1.0 Introduction
e-Payment application is designed to enable the users to make online payments through
Department’s website i.e. www.tcpharyana.gov.in. User can make online payments easily
and efficiently by using different modes like Internet Banking, NEFT/RTGS and Offline
Challan.
On making Online payment an acknowledgement receipt is generated. Applicants can also
check the status of online payment against transaction number and government receipt
number (GRN). This manual has been prepared with a view to provide step -by-step
guidance to the users for making online payment through the e-Payment application.

1.1 The Salient features of e-Payment

 Online payment for all cases like Licence, Change of land use (CLU), Brick kiln,
Enforcement and RTI so on.
 Online generation of transaction number upon making online payment.
 Verify and Print online payment receipt; any time; anywhere.
 Track payments made with the department by checking the payment status on
your Dashboard.

1.2 Minimum Hardware & Software Requirement

 Web Browser Application – Best viewed in Google Chrome & Mozilla Firefox.
 Internet connection recommended 1Mbps or higher.
 Tool to open the PDF files such as Acrobat PDF Reader and for excel file MS Office.

2.0 Getting Started

i. Type the URL www.tcpharyana.gov.in in the address bar of the selected browser
ii. Once the web site is connected the Home page will appear as shown below:

New user has to Register with us Click on <New User? Register Here> See screen below.

2.2 Login
To login click on <Login> link. See screen below. ADD COMPLETE DETAILS OF CREATING
LOGIN

Click on Login button

2.3 Forgot password

In case user forgot password, click on <Forgot Password> option provided in Login screen
as shown in above screen. On pressing <Forgot Password> a link to generate new password
will be sent to users registered email id and forgot password confirmation message will be
sent to registered mobile no.

3. Dashboard
On successful login user will be provided with the following Dashboard, where all the
online services viz. e- Licence, e-CLU, Online Document filing System and Online Payments
so on can be accessed. Department wishes to add more online services in coming time.
Applicants will be able to file various online applications & compliances and make online
payments through the Dashboard.
Dashboard also provides various details to the user in a single screen shot.

 Reports : User can search the transactions based on various
search criteria
 Verify/Download Challan : Challans generated earlier can be downloaded
by entering the Transaction No./GR No.

4.0 Making Payment

Before making the payment, user must read all instructions carefully and enter all the
mandatory parameters.

4.3 STEPS TO MAKE THE PAYMENT

Step 1: Select <CaseType>. See screen below

Step 4: Now add details in <Payment Details> section.

For payments to be made against a Licence case, enter the Licence No.
against which the payment is to be deposited. After entering the first two
digits of licence no., list of licence cases will automatically populate. Select
your licence from the list.

 Once a <Licence No> is selected, the system will display Licence Nos,
CaseId, Application Id, Licence Year. Also, the basic details of the record
available with the Department will be displayed on the screen

Step 9: Payment Summary: Verify and Confirm

After entering all the required information for online payment, user will be
prompted to verify the details in <Preview and Confirm> form.

NOTE : Proceed button will be enabled only after the checkbox is “ticked”.

Step 10 : On clicking on <Proceed> in step 9, applicant will be redirected to :

A. either E-GRAS portal (for all payments other than IDC, IAC and Labour Cess
payments) ‘OR’
B. selected Payment aggregator page (for IDC, IAC and Labour Cess payments).

Both the above are explained below:

A. In case of payment related to e-GRAS, the applicant will be redirecred to e-GRAS

portal

 And then on <Continue> on the screen shown below.
 Confirmation message will appear. Verify the details and press <ok> button for
continuing the process. See screen below

B. In case of payment for IDC, IAC and Labour Cess, on clicking <Proceed> in step 9,
the system will be redirected to the page of the selected aggregator.

5.2 Verify Payment

User can verify the status of the payment by clicking on the Verify payment link on HOME page of
the Department Website as shown below:

6. Important Points to be kept in mind

1. The e-Payment will be only verified and submitted if the applicant has entered the
mandatory fields irrespective of case type, application and charges type.

2. User will get a message on his/her mobile phone (mentioned at the time of
registration). In case of any change in the Mobile Number, please update the same.

3. Please do not share the debit card, credit card and internet banking password
details with anybody including the Department officials.

Annexure – 3 : Different Payment Modes: Process to be followed

i. Internet Banking
In case of Internet banking payment mode, user will be redirected to selected payment
aggregator portal. You should follow the instructions of selected payment aggregator.
After complete the process of this mode, you have to download the online payment
receipt.

ii. Online NEFT/RTGS

Process
1. Generate an online NEFT/RTGS challan.
2. A Beneficiary / virtual account no. will be generated that will be mentioned on the
challan
3. This Virtual Account no. is valid for only one transaction i.e. for each transaction a new
virtual account no is to be generated

With this challan, user can make the transaction with two different ways explained below:
OPTION 1 (USING ONLINE MODE BY ADDING VIRTUAL ACCOUNT NO):
• Go to your net banking site of your bank
• Add beneficiary account no. mentioned on the challan
• Make online transfer to this beneficiary account no.

OPTION 2 (BY PHYSICALLY VISITING THE BANK WITH COPY OF THE CHALLAN and
Demand Draft):
• Take a print out of the challan
• Visit your bank (i.e. the bank where you have your account) with the copy of the challan
and Demand Draft
• Make the payment at the counter

iii. Offline Challan

1. To generate an offline challan, user must generate a challan from Department’s e-
payment application form by selecting the “Offline Challan” mode.
2. Challan is to be deposited (along with cash /cheque / DD) in the selected aggregator
bank. Example: if challan is generated by selecting IDBI aggregator then the challan is to
be deposited in any branch of IDBI only.
3. If bank does not accept challan, please inform the same to the Contact person of the
