B. Target Group for LCP Competency Assessment


The target group for the LCP Competence Assessment is personnel who have been recommended to take on the
LCP role by their sponsoring company and are required to be assessed against the competence assessment criteria
in this standard.

C. Aims and Objectives of Competence Assessment


The aim and objectives of the OPITO LCP Competency Assessment is to establish that the learner has the required
underpinning knowledge, understanding and practical skills to undertake the role as a LOLER Competent Person/
LOLER Focal Point at the workplace.

D. Entry Requirements
It is the responsibility of the employer to ensure that delegates are ready to be assessed and have:
a) Suitable and relevant experience in both crane operations and hoisting and lifting operations involving the use
of portable lifting equipment
b) A letter from the current employer recommending the candidate for LCP assessment including reference to the
candidate’s supervisory and command and control capabilities and confirming his/her relevant experience
c) Knowledge and experience of:
1. LOLER, PUWER and HASAWA regulations
2. Safe Systems of Work
3. Assessment of personnel
4. Management of personnel
5. The inspection of lifting equipment and the concept of discard criteria
6. Safe use of lifting equipment
7. The management of rigging lofts
8. The planning of lifting operations
9. Risk assessment

E. Physical and Stressful Demands of Competence Assessment


The competence assessment may involve a degree of physical and mental stress. All personnel who participate in
such activities must be capable of participating fully. Therefore, delegates will be required to complete a Medical

Screening Form before the commencement of the course. The delegate should have a valid medical certificate if
their health is in doubt.

F. COVID-19 Information and Instructions


The following precautions will be dynamically changed according to the government's instruction
• All delegates must wear a mask at all times and they will not be allowed to enter without the mask.
• Body temperature will be measured at the entrance and personnel with abnormal body temperature will not
be allowed to enter.
• Delegates must keep a safe social distance all the time.
• If one or more employees belonging to a single company are suspected to show signs or symptoms of
infectious disease, then the training program will be immediately put on hold.
• Quantum SkillUp will ask delegates to go for a PCR test and if any of them is found positive, the course will be
suspended and all delegates will be asked to quarantine themselves for 15 days before coming back with a
new negative PCR test.

G. Duration and Timing of Competence Assessment


The optimum 'contact time' for the LOLER Competent Person performance assessment is seen as 14 hours.
Quantum SkillUp working hrs from 8:30 AM to 4:00 PM daily except Saturday and Friday.

H. Competence Outcomes
The performance program (summarised below) gives the candidate the maximum opportunity to demonstrate
his/her skills, knowledge, and understanding of the LCP role.

UNIT OIS – 203 Regulations, procedures, assessment, and competence


This unit is about the management side of the LCP’s role – understanding LOLER, PUWER, and HASAWA regulations
as they apply to lifting operations; training/mentoring the lifting team to confirm their levels of competence, and
deciding on appropriate personnel for the lifting team.
Outcome 1 Regulations and SSOW
Outcome 2 Coaching and mentoring lifting personnel
Outcome 3 Supervision of lifting personnel

UNIT OIS – 204 Selection and control of the lifting equipment and planning of the lifting operation
This unit is about the LCP’s role in lifting activities – control of the lifting equipment in the rigging loft or other
equipment store; planning rigging and lifting operations with a high degree of accuracy including a risk assessment
to ensure the work is carried out in a safe manner.
Outcome 1 How to Inspect and use lifting equipment safely
Outcome 2 How to plan the lifting operation and prepare the risk assessment
Outcome 3 Planning the lifting operation and preparing the risk assessment

I. Assessment Criteria and Certification.


An overall pass mark of 80% is required for the underpinning knowledge assessment.

Candidates successfully meeting the OPITO-approved LOLER Competent Assessment standard will be
issued with an OPITO certificate of competence.

J. Validity and Renewal


The OPITO Approved LOLER Competent Person Assessment certificate is valid for 2 years and can be revalidated
through the LOLER Competent Person Re-Assessment certificate.

K. Complaints and Appeals:


All delegates who find themselves deemed ”Not Yet Competent” have the right to appeal that decision. All appeals
shall be directed in writing, to the management who will support this appeal process. Delegates who believe that
they have been treated unfairly or unjustly by any member of staff whilst attending a course, or whilst within any
contact with Quantum SkillUp, should fill out their concerns in writing with assistance from the training coordinator.
Delegates are welcome to share their opinion about the training by filling in the Customer Satisfaction
Questionnaire on completion of the course.

L. Break and Refreshment


Normally there are two coffee breaks; one during the morning session and another during the afternoon session.
There will also be a lunch break in the middle of the training day, set from 12:00 to 01:00 PM.

M. Competency Assessment Booking


On contacting Quantum SkillUp, the client will be sent a booking form to be filled out and sent back to confirm
the booking request.

N. Assessment Day
- Delegates must bring a valid ID (National ID or Passport)
- Delegates should bring their PPE (Hard hat, Coverall, Safety shoes, Safety glasses and gloves)

O. Cancellations and Refunds


The course payment should be done in advance by the customers. Customers who have paid in advance for training
will be entitled to a full refund in the event of withdrawing five working days before the training starts. Customers
will be informed of this policy on payment.
