted.
- Rungs are grasped instead of the side rails for safety if a foot slip.
- Proper footwear is worn.
- Re-position ladder if required to prevent over-reaching. Belt buckle/centre of body
should not be further than the side rail.
- Installation of timber plank to provide to prevent stepping last rungs.
4.3 Housekeeping
Ladders are to be stored back to the original storage place after use so as to avoid damage or
personal injury.

07. Use of Scissor lift / Boom lift.


1. Purpose: The purpose of this procedure is to describe the actions and responsibilities involved in
work at height use scissor lift / boom lift.

2. Scope: This procedure applies to company

3.3 The supervisor is responsible for monitoring for adherence to requirements of work at height using
scissor lift as mentioned in the procedure.
3.4 The workers shall ensure that proper safety precaution has been taken during work at height using
scissor lift / boom lift.

Potential Hazards:
Exposure to moving parts with the potential to cause
harm through entanglement, impact and cutting,
shearing, electricity, ergonomics, and slips, trips and
falls.

Safe Work Procedure Checklist:
1. PRE-Operation:
 Ensure operator is licensed to Perform High Risk Work – Working at Heights.
 Perform Pre-Start Check of all components and platform.
 wheel choke for stationary MEWP.
 Report any faults to your supervisor. Do not operate lift if any faults are found and isolate scissor lift
by using a Lock Out Tag Out system.
 Ensure the area of operation is clear of debris and is stable and even.
 Ensure all tools and materials are secured to the platform.
 Temporarily fence off the area surrounding the lift to ensure that no one can enter the area during
operation.

 Ensure that harnesses are used and attached to appropriate anchor points.
2. Operation:
 Always move the lift in the lowered position to enable the operator to have a clear line of sight.
 Do not lean out over rails of platform when working at heights.
 Ensure the lift is rated to take the weight of the load including tools and the persons using the
platform.
 Ensure the load weight is evenly distributed on the platform.
 Place sign on bottom control panel to prevent unauthorised movement or operation of machine while
in use.
 If fitted, depress ‘Dead Man’ button to prevent movement of machine.
3. POST-Operation:
 Lower the lift.
 Detach from anchor points.
 Store in a suitable position.
 Remove power cord from outlet.

08. Use Non - of energized tools (Pen Knife)


1. Purpose: The purpose of this procedure is to describe the actions and responsibilities
involved in use Pen knife at work site.

2. Scope: This procedure applies to company

3.2 The workers shall ensure that proper safety precaution has been taken during the work process.

 Proper rubber hand gloves are compulsory for use of pen knife.

09. Use of Ramset Gas gun tools


1. Purpose: The purpose of this procedure is to describe the actions and responsibilities
involved in explosive Ramset gas tools.

2. Scope: This procedure applies to company

3. Responsibility

3.3 The supervisor is responsible for monitoring for adherence to requirements of explosive
power tools as mentioned in the procedure.
3.4 The workers shall ensure that proper safety precaution has been taken during handling
explosive power tools.
4. Procedure

 Only authorized and licensed gun operator to be engaged.

 Ensure the tool passed a valid, inspection certificate within 3 years.

 Supervisor must inform all contractors’ workers and management that explosive power tool is
carried out at the area. Nobody is allowed to carry out except power tools operators at that
area.

 Barricade that area with warning signage and provide banks man with relevant safety vest.

 Proper PPE is worn at all times. (like helmet, shoes, hand gloves, ear plug and goggles)

 Tool shall not be used too close to the edge of any substance.

 Never point the tool at yourself or at people around you.

 Do not transport the tool with your finger on the trigger.

 The tool must be sent for regular maintenance and services by the manufacturers authorized
personnel.

 Supervisor should carry out regular inspection and instruct the operator to carry out
maintenance when necessary.

 Never operate the tool that has malfunctioned, is damaged, or has loose parts.

5. Emergency:

As a general rule in case of doubt or if symptoms persist, always call a doctor.

 Never operate the tool that has malfunctioned, is damaged, or has loose parts.

 Monthly onetime all tools need to send for Lew inspection, and checklist submit to worksite relevant

 Worker should operate machine within easy reach of start/stop button
 Worker should ensure that all safety guards are in place and working properly before
work commences.
 Worker should check drill bit regularly for wear or damage.
 Worker should not remove jammed materials while drill is still on. He should turn off
the power and wait until the drill completely stops.
 Worker should keep floor area around free of debris.

14. Rockwool installation.

 CUT ROCKWOOL BY SHARP KNIFE.

 IF CONTACT WITH SKIN, WASH BY CLEAN WATER.

15. Use of Stopping Plaster

 Ensure proper disposal of used plastering compound bags.
 Ensure electrical connections and wirings of the mixer are in good condition.
 Ensure person should be used full hand sleeve.
 Ensure ladder used are in good condition.
 Ensure all plaster droppings are properly disposed.
 Using ladder provide buddy system.
 Ladder must use even place.
 When height is more than 2m apply permit to work system.
 Ensure safety harness is worn.

• Cut band on top of the bucket with a utility knife or tin snips and pry off lid.
• If there's water on top of the compound, chuck a mixing paddle into a ½-inch drill. Mix at slow speed
until water is blended and compound is smooth. If there's no water, the compound is ready to use.
• Look for any screw heads poking above the drywall surface and drive them until slightly recessed.
• Tear away any loose or torn paper from drywall (especially at corners and cut edges) to prevent bits
from ending up in the compound.

• Load the edge of the knife blade with about 2 inches of compound.
• Starting in one corner of the room, force the compound into the joints between sheets. When they're
completely filled, hold the knife at a 25-degree angle to the surface and smooth out the compound in a
single pass.

Housekeeping: Joint compound use finish must remove the bucket from work area to storage
area; empty bucket must throw in rubbish tong.

16. Night Work


- Workers are advised to request proper lighting when there is no or insufficient light in the
work area.
- 17.Emergency Evacuation
Upon hearing the alarm, all personnel shall stop works, shut down all electrical supplies and
machinery. When evacuation is declared, do not panic but quickly and immediately evacuate, by
using the nearest exit / staircase. Strictly Do not use lift (if any) and Report to the designated
Assembly Point. Project manager shall ensure that the Emergency Response Plan in place and
Emergency Evacuation Route / Exit signage are displayed in various locations on site. Site supervisor
and EHS personnel shall ensure that the all-work personnel are briefed and a reminder during Pre-
Start talk briefing.

18.Preparedness for SG Secure

The supervisor and engineer will brief the workforce regarding the SG secure. We shall do proper vigilant on our
surrounding. Look out for persons showing suspicious behaviours.
-If anyone sees any suspicious item on site, inform the supervisor and quickly barricade the area. The supervisor will inform
to anybody on site to keep away to the suspicious item until the investigation ongoing and will be
