Narrative Report on the BJMP Seminar

On August 21, 2024, at exactly 1:00 in the afternoon, Criminology


students at DMMMSU-Naguilian attended a seminar organized by the Bureau
of Jail Management and Penology (BJMP) of Naguilian, La Union. The
seminar was attended by 21 participants from Second Year Bravo and aimed
to provide students with a comprehensive understanding of the
responsibilities and goals of the BJMP. The officers conducted in-depth
discussions on critical topics relevant to their field. The sessions were led by
JO3 Aquino, JO1 Quiano-Fernandez, JO3 Habiling, and JO1 Balangue.

The seminar commenced with an introduction to the jail officers who


would be presenting various topics. Participants were given a brief overview
of each officer's background, enhancing the credibility and relevance of the
subjects they would discuss.

JO3 Aquino began the seminar by presenting their campaigns on


smoking, anti-drug initiatives, and waste segregation. This set the stage for
understanding the broader scope of the BJMP's commitment to public health
and environmental responsibility.

Following this, JO1 Quiano-Fernandez outlined the necessary


qualifications and information required to join the BJMP. She detailed the
educational background, physical fitness standards, and other prerequisites
that applicants must meet to be considered for a position within the BJMP.
This segment provided valuable insights into the rigorous selection process
and the standards expected of jail officers.

JO3 Habiling then discussed the scope of the National Task Force to
End Local Communist Armed Conflict (NTF-ELCAC). The presentation
included a video about the background of the Communist Party of the
Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF)
and how the NTF-ELCAC combats terrorism led by these groups. This session
emphasized the importance of understanding the roots of terrorism and the
government's strategies to counteract it.Furthermore, an in-depth
explanation of the program's definition, background, and development. JO3
Habling elaborated on the effects, benefits, and positive impacts of the
NTF-ELCAC program, providing participants with a clear understanding of its
role in addressing local conflicts..

Next, JO1 Balingue presented the Anti-Terrorism Act of 2020. He


defined key terms such as extremism and violent extremism, explaining how
and why individuals, particularly youths, are drawn to terrorist groups. He
also discussed the penalties for participating in terrorist activities and
introduced the National Preventive Mechanism on Countering Violent
Extremism (NPCVE). This segment highlighted the legal framework and
preventive measures in place to address terrorism in the Philippines. JO1
Balangue also clarified acts that are not considered terrorism and outlined
crimes under the Anti-Terrorism Act (ATA).We also have a question-and-
answer portion with Sir Balangue.
Lastly, JO3 Aquino introduced the Therapeutic Community Modality
Program (TCMP). The session included a video showcasing how Persons
Deprived of Liberty (PDL) conduct a morning meeting, providing insights into
the rehabilitation processes within jails. This presentation underscored the
BJMP's commitment to rehabilitation and the reintegration of PDLs into
society.The session included a detailed discussion on the four components of
TC and the TC modality orientation training.

In conclusion, the seminar offered criminology students a valuable


opportunity to gain firsthand knowledge from experienced professionals
about the complex responsibilities of jail officers and the challenges they
face. The discussions provided a deeper understanding of the BJMP's role in
maintaining peace and order, combating terrorism, and promoting
rehabilitation within the correctional system. The seminar not only
broadened the students' perspectives but also reinforced their commitment
to their chosen field. The event concluded with a photo opportunity with
the jail officers of Naguilian and the faculty members of ICJE, and the
seminar is ended at 3:15 p.m.
