1.0 SCOPE

To define responsibility within CONTRACTOR organization for the supervision

and review of rigging activities.

To define the format requirements for rigging equipment register, rigging

studies and rigging sketches, and set out the CONTRACTOR review
requirements.

This Plan covers the requirements for the supervision of activities for lifting
including:
 Review and preparation of lift data sheets
 Rewiew of rigging equipment register
 Requirements for and review of rigging studies and rigging sketches.

This procedure further lays out the format to be followed in the planning,
design and safe execution of the rigging program to meet the Project
requirements.

2.0 DEFINITIONS

For the purpose of this Procedure, the following terms are defined:

Lifting Data Sheet: Is a listing of all lifts to be made on the Project. This
list is primarlily a planning toll, CONTRACTOR shall
clearly demonstrate understanding of lifts to be
made and an understanding of the lift classification
for each of these lifts.

Lifting study: A detailed drawing of the lift to be carried out

containing the followed minimum information:
 Type of crane
 Item number
 Weigth of lift
 Weigth of Hook Block
 Weigth of slings
 Toral weigth to be lift
 Slings and other accessories size
 Maximum crane radius
 % of loading

Lifting Sketch: A less detailed drawing of lift

Lifting Equipment Register: Is a listing of all equipment classed as lifting

machinery and lifting tackle, lift beams, spreader
bars, details of test certificate

Lift Classification are as follows:

 Routine: up to 20 tons
 Medium lift: from 20 to 30 tons (Lifting sketch are required)
 Heavy Lift: over 30 tons (Lifting study are required)
 Critical lift: are those that meet any of the following criteria (Lifting
study are required):
 All lift in which are utilized the tailing crane
 Are located such that the load, crane boom or
rigging are near to electrical life lines
 All prefabbricated flare stacks

3.0 RESPONSIBILITIES:

CONTRACTOR is responsible for ensuring that the preparation of all lifting studies,
lifting sketches, lifting equipment register, lift data sheet for all applicable lifts.
CONTRACTOR is further responsible to ensure that all lifting equipment and all
lifting tackle used in the Project have the correct test certification, and that all lifting
devices are NOT used beyond the safe limits imposed by the manufacturers
requirements and/or applicable standards.

4.0 SPECIALISED TOOLING/EQUIPMENT

As required by lifting study.

5.0 SAFETY

5.1 All CONTRACTOR Supervisor and Field Engineers should be on the

constant alert for unsafe lifting practices and report them to the Heavy
Lift Specialist, or HSE Manager, or his designate. This should include
worn or unsafe slings, improper sized slings, poor or unsafe rigging
practices and overload equipment

5.2 Where required WORK PERMITS are obtained work can commence in
accordance with the specific measures itemized on the WORK PERMIT

5.3 Load capacity chart indicating all pertinent configuration and

information for any crane shall be available at all time

5.4 A pre-work safety briefing shall be held just before any Heavy or
Critical Lift, whith all personnel involved with the lift to review the
requirements.

6.0 INSTRUCTION

6.1 Planning
Before installing the equipment, the job site shall be thoroughly
surveyed and installation carefully planned, taking into consideration
the following:

 Equipment shape, dimension, weight and material, center of

gravity as well as confirming the latest vendor drawings
information to lifting plan or sketch
 Transportation routing
 Strength and condition of transportation rout and lay down areas
 Work space around the installation area
 Equipment installation sequence
 Schedule for equipment installation
 Installation procedure
 Orientation and position of lifting lugs or lifting trunions
 List of temporary equipment and tools to be prepared

6.2 Heavy and Critical Lift

Lifting studies are required for all Heavy and Critical Lift as defined in
section 2.0 (DEFINITIONS), and as minimum, lifting drawings shall
include:

REGGANE FIELD DEVELOPMENT PROJECT
Technical Proposal PI-13025

REF # CFB-REG-
0020-13

 Plans, elevation and details in sufficient detail that the lift can be
executed safely

 All crane, spreader bars, lift beams and rigging tackle are to be
shown

 Drawings shall be completed in such detail that factor of safety

can be applied on all components of the load and attachments
including any weld attachments, slings, shackles, load line and
crane matting

 SUBCONTRACTOR shall submit to CONTRACTOR in a timely

manner a detailed lifting plan and Lifting Scketch

 Identity and specification of all shackles, slings and other rigging

gear

 Softeners are required to protect the slings around corners or to

protect the surface of the piece to be lifted.

 The execution of the lift must not deviate from Lifting

Study

6.3 Equipment Orientation Marking

CONTRACTOR Rigging and Millwrights shall check the equipment to be

installed has orientation marking. These shall be based on a matching
of suppliers equipment and foundations. The marking (i.e. N for North)
shall be clearly marked on the equipment item prior to carrying out the
lift

Prior the lifting CONTRACTOR shall check and confirm that no internals
ship loose items are stored inside the equipment that should be
removed prior to making the lift.

6.4 Equipment Installation

6.4.1 Rigging
All rigger shall be skilled

6.4.2 Preparation before Installation

The preparation before installation shall be as follows:

Technical Proposal PI-13025

REF # CFB-REG-
0020-13

 Before commencing the equipment installation, checks

shall be made of any damage caused during
transportation, equipment orientation, the center of
gravity, base level from the foundation datum line,
condition of slings and lifting lugs, the condition of anchor
bolts, etc.

 The winch brakes, clutches, safety devices and controls

shall be carefully inspected

 Any test water or other temporary material remaining or

left in the equipment shall be drained or moved, to
prevent overloading

 The bottom face of the equipment base plate shall be

thoroughly cleaned

 The concrete surface of the foundation shall be scabbed

and cleaned

 The required number of shims and wedges with necessary

tools shall be prepared for use

6.4.3 Safety Precaution

No equipment shall be installed under high wind, heavy rain or

any other bad weather condition, which may be deemed
dangerous or unsafe.

6.4.4 Installation Procedure

The installation procedure shall be as follow:

 Verification of ground condition

 Heavy equipment shall be test lifted, lightly off the ground

and all parts of the crane, wire ropes, tools, etc., shall be
examined. If any defect is found the equipment shall be
immediately lowered to the ground. After the defect is
corrected, the equipment shall be test lifted slowly and
carefully

 During lifting, the equipment shall not be left suspended

in a dangerous or incomplete position
