Code 10 Supply and fixing of Moisture proof, fire retardant, resistant to mineral oil, 99049324 salty water, transformer oil, alkalies, acids, diesel, petrol, kerosene, crude oil PVC Insulating mat at different 3.3 KV HT electrical substations, switch rooms, Electrical Panels. The PVC mat shall conform to IS 15652-2006 standards & with following specifications : 1. The PVC mat shall be suitable for 3.3 KV Voltage grade and Class-A category as per referred IS standard. 2. The PVC mat shall be made from elastomer material free from any insertions leading to deterioration of insulating properties. Upper portion of the insulating mats shall have small aberrations(rough surface without edges) to avoid slippery effects while the lower surface shall be plane and finished slip resistant without affecting the dielectric properties of the mat. 3. The PVC mat shall be long lasting pastable type/permanently fixed & suitable for smooth trolley movement and should have sufficient mechanical strength to bear the weight of the Oil Circuit Breakers & Vacuum circuit breakers trolley movement. 4. Size: The PVC mat shall be 2 mm thick, 5000 mm long and 1000 mm width per roll. 5. Tensile strength and Elongation of mat: Tensile strength-15 N/sqmm, Elongtation-250% at -10 to 55 Degree C ambient temperatures. 6. Dielectric properties of the mat shall be as per IS 15652-2006: a. Insulation resistance with water-100 000 Mega Ohm with 5000 V Megger. Leakage current- Maximum 10 micro amp as per IS 8437(part-I). b. AC dielectric strength- Minimum 30 KV as per IS 2584 for Class-A PVC mat. c. AC withstands voltage- 10KV for class-A mat. 7. Every roll shall be marked with the following: Quantity UOM 190 M2

a. Class of mat. b. Lot No. and Manufacturer#s identification mark. 8. The PVC mat shall be tested and certified by CPRI. Test certificate is to be submitted along with the material. 9. All other non specified characteristics of the mat shall be as per IS 15652-2006. 10. Routine Test certificates and Certificates for Dielectric properties are to be specified in the quotation & submitted along with the supply of the material. 11. The PVC mat should be properly installed with anti moisture chemicals to avoid accumulation of moisture at specified electrical substations/switch rooms by the bidder. 12. Standard Notes: 1. Materials are required for maintenance of safety norms as per IS standard/IE rules and compliance of statutory safety guidelines of OISD, CEA, DGMS guidelines in the specified electrical substations. The substations are: (i) 11/33 KV Substations- OCS2, OCS 3, Pontoon, Well 80, S/S A, GCS8, Well 208, GCS1, Joypore, New Pontoon; (ii) 3.3KV/LT Substations-Well 80, S/S 1, 2, 3, 4, 5, A, B, C, D, R&D, Medical, NIA, MTDC, CT/BX, Bijulibari, TDX, DPS,D+107, New Pontoon, S/Bank, GCS 8, Well 208, GCS 1. 2. Complete technical details including technical catalogue & literatures should be submitted along with the offer. Offers with incomplete information will not be considered for evaluation. 3. The bidder shall quote for supply and fixing of the mat. Fixing of the PVC mat shall be as per manufacturer's instructions for installation. The bidder who supplies the material shall be responsible for fixing of the PVC mat. Offers received only for supply of the material shall not be considered for evaluation. 4. Job shall be treated as completed & suitable only after completion of the fixing of the PVC mats at the specified installations. 5. Packing should be adequate to avoid water ingress and transit damage. 6. Location of the Substations will be shown at the time of installation.

Special Notes : (1) VALIDITY : Your offer must be valid for 75 days from the date of bid opening. Offer with inadequate validity will be rejected. (2) The offer should be submitted in triplicate.
(3) Bidder other than OEM must forward their valid dealership certificate along with their offer; otherwise their offer shall be rejected. (4) In the event of receipt of only a single offer against the tender within B.C. date, OIL reserves the right to extend the B.C. date as deemed fit by the Company. During the extended period, the bidders who have already submitted the bids on or before the original B.C. date, shall not be permitted to revise their quotation. (5) Any sum of money due and payable to the contractor (including Security Deposit refundable to them) under this or any other contract may be appropriated by Oil India Limited and set-off against any claim of Oil India Limited (or such other person or persons contracting through Oil India Limited) for payment of a sum of money arising out of this contract or under any other contract made by the contractor with Oil India Limited (or such other person or persons contracting through Oil India Limited). (6) In the event you authorize your dealer/stockist/channel partner to quote on your behalf, the dealer/stockist/channel partner while submitting bid should mention on the body of the envelope that they are submitting bid on your behalf. In the event the dealer/stockist/channel partner do not mention the name of their OEM/principal on the body of the envelope, the offer may be treated as unsolicited offer and will not be considered for opening. The dealer/stockist/channel partner should take note of above while submitting bid on behalf of their OEM/principal. (7) For order with F.O.R. Destination term, 100% payment against despatch documents will not be entertained. In this regards please refer payment terms in ANNEXURE-MM/TENDER/LP/01/06. (8) To evaluate the inter-se ranking of the offers, Assam Entry Tax on purchase value will be loaded as per prevailing Government of Assam Guidelines as applicable on bid closing date. Bidders may check this with the appropriate authority while submitting their bids.
