    Peace-filled greetings!

    I acknowledge receipt of your second follow-up letter dated May 29, 2024 as
    regards your application for special monetization. Please note that, office has
    reviewed your application for Special Monetization and finds no objection to its
    approval. However, I must endorse the application to Department of Education-
    Regional Office considering that processing of the Special Monetization is beyond
    the jurisdiction of SDO-Surigao del Norte. Consequently, DepEd- Regional Office
    endorsed the same to the Department of Budget and Management- Regional
    Office since Special Monetization is chargeable against the Fiscal Year 2024
    Pension and Gratuity Fund (PGF) of the latter.

    Last June 7, 2024, the office already received a letter from the Department of
    Budget and Management. Accordingly, it has reviewed your application and has
    provided the following guidance: instead of charging the Special Monetization to
    the Fiscal Year 2024 Pension and Gratuity Fund (PGF) of DBM- Regional Office, it
    should be charged against the available allotments for Personnel Services of the
    school where you hold the plantilla or item. This decision is in accordance with
    the assurance by the DBM that the Pension and Gratuity Fund for Fiscal Year
    2024 can fully accommodate the requirements of the retirees this year, making
    the rationalization of the release for the payment of Monetization of Leave
    Credits (MLCs) necessary. Therefore, MLC payments charged to this fund are

    permissible only under extraordinary circumstances, e.g., medical emergencies
    and calamity-related concerns as outlined in Item 4.0 of DBM Circular Letter No.
    2024-1 dated January 31, 2024.

    Additionally, per Section 5.2.3 of National Budget Circular (NBC) No. 592, the
    payment of Monetization of Leave Credit should be charged against the available
    allotment for Personnel Services. Given that the School Head of Tubod National
    High School has issued a certification indicating the non-availability of funds for
    the payment of Monetization to date, you are advised to refile your application at
    Tubod National High School when funds may become available or you could
    process it personally and refile the same to the Regional Office of the
    Department Budget and Management anytime soon. The SDO- Surigao del Norte
    personnel working on the documents and requirements for such application
    would be willing to assist you. The letter from the Department of Budget and
    Management is hereby attached as Annex “A”.
