PROBLEM BASED LEARNING

Case Scenario 1:

You are the owner of a construction organization. The organization performs contracting works
for various types of projects including road works, building works, water works etc. You are
looking for a new manager for your company. For the same, you need to develop a competency
profile for the new manager identifying the key management skills that the person should have.

Requirements:
A. Competency Profile for Construction Manager:

1. Business Competencies:
- Financial management (budgeting, cost control)
- Strategic planning and execution
- Market awareness and business development
- Risk management and problem-solving
2. Personal Competencies:
- Strong leadership and vision
- Adaptability and resilience
- Integrity and accountability

B. Differences in Competency Profile:

Compared to a conventional business organization, a construction manager’s competency


profile differs in several ways:

1. Industry-specific knowledge: Construction managers need in-depth knowledge of


construction methods, materials, and regulations.
2. Project management expertise: Construction projects involve complex timelines, budgets,
and stakeholders, requiring strong project management skills.
3. Safety and risk management: Construction sites pose unique safety risks, making safety
management and risk assessment critical competencies.
4. Interpersonal skills: Construction managers must effectively communicate with diverse
stakeholders, including contractors, architects, and government officials.
5. Adaptability and problem-solving: Construction projects often face unforeseen challenges,
requiring managers to be adaptable and resourceful problem-solvers.

In contrast, conventional business managers may focus more on general business operations,
marketing, and sales, with less emphasis on industry-specific technical knowledge and project
management expertise.
Case Scenario 2:
In recent years mass transit increased on Raiwind road due to establishment of educational
facilities like University of Lahore, Superior group of colleges, COMSATS etc. Road is poorly
damaged and not fulfilling present requirement. Punjab government realized the need and
released funds to the respective development authority to improve the road construction along
with capacity enhancement. The development authority has quality be the prime priority. Lack
of alternative access this road has to be remained open for movement to people and vehicles.
The lives of worker and people may be in danger during execution of project due hazardous
conditions and heavy machinery. Meteorology department forecast frequent precipitation
during the month of February and March about two to three weeks. Duration of project is four
months and has to be started in January. No redesign has been done and earlier specifications,
agreement and drawings are reconsidered. Contractor assigned on this project has professional
credit point (PCP) up to 15 and licensed to construct projects up to Rs. 100Millions.
Contractor is emerging in construction business but not equipped with automotive vehicle and
need to arrange resources to execute the project in time.

Assume you are Project Manager from contractor side and answer following questions:

1. Scope of Project:
The project involves improving the road construction on Raiwind Road, including capacity
enhancement, to meet the current requirements. The scope includes upgrading the road
infrastructure, ensuring quality construction, and completing the project within four months.

This is a road construction and capacity enhancement project, classified as a civil engineering
project.

3. Stakeholders and their Major Concerns:

1. Contractor Category (PEC) and Machinery Considerations:


Our contractor category is PEC-15, licensed to construct projects up to Rs. 100 million. Since we
are not equipped with automotive vehicles, we need to arrange resources to execute the
project on time. We will consider leasing or renting machinery to meet the project
requirements.

2. Procurement Technique:
Given the project’s specific requirements and time constraints, we suggest using the “Design-
Build” procurement technique. This approach allows us to work closely with the development
authority to design and build the project simultaneously, ensuring efficient use of resources and
timely completion.

3. Major Success Parameters:


The project’s success will be measured by:

- Timely completion (within four months)


- Quality construction meeting specifications and drawings
- Minimal disruption to traffic and access
- Safety of workers and public
- Compliance with budget and cost estimates
