METHOD STATEMENT FOR WATER
SUPPLY WORKS
INTRODUCTION
This method statement is proposed for the construction of Construction of LASITO water supply in UASIN GISHU
COUNTY. Water Pan Structure comprising of a Reinforced Concrete Weir at the nearest River and the Construction
of a Clear Water. Whereas it gives a general description of works for both the structures, special emphasis has been
given to the e intake works, highlighting about river diversion for the works.
GENERAL
The sound project management will be realized through daily, weekly and monthly site meetings deliberations
where the whole team of Contractor and supervision engineers will be available to discuss the areas how bottle
necks shall be dealt with to avoid adverse effects to the project implementation.
Our construction programme indicates our proposed timings and sequencing of operations necessary to achieve
project completion
Preliminaries

Prior to the commencement of the project works, the preliminary health and safety and fire safety plan will be
prepared. This plan will be progressively refined and developed as subcontractors and specialists are appointed, and
more specific and detailed methods, techniques and requirements are established.
Any potential hazards on site will be identified and marked and eliminated.
The contractor’s offices and welfare facilities will be set up within the contractor’s site area as discussed under site
logistics
Site supervision
The project manager, supervision Engineer and other supplementary staff will manage and supervise all activities
under the general conditions of contract so as to ensure among other things on site:-
the works are constructed in accordance with the contract
the quality of workmanship and materials are in accordance with the specifications
the work is carried out in a safe and appropriate way with specified standards of Health and Safety
including Personal Protection Equipment
the resources provided by the contractors are adequate to complete the works within the schedules
the cost of the works conforms to that given in the contract
In order that the Client is guaranteed of a reliable product the Contractor in his effort to have the works comply with
specifications, shall ensure the procedures undertaken are relevant to the main tasks as listed below namely:
Materials Testing
Materials Testing
Materials tests are designed to ensure that all materials incorporated into the works conform to the requirements of
the specifications.
All purchased materials must have compliance test certificates of each consignment of materials so that any defects
can be identified before materials are used on site.
For materials produced on site e.g. concrete, grout, trench and embankment fill, etc., the Contractor will ensure that
the sampling testing and analysis of these materials and respectively certify formations according to the
specification.
Field works
Field works shall be carried out in such a way that standards are met and all work is performed according to the
drawings and specifications. This will cover the following:-
- Construction workmanship
- Material quality and dimensions
- Material testing and achievement of specified placement and performance targets
- Adherence to embankment soils specified placement levels and to drawings details
- Profile lines and dimensions trench support and dewatering measures
- Installations of equipment
- Environmentally safe disposal of surplus excavation spoil materials, and left overs
- Adherence to safety and health requirements
- Environmental protection measures
Contract Administration
The relevant Contractor’s Head Office staff will attend all monthly site meetings and site inspections as dictated by
works progress. These meetings/site inspections will be attended by Contractor, all subcontractors, client and
stakeholders. During these meetings works will be inspected, progress reviewed and reports from all participants
received. The Contractor representative for the project will monitor action being taken by various parties as
recommended in the site meetings and attend to issues related to Civil/Structural discipline to achieve
interdisciplinary harmony. The Contractor’s role shall be based on a complete understanding of the contract and
strict observance of all contractual conditions. The following measures will supplement the contract administration:-
The project quality shall be achieved by a comprehensive quality control programme. The programme will define in
details the procedures that will be followed throughout the contract execution to ensure that appropriate observation,
testing and examination will be employed, documented and reported in order to accomplish the desired level of
quality and workmanship for the project.
Prior to project completion pre final inspection must be performed and all deficiencies in scope and quality of work
are brought to the attention of the supervision engineer.
Reporting
The Contractor will maintain the following records pertaining to all civil works and reports for purposes of
monitoring progress, project costs and keeping the client posted.
- Site instruction book to be completed by supervision engineer upon visiting the site
- Records of site meetings and inspections
- Material test results and suppliers certificates
Weather Conditions
In case it rains, all works will be stopped and resumed after the rain has stopped. The workers will be encouraged to
take more safe drinking water to avoid dehydration and regular test results shall be encouraged.
On a construction site, it is mandatory to wear complete PPE for any task being handled however small it may seem.
The list of PPE include:
Safety footwear
High visibility clothing
Hard hats
Hearing protection
Gloves
Safety glasses
Overalls
Respiratory protection
All PPE is to be issued free of charge. Managers are to instruct the operatives in the procedures for cleaning,
maintenance, storage, and replacement of their PPE. This procedure is as in our health and safety procedure manual.
House Keeping
Amendments
If any variation to this method is required, then the amendment must be recorded. All operatives will be briefed on
the changes and revised methods.
The sites will be cleaned up prior to commencement of handing over activities. The clean-up will entail the
following:
Cleaning including scrapping of any contaminated murram from CCA to stockpile for removal by
licensed contractor
Removal of any waste and excess materials from site
Borrow pit reinstatement in the line with local Authorities requirements
Removal and demobilization of contractor’s equipment, tools and site offices.
Handing over of the completed works back to the Employer by the contractor will then be completed as per the
contract requirements.
Assis has in place a well-structured QA/QC framework for document control. The document controller is charged
with proper record keeping and filling. Some of the QA/QC documents that guarantees first class products by ASSIS
include but not limited to the following:
SURVEY WORKS
The Surveyor will move to site with the following survey instruments:
1. Total station
2. Hand held GPS receiver
3. Staff and ranging rods
4. Prisms and prism holder stand
5. Tripod stand for the total station and for the levelling machine
6. Leveling machine
Using the conductor pipe coordinates given in the drawing, the surveyor shall confirm that the coordinates coincide
with the marked point on site.
The surveyor will then establish control points using the known point at least two and monument with concrete
marking or naming as appropriate to the task. These points will be established within or outside the site.
The surveyor will set out the extent of the site as per the specifications given in the site drawing or as advised by the
Clients representative. When the extent of the site has been marked, the surveyor will then proceed to carry out
topographic survey for the entire site and plot the data in AUTOCAD revealing the topography by using contours
Description of Works:
4. Concrete Works
a) Preparatory Works
Prior to the actual concreting, the contractor shall do the following:
- Prepare a design mix based on the concrete grades specified on structural drawings.
- Submit the proposed design mix to client / client’s representative for approval.
- Submit request for inspection of structural members with client / client’s representative prior to concreting
works.
- Ensure that all the required machinery and personnel for the works are sufficiently and efficiently available.
These will include: Mixers/Batching Plant, Mobile Crane, Concrete Pumps, Concreting Buckets, Vibrators,
Wheelbarrows, etc. as applicable.
b) Materials
- Concreting materials such as cement, sand ballast and steel etc. shall be sourced locally.
- Materials Shall be inspected on receipt at site as per the approved shop drawings. Materials test certificates
shall be submitted for review and approval by the clients Representative.
- The water used in concrete mortar & curing shall be clean & potable it shall be free from suspended material
organic matter and other impurities which may adversely affect the concrete.
- Reinforcement shall be neatly stacked on a timber with a good clearance from the ground.
- The concrete mix design shall meet the requirements of the contract specification and drawing.
c) Blinding
- The surface to receive the blinding concrete will be properly leveled to shape and appropriately compacted
- Blinding concrete shall be placed only after the approval of the Client’s Representative for the excavation &
compaction
d) Rebar Fixing
- Adequate access and egress shall be provided to the site for work.
- All the personnel shall wear basic personnel protective equipment.
- All the equipment, tools and tackles being used for the work should be in good working condition and
maintained.
- All the personnel will be provided with toolbox talk on the procedures to execute the work safely.
- Setting out shall be marked by the surveyor prior to proceeding.
- Necessary scaffolding shall be provided for binding fixing steel.
- Prefabricated steel shall be placed in position as per approved shop drawings of the related structural member
i.e. raft, column, beam, slab and other structural members.
- Approved 1.6mm dia. galvanized / black annealed mild steel wire shall be used to tie reinforcing bar. The
ends of the wire shall be bending back away.
- Spacer blocks of approved type will be used to maintain the cover.
- Overlap location and additional bar shall be maintained as per approved shop drawings.
- After completion of main mesh for raft, column starter bars shall be provided as per setting out details.
- For horizontal elements, after completion of the slab decking, the bottom-most layer will be completed first,
followed by the upper layers. Spacer and chairs will be provided as required.
- While fixing of steel reinforcing bars, care will be taken to see that proper concrete cover is available for
bottom, top, sides and edges.
- Wherever reinforcements are placed in two or more layers, minimum 25mm spacer shall be placed between
layers. All bars in upper layers must be placed directly above those in the bottom layers.
- Necessary dowel bars shall be provided wherever necessary as per approved shop drawings.
- Proper anchorage of bars for raft, beam, slab shall be provided as per approved shop drawings and
specifications.
- All reinforcement must be cleared to ensure that it is free from all oil, dust and deleterious materials.
- After the completion of installation of steel reinforcement and inserts, inspection and approval shall be done
prior to concrete pouring.
e) Formwork
- Formwork shall be of steel plate shutters or marine ply, and shall be erected by providing sufficient props
and struts including necessary bracing supports and jerks, ensuring that the required shape, alignment and
dimensions are as per drawings.
- It will be ensured that safe access and egress from all working platform are provided, which shall take form
of stairways or ladders.
- Gaps in formwork shall be sealed to avoid leakage of grout and to provide a pleasant finish.
- Faces of formwork in contact with concrete shall be free from adhering foreign matter, projecting nails and
the like, splits or other defects, and all formwork shall be clean and free from water, dirt, or other foreign
matter.
- Except where the surface is subsequently to be rendered, formwork in contact with the concrete shall be
treated with a suitable non-staining release agent before the steel is fixed or the concrete placed to prevent
the concrete adhering to it. Care shall be taken to prevent the release agent from touching the reinforcement
or concrete at construction joints.
- All exposed exterior angles on the finished concrete of 90 degree or less shall be given 20mm by 20mm
chamfers.
f) Concreting
- All concrete works shall be carried out in accordance with the recommendations in BS 8110.
- Surveying instrument and level shall be set up during the pour, checks made to ensure that the formwork is not
moving, or if problem occurs, adjustments shall be carried out
- Adequate equipment, machinery and manpower shall be provided to carry out the concreting works.
- For the 150m3 water tank and the intake structure, volumetric batchers will be employed whereby mixing will
be carried out using mechanical concrete mixers of capacities ranging from 300 - 500 litres, as will be necessary.
- Concrete cube samples shall be taken at intervals for quality testing. Slump and Cylinder test samples shall be
taken from the discharge point in the presence of the Client’s representative.
- Concreting shall commence from a fresh location or a predetermined construction joint and continue
uninterrupted up to the next predetermined construction joint or to completion. The work shall be organized so
that the placing of concrete is efficient and continuous between specified or approved construction joints. PVC
water bars will be provided at the construction joints.
- If concreting is to commence from a construction joint, the joint shall be roughened before placing the concrete.
- Concrete will be placed from the lowest point to the final concrete level in one operation in horizontal layers.
- Compaction of concrete will be by mechanical vibrators. It will be ensured that concrete is worked into the
corners of the structural members.
- The concrete foundations shall be placed on areas compacted to at least 95% of modified proctor density.
- Concrete shall not be dropped freely where reinforcing will cause segregation nor to be dropped freely from
more than 1 meter.
- Placed concrete shall be consolidated using compatible vibrating equipment supplemented by hand spading,
rodding or toughing.
- Concrete shall be placed on a clean surface. Standing water shall be removed prior to placement of concrete.
- Every precaution shall be taken to prevent foreign materials from being introduced in the concrete from any
source.
- Concrete placed in the forms shall be to the full depth of the forms and thoroughly worked against the formwork
and around reinforcement to ensure that air bubbles formed during mixing and casting is expelled.
- Concrete shall be protected during hardening from direct sunlight, rain or running water.
- After the concrete has set, curing works will commence for the stipulated number of days.
g) Cube testing
- The minimum compressive strength at 28 days shall not be less than the one specified in technical specification.
- Contractor shall employ Company approved testing agency to perform field and laboratory testing for molded
concrete cylinders test for slump temperature of concrete.
h) Curing
- Structural concrete shall be continuously cured in accordance to the specification.
- Clean and portable water shall be used.
- Water curing shall be continuous until the compressive strength has reached 70% of specified strength but not
less than 7 days after placement.
- The saturated burlaps/gunny bags shall be used to preserve moisture on vertical surfaces.
7. Transportation of Materials
-Materials shall be transported to the site using pick-ups and trucks. Care will be taken to prevent collision
of the materials with the vehicle body as well as the individual materials. Under no circumstance shall they
be dropped during loading/off-loading or be allowed to collide with each other.
- Within the sites, Materials shall be distributed and stored/stacked as close as possible to the
laying/installation position in order to minimize double handling.
- Storage and protection shall be in accordance with the manufacturer’s recommendations and the special
specifications.
- Works of any kind will be only be commenced once the materials required have been availed to ensure
quality and speedy execution.
B. REINFORCED CONCRETE INTAKE WEIR
To ensure that there is a continuous flow of the river water, the Intake Weir shall be constructed in two
halves/sections by the aid of a cofferdam. The first section will be the left hand side facing downstream whereas the
opposite side, comprising of vortex and chambers, will be referred to as the second section.
a) Diversion Channel
- A diversion channel will be built through one side of the river valley around the planned construction area.
- The river shall be channeled through a diversion channel and the cofferdam constructed around it.
- As a result of rock, a series of holes will be drilled in the rock. Explosives will be placed in the drill holes,
blasting takes place and broken rock will then be removed. This procedure will be repeated many times
until the channel is completed.
b) Cofferdam
- A cofferdam using soil filled gunny bags will be constructed to keep the construction area free of water
during the Construction of Intake Structure. Temporary water diversion pipes/channel will be laid to divert
the flow of water.
- Suction pumps will be deployed to pump out any water flowing into construction area.
- Woven polypropylene bags will be filled with coarse grain sand. The bags will be well compacted and knit
together to take up gaps between them.
- A layer of geotextile filter or impermeable layer will be placed on the retained water side of the barrier to
prevent seepage of silt through the barrier into the water. This layer will be well anchored along the base of
the barrier and will be extended above the water line, where it will also be well secured.
- Where practicable, Excavation for the concrete bases will be undertaken by CAT excavators, otherwise
manual excavation will be used.
- For rock excavation, air compressors and Rock breakers will be used. Whereas for homogenous rocks,
controlled blasting will be carried out.
- Upon completion of construction works, the final cleaning and reinstatement of the Site will be done to
Engineer’s satisfaction.
Once the proper and dry working area has been established, all other activities like site clearance, excavation and
concrete works will proceed as previously described. The construction sequence will be as follows:
C. GENERAL DESCRIPTION - PIPEWORK AND FITTINGS
1. Clearance, setting out and Excavation
- The site of pipeline route will be cleared both mechanically and manually as will be applicable.
- The pipeline routes will then be surveyed and marked. The pipeline survey will be carried out by a qualified and
experienced surveyor with an aid of theodolite and automatic levels. The engineer’s representative will check
the setting out on request by the contractor.
- Once the setting out is approved, the original ground levels will be taken from which plans and profiles will be
produced and submitted to the Engineers for approval.
D. PREVENTION OF POLLUTION
- Taking into account the location of the project, measures shall be taken to limit noise levels during
construction. Dust emanating from our operations shall be controlled through regular spraying of
working/bare areas with water.
- We shall also ensure that pollution of the ground does not occur as a result of our activities.
F. PROGRAMME OF WORKS
- The construction period is 6 months from the start date.
- For the timing, sequence and duration for the various major activities of works, please refer to the
annexed Construction Programme.
At the end of construction, the project will be practically complete and handed to the client. The Contractor will
