WHEREAS, the economy of the Philippines depends heavily on the Agricultural Sector, thus challenges
encountered, especially by farmers, have negative effects on the food security in the country. Given this
geographic location, the Philippines continues to experience numerous threats to food security brought about by
strings of natural calamities that have rendered farm produce unusable or increase food prices due to food
storage;
WHEREAS, the COVID-19 pandemic has threatened the Food Security of the country, disrupting the
availability and access to fresh and nutritious food and affordable prices;
WHEREAS, to address the problem of hunger and food shortage in the Philippines, the National
Government enacted several laws and implemented various initiatives and strategies to insure sustainable and
resilient production of food availability throughout the country. However, this remains a challenge in the country
due to food storage and rising prices brought about by natural calamities and disasters, health crises such as the
COVI-19 pandemic, among others, hindering economic growth and national development.
WHEREAS, the barangay, aware of the burgeoning prices of all basic commodities including vegetable, has
felt the needs to contribute to addressing hunger and ensure food security of the barangay;
NOW, THEREFORE, BE IT ORDAINED, AS IT HEREBY ORDAINED by the Barangay GNARAN duly assembled
that;
SECTION 1. TITTLE
This Executive Order shall be known as an EXECUTIVE ORDER CREATING AND ADOPTING (HAPAG)
“HALINA’T MAGTANIM NG PRUTAS AT GULAY” AND ESTABLISHMENT OF BARANGAY COMMUNITY GARDEN FOR
BARANGAY GRIJALVO, SAN FERNANDO, CAMARINES SUR.
SECTION 2. CREATING AND ADOPTING (HAPAG) “HALINA’T MAGTANIM NG PRUTAS AT GULAY” AND
ESTABLISHMENT OF BARANGAY COMMUNITY GARDEN.
A. The community garden shall be established in an available site to be determined by the barangay. It shall
have a minimum of Two hundred square meters of land area or its equivalent in several patches of land.
B. In establishing the community garden, the barangay identifies which vegetable plants, herbal plants, and
root crops they wish to grow.
C. Barangays with suitable spaces are hereby encouraged to plant trees which will help in beautifying the
planting area and environment.
D. Barangays that do not have vacant areas shall implement alternative gardening such as container
gardening, vertical gardening, Square Foot gardening, hydroponics, aquaponics and aeroponics.
E. Residents shall be encouraged to set up their family vegetables garden and /or plant fruit bearing trees in
available open spaces.
Barangay Community Garden – the barangay community garden shall refer to a piece of land or several patches of
land operated and cultivated by the barangay for the purpose of planting and growing vegetables and fruit bearing
trees.
Aeroponics – an integration of aquaculture (fish farming) with hydroponics. Creates a symbiotic relationship
between the plant and the fish. It uses the Nutrient rich wastes from fish tanks to “fertigate” hydroponic
production beds, and hydroponic beds clean water for fish habitat.
Aquaponics – a bio-system that incorporates re-circulated aquaculture (fish farming) with hydroponic vegetables
and herbs production to create symbiotic relationships between the plants and the fish. The symbiosis is achieved
using the nutrient rich waste from fish tanks to “fertigate” hydroponic production beds. In turn, the hydroponic
beds also function as bio-filters that remove glasses, acids, and chemicals such as ammonia, nitrates, and
phosphates from water.
Container gardening – refers to micromodel farming where a family unit or household produces fruits and
vegetables in special containers for personal consumption.
Fruit bearing Tree Planting Plant – refers to the planting of fruit bearing trees for food production purposes.
Hydroponics – a method of growing food using mineral nutrients in water without soil.
Square Foot Garden – is a simple method of creating small, orderly, and highly productive kitchen gardens.
Vertical Gardening – refers to a special kind of urban gardening suitable for small spaces, particularly for
decorating the walls and roof in various styles. It is an alternative method for gardening by expanding the scope
and growing plants in vertical spaces.
1. The Barangay shall create a committee that will oversee the compliance to the HAPAG Project and
submission of Quarterly Report every 2nd week of the quarterly month to DILG.
2. The barangay shall provide financial assistance to the implementing group to sustain the production of
the community garden and provision of Agricultural services.
3. The barangay shall organize, reorganize, and strengthen the Barangay Nutrition Committee.
4. Designate one (1) Sangguniang Barangay member, preferably the one who handles the environmental
concerns, to lead and manage the establishment and maintenance of the barangay community garden.
5. The Punong Barangay shall designate personnel from among the barangay officials and staff including the
Barangay Nutrition Scholar, who shall assist the operations and maintenance of the barangay community
garden.
6. Established a group volunteer in the community to help in the establishment and maintenance of the
barangay community garden as well as spread the information in the setting up of household vegetable
gardening and/or planning fruit bearing trees.
7. Submit necessary reports to the respective DILG City/Municipal Field Offices on the compliance with the
establishment of barangay community garden.
If for whatever reason, any provision of the Ordinance is declared to be unconstitutional or invalid, the other
provisions hereof not so affected shall continue in full force and effect.
This ordinance shall take effect within This executive order shall take effect upon the approval of the
Sangguniang Bayan.
